Who are eligible?

Only those travelers are eligible to apply for the frequent travel program who holds APEC business travel card (ABTC) or,

If they hold the passport provided by the eligible country or region and fulfill the required eligibility criteria.

  • The issued passport should be valid for six months or more.
  • You must have arrived in Singapore a minimum of two times or more in the last two years, and
  • You should be six years of age or above.

The mentioned requirement is not mandatory for the ABTC holder.

Eligible Countries/Regions/Group

Some of the eligible countries and their additional criteria (if any) for FTP are listed below:

If you are an ABTC cardholder, then SGP should be mentioned at the backside of your ABTC card. Also, these requirements are not for the ABTC holders arriving from the USA and Canada.

  • That application cannot be processed to the next step if the applicant’s fingerprint is dry or wet, scarred, and faint.
  • In order to apply, you should be having a machine-readable passport, i.e., International Civil Aviation Organization (ICAO) compliant.
  • All the application’s acceptance is subjected to ICA’s discretion.
  • The parents or guardians of those applicants aged below 18 years should be presented during the time of enrolment.
  • In order to confirm the identification, the original copy of the candidate’s birth certificate along with the valid passport of the parent or legal guardian should also be submitted. Furthermore, in case the applicant is accompanied by their legal guardian during the enrolment, in that situation, a valid copy of the legal authorization letter or court order should also be provided.

Documents Required

Some of the documents that the applicant needs to submit are listed below:

  • A passport with a validity of six months needs to be submitted.
  • You also need to submit the complaint application form. The application form consists of three parts. All the parts need to be completed by the applicant. It is recommended to read the form and fill the form correctly. While submitting the form, ensure that you signed the form and write the date.
  • APEC business travel card should also be submitted (if applicable)
  • It has been recommended for the applicants to download the forms from the immigration and checkpoints Authority (ICA) official website and complete the form prior to their visit to the nearest employment center.

In order to apply for a frequent travel program, the applicant will require applying in person by visiting any of the following enrolment centers:

ICA Building

The operating hours for this center are 8 AM to 5 PM on Monday to Friday and Saturday from 8 AM to 1 PM. This center will remain closed on all the public holidays as well as on Sundays.

Enrolment for the automated clearance facility in the ICA Building can be done through e-Appointment.

This facility is currently not provided to the ABTC holders. Therefore, to get enrolment for ABTC holders, they must walk in person for automatic clearance enrolment at the ICA building. Also, there are some of the additional enrolment centers given below for the automated clearance.

Changi Airport Terminal 3

Departure Immigration Hall, Level 2

Only for passengers residing in transit area only

The operating hours for these enrolment centers are between 8 AM to 5 PM on Monday to Friday and 1.00 pm on Saturdays.

The enrolment center will be closed on Sundays and public holidays.

Woodlands Checkpoint

Departure Bus Hall, Level 5

If you are willing to visit this enrolment center, then it’s better to visit within their operating hours, i.e., between 8 AM to 5 PM on Monday to Friday. On Saturday, it’s better to visit between 8.00 am to 1.00 pm. The center will be closed on Sundays and for all public holidays.

  • Tuas Checkpoint
  • Departure Bus Duty Office, Level 1

This Centre is mainly for those applicants departing for Malaysia by bus.

Its operating hours are 8 AM to 5 PM on Monday to Friday and 8 AM to 1 PM on Saturdays; the center will be closed on all the public holidays and Sundays.

Foreigners visiting Singapore can participate in Frequent Traveller Programme now

The Immigration and Checkpoints Authority of Singapore (ICA) urged the travellers, frequently visiting the country for business or leisure, to participate in Frequent Traveller Programme (FTP) for free.

The program allows eligible travellers to enjoy convenient immigration clearance via automated clearance facilities, which is also known as the enhanced-Immigration Automated Clearance System (eIACS).

ICA stated that the authority has extended the FTP to eligible holders of UK passports and all holders of the APEC Business Travel Card (ABTC), since Thursday, June 13. This will allow foreign travellers to use the eIACS at the checkpoints in Singapore.

