The 6 best 2023 cruise itineraries to book right now

Ashley Kosciolek

How does a cruise to Arabia sound? Or what about the longest U.S. river cruise ever to set sail? With ships traveling all over the globe, it can be difficult to choose the destination that's right for you, especially when there are so many bucket list-worthy options.

That's why I've rounded up some of 2023's most exciting itineraries. From interesting new routes to tried-and-true ones that now have new ships, this list will prime your sense of wanderlust for both far-flung destinations and places close to home as we head into the new year. Prepare to be inspired.

Note: All prices listed are per person, based on double occupancy, unless otherwise noted. Fares do not include taxes and fees.

Japan on Ponant's Le Soleal

cruise in april 2023

After nearly three years of shutdowns and restrictions due to the COVID-19 pandemic, Japan finally reopened to travelers in November 2022. That includes cruise passengers, and several lines — including Holland America Line and Celebrity Cruises (which is offering special "Spice Route" voyages that include Japan) — are returning.

However, the most exciting Japan itineraries I've spotted for 2023 are a couple of routes offered by Ponant 's Le Soleal. Not only is the line the first expedition ship to take passengers to Japan's southern islands, but its itineraries are also Japan-focused routes that don't include other countries like the ones offered by Holland America and Celebrity.

Details: The first route is an eight-day voyage, March 24-31, 2023, offering visits to traditional villages of the Okinawa archipelago and the Ryukyu Islands, as well as Ishigaki and Kume. Prices start at $6,000 per person for an ocean-view cabin.

The second route is an eight-day sailing from Osaka to Fukuoka, May 15-22, 2023, taking passengers to stops in the Seto Inland Sea, the oldest sea route in Japan. Fares start from $7,310 per person for an ocean-view room. More information on Ponant's Asia voyages can be found on the line's website .

West Africa on Hurtigruten's Spitsbergen

cruise in april 2023

In a first for Hurtigruten , the line is offering a selection of sailings around the west coast of Africa, including the islands of Cape Verde and Guinea-Bissau's Bissagos Islands, which are made up of more than 80 beachy islands and islets, only about 20 of which are populated year-round.

Cape Verde voyages are rare, making this ideal for anyone wishing to check the country off their bucket list. Plus, with Hurtigruten's rapid expansion beyond its traditional Norway offerings and into expedition cruising, you can be one of the first to try out this first-for-the-line itinerary, which will be available four times in late 2023 (and into early 2024), departing from Dakar, Senegal.

Details: These 13-day sailings on Hurtigruten's Spitsbergen depart from Dakar in November and December 2023 and January 2024. Prices start at $5,974 per person for an inside cabin. More information can be found on Hurtigruten Expeditions' website .

Ohio and Mississippi Rivers on American Queen Voyages' American Countess

cruise in april 2023

It's no secret that American Queen Voyages has been sailing U.S. rivers for years. But what makes this particular itinerary special is that it will be the line's longest ever. The 23-day cruises , which include travel on both the Mississippi and Ohio Rivers, will be offered on the line's newest ship, the 245-passenger American Countess .

The vessel will feature stops in some of America's most notable small towns, including La Crosse, Wisconsin; Dubuque, Bettendorf and Burlington, Iowa; Hannibal, St. Louis, Kimmswick and Cape Girardeau, Missouri; Paducah, Henderson, Owensboro, Brandenburg, Louisville and Maysville, Kentucky; Madison, Indiana; Point Pleasant, West Virginia; and Cincinnati and Marietta, Ohio.

Details: The first voyage is set to begin in Red Wing, Minnesota (near Minneapolis), on July 24, 2023, and end in Pittsburgh on Aug. 15, 2023. The reverse itinerary will begin on Aug. 15, 2023, when the ship reaches Pittsburgh. Prices start from $10,599 per person for an inside cabin. You can find more details on the line's website .

The Middle East on Windstar's Star Legend

cruise in april 2023

If you're looking for a cruise destination that's a bit more far-flung, Windstar Cruises is offering Red Sea and Persian Gulf sailings in the Middle East — a first for the line, which will sail its newly stretched Star Legend in the region, beginning in fall 2023.

