Alberta’s tourism minister says more than doubling tourism spending in the province in just over a decade is achievable under the government’s new tourism strategy.

Alberta’s tourism spending reached $10.7 billion in 2022, an increase of $600 million from 2019 levels, according to the province. Through its new strategy, the Alberta government has set a goal of reaching $25 billion in annual visitor expenditures by 2035. The strategy focuses on five pillars: leadership and alignment, competitive product, people and careers, expansion of access and Indigenous tourism.

“As a government, we’re putting together this plan so that we actually have a path towards that $25 billion,” said Joseph Schow, Alberta’s tourism and sport minister, during a Tuesday interview with Postmedia. “It’s just not going to happen on its own, so with a little bit of support from the government and the five pillars and strategy we’ll get there, no question.”

Travel Alberta, which in 2021 changed its mandate from a marketing to a destination management organization, has a key role to play in growing visitor spending in the province, said Schow.

“That shift in mandate and increase in budget has allowed them to seek out tourism products that are worthy of being invested in around the province, help with the business owners of those products through their business plans and their marketing, really getting those products on the world stage and then giving us an opportunity to go overseas to market those products,” he said.

Alberta is already seeing the results of this work, with tourism spending having already recovered from the pandemic, said Schow. Most of the tourism spending that has helped Alberta recover to pre-pandemic levels has been provincial and Canadian visitor travel, he added.

“The piece that we are missing that is beginning to come back now is the European traveller, this high-spending traveller,” said Alberta’s tourism minister. “The kinds of people who come to Alberta, they stay longer, they spend more, they’re staying in hotels, they’re eating in restaurants, they’re buying in local stores.”

Air access important to growing tourism

Air access plays an important part in getting those travellers to the province, and that has improved, said Schow, with direct flights being added from places such as France, Germany, Japan, Korea and Italy.

“With that air access, we’re already seeing more travellers coming over here, and it’s been tremendously successful for us so far,” he said.

Regional air access , also important to the province’s strategy, is mentioned in at least four of Premier Danielle Smith’s mandate letters to her ministers, said Schow.

“All of us have a mandate to help work with regional airports so their access is sustainable and stable, and that way our tourism strategy can be successful as we get people disbursed throughout the province and not just heading to the destinations of Banff, Jasper and Lake Louise,” he said.

Travel Alberta’s 2024 budget of nearly $80 million includes $5 million to implement supporting air access, said Schow. That work involves working with the airlines, ensuring that their routes are sustainable and that marketing is done properly so that the demand is there, he said.

“And as a result of that, since 2020 Travel Alberta has generated just under 600,000 incremental air seats in the province,” said Schow.

Through Travel Alberta, the province has developed 10 destination zones located within roughly two hours of an airport and hopes to create “clusters” of tourism attractions that allow visitors to stay longer and spend more, said Schow.

“Everybody has unique products to offer, and Travel Alberta’s job is to work with those areas, work with the business owners, invest in these products they feel have a lot of value to the international traveller or local traveller, and in doing that it helps us have more people in the province not just concentrated in one area.”

Tourism industry a ‘happening place to be’

To attract workers for specific roles in the industry, the province has created a tourism and hospitality stream within the Alberta Advantage Immigration Program .

“We also are working … with post-secondaries as we look to create more spots in universities and drive students who are going through their respective programs into the tourism sector,” said Schow.

Schow said there’s a wide range of careers available in the tourism sector, ranging from accountants to chefs.

“It’s also a great time — the tourism sector is a happening place to be,” said Alberta’s tourism minister. “So creating that demand and streaming students and new Canadians coming into the province into tourism I think is a win for the province.”

Indigenous tourism to play a big part in visitor growth

The potential to increase Indigenous tourism is “in the billions,” said Schow.

“Having been over to showcase Canada in Hamburg, Germany, last November, we heard loud and clear that two-thirds of visitors coming to Canada from overseas want an authentic Indigenous experience,” he said.

From 2021-26, the province is providing over $8.5 million to Indigenous Tourism Alberta.

“We know that that investment, the highest investment in the country for Indigenous tourism, will have a major return on investment,” said Schow.