In a news release, ICA also mentioned that the eligible holders of Singapore passports were recently allowed to use the automated immigration clearance facilities in the UK. As per ICA, this mutual move between both the countries will accord such travellers greater convenience.

Travellers from UK, aged six and above who have a passport with more than six months' validity, and have visited the Republic at least twice in the past two years, as well as all holders of the ABTC, will now be able to apply for FTP.

People who would like to enjoy such facilities now can apply for the FTP at the enrolment centres located at Terminal 3 Changi Airport the Visitor Services Centre at the ICA Building as well as at both the checkpoints in Woodlands and Tuas.

However, ICA clarified that the application cannot be done if the applicant's fingerprints are faint, scarred or excessively dry or wet and they should have a machine-readable passport which is International Civil Aviation Organisation (ICAO) compliant to apply.

If anyone successfully applies to use eIACS but later wish to opt out, then those people can present their enrolled passport at any eIACS enrolment centre for assistance.

What to know and look out for, to clear immigration swiftly.

Automated Clearance System

All travellers can enjoy the convenience of automated clearance when they depart Singapore via Changi Airport if their biometrics had been enrolled with during arrival immigration clearance.

Travellers can use automated clearance as long as they hold a valid International Civil Aviation Organisation (ICAO) compliant passport.

Immigration Procedures

When you buy goods in Singapore, you are required to pay GST on your purchases if the retailer is registered for GST.

The Tourist Refund Scheme (TRS) allows you to claim a refund of the GST that you paid on goods purchased from the participating retailers if they are brought out of Singapore via Changi International Airport or Seletar Airport, subject to the criteria and conditions of the scheme.

The Tourist Refund Scheme (TRS) allows eligible tourists to claim a refund of the GST that you paid on goods purchased from the participating retailers if they are brought out of Singapore via Changi Airport or Seletar Airport.

To be eligible for a GST refund under this scheme, you must satisfy all the following criteria:

  • You are 16 years of age or above on the date of the purchase;
  • You are not a citizen or a permanent resident of Singapore;
  • You are not a member of the crew of an aircraft on which you are departing Singapore; and
  • on the date of the purchase;
  • at any time within the period of 3 months immediately before the date of purchase; or
  • on the date you submit your claim for a refund of the GST charged on your purchases at the airport;

As of 1 April 2019, the eTRS will be a paperless process; you will no longer receive an eTRS ticket and purchases will be tagged to the your passport. If you wish to claim GST Refund on your purchases, you should present your passport at the retailers upon payment. To review or select your purchases for GST Refund, you may wish to visit the e-services portal at  https://touristrefund.sg .

Applying for GST Refund can be done at GST Refund facilities at the terminal of your departure. For claims on items to be checked-in, GST Refund has to be done before your flight check-in. For claims on hand-carried items, GST Refund has to be done in departure transit after clearing immigration.

Don’t forget to collect your original receipt or invoice before leaving the shop.

As eTRS is a voluntary scheme, not all retailers in Singapore operate the scheme. GST-registered retailers may choose to operate the scheme on their own or engage the services of a Central Refund Agency. There are currently three Central Refund Agencies in Singapore: Global Blue Singapore Pte. Ltd.

Retailers who operate the scheme on their own usually display signs that indicate 'Tax Refund' in their shops. However, it is best that you check with the retailers if they are operating the scheme.

The actual amount refunded may be lesser than the GST you have paid as a handling fee for the refund service will be deducted by the retailer, Central Refund Agency or operator of Central Refund Counter.

Do arrive at the airport early to allow sufficient time for your GST refund to be processed and goods to be inspected, if necessary. You are required to seek endorsement at the Customs Inspection Counter in the terminal where you will be checking-in your goods or where your flight will be departing from. You must also depart with the goods on a flight within 12 hours after obtaining approval of your GST refund.

For check-in items: Prior to checking-in the goods, please proceed to the eTRS self-help kiosk at the Departure Check-in Hall (before Departure Immigration) to apply for GST Refund.

For hand-carried items: Please proceed to the eTRS self-help kiosk at Departure Transit Lounge (after Departure Immigration) to apply for GST Refund.

