Modi’s Moscow Visit Showcases a Less Isolated Putin, Angering Ukraine

Prime Minister Narendra Modi of India made his first visit to Russia in five years, even as Ukraine reeled from an attack on a children’s hospital.

They hugged and strolled under the trees. They sipped tea and exchanged thoughts for hours. They petted horses together at the stables.

The jovial scenes between President Vladimir V. Putin of Russia and Prime Minister Narendra Modi of India, captured during the Indian leader’s first visit to Russia in five years, illustrated a sobering reality.

Despite the West’s campaign to isolate Russia over its 2022 invasion of Ukraine, other nations have pursued their own interests with regard to Moscow, helping Mr. Putin shore up the Russian economy and continue to wage his war. India, which has close ties to the United States, has emerged as the second-biggest importer of Russian oil after China in the years since the invasion.

Mr. Modi’s state visit, which began late Monday with a trip to Mr. Putin’s residence outside Moscow, underscored the point. At the Kremlin on Tuesday, Mr. Putin awarded Mr. Modi the Order of St. Andrew, the Russian government’s highest civilian honor, expressing “sincere gratitude” for his contribution to relations between their states.

“We have had two and a half years now of endless Russian atrocities, and most of the world is not daunted or uncomfortable maintaining some kind of business as usual with Moscow,” said Andrew S. Weiss, the vice president for studies at the Washington-based Carnegie Endowment for International Peace. “That’s a really sad commentary on Russia’s continued geopolitical weight.”

While Mr. Modi was hugging the Russian leader late Monday, rescue workers and volunteers in Kyiv were clearing away rubble from a Russian strike on Ukraine’s biggest pediatric hospital . Images of children outside the destroyed medical facility with their IVs still attached, or in some cases covered in blood, wrenched a nation that has been exhausted by more than two years of Russian bombardment.

“It is a huge disappointment and a devastating blow to peace efforts to see the leader of the world’s largest democracy hug the world’s most bloody criminal in Moscow on such a day,” Ukraine’s president, Volodymyr Zelensky, wrote on X .

The state visit was also juxtaposed against the gathering of NATO countries on Tuesday in Washington, where they discussed continued support for Ukraine.

Western governments have failed to persuade India and many other governments around the world to take a public position against Mr. Putin’s war. Mr. Modi has avoided condemning Russia’s invasion and instead issued general calls for peace, maintaining the warm relations with Moscow that India has cultivated since the days of the Cold War.

The Indian leader said he had discussed Ukraine with Mr. Putin at his residence, agreeing on the need for peace as soon as possible.

“Any person who believes in humanity feels pain when people die, and especially when innocent children die,” Mr. Modi said Tuesday, a possible implicit reference to the hospital attack. “When we feel such pain, the heart simply explodes, and I had the opportunity to talk about these issues with you yesterday.”

The state visit offered still more evidence that Mr. Putin has managed to avoid the pariah status Western leaders tried to force on him after the invasion. Mr. Putin has maintained a robust diplomatic schedule holding two meetings with China’s leader , Xi Jinping, in two months, along with meeting the leaders of Vietnam , Hungary , Belarus and the nations of Central Asia,

On Tuesday, Indian officials said that the two countries had struck various agreements to strengthen economic ties, with the goal of reaching $100 billion in bilateral trade by 2030.

Russia and India also said they would strengthen their military cooperation, including manufacturing more weapon spare parts and units in India. They pledged to continue developing national payment systems, which allow Russia to conduct trade outside U.S. dollars and away from platforms impacted by Western sanctions.

Mr. Modi, who said he had met Mr. Putin 17 times over the course of the past decade, invited Mr. Putin to visit India next year.

“Russia is India’s true friend,” Mr. Modi said at a meeting with members of the Indian community in Moscow, according to the Russian state news agency Tass.

While India imported little Russian crude before the invasion of Ukraine, the nation has since risen to become the No. 2 importer of Russian oil after China, helping fill the Kremlin’s coffers despite a Western ban on most Russian oil imports. In many cases, India has been refining Russian crude and re-exporting it to European nations that are subject to the ban, giving it a lucrative middleman role .

Matthew Miller, the State Department spokesman, told reporters on Tuesday that the U.S. has “been quite clear about our concerns” about India’s relationship with Russia, and has related them “privately, directly to the Indian government” — including within the past 24 hours. “We continue to urge India to support efforts to realize an enduring and just peace in Ukraine,” he said.

Mr. Modi said Tuesday that as a friend, he had always told Mr. Putin that peace was a prerequisite for future generations to have a bright future.

“That is why we believe that war is not a solution,” he said. “There can be no solution through war. Bombs, missiles and rifles cannot ensure peace. That is why we emphasize dialogue.”

