Quarantine rules for arrivals relaxed

Starting September 26, the Government will do away with compulsory hotel quarantine for people arriving in Hong Kong from overseas places or Taiwan, but they must undergo medical surveillance at home or at a hotel for three days.

Chief Executive John Lee made the announcement at a press conference this afternoon where he unveiled the new "0+3" quarantine arrangement and other facilitation  measures for arrivals.

Currently, inbound travellers from overseas places or Taiwan are required to undergo quarantine at a designated quarantine hotel for three days, followed by a four-day medical surveillance period at home or in a non-quarantine hotel.

From 6am on September 26, such arrivals will be allowed to go home or go to the hotel of their choice for a three-day medical surveillance period right after they have completed a nucleic acid test at the airport. They do not need to wait for the test result at the airport and can leave there by any transport means.

Upon obtaining a negative test result, the travellers will be given an amber code on their LeaveHomeSafe mobile app to restrict their entry to scheduled premises. While they can go out during the medical surveillance period, they cannot enter premises which proactively check the vaccine pass, such as restaurants and bars.

Moreover, they have to take rapid antigen tests (RATs) daily and nucleic acid tests once every two days in the first seven days upon arrival in Hong Kong.

After completing the medical surveillance period, the travellers will be subject to self-monitoring in the subsequent four days.

In addition to the "0+3" quarantine arrangement, Mr Lee announced that boarding requirements for inbound travellers will be simplified, under which they must present a negative result of a RAT conducted within 24 hours before departure, instead of a nucleic acid test that was conducted within 48 hours.

Unvaccinated Hong Kong residents are also allowed to board a flight for Hong Kong. However, they will not be eligible to get a provisional vaccine pass.

For non-Hong Kong residents aged 12 or above, only those who are fully vaccinated or hold a COVID-19 vaccination medical exemption certificate are allowed to come to Hong Kong.

Furthermore, the quotas under the Come2hk and Return2hk schemes will be cancelled and the schemes will be applicable to people arriving in Hong Kong from all places in the Mainland and Macau.

The above measures will also take effect from 6am on September 26.

The Chief Executive emphasised that the Government aims to provide inbound travellers with more convenience while maintaining control of the overall epidemic situation.

“By introducing this new measure of "0+3" quarantine arrangement for arrivals from overseas and Taiwan, obviously this is a kind of relaxation from the "3+4" model.

“So we want to ensure that we will monitor the situation closely so that all the risks are well controlled and things can progress in an orderly manner.”

He also explained that the Government had taken into account a series of factors in considering the anti-epidemic measures.

“All the measures that we consider and roll out take into consideration the prevailing local COVID-19 situation.

“We have to ensure that, first of all, our hospital services can cope. We have to protect the very young and the very old who are high-risk groups. We have to ensure that we reduce the number of serious cases and death cases and we want to do it scientifically.

“And then, of course, we want to balance the need for controlling the epidemic with society's needs, economic needs, and also the need to raise Hong Kong's competitiveness.”

The World Health Organization (WHO) has declared Coronavirus Disease 2019 (COVID-19) as a Public Health Emergency of International Concern, and declared on March 11, 2020 that the COVID-19 outbreak can be described as a pandemic. Symptoms of COVID-19 are mainly fever and cough, while some patients presented with shortness of breath and were in serious condition. The global epidemic situation of COVID-19 still remains. The Department of Health advises travellers to complete COVID-19 vaccination before travel according to the latest recommendations to effectively protect against COVID-19 disease and maintain at all times strict personal and hand hygiene. Since mid-May 2022, cases of mpox (also known as monkeypox) have been reported to the World Health Organisation (WHO) from different countries. The Centre for Health Protection (CHP) of the Department of Health draws the public's attention that an increasing number of confirmed mpox cases has been recorded in the Western Pacific Region recently. Following the latest advice from the WHO, persons suspected to have contracted mpox should avoid undertaking any travel.

Travellers planning to visit the affected areas should maintain good personal hygiene at all times and avoid close physical contact with sick persons or animals. Should there be any suspicious symptoms after returning to Hong Kong, travellers shall seek medical attention immediately and provide travel details to your doctors.

The DS-160, Online Nonimmigrant Visa Application form, is for temporary travel to the United States, and for K (fiancé(e)) visas. Form DS-160 is submitted electronically to the Department of State website via the Internet. Consular Officers use the information entered on the DS-160 to process the visa application and, combined with a personal interview, determine an applicant’s eligibility for a nonimmigrant visa.

