Its 18 cubic feet of storage makes it roomy enough to hold skis, luggage and the like, while its aerodynamic shape cuts down on noise and minimizes the impact on fuel economy. "You're paying a premium for NX 18, but all its little details make it worth it, like the tapered back of the pod, which allows for hatch clearance while squeezing in an extra couple inches of storage for extra long items," says Rachel Rothman, Chief Technologist at the Good Housekeeping Institute.

The cargo carrier is also easy to use, due to the dual-side opening and interior tie-down points that help keep items from jostling during the journey. On top of all that smart functionality, its sleek design and high-gloss finish makes it one of the best-looking pods on the market. Our engineers say the NX 18 should install easily on most roof rack systems, thanks to the versatile, ergonomic mounting knobs. The theft-deterrent lock uses SKS (short for “same key system”), meaning the same key can unlock any Yakima devices that you equip with matching cores , available through the manufacturer. That's one more example of the small details that make for a superior all-around experience with a rooftop carrier.

Good for budget travelers, the JEGS costs hundreds less than our best-rated box carrier and, depending on what you're hauling, it might not come with too many trade-offs. Its 18 cubic feet of storage is up there with the biggest, and it has some of the same features found on top-of-the-line boxes including a watertight design and dual-side access. The boxy pod might be a benefit if you’re mainly hauling luggage , as opposed to skis and snowboards, which the JEGS can’t handle.

On the downside, our engineers note that the lightweight plastic shell likely won’t hold up as well to weather and general wear and tear over time as more substantial carriers from our tests. Also, the U-bolt mounting hardware isn’t as versatile as other systems we reviewed. Your vehicle's roof system will require crossbars that are exactly 24 inches apart, otherwise you'll need to put in crossbars or drill new holes in the ones you have. That's more time-consuming than carriers with adjustable mounting systems, and our engineers have found that such "make-it-work" modifications can affect long-term stability and performance.

Thule is a top brand in cargo carriers, and the Thule Force XT XL demonstrates why. Large families and outdoor enthusiasts will appreciate its 18-cubic-foot interior, which our engineers found to be extremely expansive and versatile, due to its cleverly designed proportions. For example, it can handle up to seven pairs of skis, unlike the squat JEGS, which also offers 18 cubic feet of storage. In terms of usability, we were impressed by the quick-mount system with its intuitive “PowerClick” design that makes an audible clicking sound when the carrier is properly secured.

“I did have to add wingbars to my roof’s flush railing system, but after that, mounting the carrier was simple and straightforward,” says Rothman, who tested the Thule, among other carriers, on her Volvo XC90. Once installed, the Force XT XL felt extremely secure, even when driving with a full load at highway speeds. Thanks to its dual-sided access and ergonomic locking mechanism, the pod is easy to load and unload. Even with its formidable size, the Thule’s smart aerodynamic design minimizes wind drag, so noise and drop in fuel efficiency were less than expected.

If you have a big SUV and a small garage, you’ll understand the value of a low-profile rooftop pod. The aptly named Wedge from INNO gets the nod from our experts for its ultra-compact design, which results in a rise of just 9.6 inches above the rack’s crossbars. Our engineers note that the aerodynamic shape should minimize wind drag for relatively quiet, fuel-efficient hauling. Of course, the Wedge’s compact design means less room for storage — 11 cubic feet, compared with the 18 cubic feet of our roomiest favorites. But if you’re into winter sports, this long, sleek carrier is tailor-made for skis and snowboards. Its unique glossy white finish will blend in nicely with the snowy landscapes too.

The RoofBag is another bargain buy that will serve certain types of travelers well. It costs hundreds less than most box carriers on the market while still providing a generous 15 cubic feet of storage. Plus it's much easier to store when not in use compared to a bulky rooftop pod (18-inch diameter storage bag sold separately).

While versatility and ease of installation are a hallmark of all rooftop cargo bags, the RoofBag is particularly user-friendly given its ability to work with all roof systems, including those with or without a roof rack. The bag is made from a rip- and fire-resistant, waterproof nylon and our engineers like that the durable straps are rated to withstand up to 3,000 pounds of force. The accessories include a non-slip mat to protect the roof of your car from scratches. Of course, bag carriers don't offer nearly the same protection as their hard-shell counterparts, plus they don't come with any locking mechanisms. So they're not ideal for storing valuables, like electronics or your kid's violin. But for stowing the tent and a few sleeping bags on your next camping trip, our experts say the RoofBag is a very fine choice.