Tourism done in a ‘very sustainable’ way

Schow called the province’s tourism strategy a “very responsible, measured way to move ahead with tourism without significant destruction to the environment and climate.”

“In fact, one of the best ways to manage the environment properly is to make sure that we’re using it properly and we’re keeping a good relationship with the local communities and the environment there,” said Schow. “It also obviously comes down to the kinds of products we’re developing, but again it’s all done in a very sustainable manner.”

Minister ‘all ears’ about bringing sporting events to Alberta

The province is always looking to bring sporting events to Alberta, said Schow, sitting in his Edmonton office and looking at a Canada jersey for the 2027 World Junior Hockey Championships to be hosted in Alberta .

“Sport and tourism really come well together, and any time you have a chance to bid on something that’s a good deal for the province of Alberta, and will fill hotel rooms, I’m all ears,” he said.

“You must visit the festival of democracy in the mother of democracy”

The Prime Minister, Shri Narendra Modi addressed the G20 Tourism Ministers’ Meet held in Goa via video message today.

Addressing the gathering, the Prime Minister invoked the spirit of Incredible India and said that the tourism ministers rarely get a chance to be tourists themselves even though they are handling a sector worth over two trillion dollars globally. Noting that the G20 Tourism Ministers’ Meet is taking place in Goa, one of the major tourist attractions in India, the Prime Minister urged the dignitaries to take out some time from their serious discussions and explore the natural beauty and the spiritual side of Goa.

The Prime Minister said that India’s approach to tourism is based on the ancient Sanskrit verse ‘Atithi Devo Bhavah’ which means ‘Guest is God’. Shri Modi emphasized that tourism is not just about sightseeing but it is an immersive experience. “Be it Music or Food, Arts or Culture, the diversity of India is truly majestic”, the Prime Minister continued, “From the high Himalayas to dense forests, dry deserts to beautiful beaches, adventure sports to meditation retreats, India has something for everyone.” The Prime Minister informed that India during its G-20 presidency is organizing nearly 200 meetings in 100 different locations all over the country making every experience different from the other. “If you ask your friends who have already visited India for these meetings, I am sure that no two experiences will be alike”, he added.

The Prime Minister underlined that India’s efforts in the tourism sector are centered on preserving its rich heritage while creating a world-class infrastructure for tourism. Noting that India attracts pilgrims of every major religion of the world, the Prime Minister emphasized the development of spiritual tourism as one of the focus areas. He informed that the infrastructure upgrade in the eternal city of Varanasi, one of the major spiritual centers, led to a ten-fold increase in pilgrims taking the number to 70 million today. He also underlined that India is creating new tourist attractions and gave the example of the Statue of Unity, the tallest statue in the world, which attracted about 2.7 million tourists within a year of its inauguration. In the last nine years, the Prime Minister said, we have placed special emphasis on developing the entire ecosystem of tourism in the country. “From transport infrastructure to the hospitality sector to skill development, and even in our visa systems, we have kept the tourism sector as a focal point of our reforms”, Shri Modi said. He highlighted that the hospitality sector has great potential for employment generation, social inclusion and economic progress while employing more women and youth compared to the other sectors. The Prime Minister expressed happiness that India is also recognizing the relevance of the tourism sector for the speedy achievement of Sustainable Development Goals.

The Prime Minister highlighted that the five inter-connected priority areas of Green Tourism, Digitalization, Skill Development, Tourism MSMEs, and Destination Management reflect the priorities of India as well as the Global South. Shri Modi suggested greater use of emerging technologies like artificial intelligence and augmented reality to drive innovation and highlighted that India is working towards artificial intelligence enabling real-time translation of various languages spoken in the country. He expressed confidence that collaboration among governments, entrepreneurs, investors and academia can accelerate such technological implementation in the tourism sector. The Prime Minister also suggested working together to ease business regulations for tourism companies and assist them in increasing their access to finances and investing in skill development.

