UN Tourism Academy

Tourism at international level is expected to grow in the coming years. This presents both an opportunity and a challenge at the same time. The opportunity is to invest and create quality job opportunities in the tourism sector. The challenge is that, in order to support the expected growth and to achieve tourism sector competitiveness and sustainability, UN Tourism Member States need the right tourism human capital base that meets current and future market demands and, ultimately, enhances competitiveness and sustainability of tourism destinations.

Tourism Education Guidelines

Therefore, tourism development in UN Tourism Member States needs a human capital base that is:

  • Abundant: the right volume of human capital available at all skill levels and in all sub-sectors and job families of tourism.
  • ​ Highly qualified: human capital with the right type and level of education, training and experience available at all skill levels and in all sub-sectors and job families of tourism.
  • Highly motivated and with the right attitude: in order to deliver exceptional experiences to visitors.
  • Able to gain the economic benefits from tourism: it is also imperative that UN Tourism Member States and their local communities can fully benefit from the growth of the tourism sector through meaningful, quality jobs with clear and visible career path opportunities in the sector.

When planning the development of tourism human capital, it is important also to note that the human capital needs of the tourism sector today are not the same as the human capital needs of 2030 will be. We will see the emergence of new types of tourism businesses, products, services, and professions, requiring different competencies, knowledge, and personality attributes. Meeting the new demands will require concerted efforts and the UN Tourism Academy (former UNWTO.Themis Foundation) is taking a leading role in addressing emerging needs.

Why is Human Capital important for Tourism?

Tourism employment delivers long-term benefits to destinations and these benefits include economic development, poverty alleviation, and sustainability. Naturally, tourism is also conducive for enterprise development as it opens opportunities for small and medium sized businesses that are engaged in providing products and services for the tourism industry.

There are several characteristics that make tourism an attractive economic development option and key in that is its potential to create and support jobs and boost employment.

Given its economic connections, tourism’s impacts are particularly strong in the local farming and fishing industries, handicrafts and construction industry, among others. It is for these reasons that tourism is strongly recognized as a valuable tool in alleviating poverty as employment within the sector can provide income and experience and therefore contribute to a person’s social inclusion and individual development. It also contributes in a major way to the long-term sustainability and competitiveness of destinations, where local people are employed and trained and income flows directly to the local economy.

International Competition 2018, Moscow, Russia.

“It is a special day because we are in Russia and you’re here; we’re all together here with our children”.

On 22nd July 2018, 17 countries (Bangladesh, China, Croatia, Ecuador, Germany, India, Ireland, Malaysia, Mexico, Nepal, Panama, Philippines, Portugal, Russia, Spain, Sweden, and Uzbekistan) participated in the competition and celebrated with us the 25th anniversary of ALOHA at Moscow’s World Trade Centre (WTC).

In the morning of the event day, nearly 1,500 parents and 600 children gathered at the Congress Center of the WTC, greeted by ALOHA International and ALOHA Russia team members, and entered the hall decorated with hand-painted wallpaper featuring Moscow scenic skyline. Before the competition began, overseas delegates entered the hall as flag bearers, carrying their respective national flag, whereas children, the national representatives waved their national flags. Participants also observed the Ceremony for Signing the Memorandum of Understanding (MOU) between ALOHA International and Mr. Deepak Joshi from Nepal.

Parents and children returned to the Congress Center at 2pm. The prize-giving ceremony began with the ‘Colours of the World’ concert, where children from various countries performed and demonstrated their national culture to the audiences. It was echoed with rounds of applauses. The concert was preceded by a keynote speech by Mr. Loh Mun Sung, the Founder President of ALOHA Mental Arithmetic, and Dr. Janna Khegai, the Director of ALOHA Russia. Winners received the symbolic 25th Anniversary ALOHA-going-global trophies from VIP guests when names are announced. The event came to an end with the vote of thanks to all parties contributed to make the event a huge success.

Children spent the rest of their stay visiting Moscow and St. Petersburg with their families and other ALOHA children from the rest of the world.

We will continue to, quoting Mr. Loh’s keynote speech, “do the best for our children” in the coming years. We look forward to seeing you again next year!

INTRODUCTION TO INTERNATIONAL TOURISM AND TRAVEL LAW

INSTITUTION

This course introduces the fundamental concepts concerning legal regulation in travel and tourism: From the principles governing the international Institutions and Organizations, the forms of international cooperation in tourism and the general international legislative framework to the regulation of the transport and tourism market, the infrastructure management legal tools, the international contracts for the transport of passengers and for the distribution of tourism services and package travel.

The course introduces the rules on the protection of passengers at an international level, the regulation of accommodation and food and beverage services, the evolution from the notion of “consumer” to that of “traveller”, through the figure of the “tourist”, the perspective towards an International Code on the Protection of Tourists and Tourism Service Providers.

Legal Counsel, UNWTO

Alicia Gomez has 16 years of experience in the UN, 11 years at UNWTO and is UNWTO´s Legal Counsel since 2017. In this capacity, she supported the process for the development and adoption of UNWTO´s Framework Convention on Tourism Ethics. Among many other projects, she is currently leading the process for the development of an International Code for the Protection of Tourists (ICPT).

Carlos Llorente

Professor of Private and Commercial Law, Spain

Prof. Llorente has been teaching law and is a practicing attorney since 1990. His academic career has spanned through several leading Spanish Universities and he also teaches regularly abroad. Yearly, he offers a course on Private International Law at IE University (Spain). He is an expert on transportation law, international commercial law, comparative law, corporate law and competition law. He is a member of the Spanish Maritime Law Association and of the Advising Council of the Maritime and Transportation Law of the Madrid Bar Association. He also co-chairs the EALG Group, constituted in 1985 and which is today one of the oldest law firm alliances in the world.

Francesco Morandi

Professor of Transport and Tourism Law, Italy (General Coordinator)

Prof. Morandi is a Full Professor of Tourism and Transport Law at the University of Sassari, Italy as well as an Attorney at law, legal consultant, and specialist in tourism and transport law. He has experience in dealing with the most significant legal issues relating to passenger, traveler and tourism protection, as well as the necessity to guarantee economic operators fair conditions and opportunities in the market. He currently assumes the scientific responsibility of some research Groups on different subjects of law, economics and business, and coordinates studies and activities related to transport (air, maritime, rail and road), infrastructure and tourism law, as well as territorial marketing, strategic and socio-economic planning, management of parks and marine protected areas, organization of tourism systems.

Diego A. Benitez

Professor of Tourism Law, Argentina

Prof. Benítez is a Full Professor of Tourism at the Universidad Nacional de Río Negro, Patagonia, Argentina and Attorney at Law, legal advisor for the international touristic project “Corredor de las Misiones Jesuíticas” for the BID/IADB. He has experience as Lecturer in tourism law and head of Sustainable Tourism Law academic group in the areas of adventure tourism law, liability of tour operators and duty of information and has published over 50 specialized contributions on Tourism Law in Argentina, Uruguay, Brazil, Peru, Ecuador, Colombia, Mexico, Spain, Portugal, France and Italy. He is currently the Secretary General of the Iberoamerican Tourism Law Society (Sidetur).