A basket is a different breed of carrier — one that leaves the securing of luggage and gear to you. But they’re an affordable way to expand your vehicle’s storage space, especially if you opt for the Arksen Universal. Our engineers like the alloy steel construction, which should provide exceptional stability even when hauling a max 150-pound load at highway speeds. What to look for when shopping for the best rooftop cargo carrier

Though the job of a rooftop carrier is basic — hauling a bunch of gear from one point to another — you’ll need to balance the following factors to find the perfect model for your needs.

✔️ Types of c arriers There are three main styles of cargo carriers to choose from.

  • Box: This hard-sided pod is the most common type of rooftop carrier, providing the most secure storage for assorted cargo, from luggage to sporting equipment. It typically comes pre-assembled, so you’ll just need to attach it to your vehicle with clamps, U-bolts or some other mounting hardware. Box carriers usually include a lock, making them good for transporting valuables. The downside to this type of pod is they tend to be expensive and their boxy shape causes wind drag that can be noisy and impact your vehicle’s fuel efficiency.
  • Bag: A soft-sided carrier attaches directly to the roof of your car with straps, eliminating the need for a roof rack. That makes it much easier to put on and take off, plus it folds up for compact storage when not in use. Bag carriers are also more affordable, often selling for $100 or less. But even when the bags are made of weather-proof material, they don’t provide the same protection as hard-sided pods. Their straps can also put more wear and tear on your car.
  • Basket: This big metal basket mounts to the roof of your car, providing a stable storage area for bulky items that you then secure with cam straps, bungee cords or rope. It's affordable, easy to use and, when empty, doesn’t create a lot of wind drag on your car. But objects stored in a basket are exposed to the weather and they're easy pickings for thieves. ✔️ Carrier specs Once you settle on the type of carrier, here are the most important specifications to consider.
  • Dimensions: Start by checking the length of the carrier relative to your vehicle to make sure it isn’t too long. If it extends out past your windshield, it could block your view and become a driving hazard. If it extends past the back of your roof, it might prevent your hatch from opening. Also consider height, especially if you plan to park in a garage with the carrier in place. A low-profile model that's 11 inches or less, might be better than the more typical 15 to 18 inches.
  • Storage capacity: This tells you how much the carrier will haul. Check the volume, expressed in cubic feet — carriers range from 8 to 22 cubic feet. For an average haul, you’ll likely want to be somewhere in the middle. Then, look at the interior length to make sure the carrier will fit any longer gear you might want to transport, like skis or golf clubs.
  • Weight: First, consider the weight of the carrier itself since this will impact the ease of installation. Lightweight models are as little as 15 pounds, while the heaviest weigh more than 60 pounds. Then check the weight capacity of the carrier and your car’s dynamic load limit, which you can find in your owner’s manual (if you're using a roof rack system, be sure to include it in the total load calculation). While some high-end carriers can handle as much as 165 pounds, your car's roof may not be able to hold that much weight.

✔️ Carrier features Based on our tests, these features matter most.

  • Mounting hardware: Confirm that the carrier is compatible with your current rooftop configuration. In some cases, additional mounting systems will be required, especially if your vehicle doesn’t come with a factory-installed roof rack.
  • Lock: This is especially important if you plan to haul expensive gear, like skis or valuable luggage. Our experts note, however, that all carrier locks are rated as theft-deterrent, not theft-proof, meaning an experienced burglar will probably be able to pick them. If there are valuables inside, don’t leave the vehicle unattended in an insecure location.
  • Open/close mechanism: The access on box carriers can be one-sided, dual-sided or rear. Dual-sided is the most versatile, allowing the box to be opened from either the driver or passenger side of the vehicle. This might be helpful for city dwellers who park on the street. One-sided and rear access is the norm on budget models.
  • Interior storage: The least expensive carriers tend be empty shells. As you go up in price point, however, you’ll start to see more useful storage features. Our experts say integrated tie-down points are helpful for securing loads, while felt liners preventing scratches and built-in LEDs are convenient if you plan to do a lot of loading and unloading at night.

Are rooftop carriers safe?

The short answer is yes, with the obvious caveat that carrier safety is contingent on proper usage. Here are three key reminders:

✔️ Size it correctly. If the pod is too long for your vehicle, it could extend out over the windshield, blocking your view or creating a distraction. Also, make sure the carrier’s load capacity doesn’t exceed that of your car.