India has a long history of friendly relations with Moscow. The Soviet Union and later Russia for decades supplied much of India’s arms and military equipment, though that reliance has decreased in recent years, in part because of pressure from the United States.

“This has been a time-tested relationship, and there is a consensus in India, regardless of political orientation, that the relationship with Russia is one to be preserved and not squandered,” said Rajan Menon, professor emeritus of political science at City College.

Mr. Putin has cast his invasion of Ukraine as an anti-imperial struggle against an encroaching West, and that message has resonated in parts of the developing world that once lived under Western colonialism. According to a Pew Research Center poll conducted this year, just 16 percent of respondents in India expressed unfavorable views of Russia, compared with 46 percent who voiced positive associations.

During his talks with Mr. Putin, Mr. Modi sought the early discharge of all I ndian nationals who were recruited by the Russian army under “false pretenses,” according to government officials. The contentious issue had introduced a sour note in the countries’ friendly relations. Mr. Putin agreed to the discharge of those citizens, who India has said number between 35 and 50.

Mr. Menon predicted that India would continue to cultivate deeper ties with the United States over the long term, but not at a cost of having to choose sides.

“Anyone who expects you can peel India off and put it in the U.S. column — that is not going to happen,” he said. “Would you rather be completely dependent on the United States or Russia, or have a position of maneuverability between the two?”

Passenger train derails in India, killing at least 2 passengers and injuring 20 others

LUCKNOW, India — (AP) — A passenger train derailed on Thursday in northern India, killing at least two passengers and injuring 20 others, a railroad official said. The cause of the accident is being investigated.

Naveen Kumar, a state relief commissioner, said dozens of rescuers, a 40-member team of doctors and paramedics, and 15 ambulances have reached the site of the accident. The injured have been moved to hospitals and government health centers in the area, he said.

The train was on its way to Dibrugarh, a town in northeastern Assam state, from the northern city of Chandigarh when it derailed near the town of Gonda, causing six coaches to derail and two to overturn, Kumar said. Gonda is about 120 kilometers (70 miles) northeast of Lucknow, the state capital.

Television images showed scores of passengers standing next to derailed coaches waiting for rescuers.

In June, a cargo train rammed into a passenger train in the eastern state of West Bengal, killing nine people and injuring dozens of others. Investigators said the driver of the cargo train, who was among the dead, disregarded a signal and caused the collision.

Last year, a train crash in eastern India killed over 280 people in one of the country's deadliest accidents in decades.

More than 12 million people ride 14,000 trains across India daily, traveling on 64,000 kilometers (40,000 miles) of track. Despite government efforts to improve rail safety, several hundred accidents happen annually, most blamed on human error or outdated signaling equipment.

What are Vance's policy positions?

Vance personifies what's known as the New Right , a populist conservatism that rejects many traditional Republican views. He supports tariffs on trade and opposes U.S. intervention in foreign conflicts, particularly the war between Russia and Ukraine. He's also spoken out against potential cuts to Social Security.

Some of Vance's work in the Senate has been bipartisan. He introduced a rail safety bill with Sen. Sherrod Brown after the train derailment in East Palestine, Ohio. He also worked with Massachusetts Sen. Elizabeth Warren on legislation to hold executives accountable for failed banks.

At the same time, many of his other bills reflect conservative views. For example, Vance introduced legislation to ban gender-affirming care for minors and a bill to eliminate diversity programs in the federal government.

Vance opposes abortion and often says the government should find ways to encourage people to have children.

Order under the Companies Act 2006

For a change of company name of registration No. 15453299

The company name BARRHEAD TRAVEL GMBH LTD has been registered since 30 January 2024 under number 15453299.

By an application filed on 2 April 2024, BARRHEAD TRAVEL SERVICE LIMITED applied for a change of name of this registration under the provisions of section 69(1) of the Companies Act 2006 (the Act).

A copy of this application was sent to the primary respondent’s registered office on 18 April 2024, in accordance with rule 3(2) of the Company Names Adjudicator Rules 2008. The copy of the application was sent by Royal Mail “Special Delivery” service and also by standard mail. On 18 April 2024, the Tribunal wrote to Atnan Keles Rasim to inform them that the applicant had requested that they be joined to the proceedings. No comments were received from Atnan Keles Rasim in relation to this request. On 7 June 2024, Atnan Keles Rasim was joined as a co-respondent. On 7 June 2024, the parties were advised that no defence had been received to the application and so the adjudicator may treat the application as not being opposed. The parties were granted a period of 14 days to request a hearing in relation to this matter, if they so wished. No request for a hearing was made.