The line will offer four different itineraries, but my favorite is the 10-day Persian Gulf option from Dubai to Muscat, Oman, which includes calls on places like Ras Al-Khaimah and Fujairah in the United Arab Emirates and Khasab, Oman. The ship will also visit the UAE's island of Sir Bani Yas, which is known for nature and wildlife conservation. The sailings include overnights in Doha and Abu Dhabi, too.

Details: This itinerary is offered 11 times, beginning in November 2023 and running into early 2024. Fares start from $3,499 per person for ocean-view accommodations.

Caribbean and Bahamas on MSC Meraviglia and Carnival Venezia from NYC

cruise in april 2023

Although Caribbean and Bahamas itineraries aren't a new thing from New York, two cruise lines will have a new presence there starting in 2023: Carnival Cruise Line with Carnival Venezia, which will begin sailing from Manhattan in June, and MSC Cruises with MSC Meraviglia, which will be based at Brooklyn's Red Hook terminal beginning in April.

The itineraries are fairly standard at first glance, but what's key here is that, for the first time, the lines' private islands — in this case, Carnival's Half Moon Cay and MSC's Ocean Cay Marine Reserve — will be accessible via sailings traveling round-trip from New York.

Details: Between April and December 2023, MSC Meraviglia is offering 11 seven-night sailings calling on Port Canaveral (near Orlando), and Nassau and Ocean Cay Marine Reserve, both in the Bahamas. Prices start from $399 per person for an inside cabin. More info can be found on the MSC Cruises website .

From June through December, Carnival Venezia will sail one eight-day Bahamas voyage that includes Nassau, Freeport and Half Moon Cay, with prices starting from $484 per person for an inside cabin. During that time, the vessel is also scheduled to run five eight-day Eastern Caribbean cruises calling on Amber Cove, Grand Turk and Half Moon Cay, with fares starting at $684 per person for an inside cabin. For additional details, visit the Carnival website .

Australia/New Zealand on Disney Wonder and Virgin Voyages' Resilient Lady

cruise in april 2023

With Australia and New Zealand finally picking up steam again post-shutdown, it's not surprising that some cruise lines are sending ships to the region for the first time in 2023. Beginning in November, Disney Cruise Line 's Disney Wonder will sail 14 two- to six-night voyages from Sydney, Brisbane and Melbourne — calling on places like Hobart and Eden in Australia; Auckland, New Zealand; and Noumea, New Caledonia — through the end of the year, offering Disney fans another option in terms of destination.

Plus, starting in December 2023, Virgin Voyages ' brand-new Resilient Lady will offer five two- to 14-night sailings from Melbourne, providing locals with a more modern ship. (It's rare for the Australian market to see brand-new vessels.) Voyages include stops in Hobart, Burnie or both Tasmanian ports. On the two-week sailing, ports also include Sydney, as well as Picton, Napier, Tauranga and Auckland in New Zealand.

Details: Disney Wonder's per-person fares for inside cabins start at $946 for two nights, $1,604 for three nights, $2,000 for four nights, $2,118 for five nights and $4,078 for six nights. For more information, visit the Disney Cruise Line website .

Virgin Voyages' per-person prices for interior accommodations start from $245 for two nights, $613 for five nights, $753 for six nights and $2,240 for 14 nights. Check out the Virgin Voyages website for more details on these cruises.

The 16 Best Cruises to Book in 2023, According to T+L's Expert

Travel + Leisure hand-selected 16 different types of on-the-water adventures to consider in the year ahead.

Paul Brady is the news director at Travel + Leisure and the brand's expert on cruise travel. He has been covering the travel industry for more than 15 years for outlets including Condé Nast Traveler , Skift , and The Huffington Post .

Cruising is in the midst of an epic comeback . Travelers are turning to trusted lines to help minimize the hassles of country hopping and maximize relaxation time in each destination. With 2023 poised to be a big year for both new and frequent cruisers — thanks in part to an abundance of new ships and itineraries — Travel + Leisure has hand-selected 16 different types of adventures to consider in the year ahead.

