1 dead after tour boat capsizes near Niagara Falls, New York

One person was killed and multiple people were sent to local hospitals after a boat capsized Monday during a tour of an underground cavern system built to carry water from the Erie Canal beneath the western New York city of Lockport, officials said.

Police and fire crews were called to the Lockport Cave Tours, about 32 kilometres northeast of Niagara Falls, at about 11:30 a.m. The tours take visitors on an underground boat ride illuminated only by small lights.

"The boat did a 180-degree turn, so the bottom of the boat was upright in the water," Lockport Fire Chief Luca Quagliano said at a news conference. "A number of victims were on top of that boat initially when rescuers got to them."

He said all 29 people on board the flat-bottom boat were thrown into water between 5 feet and 6 feet deep when the boat apparently became unbalanced and capsized toward the end of the roughly 300-foot tunnel.

Some passengers were able to get to safety on their own. Rescue crews using an inflatable boat rescued about 16 others, he said.

Authorities did not immediately release the name of the man who died. His wife was taken to a hospital, officials said.

"We have had eight of the passengers come into our ER," said Patricia Brandt, spokeswoman for Eastern Niagara Hospital in Lockport. "None critical. They're all stable and some have already been released."

Brandt said she did not know the nature of the injuries but believed some were treated for cold from being in the water. Other patients went to other hospitals, she said, but did not have details.

Jeremy Swiatowy, 42, watched as rescue workers breached the wall to the cave with a sledgehammer before shimmying through the hole to help rescue the remaining people inside. Swiatowy said local schoolchildren often take tours at the Lockport, and locals were concerned that children might have been on the boat that sent people into the chilling water.

"The water in the caves is super cold," he said.

Video footage from the scene outside the Lockport Cave office showed one person talking as she was loaded onto an ambulance. Others wrapped in white towels were being escorted to a bus as a steady rain fell.

Photos and videos posted on the Lockport Cave website show small, flat-bottom boats slipping through a rough-hewn tunnel, which was blasted out in the 19th century to transport extra water from the Erie Canal to power nearby businesses.

The tunnel was once the subject of an episode of the Syfy network show "Ghost Hunters."

1 person dead after tour boat capsizes inside cave along the Erie Canal

A tour boat capsized Monday morning in a cave along the Erie Canal in Upstate New York, authorities said. One person died after being trapped beneath the boat for at least an hour.

Fire officials and emergency medical personnel rescued 16 people from the water. Authorities said there were 28 people on board the boat when it capsized before 11:30 a.m. The rest of the passengers were able to emerge safely out of the cave.

The tour was carrying passengers and one staff member from Destination Niagara through a series of caves in a section of the Erie Canal in Lockport, near Niagara Falls at the U.S.-Canadian border. 

The capsize happened during a stretch of the underground trip where tourists board a small boat and travel along a 300-foot channel inside the cave, where the water level hovers around five feet deep, although it exceeds six feet in some areas, authorities said at a news conference Monday afternoon. 

Authorities said the boat, which can carry as many as 40 people, became unstable and flipped near the end of the channel. The passenger who was killed was about 60 years old, authorities said.

Of the 16 people rescued by crews, 11 were injured and transported to a hospital for treatment. Officials said a broken arm and a possible head injury were recorded, although some passengers could have potentially suffered from hypothermia after being in the water for 15 or 20 minutes. The water temperature at the time was between 55 degrees and 60 degrees Fahrenheit.

The Lockport Police Department originally confirmed the incident in a  statement  shared to its Facebook page about an hour after it happened.

"Lockport police and fire departments, as well as several other agencies, are currently working to assist parties that were on a boat that capsized in the Lockport Cave Tours," police said in the statement.

Streets in the surrounding area were closed off to give rescue crews easier access to the scene, according to Lockport police. An investigation into the incident is ongoing, and authorities said the area where the boat capsized will be considered a crime scene until their probe is complete.