“Terrorism divides but Tourism unites”, the Prime Minister remarked. He said that tourism has the potential to unite people from all walks of life thereby creating a harmonious society. Shri Modi expressed happiness that a G20 Tourism dashboard is being developed in partnership with UNWTO which will be a first-of-its-kind platform bringing together best practices, case studies and inspiring stories. The Prime Minister expressed confidence that the deliberations and the ‘Goa Roadmap’ would multiply the collective efforts to realize tourism’s transformative power. “The motto of India’s G20 Presidency, ‘Vasudhaiva Kutumbakam’ – ‘One Earth, One Family, One Future’ can itself be a motto for global tourism”, he added.

The Prime Minister highlighted the upcoming Sao Joao Festival in Goa and said that India is a land of festivals. Referring to the General Elections to be held next year, the Prime Minister urged the dignitaries to witness the festival of democracy in the mother of democracy where nearly a billion voters will be taking part for over a month re-affirming their abiding faith in democratic values. “With more than a million voting booths, there will be no shortage of places for you to witness this festival in all its diversity”, the Prime Minister said. He concluded the address by extending an invitation to visit India during the festival of democracy.

Industry advocates say they have a major staff shortage as the sector loses workers who will never return.

The tourism and hospitality sector has been among those most severely affected by the pandemic. With uncertainty over the Omicron variant persisting, the federal minister responsible for the industry said the return of international travellers could still be a long way off.

"During the darkest days of the pandemic, Destination Canada, which normally takes its money and markets Canada to the rest of the world, took that money and marketed inside Canada, to travel," Tourism Minister Randy Boissonnault told CBC News.

"I think to at least [the third quarter] of 2022, we're going to have to see more of that."

In Canada, domestic travellers account for 78 per cent of tourism spending. But international visitors spend an average of $1,047 per trip, while domestic vacationers spend less than a quarter of that.

"Domestic travel is a crucial step to getting our industry back up and running but [it] will not be able to fill the revenue gap from the halt of international travel," Beth Potter, president and CEO of the Tourism Industry Association of Canada, told CBC News.

The sector has contracted by more than 50 per cent over the course of the pandemic, falling from a $105 billion-a-year industry before the pandemic to one worth about $53 billion now. That's a drop of 40 per cent in domestic spending and 87 per cent in spending by international visitors.

Industry stakeholders like Potter say that the sector faces three significant challenges over the next year. The first is simply to survive until visitors return. The second is the impact of ongoing restrictions on travel, while the third is a labour shortage brought on by the pandemic.

In 2020, as the country locked down and the border shut to international travellers, the tourism sector was forced to lay off 43 per cent of its workforce — about 900,000 jobs, according to Destination Canada, the former Canadian Tourism Commission.

Some of those jobs have since returned but over the first ten months of the year, the industry's workforce remained 360,000 shy of the number it employed before the pandemic.

"We had to lay off many of the workers that we did have and many of them will not come back," Susie Grynol, president and CEO of the Canadian Hotel Association, told CBC News.

"They won't come back, not because their heart isn't in hospitality but because we are still, 19 months later, not in a position to hire back every single worker because now we find ourselves in the off-season."

'They have told us they will not come back'

Industry insiders say that the labour shortage is not being driven solely by slack short-term demand that will correct itself once borders reopen — that it represents a permanent move away from the sector by key workers.

"Our industry has suffered some reputational damage because people see us as unstable because we have been subject to so many restrictions," said Beth Potter, president and CEO of the Tourism Industry Association of Canada.

"We have actually lost employees. They have told us they will not come back to the industry because they don't see our industry as a stable place to continue their career."

Potter said the losses include both front-line staff and other positions, such as cleaners, dishwashers, lawyers and accountants.

Grynol and Potter said that phenomenon was experienced by Canadian domestic tourists this summer who reported hotels setting caps on occupancy because of staff shortages, and restaurants cancelling lunch service during the height of the season.

"If we are successful at preserving this sector and keeping it alive ... then we do get an open travel climate and what we think will happen after that is revenge travel — a tourism renaissance," said Grynol.

"We will have so much demand for Canada that our single biggest challenge will be labour and making sure we can service all of this demand."

To ensure Canada is ready, the industry wants the federal government to make adjustments to the temporary foreign worker program and immigration streams to fill the demand for key workers in the sector.