The Nile on Viking Osiris

Alastair Miller/Courtesy of Viking

Viking Osiris is the line’s newest on the Nile, with just 41 suites and staterooms, a pool deck, and cool Scandinavian design. The ship sails between Aswan and Luxor, with pre- and post-sail touring in Cairo included with the 12-day itineraries.

Alaska on Ocean Victory

The Alaska trips on Ocean Victory , a fuel-efficient, 93-cabin ship from American Queen Voyages, come with the opportunity to kayak past glaciers and spot bald eagles and grizzlies. The vessel, which first debuted in 2021, represents an evolution in ship design for American Queen, with its cutting-edge X-Bow design (which helps reduce fuel burn) and chic suites, including many with private verandas.

The Galápagos Islands on Quasar Expeditions’ Evolution

In June, Quasar Expeditions is offering a Galápagos cruise on the 32-passenger Evolution for children with autism spectrum disorder, hosted by an expert in supporting families with special needs. The trip, which departs June 24, is a seven-night expedition that takes in many of the most notable sites on the islands, with programming specially tailored for both kids and adults.

Cruising Antarctica on Silver Cloud or Silver Endeavour

Adrian Wolodarczyk/Courtesy of Silversea

Silversea gives Antarctica travelers the option to skip two days of sailing the often-rocky Drake Passage. Instead, they can fly in comfort over the waters separating South America from the continent, then hop aboard the 127-suite Silver Cloud and 100-suite Silver Endeavour for trips along the frosty coastline.

The Caribbean, South Pacific, and Australia With Windstar Cruises

Windstar has a series of 2023 itineraries on the 156-cabin Star Pride and 171-suite Wind Surf that hit yachty Caribbean ports like Jost Van Dyke, in the British Virgin Islands, and Anguilla. The small-ship line, which is known for both its sleek “Star Plus Class” ships and its classic vessels with their dramatic sails, also has an array of itineraries along the coast of Australia and in the South Pacific.

Cold-weather Cruises on Le Commandant Charcot

A game changer in lowering emissions, Ponant’s brand-new hybrid-electric Le Commandant Charcot can operate on less-carbon-intensive battery power and liquefied natural gas and has room for 245 guests. The game-changing ship, which has already hosted eclipse watchers on a trip to Antarctica and sailed to the geographic North Pole, also offers adventures in places such as Iceland and Svalbard.

Cruises Closer to Home With American Queen Voyages

Michel Verdure/Courtesy of American Queen Voyages

American Queen Voyages will offer the longest trips in the line’s history in 2023, with two 23-day river itineraries on the Mississippi and Ohio aboard the 123-stateroom American Countess . “The ship will sail more than 1,700 miles from Minnesota down the Ohio River and Upper Mississippi River , calling on more ports and offering more guided tours than ever before,” as T+L reported in August .

The South Pacific on Paul Gauguin

Just refurbished, the 165-cabin Paul Gauguin will be exploring the Pacific in 2023, with trips to the Cook Islands, Fiji, the Marquesas, and the Society Islands. The single-vessel brand was voted the very best small-ship cruise line in the World’s Best Awards 2022 , as T+L readers gave particularly high marks to the Paul Gauguin ’s on-board staff.

Mystery Cruising With Uniworld

Courtesy of Uniworld

Next year, Uniworld Boutique River Cruises will offer two nine-night “mystery cruises ,” with the European destinations revealed only as guests depart: similar trips in 2022 sold out. Travelers on the June 2023 trip will meet in Amsterdam, while the July 2023 sailing rendezvous in Nice, France — from there, the itinerary is anybody’s guess.

Expedition Cruising With Seabourn

Courtesy of Seabourn

Seabourn Venture , the luxury line’s first 132-suite expedition ship, launched in late summer with itineraries in northern Europe; trips in Japan, the South Pacific, and Antarctica are on tap for 2023. Seabourn Pursuit , which will be a sibling ship to Venture, is scheduled to arrive in 2023, the second in Seabourn’s growing expedition fleet.