New York Gov. Kathy Hochul said in a tweet that authorities with the New York State Police, Division of Homeland Security, State Parks and Health Department were at the scene and assisting local officials in their response.

"My team is in close contact with local officials and emergency operations teams who have responded to a capsized boat along the Erie Canal in Lockport," the tweet read.

As WIVB reported, boat tours have taken place inside the Erie Canal's network of caves since 1977, while the caves themselves were created in the late 19th century. Authorities said Monday that the Lockport Cave Tours have proceeded without incident since they began more than four decades ago.

Tour Boat in Fatal Capsizing Was Unregulated and Had Tipped Before

Gov. Kathy Hochul said her administration would look into how such waterborne tourist attractions in New York could be made safer.

After a tour boat capsized in a tunnellike cavern in western New York this week , killing a man and injuring nearly a dozen others, officials said they were investigating when the boat had last been inspected.

The answer, it turns out, is most likely never.

The 300-foot canal in the dimly lit cavern, the Lockport Cave in Lockport, N.Y., is privately owned and is not a navigable body of water. As such, the narrow, flat-bottomed boat that was carrying 28 people on Monday operated in a regulatory limbo, officials said.

As a result of the episode, Gov. Kathy Hochul directed her administration to “look at all possible ways to prevent future tragedies,” a spokesman said on Tuesday. The U.S. Coast Guard polices federally navigable waterways. But the governor’s spokesman, Matt Janiszewski, said that no state agency has jurisdiction over vessels in nonpublic, nonnavigable waterways.

The revelation that no official entity was monitoring the safety of the attraction, which is about a half-hour east of Niagara Falls, emerged as The Buffalo News reported that the episode on Monday was not the first of its kind, despite what Lockport officials have said.

In September 2015, The News reported, about 30 people from a social services charity — at least half of them teenage clients — were thrown overboard in similar fashion. All of those dumped into the canal then escaped without serious injury, according to a woman whose son was there.

The woman, Sheri Scavone, said in an interview that the capsizing had traumatized her son, who was then 15 and a good swimmer. He helped another teenager to safety.

“It was dark, the water was freezing, there was nothing to grab onto,” Ms. Scavone said, adding that, as was true this week, no one was wearing life jackets. “Twenty kids could have died that day.”

She said she decided to call attention to the earlier episode after Lockport officials said on Monday that the cave attraction, a man-made remnant of New York’s industrial past that is next to the Erie Canal, had run without incident since opening to tourists in the 1970s.

“That, I could not let pass,” Ms. Scavone said.

Daniel and Elizabeth Morrisette, who were among the boat’s passengers Monday, described in an interview with ABC’s “Good Morning America” a similarly terrifying scene as 16 people were rescued from 60-degree water that was as deep as six feet.

“The boat was on top of me and I couldn’t find any air pockets or anything,” Mr. Morrisette said. “And I’m just trying to, like, breathe because I’m under water.”

The Morrisettes and the others were on an outing sponsored by a regional tourism group for people involved in the hospitality industry in Niagara County, officials said.

Late Tuesday, the Lockport police identified the man who was killed as Harshad Shah, 65, whose wife had accompanied him and was injured. Mr. Shah was the longtime president of the Budget Host Inn in Niagara Falls, according to an obituary posted online by a funeral home.

Reached by telephone, a relative of Mr. Shah’s declined to comment, saying the family was still grieving. In a statement to WGRZ, a Buffalo television station, Mr. Shah’s relatives described him as a “family man” and said that his wife “remains in shock, unable to come to terms with this fatal event that unfolded before her eyes.”

On Monday, Lockport’s police chief, Steven Abbott, said that the cave was being treated as a crime scene because of Mr. Shah’s death. The federal Occupational Safety and Health Administration was also investigating what caused the boat to tip.

Lockport’s chief building inspector, Jason Dool, ordered the attraction closed after being called in by the police and finding electrical hazards. Among the problems were wires in the water, he said in an interview.