At the kiosk, you will be asked to:

  • Select your preferred language
  • Scan your passport
  • Declare your eligibility and acceptance of the TRS conditions
  • Select / Deselect the purchases you wish to apply for GST Refund
  • Select your refund options; Cash, Credit Card or Alipay

Once you have completed the steps above, you will be shown the status of your refund on the kiosk. If your purchases need to be inspected, please proceed to the Customs Inspection Counter for the physical inspection of the goods. Please present the goods, together with your passport, the original invoice(s) or receipt(s) and your confirmed flight itinerary or boarding pass to the Customs Inspection Counter for endorsement.

Refund via Credit Card The approved refund amount will be credited to the specified credit card within 10 calendar days.

Refund via Cash Please proceed to the GST Cash Refund Counter in the Departure Transit Lounge (after Departure Immigration) to collect your cash.

Refund via Alipay Follow through the instructions at the kiosks or counter to receive your Alipay refund.

The GST refund counters are located at both public and transit areas, and are open 24 hours, daily.

  • Terminal 1 Public, Departure Hall (near Check-in Rows 3 and 4)
  • Terminal 1 Transit (near iShopChangi Collection Centre and Charles & Keith)
  • Terminal 3 Public, Departure Hall (between Check-in Rows 5 and 6)
  • Terminal 3 Transit (near iShopChangi Collection Centre and Lotte Duty Free)

GST Refund is also located at Jewel (level 1, next to Changi Lounge), please note that this service is only available to passengers who use Early Check-in facility at Jewel.

Reporting Cash

A traveller who enters or leaves Singapore is required to give a report if he carries with him an amount exceeding S$20,000 (or its equivalent in a foreign currency).

The report shall be handed over to the Immigration Officer at the Customs Red Channel on arrival in Singapore and at the Immigration Counter on departure from Singapore.

The form 'Physical Currency and Bearer Negotiable Instruments Report (Traveller)', which is available in English, Chinese, Malay and Japanese, can be obtained from the Immigration card counter, police post(s) and the airlines. Do approach any Immigration Officer for assistance to complete the report.

You may wish to visit the Singapore Police Force website for more information as the law also covers receipts from outside Singapore as well as movement through cargo, post and other means.

Please note that this is NOT a currency control regime. There is no restriction on the type or amount that can be moved into or out of Singapore as long as a report is given.

i.          A physical vaccination certificate, as ICA’s and MOH’s systems are not linked. Travellers should not assume that ICA would have access to travellers’ vaccination records; ii.         A physical recovery memo,  if the traveller had contracted COVID-19; and iii.        A softcopy record of the SG Arrival Card, as ICA’s systems are not able to detect the travellers’ submission. 

2.        ICA would like to clarify the immigration clearance process for travellers via the land checkpoints.

Physical vaccination certificate 3.         Returning residents (Singapore Citizens, Permanent Residents, Long-term Pass holders) who were vaccinated in Singapore are not required to produce a physical copy of their vaccination certificate. As long as these travellers have submitted their SG Arrival Card, their vaccination records will be validated backend with the MOH system.

4.         Residents and foreign visitors who were vaccinated overseas, who have successfully uploaded their digital vaccination certificates during SG Arrival Card submission, are also not required to produce a physical copy of their vaccination certificate to our officers.

Physical recovery memo 5.         Under the current Vaccinated Travel Framework, travellers who have recovered from COVID-19 do not have to provide a recovery memo when travelling via the land checkpoints.

SG Arrival Card 6.         As SG Arrival Card submissions are automatically reflected in our immigration clearance system, travellers need not show proof of their submission to ICA officers.

Advisory to Travellers 7.         ICA would like to remind travellers to prepare all necessary documents, such as valid travel documents and submitting SG Arrival Card within 3 days of arrival before arriving at the checkpoints. Travellers who are not vaccinated in Singapore are also required to upload their digital vaccination certificates during their SG Arrival Card submission. ICA would also like to advise travellers to refer to ICA’s official channels (websites and social media platforms) for updated information relating to travelling under the Vaccinated Travel Framework.