Visa applicants must submit a completed DS-160, Online Nonimmigrant Visa Application for all nonimmigrant visa categories, including applicants applying for K visas. ( Note:   For K visa cases in process at a U.S. Embassy or Consulate prior to October 7, 2013, review the limited exceptions explained in the FAQs below.)

International travel documents for children

See what documents a child needs to travel to or from the U.S. alone or with a parent or relative.

Children traveling to the U.S.

All children, including infants, must have their own travel documents such as a passport or document from a Trusted Traveler Program to enter the U.S. If you travel or are going to travel with a child, consider taking the following documents:

• If the child is traveling with only one of their custodial parents, they must have a letter of consent, preferably in English and notarized, from the other parent or signed by both parents. The letter should say "I acknowledge that my son/daughter is traveling outside the country with [the name of the adult] with my permission."
• If one parent has sole custody of the child, a copy of the custody document can take the place of the other parent's letter.
• Parents who frequently cross the border by land with a minor must always carry a letter of permission from the other parent.

U.S. citizen children traveling abroad

Ports of entry in many countries have security measures to prevent international child abduction . If you are traveling alone with your child, you may be required to present documentation proving you are the parent or legal guardian. You may also need a letter of permission from the other parent for your child to travel. 

If your child travels alone, depending on the country, they may be required to present a notarized letter from both parents or their legal guardian. If a minor is traveling abroad and is not accompanied by both parents or a legal guardian, contact the embassy or consulate of the country you will be visiting and ask about entry and exit requirements for that country.

CBP issues Withhold Release Order on Shanghai Select Safety Products and its subsidiaries

Agency will detain imports of work gloves manufactured using convict labor.

WASHINGTON – Effective today, U.S. Customs and Border Protection (CBP) personnel at all U.S. ports of entry will detain work gloves manufactured by Shanghai Select Safety Products Company, Limited and its two subsidiaries from China, Select (Nantong) Safety Products Co. Limited and Select Protective Technology (HK) Limited.

CBP issued a Withhold Release Order (WRO) against Shanghai Select Safety Products Company, Limited and its two subsidiaries Nantong and HK, based on information that reasonably indicates the use of convict labor in violation of 19 U.S.C. § 1307 in the production of that merchandise. The International Labour Organization estimates that nearly 28 million workers suffer under conditions of forced labor worldwide, and WROs are a way to send a message to foreign companies exploiting workers that this will not be tolerated in U.S. supply chains. Forced labor exposes vulnerable populations to inhumane working conditions, and also hurts American workers and law-abiding businesses who cannot compete with forced labor goods that are sold below market value.

“The U.S. government sets the standard across the globe for ethical and responsible commercial transactions as we prioritize our efforts in combatting forced labor,” said CBP Senior Official Performing the Duties of the Commissioner Troy A. Miller. “We continue to see the impacts of our actions as companies implement plans of action to remediate indicators of forced labor, resulting in improved living and working conditions for laborers, and so it is essential to continue this work until we’ve eliminated forced labor from our supply chains.”

The use of convict labor to produce goods imported into the United States in order to sell goods below market value is a violation of Section 1307, and hurts law-abiding businesses, threatens American jobs, and exposes consumers to the risk of making unethical purchases.

The WRO against Shanghai Select Safety Products Company, Limited is the latest action the United States has taken to address forced labor and other human rights abuses around the world. With this WRO issuance, CBP currently oversees and enforces 52 WROs and eight Findings under 19 U.S.C. § 1307. This law prohibits the importation of “[a]ll goods, wares, articles, and merchandise mined, produced, or manufactured wholly or in part in any foreign country by convict labor or/and forced labor, or/and indentured labor under penal sanctions . . . ,” which includes forced or indentured child labor. When CBP has information reasonably indicating that imported goods are made by forced labor in violation of Section 1307, the agency will order personnel at U.S. ports of entry to detain shipments of those goods. Such shipments will be excluded or subjected to seizure and forfeiture if the importer fails to demonstrate proof of admissibility in accordance with applicable regulations.

“We have been clear that we will not tolerate any form of forced labor in U.S. supply chains,” said CBP Executive Assistant Commissioner AnnMarie R. Highsmith. “We encourage like-minded partners to join us in supporting fair competition in the global marketplace.”

“We continue to send a strong message to the importing community that the United States will not tolerate forced labor and human rights abuses in our supply chains,” said Robert Silvers, DHS Under Secretary for Policy and Chair of the federal Forced Labor Enforcement Task Force. “CBP’s actions today demonstrate that we will enforce all of our forced labor laws vigorously.”
