Meet the Minister of Tourism Zimbabwe: Nqobizitha Mangaliso Ndlovu

Born in Bulawayo’s Mpilo Central Hospital, Ndlovu is the son of Zanu-PF Central Committee member, Richard Ndlovu. His journey to becoming the “Minister of Tourism Zimbabwe” started with his early education at Insukamini Primary School and continued at Mpopoma High School. His academic pursuit led him to the National University of Science and Technology, where he obtained a Bachelor of Commerce in Management with Finance, later upgrading to a Master of Science in Finance and Investment.

Stepping into the Professional World

Before entering the political sphere, Ndlovu honed his skills as a lecturer at Lupane State University’s Department of Accounting and Finance. He also served as a Regional Manager for Mat South at the National Indigenisation and Economic Empowerment Board (NIEEB).

Political Ascend

Ndlovu’s political career gained momentum when he won the Bulilima East Constituency seat in the 2018 Harmonised Elections. His active participation in the Zanu PF Youth League National Executive reflects his commitment to the nation’s youth. Initially serving as the Minister of Industry and Commerce, Ndlovu transitioned to the role of Minister of Environment, Tourism, Climate Change and Hospitality Industry after the dismissal of Prisca Mupfumira. His predecessor faced allegations of corruption involving the National Social Security Authority (NSSA).

Current Endeavours

As the current Minister of Tourism Zimbabwe, Ndlovu’s contributions are instrumental in shaping the environmental and tourism policies of the country. In March 2020, he issued a public notice intending to declare mapped wetlands in Harare, Ruwa, Epworth, and Chitungwiza as protected under the Environmental Management Act. BULAWAYO – Barbara Rwodzi, Zimbabwe’s Minister of Tourism and Hospitality Industry, has expressed her gratitude for the opportunity to lead a sector she believes is pivotal to the nation’s economic development and cultural exchange.

Addressing industry leaders, entrepreneurs, and stakeholders at a breakfast meeting held during the annual tourism showcase, Sanganai/Hlanganani World Tourism Expo, Rwodzi emphasized the immense potential of the tourism and hospitality industry in contributing to Zimbabwe’s Vision 2030 and outlined her vision for its future.

Rwodzi acknowledged the collective efforts of tourism business leaders in rebuilding the industry post-COVID-19 pandemic. She commended their dedication, passion, and unwavering commitment, which have led to the industry’s resurgence.

The Minister highlighted the significance of the tourism sector, stating, “Tourism is not just an industry; it’s a gateway to cultural exchange, economic growth, and international collaboration.” She recognized the private sector’s indispensable role in realizing this potential and called for collaboration between the government and private sector.

Emphasizing the need for innovation,Rwodzi urged the private sector to continue driving technological advancements in tourism, making destinations more accessible and appealing to travelers. Collaboration was another cornerstone of her vision, as she encouraged the creation of marketing campaigns and specialized tour packages to cater to diverse traveler interests.

The Minister also emphasized the importance of workforce development, stating, “The quality of our tourism workforce directly impacts the quality of our visitors’ experiences.” She called on the private sector to invest in training and upskilling tourism professionals.

In her address, Rwodzi stressed the necessity of sustainable practices, given the challenges posed by climate change. She urged the private sector to adopt eco-friendly technologies and engage in responsible tourism, balancing growth and sustainability.

Rwodzi pointed out that tourism is a key pillar of Zimbabwe’s economy, alongside agriculture, mining, and manufacturing. She stressed its potential to contribute significantly to the nation’s income, employment, and foreign currency generation. She highlighted the role of local communities, particularly women and youth, in achieving this potential and called for collaborative efforts.

Regarding infrastructure, the Minister acknowledged the need for more diverse tourism infrastructure, including budget to luxury hotels, convention centers, exhibition, and amusement parks. She expressed confidence that with increased investments from local and foreign investors, Zimbabwe would achieve its goal of becoming a $5 billion tourism economy by 2025.

Minister Rwodzi also reaffirmed the importance of Sanganai/Hlanganani World Tourism Expo as a platform that connects people, cultures, and economies, promoting Zimbabwe as a world-class tourism destination. She praised the ongoing growth in arrivals and investment inflows, largely driven by technological advancements.

The Hwange National Park is set to get a major face-lift following the commencement of construction works of a One Stop Access Pavillion which is set to improve the visitor experience, enhance security and help reposition the park as a competitive destination. As part of Government’s response measures to the impacts of climate change which have been evidenced by increased occurrence of extreme weather events such as droughts floods, tropical cyclones and mid-season dry spells, the Ministry of Finance and Economic Development has for the past two budget cycles been issuing budget call circulars which mandate all Ministries, Departments and Agencies (MDAs) to mainstream climate change in planning and budgetary processes. This was complimented by the Ministry of Environment, Climate, Tourism and Hospitality Industry efforts towards capacitating MDAs to integrate climate change in their planning and budgeting process along the lines of devolution. The Ministry started off by capacitating districts and provincial development committees to integrate climate change in development planning within the context of devolution with over 60 districts and nine ministries having been capacitated to date. In order to strengthen climate change coordination and financial transparency, all MDAs will be required to report on adaptation and mitigation programmes being implemented within thier sectors through the Budget as well as development partners, community and private institutions initiatives, including the associated co-benefits.