Mr. Dool said he had discussed the problems, which he did not believe had contributed to the capsizing, with an owner of the cave, Thomas Callahan, who had said he planned to address them.

Responding to a request for comment, Mr. Callahan said via text message that the Lockport Cave company was “deeply saddened by this tragedy.”

“Our condolences go out to the family,” he said. The company was cooperating with investigators, he added.

Lockport Cave is not the only tourist attraction in New York featuring an underground boat ride. Howe Caverns, which attracts 200,000 visitors a year to a site about 45 minutes west of Albany, offers something similar. An email to its general manager on Wednesday seeking information about safety measures was not immediately returned.

A tour boat capsized inside a cave 20 miles from Niagara Falls on Monday morning.

Lockport Police said that passengers were on board the Lockport Cave & Underground tour boat when it overturned around 11.20am. Multiple agencies were called to the scene to search for the passengers in the water.

Mayor Michelle Roman said during a press conference that one person was killed during the accident, according to Spectrum News. The name of the fatal victim was not released but authorities said he was in his 60s and his wife is recovering at hospital.

Twenty-eight passengers and one staff member were on board when the tour boat overturned. According to Lockport Fire Chief Luca Quagliano, sixteen people were rescued by boat after the wall outside the cave was breached.

The rest of the passengers walked out of the cave themselves as the water in the caves is around two to six feet in depth.

The individuals on board the boat were all locals participating in a free tour for hospitality workers.

1 person killed after boat carrying 29 people capsizes on cave tour near niagara falls.

One guide and 28 locals were on the tour in Lockport, according to Destination Niagara USA, which organized the trip. The passengers were hospitality employees in Niagara County enjoying a company outing, and no children were on board.

The boat, operated by the Lockport Cave & Underground Boat Ride, was traveling down a 300-foot cave tunnel. The vessel was specially designed for the cave, according to Lockport Police Chief Steven Abbott. It could handle a maximum of 40 people.

Near the end of the passage, the boat “became unbalanced and capsized,” sending all 29 people into the water, Lockport Fire Chief Luca Quagliano said.

The water in the cave is about 5-6 feet deep, according to Quagliano. Some of the people managed to walk back to the cave entrance on their own.

However, around 16 people were rescued by emergency crews, Quagliano said. First responders used a small inflatable boat to pick up three to four people at a time and take them to safety. The entire operation took around an hour, according to Quagliano.

Investigators believe the man who died became trapped under the overturned boat and was unable to reach safety.

When emergency personnel first arrived, several people had climbed on top of the capsized boat, the fire chief said. No one on board was wearing a life jacket, and officials who’d taken the tour themselves said they were not used.

“It’s well-lit throughout the cave system,” Quagliano said. “This place has been in operation for decades without incident.”

Nearly a dozen people were transported to local hospitals with minor injuries, the worst of which was a broken arm, according to Quagliano. The water temperature was estimated at 55 to 60 degrees, and at least one rescuer was treated for hypothermia.

Police Chief Abbott said authorities are treating the cave as a crime scene.

“We have one individual who’s passed, we have a whole lot of questions that need to be answered,” he said, adding that officers would interview all boat passengers in an attempt to determine what happened.

The cave system was built in Lockport in the late 1800s, when the Erie Canal was in its heyday. It was designed to transport water from the canal to power local industry. In the 1970s, a tourism group designed a tour through the caves, which includes the underground boat ride.

BUFFALO, N.Y. (WKBW) — Friends and relatives are sharing more about the man who lost his life in the Lockport Cave tour boat accident.

65-year-old Harshad Shah died when the boat capsized while going through the Lockport cave Monday . Shah lived in Niagara Falls and owned a hotel there for more than 20 years. Officials say rescue crews tried several methods to save his life but he died at the scene.

7 News spoke with his daughter off-camera today. She still can't believe what happened and they have a lot of questions about what caused that boat to capsize but for now, they're focusing on their faith and praying every day for 10 days.