✔️ Install it securely. Follow the manufacturer’s instructions to the letter. Loose bolts, unsecured straps and over-torqued clamps can all create hazards on the open road.

✔️ Load it evenly. The even weight distribution of gear will keep your carrier stable. Our experts also recommend tying down stowed items to keep them from sliding around, since excessive movement could make the carrier less secure.

Cats can be difficult traveling partners, though there are ways to prepare them for a road trip . The right cat carrier can make a car trip with your cat easier too. The best cat carrier for car travel should be comfortable, secure, and safe. To find the best cat carrier for car travel, we tested more than 40 highly-rated and bestselling pet carriers in real-world conditions. 

“Carriers should be sturdy with multiple ways to access the cat,” Dr. Elizabeth Czerwonky, a veterinarian at the VCA Cat Hospital of Chicago, told The Spruce Pets. “When not in use for transport, we recommend keeping the carrier or carrier bottom half in the environment as another resting space.”

Some cat carriers include seat belt attachment points or boast proven crash test certifications from non-profit organizations like the Center for Pet Safety , including our favorite cat carrier for the car, the Sleepypod Mobile Pet Bed.

The Sleepypod Mobile Pet Bed combines proven car safety with a design that maximizes your cat’s comfort. The carrier uses a round cat bed as its base, with the intention that you would leave it out for your cat’s regular use. Then, when it’s time to get in the car for your next veterinary trip, your cat already feels safe and secure in their carrier. The top part of the Sleepypod is a mesh dome that zippers onto the rim of the bed. From there, easy-grip zipper pulls can be used to open this dome down the middle for access to your cat. 

It’s a combination that works well, though it may prove less useful if your cat already has a beloved cat bed. But even if they don’t develop a familiarity with the Sleepypod’s bottom half, this is still one of the best options for car travel thanks to its safe design. The Sleepypod has been crash tested according to the same standards used for child safety seats (you can even watch their crash testing on YouTube ). It is also one of only a handful of car carriers approved by the non-profit Center for Pet Safety, which conducts independent testing. Use the safety tether to secure your cat inside of the Sleepypod, buckle them in with the seatbelt straps, and your cat is about as secure as they can be in the car.

The carrier itself has a ballistic nylon exterior, with ripstop mesh—so it can hold up to years of use—and the interior has a water-repellent liner, confining an accident to the carrier and its removable, machine washable plush bedding. There’s also optional accessories, like the heating pad that slides into a pocket beneath the bed, or the mesh lining for more summertime breathability. 

The Sleepypod does have a few downsides as a consequence of its design. Because the bottom half of the carrier is a pet bed, visibility and ventilation is limited to the dome top. Its round shape also makes it awkward to carry, though the Sleepypod compensates somewhat with its padded carry handle and shoulder strap.

As the name suggests, this is a very roomy carrier, with a rigid steel frame and a 55-pound weight limit. Our tester used the carrier with two large cats and said, “This is my favorite cat carrier by far.” It’s even collapsible for easy storage.

In addition to the safety tether inside of the carrier, the Petseek has seatbelt loops which allow you to secure a seatbelt across the “waist” of the carrier, belting it securely in place on your back seat. 

The Petseek cat carrier has three doors, with access from the front, top, or side. The mesh screen side panels can be rolled up, allowing you to leave the carrier open and accessible to your cat. The fleece liner inside is removable and can be machined washed.

The zippered mesh doors have velcro attachments points on top, so you can roll them up and leave the portable kennel open and accessible. The double carrier even comes with plastic pegs that you can use to stake the whole assemblage down to the ground on outdoor outings.

However, as our tester noted, the unstructured and saggy bottom on the One for Pets carriers is awkward to carry (and cats will dislike the unsteady footing while you’re carrying them in it), making this much more appropriate for dedicated car travel. The included seat belt loops lets you affix this carry to a backseat and provide lots of room to your cats while traveling.

Our favorite cat carrier for car trips is the Sleepypod Mobile Pet Bed , which uses a unique design to help your cat feel as comfortable as possible while traveling. We have tested dozens of pet carriers in real-world conditions, including a large-scale test of 30 different cat carriers at once. We’ve also tested airline-approved pet carriers, backpack carriers, and other cat-friendly transport solutions, ultimately drawing on a product pool of nearly 50 popular carriers that have undergone rigorous testing.