Seeing Europe’s Gems by Small Ship

Slated to launch in the spring, the 228-passenger Scenic Eclipse II will visit ports from Dublin to Lisbon, as well as both polar regions, in 2023 and 2024. The innovative vessel, which is similar in design to Scenic Eclipse , will have luxurious suites complete with butler service and all sorts of extras, including helicopters (plural) and a submarine.

Visiting Wild Places With Fewer Impacts

Aurora Expeditions, whose newest vessel is the 71-cabin Sylvia Earle , guarantees that all operations are carbon neutral, pledging to offset all emissions. The newly launched ship, with its fuel-saving X-Bow design, doesn’t skimp on expedition necessities: guests on Antarctica expeditions can explore by Zodiac or snowshoe and even, when conditions allow, go scuba diving in polar waters or camping on the ice.

Solo Cruising With a New Line

Upstart cruise line Atlas Ocean Voyages offers all-inclusive fares on its two 98-suite vessels, and, in a departure from industry norms, the brand doesn’t charge solo travelers a single supplement. The line’s second ship, World Traveller , launched in November 2022 . It will sail nine-, 10-, 11-, and 12-night round-trips from Ushuaia, Argentina, to Antarctica through March 2023 before heading to the Mediterranean to hit Spain, France, and Portugal.

The Galápagos Islands on Celebrity Flora

Michel Verdure/Courtesy of Celebrity Cruises

Another ship that sails the Galápagos, the Celebrity Flora , has 50 suites, many with large verandas, plus a stargazing deck and a fleet of comfortable tenders. Two itineraries are available, the first of which is a seven-night “northern loop” that visits the volcanic island of Santiago and has guests spotting red-footed Boobies on Genovesa Island, a place sometimes called Bird Island thanks to its famed animals. The line’s “outer loop” also includes plenty of wildlife watching, plus a stop at the less-frequented Daphne Island.

Doing Wine Country on Seadream II

SeaDream Yacht Club has two Wine Voyages in 2023, which include vineyard visits in Greece, Italy, and Spain and a winemaker-hosted dinner on the 112-guest Seadream II . The highly regarded intimate-ship line wins frequent accolades from T+L readers for its on-board service and well-appointed vessels.

The Best River Cruises In North America You Have To Try

Posted: December 11, 2023 | Last updated: April 25, 2024

Love the thought of a boat-based exploration of North America but don’t fancy heading out to sea? We recommend exploring its rivers and lakes instead, which is why we’ve taken a closer look at the best river and lake cruises for anyone keen to gain a fascinating new perspective on America’s inland waterways.

It’s never too early to start planning a Christmas markets cruise, and as much as we love the ones in Germany and Austria, nothing beats a festive float down the Mississippi. Highlights on this cruise, which snakes from Memphis to New Orleans, include stop-offs at Natchez, whose many historic buildings are festooned with Christmas lights, and Vicksburg, whose independent boutiques are great places to pick up presents. This is also a great cruise for twitchers – a huge number of bird species flock to this stretch of the Mississippi for winter.

Love this?
Say hello to one of America’s most spectacular lake cruises. Your mode of transport for this sail across Lake Tahoe will be the M.S Dixie II – the lake’s biggest boat. The sunset dinner cruises are popular with couples, although we recommend the scenic daytime tours, which are a great way to explore North America’s largest alpine lake. This high-altitude body of water spreads into two states (California and Nevada), contains enough water to cover California with 14 inches of water and is deeper than the Empire State Building is tall.

If crowded cruise liners and transatlantic crossings don’t appeal, consider this leisurely sail along Canada’s 14-kilometre (8.7-mile) Lachine Canal, which slices through the southern section of Montréal, a city famous for its historic architecture. Royal Caribbean's Icon of the Seas will be the world's biggest new cruise ship.