Shah's best friend, Balwant Rana, says he was in Florida when he found out Shah died, he was shocked and he came to Niagara Falls to be with Shah's family.

According to Rana, Shah was planning to retire after decades of hard work and recently talked about slowing down and finally taking his family to some local tourist attractions. After living in the area for 23 years, this was the first time he had ever been on the Lockport Cave tour.

Rana said Shah was always working and looking out for his family and friends.

(AP) – A boat carrying hospitality workers capsized Monday during a tour of a historic underground cavern system built to carry water from the Erie Canal beneath the western New York city of Lockport, killing one person who became trapped beneath the overturned vessel, officials said.

All 29 people on board the flat-bottomed boat operated by Lockport Cave Tours were thrown into water between 5 feet and 6 feet deep when the craft tipped over toward the end of the roughly 300-foot route.

The tours take visitors on an underground boat ride through a dimly lit, rough-hewn tunnel, which was blasted out in the 19th century to transport canal water as an industrial power source.

Some passengers dunked into the water were able to get to safety on their own. Rescue crews using an inflatable boat rescued about 16 others, Lockport Fire Chief Luca Quagliano said.

Jeremy Swiatowy, 42, watched as rescue workers breached the wall to the tunnel with a sledgehammer before shimmying through the hole to reach people inside.

“The water in the caves is super cold,” he said.

When rescuers reached the boat, some passengers had climbed on top of its upturned hull, Quagliano said at a news conference.

Authorities did not immediately release the name of the man who died. His wife was taken to a hospital.

A total of 11 people were brought to hospitals, mostly with minor injuries, the fire chief said.

All of the passengers were hospitality employees from across Niagara County, according to Andrea Czopp, chief operating officer at Destination Niagara USA. The agency organized the outing as part of a familiarization tour, she said.

Authorities said the specially built motorboat holds up to 40 people, who sit in rows about four across. During the ride, about two to three feet of space separate the boat and cave walls on either side.

Nobody on board had a life preserver, authorities said. It was unclear whether they were required or offered.

The company that operates the tours did not immediately respond to phone calls and an email seeking comment.

Lockport Mayor Michelle Roman said the attraction, located about 20 miles (32 kilometers) northeast of Niagara Falls, has operated since the mid-1970s, without incident. It will remain closed during an investigation.

“This is very sad for everybody,” she said.

Police Chief Steven Abbott said the cave and canal are private property.

“We have a lot of questions that need to be answered,” he said.

Video footage from the scene outside the Lockport Cave office showed one person talking as she was loaded onto an ambulance. Others wrapped in white towels were being escorted to a bus as a steady rain fell.

The water tunnel was once the subject of an episode of the Syfy network show “Ghost Hunters.”

The two people killed when their car crashed into a border checkpoint in Niagara Falls and exploded in a fiery wreck were identified Friday as a western New York husband and wife whose family owns a lumber business and several hardware stores in the Buffalo area.

The Niagara Falls Police Department named the couple as Kurt P. Villani and Monica Villani, both 53, of Grand Island, New York, a leafy Buffalo suburb close to the falls.

Authorities have not yet released details on what exactly led to the couple's crash Wednesday at the Rainbow Bridge, where their car raced through an intersection, hit a low median and was launched through the air before slamming into a row of security booths and bursting into flames.

Online business records and the company website indicate the victims’ family owns Gui’s Lumber and seven Ace Hardware locations in western New York, his family operating the business since the mid-1980s. A man who answered the phone Friday at a number listed for Gui’s Lumber declined to comment.

The wreck prompted widespread concern on both sides of the border, as video and images of what appeared to be the aftermath of an explosion began to circulate online and officials closed the bridge and three other crossings in the area. Authorities investigated for several hours before the FBI's Buffalo office said it found no signs the incident was a terror attack and turned the case over to local police as a traffic investigation.

The Niagara Falls Police Department has said the investigation will take time to complete given the complexity of the crash. The agency issued a statement Friday that named the victims but contained no other details.