The primary respondent did not file a defence within the one month period specified by the adjudicator under rule 3(3). Rule 3(4) states:

The primary respondent, before the end of that period, shall file a counter-statement on the appropriate form, otherwise the adjudicator may treat it as not opposing the application and may make an order under section 73(1).

Under the provisions of this rule, the adjudicator may exercise discretion so as to treat the respondent as opposing the application. In this case I can see no reason to exercise such discretion and, therefore, decline to do so.

As the primary respondent has not responded to the allegations made, it is treated as not opposing the application. Therefore, in accordance with section 73(1) of the Act I make the following order: (a) BARRHEAD TRAVEL GMBH LTD shall change its name within one month of the date of this order to one that is not an offending name; [footnote 1] (b) BARRHEAD TRAVEL GMBH LTD and Atnan Keles Rasim each shall: (i) take such steps as are within their power to make, or facilitate the making, of that change; (ii) not cause or permit any steps to be taken calculated to result in another company being registered with a name that is an offending name.

In accordance with s.73(3) of the Act, this order may be enforced in the same way as an order of the High Court or, in Scotland, the Court of Session.

In any event, if no such change is made within one month of the date of this order, I will determine a new company name as per section 73(4) of the Act and will give notice of that change under section 73(5) of the Act.

All respondents, including individual co-respondents, have a legal duty under Section 73(1)(b)(ii) of the Companies Act 2006 not to cause or permit any steps to be taken calculated to result in another company being registered with an offending name; this includes the current company. Non-compliance may result in an action being brought for contempt of court and may result in a custodial sentence.

BARRHEAD TRAVEL SERVICE LIMITED, having been successful, is entitled to a contribution towards its costs. I order BARRHEAD TRAVEL GMBH LTD and Atnan Keles Rasim, being jointly and severally liable, to pay BARRHEAD TRAVEL SERVICE LIMITED costs on the following basis:

Fee for application: £400 Statement of case: £200 Total: £600

This sum is to be paid within seven days of the expiry of the appeal period or within seven days of the final determination of this case if any appeal against this decision is unsuccessful.

Any notice of appeal against this decision to order a change of name must be given within one month of the date of this order. Appeal is to the High Court in England, Wales and Northern Ireland and to the Court of Session in Scotland.

The company adjudicator must be advised if an appeal is lodged, so that implementation of the order is suspended.

The Different Types of Flight Classes and Codes (Airfares)

Trying to figure out what the single letters on your flight ticket mean? After seeing different numbers on the same type of fare, I became intrigued and wanted to know exactly what the flight codes on the ticket mean. I took a deep dive into types of flight classes and codes, and the results are here!

Whenever you book an airline flight, you are always asked about the type of seat you want, and they range from basic economy seats all the way up to first class.

Although some people assume there is little difference between the different classes of seats, that is far from the truth. The flight class codes used by airlines each mean something different, and knowing that difference can mean a much more comfortable flight for you the next time you fly.

Types of Flight Classes

Economy class, business class, first class, some general rules.

There are more types of seats and classes than you might think, but let’s just start with the basics. In general, there are four different classes of seats on an airplane, and they include the following :

• Economy seats, commonly called travel or coach class, offer basic accommodations when you fly and are usually purchased by leisure travelers traveling for business or pleasure
• Premium economy seats, which are a slight improvement over standard economy seats and usually provide more distance between the rows of seats and occasionally may include seats that are a little bit wider and, therefore, more comfortable
• Business class , also called executive class seats, which are usually purchased by those traveling for business and which are usually a higher quality of seats
• First class seats, which offer the most comfortable accommodations available and are generally more expensive than all other types of seats

Although the price differences between economy and first-class seats can be quite a lot, some of the other classes offer a lot more luxury for prices that are just a little bit higher, so researching the different classes can make your next flight a lot more accommodating.

The various flight classes codes usually include both the type of seat and a letter that designates a specific attribute of that seat. Often, the lettered codes refer to subtle differences between the fares, such as tickets that allow you to make changes without penalty versus those that are non-refundable and non-upgradeable. 

Although they can vary from one airline carrier to another, in general, this is what the following letter designations mean when you’re flying in economy class:

• B = Economy/Coach, but is able to be upgradable to Code M or another type
• E = Economy/Coach Discounted
• G = Economy/Coach Discounted
• H = Economy/Coach Discounted, but usually is able to be upgraded to Business Class
• K = Economy/Coach Discounted
• L = Economy/Coach Discounted
• M = Economy/Coach Discounted, but is able to be upgraded to Business Class
• N = Economy/Coach Discounted
• O = Economy/Coach Discounted
• Q = Economy/Coach Discounted
• S = Economy/Coach Discounted, but on some airlines it stands for “super comfort” and refers to Business Class
• T = Economy/Coach Discounted
• U = Shuttle Service, and there is no seat guaranteed nor reservation needed
• V = Economy/Coach Discounted
• W = Economy/Coach Discounted (or Premium, or Award)
• X = Economy/Coach Discounted Award
• Y = Economy/Coach

If you receive a ticket that has a lower-case “n” after the class code, it indicates some type of nighttime service .