The role of an environmental laboratory is to conduct scientific testing and analysis of various environmental samples, such as air, water, soil, and biological specimens, to assess the quality, composition, and presence of contaminants. On Wednesday the 19th of July 2023, the Zambia Environmental Management Agency delegation visited the Zimbabwe Environmental Management Agency Laboratory in Harare, Zimbabwe for benchmarking purposes. The EMA laboratory is a national institute built for support and advice on all aspects of environmental quality. The laboratory supports the function of the Environmental management functions by providing high quality analytical services on environmental samples for informed decisions and regulatory compliance. The Zambian delegation was welcomed by the Chairperson of the Zimbabwe Environmental Management Board Ambassador Zenzo Nsimbi who said that the look and learn visit was not only a one way experience but an opportunity for both the entities to identify, through deliberations, areas of improvement in carrying out the similar mandate of environmental protection and sustainable management of natural resources. The Environmental Management Agency Director for Environmental Protection Mr Christopher Mushava also led the tour and explained the importance of having an environmental laboratory as a country. The benchmark visit will help foster good relations and a collaborative spirit as Zimbabwe and Zambia work together in achieving and ensuring a safe, clean and healthy environment for the present and future generations of the two nations. The initiative was also very critical towards building strong relationships which will be taken through bilateral arrangements. Carbon credits, also known as carbon offsets, are permits that allow the owner to emit a certain amount of carbon dioxide or other greenhouse gases. One credit permits the emission of one ton of carbon dioxide or the equivalent in other greenhouse gases, thus allowing them to receive recognition for their contribution towards climate action. Environment, Climate, Tourism and Hospitality Industry Zimbabwean Minister Hon Nqobizitha Mangaliso Ndhlovu has officially opened the Africa Voluntary Carbon Credit Market Forum under the theme, "Accelerating Africa in Climate Economy, " at Elephant Hills Resort in Victoria Falls, today. The Conference is a brainchild of Africa Voluntary Carbon Credits Market, a local initiative that seeks to facilitate a robust, holistic and inclusive people-centric approach to the climate economy. The intervention is set to increase the momentum leading to the achievement of Zimbabwe's National Development Strategy (NDS1) goals , Zimbabwe Vision 2030, Sustainable Development Goals (SDGs), and setting the tone for Africa Agenda 2063. The Minister articulated that Zimbabwe has developed its national Carbon Trading Framework which will guide players and protect investors who wish to establish carbon trading related projects in the country. The Framework establishes institutions to enhance transparency of transactions and accountability to ensure that the country gets a fair share of the proceeds from the trade. For the avoidance of doubt, this is climate financing that should and must enhance the developing countries’ capabilities to achieve their economic growth objectives in a sustainable manner. Under the Second Republic Zimbabwe’s foreign policy is premised on the engagement and re-engagement drive, and it has stood out as a key pillar of National Development Strategy 1 (NDS1). On the 5th of July 2023, the World Food Programme Representative to Zimbabwe Ms Francesca Erdelmann and the Japanese Ambassador to Zimbabwe His Excellency Satoshi Tanaka paid some courtsey calls to the Minister of Environment, Climate, Tourism and Hospitality Industry Hon Nqobizitha Mangaliso Ndhlovu respectively. The Ministry has been working in collaboration with the World Food Programme in the implementation of several projects and in the implementation of a project entitled “Integrated Climate Risk Management for Food Security and Livelihoods in Zimbabwe focusing on Masvingo and Rushinga Districts” The project has three key components whose focus is on, (i) the reduction of vulnerability to the impacts of climate change by communities, (ii) strengthening capacity and systems to support national and community adaptation, and (iii) management of climate risk based on climate forecast and information. These project components align well with the National Development Strategy (NDS) 1 on the Government ’s call for the reduction of vulnerability by communities to the impacts of climate change. As part of the fight against climate change the Ministry, through support from the Green Climate Fund is currently in the process of developing the National Adaptation Plan, which should be out by mid-year. The Green Climate Fund project has supported the Meteorological Services Department to work on its climate database, capacity building of its officers in seasonal forecasting and implementation of the Participatory Integrated Climate Services for Agriculture (PICSA). All these activities contribute to improved weather and climate services for communities to enable them to adapt to climate change. The Minister appreciated the technical and financial assistance received from Japan towards the development of Community Based Tourism Enterprises (CBTEs) focusing on 4 pilot projects namely, Gairezi eco-tourism, Tengenenge arts and crafts, Chesvingo Karanga village and Bulawayo township tourism. All these projects have the potential to contribute towards sustainable livelihoods development, employment creation, community development and poverty alleviation of the Zimbabwe people in mainstream tourism activities. The Minister also appreciated the collaboration between the Ministry and the World Food Programme in Zimbabwe. The World Food Programme Representative Ms Francesca Erdelmann and the Japanese Ambassador to Zimbabwe His Excellency Satoshi Tanaka applauded the recently launched Carbon Credit Framework for Zimbabwe. The Framework will see incomes from the carbon credits deposited into the National Climate Fund and channelled towards funding of climate-friendly projects.