Our real-world tests begin with experts, who help us identify veterinary needs, safety requirements, and those attributes that are best for a pet’s wellbeing. Using these expert interviews, our research team then creates a testing methodology that outlines observations to make, qualities to assess, and stress tests to conduct. This methodology is provided to a pool of trained testers, who each test a product in real-world conditions with their cat or cats.

Most pet carriers need to be secured, especially if they’ll be placed in the backseat alone. According to Dr. Czerwonky, cats should never be let out of their carrier or left in the car alone, since they could cause themselves harm. Look for carriers with specialized straps for securing the waist belt of a standard car seatbelt across the side of the carrier. Some carriers also advise threading the diagonal shoulder strap through the top straps on the carrier, while others use instruct users to loop the carrier’s shoulder strap behind the headrest for additional security. 

Most pet carriers come with multiple holes of ventilation on the sides or top of carriers. It's important when traveling not to completely block them off since that air flow is crucial for comfort and safety. On car rides, especially longer ones, cats need to feel safe and taken care of, or else neither of you will have a good travel experience. 

“We recommend a towel or light blanket over the carrier to prevent overstimulation by the surroundings,” Dr. Czerwonky told The Spruce Pets.

There are other methods for preparing your cat for car travel , but the best way to calm your cat for travel is to acclimate them in advance. Make sure to keep your cat carrier out, either all the time or for several days ahead of travel. This way, your cat can explore the carrier’s interior and get used to it outside of stressful travel conditions.

We tried the large size to fit on a mid-size SUV and had no issues with compatibility thanks to Thule's thorough size and features guide. The carrier boasts a quick-lock mounting system that makes it easier than ever to line up the clamps to the crossbars and tighten the legs. Weighing 43.6 pounds — quite a bit less than the standard — we found that it didn't require much effort to lift the carrier and one person could do it comfortably.

With 16 cubic feet of space and a 165-pound capacity, we fit all types of gear in the carrier from ski bags to luggage. The carrier comes with a sturdy lock to keep the contents of the carrier secure and we never questioned the security of the lock or the carrier when mounted on the car. It's also very sleek and aerodynamic, which meant we never once heard it jostling around while driving on highways or around town. While we weren't able to fit long skis (180-plus centimeters length-wise) in the carrier, there are XL and XXL length options for those that need more space.

With an 18-cubic-foot capacity, this is a seriously large cargo box, which means the packing space feels nearly limitless. Camping gear, multiple pairs of skis, luggage, and coolers fit inside the box so it's built for long road trips and camping with big groups or families in mind.

Our favorite part of the roof carrier is the option to open it from either side, which was particularly helpful when we only needed to grab one specific item from the carrier after packing. Although this cargo box is on the heavier and wider side, it only took one person (maybe two depending on strength ability) to lift and mount the box. We’re big fans of the taller capacity of the SportRack Vista XL Rear Opening Cargo Box for packing tall items like luggage that might not fit in sportier cargo boxes. Despite the high design, the light weight of the box made it easy to load it onto a roof. We had slight issues with getting the brackets onto the roof rails, but we’re confident the installation will only become easier with time. We were able to fit oversized luggage , coolers, and golf clubs into the box with ease, and we found that the UV-resistant plastic material has a bit of give for fitting bigger items.

The SportRack Vista XL was surprisingly very aerodynamic and fit a variety of travel gear. After using the box for several day trips to state parks and cities over three months, we especially like that it is hard-sided to protect the contents from rain. While it’s not long enough to fit skis, we’re content with the number of items it’s able to store for road trips.

The quick-connect system is very simple to install and affix to the roof rails of the vehicle. The box opens from either side of the vehicle, so again, accessing the installation hardware and loading the box with gear is easy. We noticed that because of the lightweight design of the box, the sides feel a little wobbly when the top is open for loading, but we don’t think that’s a deal breaker by any means. We loaded skis, golf clubs, and camping gear into the compartment with no issues, making it one of the best we tested.

Road trippers with higher budgets looking to invest in a spacious, sporty cargo carrier should consider Thule’s Vector Alpine model. Earning perfect scores in all of our testing categories over three months, the cargo box’s special features like LED lights for loading gear at night, a felt-lined interior, and dual access from either side of the box impressed us. The installation process is easiest with two people, but we do think one person could tackle it since it was fairly simple (although, the box does weigh almost 66 pounds). We were able to fit sports gear like several pairs of skis, and we appreciated the straps on the interior to tie down gear if needed. The box doesn’t rattle or shake at high speeds, and it feels very sturdy and protective in all types of weather conditions thanks to the SlideLock system and thick plastic material.