Cruising is one of the fastest growing sectors of tourism, with passenger numbers projected to reach 37.2 million by 2025, according to Cruise Lines International Association (CLIA). Cruise lines are responding to this growth by building new (and often, larger) vessels with all the bells and whistles, including technological advancements that are more environmentally friendly and create the capability to use alternative fuels.

U.S. News has compiled this roundup of new cruise ships that have just set sail or are scheduled to launch later in 2023 and in 2024, plus a preview of new ships coming in 2025 and beyond. The list includes everything from expedition and luxury yacht-style vessels to reimagined ships and megaships – plus the debut of a brand-new cruise line.

Before kicking off its inaugural season in Northern Europe, the MSC Euribia also sailed the industry’s first ever net-zero greenhouse gas emissions voyage .

Amid an aggressive growth plan that saw ten new ships entering service over the past seven years, MSC Cruises’ average fleet age reached 10.1 years in 2023.

The company’s orderbook now includes the MSC World America, which is set to enter service in 2025 , as well as two LNG-powered vessels scheduled for delivery in 2026 and 2027.

The year was also highlighted by the launch of Explora Journeys, a new luxury cruise brand from MSC Group.

After introducing the Explora I in August , the brand sailed 19 cruise itineraries in 2023, visiting 25 countries, and offering 552 different shore experience options.

Over 149 operating days, Explora Journeys carried 8,180 guests and had137,378 ALBDs.

The company’s workforce is currently made up of 1,175 crew members from 69 nationalities. Of the total, 1,011 were hired in 2023.

With five additional ships set to enter service through 2028, Explora Journeys also promoted 74 crew members last year.

2024 travel tips: Cruises from Florida for spring, summer already selling out. What we know

Cruising is back − and in a big way. So say industry reports from Reuters , Cruise Industry News and Auto club group AAA.

After three years of bouncing back to pre-pandemic levels of sales, cruise companies are gearing up for what is expected to be a record-breaking year.

Last year, the demand for new cruise experiences was met with a horde of themed cruises: The Margaritaville cruise , a Taylor Swift cruise scheduled to set sail in October 2024 , a global 9-month-long cruise and even a Hallmark Christmas cruise scheduled for later this year all hit the market.

According to a recent press release from AAA, cruise lines finally reached pre-pandemic levels of sales in 2023 and are already selling out of suites and cabins with balconies for popular spring and summer cruises in 2024.

Here’s when AAA says the best time to book a cruise is, what kinds of cruises are predicted to be most popular in 2024 and a quick roundup of some popular cruises leaving from Florida ports.

What is the cheapest month to book a cruise?

“Travel demand is off to a strong start, which means availability will continue to shrink in the next couple of months,” Debbie Haas, AAA vice president of travel, said in the press release. “So, if you want a specific itinerary, ship, or cabin type, act fast or you’ll have to start planning for next year instead.”

According to AAA’s press release, the first three months of the year are the best to book a cruise. January through March is called “wave season” among travel agents, since this is when many book their spring and summer vacations.

From now through March, cruise lines offer many discounts that can vary from 30% to 60% discounted prices, cabin upgrades, buy-one-get-one deals, on-board credits, pre-paid tipping and drink packages.

Travel advisories for the Caribbean 10 Florida islands could be alternative

What cruise is the most popular?

AAA’s 2024 trend report shows a spike in interest for Caribbean, Alaskan, European and weekend cruises.

When is the best time to cruise?

Here are AAA’s trend forecasts for the best times to cruise in 2024, according to the kind of cruise you choose:

 • The Caribbean is popular year-round, but spring and summer are the most popular sailing times.
 • Alaska cruise season runs from May to September. Because this is an abbreviated period, there’s more competition for availability.
 • Weekend cruises have gained popularity in recent years. Weekend warriors have realized the value an all-inclusive cruise compared to a weekend getaway in a big city resort. Cruise lines have recognized this growing trend and are making weekend cruises more of a priority in 2024, by mobilizing some of their newest ships to accessible ports for weekend excursions.
 • European river cruising is now operational year-round. Because European travel is most popular during the summer, travelers can avoid the crowds and find lower priced cruises and airfares in the early and later parts of the year.