The codes can also affect the mileage points that you receive when making your reservation, so if you receive points through a credit card or even through the airline itself, it’s good to check with them and find out what each letter code means.

After all, if you can receive a lot more points by simply upgrading to the next level or code, it might behoove you to do just that.

For Business Class seats, there are usually five separate codes: C, D, I, J, and Z. Just like in Economy Class, each code means a specific thing.

Once again, each carrier may have different meanings for each of the classes, so it’s always good to check with the airline you’ve chosen to make sure the codes mean what you think they mean.

In general, however, here is a breakdown of the codes:

• C = Full Fare Business Class
• D = Business Class Discounted
• I = Business Class Discounted
• J = Full Fare Business Class
• Z = Business Class Discounted

Just like in Economy Class, the small letter “n” found at the end of a code means that the flight is a nighttime flight. 

Flight classes codes for first-class seats resemble other classes, and they are most often broken down as follows:

• A = First Class Discounted
• F = Full Fare First Class
• P = First Class
• R = First Class Suites

If you’re flying domestically on a flight anywhere in the United States, the code “F” usually refers to a seat on a two-cabin plane . The “P” code usually stands for Premium and is used for seats on a three-cabin plane that involves a higher class of service.

The “R” code was originally discontinued when the Concorde ceased being used, but it has come back into use ever since the introduction of the Airbus A380 and certain flights on carriers such as Qantas and Singapore Airlines. 

In general, the A and P codes sometimes indicate that the fare is reduced due to certain terms, such as advanced reservation requirements, refund restrictions, and so on. Once again, the lower-case “n” after any of these codes usually indicates that the flight is a nighttime flight.

As a general rule, the actual miles traveled do not determine how many miles you accrue on a certain flight; instead, the class determines that number.

This is why it is so important to check with the airlines before you book your reservation so that you are sure to get the absolute most miles accrued, especially if this is important to you.

Private Jet vs First Class: Which is Better?

The flight classes codes tell the airline where you’re sitting and what type of seat you chose. The “Y” class is one of the most common, and it indicates that you paid full price for an economy seat. “T” is an economy seat that has been discounted , “J” is a business class seat that is full price , and “D” is a business class seat that has been discounted .

As mentioned earlier, some of these codes are universal, while others are specific to certain airlines. For example, Etihad Airlines uses a “P” code if you’re on your way to one of their residence suites on an Airbus A380.

Other codes – such as L, K, and T – can signal different sets of rules with different airlines.

All of these codes can also affect other aspects of the flight, including whether you qualify for frequent flyer points, whether you can make changes to your reservation, and even what type of baggage allowance applies to your seat.

Because there are so many different fares these days, there are many different codes that explain the characteristics of each fare.

This is also the reason that the person sitting in the seat next to you may not have paid the same fare that you did even though they may be traveling to and from the same locations.

Airlines usually utilize a pricing strategy called yield management , and this strategy helps them predict consumer behavior so that they can maximize their revenue.

In case you’re wondering about the many things that can influence the price you pay when you make an airline reservation, they include your length of stay, the day of the week you book a flight, and of course, how far in advance the reservation was made.

All of these aspects and more affect not only the price of your ticket, but also the requirements and specifics of the flight itself.

Fortunately, most airlines have excellent websites these days that will explain to you what the many different codes mean, so it behooves you to visit these sites before making your plane reservation.

This is especially important if you’re interested in getting the most airline miles possible from the trip, because those codes will definitely affect that number.

If you’re curious about what these flight classes codes mean for your particular ticket, it is usually found in the “fine print” of your reservation. Think the “fare conditions” or “fare rules” section of your ticket, because that’s where this information is usually found.

Many generic travel websites such as Travelocity do a great job of showing you that code and what it means for you, and usually the details are in all caps , which makes it easy to read and to understand.

Still, the information is not always what you were expecting, so it’s good to read through it and make sure you understand what it says before you purchase your ticket.

If something is particularly important to you, such as the option of staying for a few extra days in the place you’re visiting, you need to read the airline’s website beforehand so that you can make sure that option is available.

The letters on your boarding pass tell a lot about the type of ticket you’ve purchased, but it’s more than just “A” and “F” indicating a first-class ticket and “B” meaning there’s a good chance you could be upgraded.