For travelers looking to purchase a medium-sized cargo box, we love the lightweight and aerodynamic Goplus Rooftop Carrier. It’s not quite long enough for a pair of skis, but we had no issues fitting items like golf clubs, folding chairs , and other camping gear for short and long road trips . At first, the instructions were slightly unclear, so we did have to do some Googling to put together the cargo box. But once it was on, the box felt very sturdy without shifting of the box after driving in all sorts of conditions. The clamps really grab onto the crossbars well, and even when we tried to wiggle it ourselves it didn't budge. After using the box for three months, we found that there are no sounds of anything shifting or rattling when driving, even at high speeds. The cargo box is super lightweight at only 25 pounds, making it easy for one person to load it onto the car, but the polycarbonate materials (what most suitcases are made of) felt a little flimsy. However, our gear remained in perfect condition after plenty of car rides, so we’re confident the mid-sized cargo box is worth the investment.

We used the bag during a 700-mile California road trip , and although it didn’t rain, the waterproof material is heavy-duty, keeping the packed camping gear safe and secure from high speeds. The cargo carriers listed below barely got edged out of our list of top performers, but we still like aspects of them despite inconveniences we encountered.

Yakima GrandTour 16 : This sleek roof carrier had an impressive capacity and trustworthy locking system, but it felt a little less sturdy than other boxes we attached to car rooftops.

Thule Pulse Medium Rooftop Cargo Box : We love that this carrier protected the packed camping gear from light rain, but the capacity wasn’t as big as we wished (we couldn’t fit a cooler) and the installation process was somewhat cumbersome.

Jegz Rooftop Cargo Carrier : While the setup was fairly difficult at first, this cargo carrier redeemed itself by keeping luggage safe against harsh weather conditions during a weekend road trip. Still, it didn’t stand out enough against our other carriers with rave reviews.

We got our hands on 20 rooftop carriers to evaluate and compare after a series of thorough tests. After installing the cargo boxes on our vehicles, packing gear like skis and luggage, and testing these boxes for months, we rated each carrier based on ease of use, stability, security, and durability.

American Airlines changes pet policy, allows passengers to bring carry-on with pet carrier

Good news for pet owners! American Airlines is relaxing its pet policy and allowing those who travel with their animal companions to bring a full-size carry-on too, along with the pet carrier.

"On flights with American you can bring one pet carrier as a carry-on if: You pay the carry-on pet fee; Your pet stays in the pet carrier and under the seat in front of you the entire flight," says American Airline's on their website , adding that passengers can also bring "one additional item on board with your pet," which can be a personal item like a purse or small handbag or a carry-on bag that fits in the overhead bin and meets the airline's requirements .

"Remember, you can only bring one with your pet carrier, not both," says American.

Earlier, travelers with pets were only allowed to bring a small personal item, that could fit under the seat if they were bringing their pet onboard. Anything bigger than that, like a carry-on, was required to be checked for $35. Alternatively, pet owners could put their pet in the cargo hold if they wanted to bring a bigger item with them on the flight.

However, there has been no change in fees required to bring a pet onboard. That remains fixed at $150, as per the American Airline's website. Meanwhile, pet strollers are still required to be checked in and all checked bag fees apply.

American Airlines did not immediately respond to USA TODAY's request for comment and what prompted the relaxation in policy.

A new report from Juniper Research suggests that the global number of travel eSIM users will grow from 40 million in 2024 to over 215 million by 2028. While the increase in the number of international travelers and growing awareness of travel eSIMs are big contributors to this growth, other reasons for the spiking trend are cost and comfort.

F.B.I. Examining Free Airfare Upgrades Received by Adams

Federal prosecutors and F.B.I. agents are scrutinizing international flights taken by Mayor Eric Adams of New York aboard Turkey’s national air carrier, Turkish Airlines.

Federal authorities investigating Mayor Eric Adams’s campaign fund-raising have been examining valuable flight upgrades they believe he received from Turkish Airlines that elevated him to its highest class of seats available on international trips, according to people with knowledge of the matter.

The scrutiny is part of a broad corruption inquiry that has already led the F.B.I. to search the homes of the former top New York-based executive of Turkish Airlines and aides to Mr. Adams, who has frequently traveled abroad and has made no secret of his affinity for flying on the Turkish carrier.