Using students, immigration to fill gaps

They also want to see the revival of programs targeting recent graduates or international students who take seasonal jobs in the tourism sector to fund global travel.

Boissonnault said he's open to the idea and has already made moves on the immigration front to ensure his sector has the workers it needs.

"Within the first week of being minister, maybe day three, I was already talking with [Immigration Minister Sean Fraser] and [Labour Minister Seamus O'Regan] about this," Boissonnault told CBC.

"It's an active conversation in our government and we're going to be leaning in hard on this issue in 2022 with stakeholders to really address this question for the long term."

tourism minister tourism

Stakeholders say they have to fix the reputational damage done to the industry by the pandemic in order to attract new workers.

"We need to get out there and encourage Canadians that this is a great industry to work in," Potter said. "We're going to need to start influencing not only parents and teachers but students, starting even as young as middle school, that there are some great opportunities in our industry."

Boissonnault said he wants to encourage young people to see jobs in tourism as "great careers that you can have for your whole life."

Rebuilding that workforce requires some predictability — and simplification of travel restrictions would help, industry insiders say.

  • B.C. restaurants hope more foreign workers can curb labour 'crisis,' industry association says
  • $50K per year dishwashing job sign of labour shortage in restaurants, industry expert says
  • Christmas markets are back in the Eastern Townships, helping Quebecers buy local

"We want to make the movement of people across the country, in and out of the country, as seamless as possible [by] really making sure that we have one system across Canada and we don't have 13 or 14 different systems," Potter said.

Boissonnault said that while he'd also like to see more predictability, provinces can be expected to take different and "totally legitimate" approaches to travel restrictions.

"We need to show that travel, when you do it properly, is safe. That has to be our message. We also have to keep people safe that are travelling and make sure that we're taking the right measures — first safety, then travel," he said.

Ministry of Tourism to Name New Junior Minister of Tourism

NASSAU, Bahamas (3 May. 2023) – The Ministry of Tourism, Investments & Aviation will name a new Junior Minister of Tourism on Thursday, 4 May 2023, during the Ministry's Speech Competition Finals, the last qualifying component of the program. Some 14 students representing their respective islands: New Providence, Grand Bahama, Abaco, Acklins, Andros, Bimini, Cat Island, Crooked Island, Eleuthera, Exuma, Inagua, Long Island, Mayaguana, and San Salvador will vie for the prestigious title during the competition at Bahamas Harvest Church's west campus.

The Junior Minister of Tourism Program, organized by the Industry Training Department, was launched in 2002 and is now in its 19th year. Its long-range goal is to generate a talent pool of young professionals to service the tourism industry.

The mystery around mimics the format of the Caribbean Tourism Organization's (CTO) Youth Congress, where the winner will attend and debate with other Junior Ministers/Commissioners of Tourism from other Caribbean countries on tourism-related issues.

Winners will be selected based on a 60% score from the prepared topic and 40 % from the mystery topic.

Samantha Cartwright, Coordinator of the program, said, "The Junior Minister of Tourism Program is important because it provides a platform for youth expression on tourism matters. The Junior Minister will speak on the Ministry of Tourism executive team's behalf throughout the country and the region. He or she will advise the Minister of Tourism on behalf of the youth."

This year's winner will succeed Kelvin Archer, the current Junior Minister of Tourism, and a St. Annes High School student in New Providence. Competitors for the 2023 title are Tianna Bootle, Patrick J. Bethel High School, Abaco; Aneko Smith, Acklins Central High School; Radisha Dawkins, Central Andros High School; Desirae Turner, Louise McDonald High School, Bimini; Marcus Thacker Jr., Arthur's Town Comprehensive School; McHala Smith, Admiral Ferguson High School, Crooked Island; Kezia Johnson, North Eleuthera High School; Travez Neymour, L. The prizes to be awarded to the winner include the Patrick S. Bain Scholarship (tenable at the University of The Bahamas), provided by the Bahamas Hotel & Tourism Association (BHTA); an all-expense paid trip to CTO Youth Congress and a $500 cash prize.

The winning school will also receive $500 and a floating trophy. The second and third-place winners will receive a $300 and $200 cash prize and an award, and their schools will receive cash prizes and a plaque. All students will receive a Junior Director of Tourism pin and certificate.