Can I take a cruise from Florida to Alaska?

Most Alaskan cruises depart from Seattle, Washington, but you can cruise to Alaska from Florida! Although you technically can cruise to Alaska from Florida, it takes around 14 days, has to be booked far in advance and can get really pricey.

Cruising to the Caribbean is a much shorter and easier voyage from Florida. Four-night cruises to Haiti and Mexico start at around $215 to $250 per person on Expedia as of February 13, 2024. There are currently travel advisories for Caribbean islands like the Bahamas and Jamaica , so make sure to be aware of that when booking a Caribbean cruise.

As far as weekend cruises go, there are plenty leaving from Florida ports in 2024. There are more options if you decide to make it a long weekend, with cruise lines like Margaritaville offering a variety of three and four-night cruises throughout the year.

Tracking Hurricane Beryl

By William B. Davis, Madison Dong, Judson Jones, John Keefe, and Bea Malsky

Beryl was a Category 4 hurricane in the Caribbean Sea Monday afternoon Eastern time, the National Hurricane Center said in its latest advisory .

The hurricane had sustained wind speeds of 150 miles per hour. Follow our coverage here .

Beryl is the second named storm to form in the Atlantic in 2024.

In late May, the National Oceanic and Atmospheric Administration predicted that there would be 17 to 25 named storms this year, an above-normal amount.

What does the storm look like from above?

Satellite imagery can help determine the strength, size and cohesion of a storm. The stronger a storm becomes, the more likely an eye will form in the center. When the eye looks symmetrical, that often means the storm is not encountering anything to weaken it.

This season follows an overly active year, with 20 named storms — including an early storm later given the official name of “Unnamed.” It was the eighth year in a row to surpass the average of 14 named storms. Only one hurricane, Idalia, made landfall in the United States.

Typically, the El Niño pattern that was in force last season would have suppressed hurricanes and reduced the number of storms in a season. But in 2023, the warm ocean temperatures in the Atlantic blunted El Niño’s usual effect of thwarting storms.

The warm ocean temperatures that fueled last year’s season returned even warmer at the start of this season, raising forecasters’ confidence that there would be more storms this year. The heightened sea surface temperatures could also strengthen storms more rapidly than usual.

To make matters worse, the El Niño pattern present last year is also diminishing, most likely creating a more suitable atmosphere for storms to form and intensify.

Hurricanes need a calm environment to form, and, in the Atlantic, a strong El Niño increases the amount of wind shear — a change in wind speed and/or direction with height — which disrupts a storm's ability to coalesce. Without El Niño this year, clouds are more likely to tower to the tall heights needed to sustain a powerful cyclone.

State Rundown 6/26: Summer Special Sessions Are In, Anti-tax Ballot Initiatives Out

June 26, 2024

ITEP

.ITEP Staff

Many families are heading out on summer vacations, but legislators across the country are heading back to statehouses for special sessions, most of which are focused on tax cuts. Arkansas and Kansas both gaveled in to enact hundreds of millions of dollars in income and property tax cuts. Connecticut lawmakers convened to address an issue with the state’s vehicle tax. And Gov. Jim Pillen of Nebraska announced a special session on property taxes after the legislature failed to pass his plan to slash property taxes and increase sales taxes to make up for lost revenue.

In other states, proposed constitutional amendments and movements on ballot initiatives are making headlines. In a major decision, California’s Supreme Court ruled unconstitutional an anti-tax measure that would have retroactively increased voter thresholds to raise state and local taxes, barring it from moving to the ballot this November. In North Carolina, legislators are discussing a constitutional change to lower the state’s already stringent cap on personal and corporate income tax rates, inhibiting the state’s ability to raise progressive revenue going forward and tying the hands of future lawmakers.