The investigation burst into public view in November after F.B.I. agents searched the homes of the former airline executive, Cenk Öcal, the mayor’s liaison to the Turkish community, Rana Abbasova, and his chief fund-raiser, Brianna Suggs — and seized Mr. Adams’s electronic devices.

The inquiry has shaken an administration that has become increasingly mired in investigations and beset by legal and ethical problems .

The broader investigation has focused at least in part on whether the Turkish government conspired with Mr. Adams’s mayoral campaign to funnel foreign money into its coffers, and whether Mr. Adams pressured the New York City Fire Department to sign off on Turkey’s new high-rise consulate in Manhattan despite safety concerns.

Mr. Adams’s relationship with Turkish Airlines has extended beyond that of simply being a passenger. He has attended meetings and events with representatives of the air carrier, which is half-owned by the Turkish government’s sovereign wealth fund. Some of those interactions took place in the presence of Turkish business leaders and diplomats with their own close ties to Turkey’s government and its president, Recep Tayyip Erdoğan.

Federal prosecutors in Manhattan and F.B.I. agents conducting the inquiry have developed evidence that Mr. Öcal helped arrange at least some of the upgrades in coordination with Ms. Abbasova, two of the people familiar with the federal investigation said. They and others interviewed for this article spoke on condition of anonymity to discuss the ongoing federal investigation.

Mr. Adams, who extolled Turkish Airlines in 2017 when he told a pro-government publication that the carrier “is my way of flying,” received the upgrades both while serving as Brooklyn borough president and as mayor, on both official and personal trips, some of the people said.

Brendan R. McGuire, a lawyer for the mayor and his 2021 campaign, said there was nothing wrong with Mr. Adams’s receipt of the upgrades.

“As borough president, the mayor consistently disclosed his official travel to Turkey, did not receive any improper upgrades and did nothing inappropriate in exchange for an upgrade,” Mr. McGuire said. “Speculation is not evidence. We look forward to a just and timely conclusion to this investigation.”

The F.B.I. searches on Nov. 2 prompted the mayor’s abrupt return from a trip to Washington, D.C., where he was seeking federal aid for the city’s migrant crisis. They were followed by weeks of news coverage focused on the corruption inquiry, but agents and prosecutors have made few public moves since then.

Mr. Adams has not been accused of wrongdoing, and it remains unclear whether the investigation will lead to criminal charges against him, Mr. Öcal, Ms. Abbasova or anyone else.

A lawyer for Ms. Abbasova, Rachel Maimin, declined to comment. After repeated attempts to reach Mr. Öcal, including visits to his New Jersey home and messages left with his wife, he declined to answer questions or provide the name of his lawyer.

A representative of Turkish Airlines declined to comment, as did spokesmen for the F.B.I. and the federal prosecutors from the U.S. attorney’s office for the Southern District of New York, who are jointly conducting the inquiry.

Mr. Adams has long boasted of being an avid traveler, and he has taken trips in recent years to Turkey, the Dominican Republic , Trinidad and Tobago, Ecuador, Colombia, Mexico, Monaco , Ghana , Azerbaijan, Greece, Israel , Jordan, Saudi Arabia, Qatar , Senegal and China . He has talked about retiring to Azerbaijan, Israel and Lebanon.

It was unclear how many free upgrades Mr. Adams accepted while flying Turkish Airlines or what their total value was. In 2023, round-trip business class seats on Turkish Airlines between the United States and Turkey generally cost at least $3,400 apiece — or about four times as much as an economy class seat, travel industry experts said.

It was also unclear what, if anything, Mr. Öcal, the airline or the Turkish government might have gained from awarding the upgrades.

But Mr. Adams received the upgrades during a period in which he and the airline were developing a close relationship, a New York Times review of city emails suggests.

Mr. Adams has flown on Turkish Airlines since at least August 2015, when as Brooklyn borough president he took an official trip to Turkey and the carrier funded travel that his aides valued at about $1,500.

Mr. Adams took a second official trip four months later, justifying it by saying he needed to speak about “city marketing” at a conference, meet with local officials and visit a refugee camp, city records show. Mr. Adams flew Turkish Airlines on that trip as well, according to the records.

On another trip to Turkey in 2017, this time in a private capacity, he gave an interview praising Turkish Airlines to The Daily Sabah, saying that it accommodated his dietary needs and lauding its security protocols.