The Bahamas Has a New Tourism Minister

Bahamas has a new Minister of Tourism, following the country’s recent general elections.

The new Minister of Tourism is Chester Cooper, who succeeds former Minister Dionisio D’Aguilar; his portfolio includes Investments and Aviation.

Cooper is serving in the cabinet of new Prime Minister Philip Brave Davis.

“We at the Ministry of Tourism look forward with excitement to working under the new leadership of Minister Cooper, who will bring to our Ministry the wealth of knowledge and experience he has garnered from his lifetime career as a successful leader in the private sector. Minister Cooper’s energy and sharp business acumen are exactly what is needed as our Ministry continues the thrust toward tourism recovery amid an ongoing pandemic,” said Bahamas Tourism Director General Joy Jibrilu.

His career includes serving as chairman and CEO of BAF Global Group, and president and CEO of BAF Financial and Insurance LTD.

Minister Cooper “acknowledges that all of the core business in The Bahamas is driven by the international community and that understanding of the international context of business is absolutely critical to the sustainable expansion of The Bahamas’ Tourism, Aviation and Investments sectors,” he said in a statement.

Cooper assumes the helm of the nation’s number one business “with an acute awareness of the monumental task that lies ahead.” He said he “relishes the opportunity to rise to the challenge in the service of his beloved country.”

Cooper was also the inaugural chairman of the country’s Insurance Advisory Committee, and the founding director of The Bahamas Venture Fund.

Budget 2024: Tourism ministry allocates ₹3 cr for overseas campaign

N ew Delhi: First, the good news. Finance minister Nirmala Sitharaman announced in the interim budget on Thursday that the government would focus on developing new tourist destinations in India, boosting domestic tourism, and promoting spiritual tourism.

Now, the bad news. The tourism ministry has set aside a mere ₹ 3 crore for overseas promotion of India for its 'Incredible India' campaign. The long-running, award-winning campaign—under the sub-head of overseas promotion and publicity and market development assistance—was left by the wayside this year, as the ministry shrank its allocation by 97% from last year's ₹ 100 crore.

The trend for tourism promotion has been declining. Last year, the budget slashed overseas tourism promotion by a staggering amount. The ministry spent just ₹ 89 crore in 2021-22 from its allocated ₹ 524 crore. The amount spent in FY23 further fell to ₹ 15.89 crore, only to rise somewhat in FY24 to ₹ 100 crore.

On the other hand, the ministry—headed by Gangapuram Kishan Reddy—has lowered its budget estimate from last year’s ₹ 2,400 crore to ₹ 2,080.03 crore for FY25, even though that is still a 22% increase from the ₹ 1,692 crore it actually spent. More than two thirds of the FY25 allocation, or ₹ 1,750 crore, has been kept aside for its Swadesh Darshan scheme. This scheme, set up in 2014-15, provides financial assistance to state governments to develop tourism infrastructure.

It has also completely removed the subhead of the 'Champion Services Sector Scheme', which was set up in 2023, for which ₹ 196 crore had been put aside last year. This year, the tourism ministry's Prashad Darshan scheme has been allocated a similar amount as last year, at ₹ 240 crore.

Terming the ₹ 3 crore outlay “hard to believe”, Dipak Deva, managing director, Travel Corporation India Ltd, said it was clear that the government will not promote India overseas. “That is as good as nil. The figure has never been this low in any past budget. I would be keen to understand how India will be promoted abroad and how we will take advantage of international travellers wanting to travel to this region,” he said.

"In order to get people to come to our country, we have to market ourselves as an interesting tourism destination. If we don't, countries like Japan, Vietnam, Thailand and others will continue to gain. China has a huge reduction in inbound tourism, and this is an excellent opportunity for us. Inbound tourism generated 10 million tourists and $30 billion in earnings prior to covid. This number is yet to be breached,” Deva added.

Similarly, the Indian Association of Tour Operators (IATO) president Rajiv Mehra told Mint that with foreign offices of India's overseas promotion being closed, many tour operators have removed India from their travel brochures altogether.