"The City of Niagara Falls would like to extend our sincere condolences to the families as they deal with this tragedy," the statement read.

New York Gov. Kathy Hochul has described the crash as “surreal” and said the vehicle was “basically incinerated” with nothing left but the engine and a scattering of charred debris.

“You actually had to look at it and say, was this generated by AI?” Hochul, a Democrat, said at a news conference Wednesday. “Because it was so surreal to see. How high in the air this vehicle went, and then the crash, and the explosion, and the fire.”

The safety measures tied up traffic at a nearby airport in Buffalo and elsewhere on one of the busiest U.S. travel days of the year, ahead of the American Thanksgiving holiday. The bridges were later reopened.

About 6,000 vehicles cross the Rainbow Bridge each day, according to the U.S. Federal Highway Administration’s National Bridge Inventory. The short, steel bridge offers scenic views of the falls.

ST. PETERSBURG, Fla. - One of the teens that was ejected from a boat that crashed in St. Petersburg on Sunday night died, according to officials.

On Sunday around 4:30 p.m., authorities responded to reports of a boating accident near Bayshore Boulevard in St. Pete.

The Florida Fish and Wildlife Conservation Commission (FWC), United States Coast Guard (USCG), St. Petersburg Police Department, St. Petersburg Fire Rescue and the Pinellas County Sheriff's Office (PCSO) all responded to the scene.

Two 15-year-old boys, Collin Moorefield and Christian Tharakan were both on the 18-foot vessel when it hit a dock, according to FWC.

"It was like something out of a movie, an unmanned boat going full speed at the seawall," Carlon said. "My immediate concern was I knew my wife and my daughter were outside. My daughter loves going on the dock."

Carlon said he quickly jumped into action and hopped over his fence, onto his seawall. "...off the seawall, into the boat and killed the power, turned the motor off, grabbed the anchor line and lassoed it around the neighbor's dock," he said.

Carlon noticed a cell phone on the boat was still playing music.

"At that point, it was very unclear how many people were on the boat originally," he said.

As the scene began to wrap up, an unknown man showed up.

"The father of one of the kids came into the backyard. We didn't know who he was at the time. He asked if there was anything that he could do," Carlon recalled. "My wife, she was holding my daughter at the time, and she gave me my daughter, and she said, 'I have to give him a hug' and she hugged him, and you could hear them both bawling. It was heartbreaking."

Officials say Tharakan, the operator of the boat, was recovered from the water.

The FWC, PCSO and St. Petersburg Fire Rescue says they searched for Moorefield who was found by a good Samaritan and a St. Petersburg Police Department Officer.

The teens were taken to a local hospital, which is where Moorefield died, according to authorities. FWC says Tharakan has non-life threatening injuries.

"We would like to express our condolences to the Moorefield family and ask that the public give the family space during this difficult time," said Major Evan Laskowski, Southwest Regional Commander in a statement. "As a father myself, I can only begin to imagine the pain they are experiencing right now. I want them to know we are thinking and praying for them during this time."

The FWC is leading the active investigation with assistance from St. Petersburg Police Department.

Carlon believes it was a freak accident.

"We see people driving their boats recklessly, doing things that they shouldn't be all the time. This wasn't that. It just seemed like a terrible accident," he shared.

At approximately 3:00 pm St. Petersburg Fire Rescue responded to reports of a collision involving a boat at approximately 3 p.m. on Tuesday, June 21, 2022. The collision occurred in the area of 4th Ave N and Sunset Drive, north of the Treasure Island Causeway.

According to the St. Petersburg Fire Rescue, an approximately 15 foot flats boat collided into the rocks and seawall at the location. Two individuals were on the boat at the time of the crash.

One person, an adult male, sustained serious traumatic injuries and transported to Bayfront Health St. Petersburg in critical condition.

The other individual was evaluated by Paramedics and has minor injuries. Florida Fish and Wildlife is investigating the incident