Sent from 2015 to 2021, while Mr. Adams was borough president, the emails reviewed by The Times make reference to a series of private meetings between Mr. Adams, Turkish Airlines executives and Turkish government officials and businesspeople, as well as appearances with them at public events.

Often the meetings and appearances were arranged through Ms. Abbasova, Mr. Adams’s liaison to the Turkish community.

More than a few involved Mr. Öcal, who appeared to be on a first-name basis with Mr. Adams. “Cenk from turkish airlines opening,” Mr. Adams wrote to his staff in response to one invitation to an event, possibly referring to Mr. Öcal’s speaking slot. Mr. Öcal would later serve as one of several hundred people on Mr. Adams’s mayoral transition team.

The first meeting described in the emails was scheduled for May 2016, when Ms. Abbasova inquired if he could attend a “dinner w Turkish Airlines.” The emails did not specify with whom he would be meeting, but his assistant responded that he would be available.

He agreed to another meeting, a dinner with Mr. Öcal at Liman, a Turkish restaurant in Brooklyn, in April 2017, the emails show. Also scheduled to attend were the chairman and treasurer of the Türken Foundation, an American charity with close ties to the Turkish government. It was incorporated in 2014 by a son of Mr. Erdoğan and another man, who at the time was a board member of Turkish Airlines. Mr. Erdoğan’s daughter currently sits on its board .

The Türken Foundation’s chairman, Behram Turan, its treasurer, Memiş Yetim, and another board member would go on to give a total of $6,000 to Mr. Adams’s mayoral campaign from 2018 to 2021, contributions that were first reported by The City . Mr. Adams’s campaign refunded $1,000 to Mr. Turan to comply with the rules of the city’s public matching funds program.

Reached late last year, Mr. Turan, an engineer who lives in New Jersey, said he was an American citizen who has lived in the country for 30 years. He added that there was nothing inappropriate about his donation. On Thursday, Mr. Yetim said he could not remember the dinner with Mr. Adams. Mr. Turan declined to comment.

In September 2017, Mr. Adams attended a Türken Foundation dinner and event with Mr. Erdoğan at the Mandarin Oriental hotel in Manhattan. Mr. Adams would later present Mr. Yetim with a proclamation honoring the Türken Foundation for “outstanding achievements and contributions to society.”

In December 2017, Mr. Adams was scheduled to attend another dinner, this time with Turkish consular officials, at a Brooklyn seafood restaurant run by two of his close friends . Mr. Öcal and another top Turkish Airlines official were on the guest list, the emails show.

In 2019, the emails show, Ms. Abbasova passed along an invitation from Turkish Airlines for Mr. Adams to attend a gala at the Metropolitan Club in Manhattan. Mr. Adams had another event that night but an internal staff memo noted that he would do his best to attend, the emails show. Ms. Abbasova would be on site and provide frequent updates, the memo said.

Mr. Adams did make it to the event, which featured Turkish dishes, a raw bar and high-end cocktails. He even took the microphone to speak, according to an article in Elite Traveler, a luxury lifestyle publication, which published photos of the event, including several of Mr. Öcal in a shiny blue tuxedo. Mr. Adams was the only city official listed in the account of the night, along with Turkish consular officials and diplomats, business leaders and Martha Stewart.

Mr. Adams won the Democratic mayoral primary in June 2021. Soon after, he contacted the commissioner of the New York Fire Department at the time and urged him to allow the opening of the Turkish consulate building, which had been held up over fire safety concerns. The building received a temporary certificate of occupancy that September — shortly before Mr. Erdoğan presided over the consulate’s grand opening in Manhattan .

Mr. Adams previously said it was part of his role as borough president “to notify government agencies of issues on behalf of constituents and constituencies.”

In May 2022, the Turkish Philanthropy Funds , a New-York based nonprofit devoted to supporting social investments in the Turkish and Turkish American communities, held its 15th anniversary gala at the Metropolitan Museum of Art. Mr. Adams, who made remarks at the event, was there in a dark suit, posing with the foundation’s chairman and the night’s honoree, the billionaire founder of the strained yogurt company Chobani.

Mr. Öcal was there too, and was photographed in a tuxedo with the Turkish ambassador to the United States and their wives. It is unclear if he interacted with Mr. Adams that night. Their fortunes had gone in opposite directions.

Mr. Öcal had been fired by Turkish Airlines by then, according to a Turkish news report, and Mr. Adams was newly ensconced as the mayor.