Major State Tax Proposals and Developments

 • Gov. Sarah Huckabee Sanders has signed legislation that will cut income tax rates in ARKANSAS for the fourth time in less than two years. The most recent cut will lower the state’s top personal income tax rate to 3.9 percent, reduce its corporate income tax rate to 4.3 percent, and increase the state homestead property tax credit. The legislation is expected to cost $483 million the first year with nearly 75 percent of the cut going to households in the top 20 percent of income earners. – NEVA BUTKUS
 • The CALIFORNIA Supreme Court ruled that the anti-tax Taxpayer Protection Act cannot appear on the November ballot. The measure would have severely limited the state’s ability to raise revenue by retroactively requiring two-thirds voter approval on all local tax increases and requiring state tax increases to also go to the ballot for majority support. The court unanimously ruled that the measure “would substantially alter our basic plan of government” and therefore would require two-thirds approval by the legislature and a revision to the constitution. – ELI BYERLY-DUKE
 • KANSAS Gov. Laura Kelly and the state legislature came to a tax cut compromise during their special session. The result: $2 billion in lost revenue via tax cuts over the next five years. The legislation will reduce the state’s personal income tax brackets from three to two, increase the state standard deduction and personal exemption, create a new dependent exemption, exempt all Social Security income from tax, increase the nonrefundable child and dependent care credit, and increase the homestead exemption to $75,000 (up from $42,000). – NEVA BUTKUS

State Roundup

 • CONNECTICUT lawmakers will meet for a special session this week to consider a measure that will affect the state’s vehicle tax. The goal is to avoid an unintended tax increase on commercial vehicles registered in municipalities where the mill rate is higher than the statewide cap.
 • LOUISIANA Department of Revenue Secretary Richard Nelson is making the case that the state should expand its sales tax base and eliminate sales tax exemptions to “buy down” the state’s personal and corporate income tax rates.
 • NEBRASKA Gov. Jim Pillen announced that he will call the legislature into a special session between July 25 and August 15 to work on property tax reductions. He has not yet released his proposal for doing so but recently said he would like the state to take over K-12 education funding entirely .
 • A vote on NEW JERSEY ‘s state budget could come as early as this week after lawmakers agreed on a deal that includes a 2.5 percent surtax on corporations earning over $10 million in profit. Notably, this means legislators will not pursue a proposal that would have increased the sales tax rate from 6.625 percent to 7 percent.
 • NORTH CAROLINA lawmakers are pursuing a more stringent constitutional amendment that would lower the cap that corporate and personal income taxes can be set from 7 percent to 5 percent. If passed by the legislature, the constitutional amendment would require a simple majority vote by North Carolina voters to be enacted. According to an ITEP analysis, this would result in nearly $9 billion in potential lost revenue with $7 billion of that alone from lost personal income tax revenue. If passed, well over two-thirds of the total would flow to the top 20 percent of households in the state with average annual incomes of more than $300,000.
 • An OREGON initiative petition to create a universal basic income funded by an increase in corporate minimum taxes seems likely to be included on the November ballot. The measure would establish a 3 percent tax on corporations’ sales in Oregon above $25 million and distribute that money equally among Oregonians of all ages, which would be about $750 per person, according to the proponents of the measure.
 • With gas tax collections falling and transportation funding suffering, WASHINGTON state legislators are looking into imposing a retail delivery fee that consumers would pay on products delivered to them.

What We’re Reading

 • Pediatrician Dr. Céline Sparrow discusses for Brazelton Touchpoints Center at Boston Children’s Hospital the connections she sees between state and federal Child Tax Credits and outcomes for her patients and their families, particularly those living at or near the poverty line.
 • Steve Wamhoff, ITEP’s federal policy director, offers helpful commentary on the U.S. Supreme Court’s recent decision upholding the constitutionality of a tax on offshore corporate profits, which will also have major implications on the potential for future attempts at enacting a tax on wealth or unrealized gains. Moreover, Professor Brian Galle explains how states could play a big role in implementing wealth taxes.
 • ITEP’s Brakeyshia Samms wrote last week about how tax policy has long been embedded in the Black American story , and earlier this week about the potential for property tax “circuit breaker” policies to improve equity in state tax codes.