"With a mere ₹ 3 crore allotted for overseas promotion, the tourism industry should now forget that the government will spend any money abroad or operate any FAM (familiarization) tours to bring international travel agents in. The only commendable thing this year is that the government has allotted some money for giving loans to states to improve areas in and around monuments, which can drive some tourism," he said.

The finance minister said that the success of organising the G20 meetings in 60 places presented the diversity of India to a global audience. This economic strength has made the country an attractive destination for business and conference tourism. "Our middle class also now aspires to travel and explore. Tourism, including spiritual tourism, has tremendous opportunities for local entrepreneurship. To address the emerging fervour for domestic tourism, projects for port connectivity, tourism infrastructure, and amenities will be taken up on our islands, including Lakshadweep. This will help in generating employment also," she said.

One travel expert said it was good that the country was focused on domestic tourism and could consider Gati Shakti and Swadesh Darshan schemes to help augment the development of new destinations. "The emphasis on domestic tourism is good, including Lakshadweep. However, its whole beauty and strength is very fragile, and development must not compromise the ecology. On the international front, I still feel we need a lot of promotion and marketing, and to neglect it completely will not be in the long-term [interest]," added M.P. Bezbaruah, secretary general of the Hotel Association of India and former tourism secretary in the government.

The tourism ministry has set aside a mere ₹3 crore for overseas promotion of India for its 'Incredible India' campaign.

tourism minister tourism

The most recent Dominican Republic Tourism Tradeshow welcomed over 500 travel agents from North America and Latin America, as well as over 70 co-exhibitors, to the event on 3 April 2024 at the JW Marriott Marquis, in Miami, Florida.

The Americas market represents 85 out of every 100 airline arrivals to the Dominican Republic. Attendees hailed from Canada, the United States, Chile, Colombia, Argentina, Costa Rica, Brazil, Puerto Rico, Guatemala, and Mexico. The Ministry of Tourism reported that the event facilitated over 1,000 business meetings, resulting in the signing of 41 agreements between airlines and tour operators.

In its second edition, the Dominican Republic Tradeshow, organized by the Ministry of Tourism, served as a platform to promote tourism, conduct business, and elevate the country’s profile among industry leaders and a diverse audience of travelers. The event kicked off with the traditional Roadshow, where the Minister of Tourism shared detailed information about the country’s history, growing tourism landscape, and various attractions. Additionally, attendees enjoyed an immersive experience of the Dominican Republic featuring artistic and gastronomic activations while participating in training sessions, tastings, and agreement signings.

Tourism Minister David Collado was pleased about the outcome of the event, announcing multiple agreements with companies from Canada, the United States and Latin America to guarantee the arrival of more than 4.6 million visitors.

As reported, Minister Collado signed hotel construction agreements for the new areas of Punta Bergantín with Karisma and Hyatt in Puerto Plata with the backing of the government’s Banco de Reservas.

“I can say that this trade show has been a total success. The year has started strong and we have done what we had to do,” said the minister.

INTERNATIONAL AGENDA

Tourism Minister leads talks to attract more cruises to Brazil

Expanding the presence of cruises along Brazil's almost 8,000 km of coastline all year round. It is with this mission that the Minister of Tourism, Celso Sabino, has landed in Miami, United States, where he will be taking part in Seatrade Cruise Global from Tuesday, April 9. The event is the main exhibition for companies and organizations looking to do business with the international cruise industry.

"We have a coastline with some of the most beautiful landscapes in the world and our aim is to boost the cruise industry. The Brazilian delegation's participation in this event is precisely with a view to publicizing new route possibilities in Brazil, as well as identifying existing bottlenecks so that we can stimulate this market, both internally and externally," explained Tourism Minister Celso Sabino.

The 2023/2024 Brazilian cruise season, which ends this month, is expected to be the best of the last decade. The segment is expected to inject BRL 5.1 billion into the country's economy and generate 80,000 jobs. There are a total of 203 itineraries involving dozens of national destinations, as well as more than 840,000 beds for passengers.

"The effort we have made to attract investment in the sector, including the cruise segment, contributes strongly to increasing the number of jobs in our country, promoting social inclusion through tourism, which is good for everyone," concluded Sabino.

During the agenda, the minister met with the CEOs of MSC Cruises, Gianni Onorato, and Costa Cruises, Mario Zanetti, to present new itinerary possibilities to be developed in Brazil and explain the measures being promoted by the government to increase the competitiveness of the segment.

"Minister Celso Sabino is the first tourism minister to come to this event, which shows that cruises are a priority for the federal government, which recognizes the full potential of our segment for the Brazilian economy and how we can contribute to job creation," said the president of Clia Brasil.

STAND - Brazil is present at the event with a 111 square meter stand and the presence of 15 co-exhibitors, including Píer Mauá and the states of Ceará, São Paulo, Bahia, Alagoas and Amazonas.

‘Incredible’ no more. Last year too, the budget slashed overseas tourism promotion by a staggering amount

The tourism ministry has set aside a mere ₹3 crore for overseas promotion of India for its 'Incredible India' campaign.

New Delhi: First, the good news.

The long-running, award-winning campaign—under the sub-head of overseas promotion and publicity and market development assistance—was left by the wayside this year, as the ministry shrank its allocation by 97% from last year's ₹ 100 crore.

tourism minister tourism

Terming the ₹ 3 crore outlay “hard to believe", Dipak Deva, managing director, Travel Corporation India Ltd, said it was clear that the government will not promote India overseas. “That is as good as nil. The figure has never been this low in any past budget. I would be keen to understand how India will be promoted abroad and how we will take advantage of international travellers wanting to travel to this region," he said.

This number is yet to be breached," Deva added.

Moscow plans measures to woo tourists, Foreign Tourist Card in the offing

The number of indian tourists visiting moscow is slowly witnessing an uptrend and with tourist-friendly steps like e-visa it's likely to grow in coming months.

To woo tourists from across the world, the Moscow City Tourism Committee is taking several measures and to address payment-related issues the Russian government is planning to come out with a virtual 'Foreign Tourist Card', that will enable cashless payments for various services.

During the Covid pandemic the tourist flow to Moscow had dropped significantly. However, the number of Indian tourists visiting Moscow is slowly witnessing an uptrend and with tourist-friendly measures like e-visa this number is likely to grow in the coming months.

"We are still on our way to restore the flow of Indian tourists in Moscow like it used to be before the pandemic. Before the pandemic, there was very steady growth like 12-15 per cent on a y-o-y basis," said Bulat Nurmukhanov, Head of International Cooperation Division of Moscow City Tourism Committee.

Travelling to Moscow has now become easier as tourists from India and 54 other countries can apply for an electronic visa to enter Russia from August 1, 2023.

Moreover, initiatives like the Foreign Tourist Card will help address payment-related issues, after the departure of MasterCard and Visa from the Russian market, Bulat said.

"There is an initiative by the Federal Government of Russia to develop a 'Foreign Tourist Card'. The initiative is under process, some legislative documents have been amended in order to make this card possible.

"The idea behind this card is, a person back home in India can remotely apply for this card and then he/she can transfer money from the personal bank account to this bank account," Bulat added.

This will be a virtual card and this will be issued to the person back home. This card will address the payment-related issues of foreign tourists in Moscow.

To give more travel options to tourists, in March this year, Russian flag carrier Aeroflot increased the frequency of its flight services on the Delhi-Moscow route to seven times a week against four weekly services earlier.

India and Russia "in principle" agreed to revise their bilateral air services agreement earlier this month, allowing Russian carriers to operate up to 64 flights per week from 52 to India.

Russian carriers are allowed to operate these flights to six Indian cities -- Delhi, Mumbai, Goa, Kolkata, Amritsar and Ahmedabad.

"We are really looking forward to the Indian Airlines to restore their flight connections to Moscow. Right now only Aeroflot is operating flights between Delhi and Goa. However, there are some other options available from Dubai to Moscow," Bulat said.

In a bid to tackle the language barrier that makes arriving in and navigating in a new country quite intimidating, there are seven tourist centres across Moscow. It also has a call centre for foreign tourists in case they need any help, Bulat said.

"We are working on translating the city navigation into English. Our businesses are really active and quick to respond to what the market requires," Bulat added.