The two Ministers responsible for Tourism of the two countries which are Environment, Climate,Tourism and Hospitality Industry Zimbabwean Minister Hon Nqobizitha Mangaliso Ndhlovu and Tourism Zambian Minister Hon Rodney Sikumba met to deliberate developments and to discuss issues that surrounds the heritage site. Zimbabwe is remaining committed to the maintenance of the intergrity of the World Heritage Site and Zimbabwe will work together with the Republic of Zambia UNESCO and other state parties to ensure the property remains a sought after natural wonder of the world. For the past two days, technical officials were meeting to deliberate on the welfare of the property and there have been various developments going in the property that are critical to the preservation of the Outstanding Universal Values that has seen maintaining the integrity of the natural heritage. The Presidium and Cabinet have noted with concern the deplorable state of cleanliness of the City of Harare and the country. Littered streets and waste dumps have been observed in both the Central Business District (CBD) and residential areas. The state of affairs is despite Government’s efforts to implement the once a month National Clean-Up Campaign led by the President of Zimbabwe, His Excellency, Cde. Dr. E. D. Mnangagwa. In response to this, Cabinet has directed that an urgent Operation to Clean-Up Harare be conducted with immediate effect. The set target is to achieve a clean Harare by the 14th of July 2023. Today the Minister of Environment, Climate, Tourism and Hospitality Industry Hon Nqobizitha Mangaliso Ndhlovu has today led the National Clean-up at Hatcliffe market popularly known as paDust in Harare. The Minister was represented by his Deputy Minister Hon Barbara Rwodzi. The operation’s immediate goal is to make Harare City clean through clearing waste dumps, all road servitudes, sanitary lanes and ensuring sustainable waste management going forward. Institutions, shop owners, companies, vendors, public transporters, passengers and the general citizenry who violate the statutory requirements on waste management will be fined heavily on spot or imprisonment. The Ministry in partnership with other law enforcement agencies have up-scaled law enforcement and patrols on waste management. This operation will focus on curbing littering, illegal dumping of waste, public conveyance transport operators without bins, individuals caught throwing litter out of window of vehicles and shop owners without adequate bins as well as ordering the local authority to fulfil its mandate of providing service to its rate payers. The importance of religion to tourism in India is well known. India is now investing in marketing and tourism infrastructure - think technology, hotels and other amenities – to attract more visitors.

Did you know: In 2022, the number of domestic tourists who visited Indian pilgrimage sites was more than India’s population – 1.43 billion. 

There has been a surge in spiritual tourism post-pandemic, a new report by consulting firm KPMG says. The Vaishno Devi temple in Jammu and Kashmir, for instance, is now visited by about 32,000 to 40,000 pilgrims a day, up from 10,000-15,000 daily visitors before Covid. A similar phenomenon has been observed at the Golden Temple in Amritsar and the Guruvayur temple in Kerala. 

Speaking with Skift earlier this year, Uttar Pradesh tourism deputy director said that the tourism in the state is witnessing an increase largely due to religious tourism and infrastructural developments. She said that Uttar Pradesh’s tourism industry transformed after the inauguration of the Kashi-Vishwanath corridor in Varanasi in December 2021.

“After that, in 2022 and 2023, a total of about 130 million tourists visited the pilgrim city. The success from this project was also implemented in other parts of the country, including Ujjain in Madhya Pradesh,” she said . 

In its report, KPMG shared that Varanasi received 71.6 million visitors in 2022, and about 122 million in 2023. 

Evolution of Religious Tourism: The report highlighted the factors that are enhancing the concept of religious tourism: 

  • Technology is being used to transform how pilgrims access information about the sites. Travel bloggers are playing a key role in helping devotees discover new religious sites to visit. Virtual pilgrimages have also been introduced, especially during the Covid period. Post-pandemic, virtual pilgrimages have continued in the form of live streaming of religious ceremonies, online viewing of deities, and 360-degree virtual tours. 
  • Pilgrims are also combining religious visits with medical treatments or wellness retreats, as ayurvedic centers, yoga retreats, and spiritual healing practices being integrated into religious tourism offerings.
  • Improvement in connectivity and supporting infrastructure is also boosting traffic to religious sites. “The improved physical accessibility to destinations, Ecosystem of travel and facilities like hotel to stay, amenities, tours and travel packages have helped visitors in making impromptu decision to travel to any destination,” the report said.
  • Youth are increasingly being interested in spiritual tourism, not only due to spiritual inclination but also because of the desire to understand the history of these sites. This is leading to a diversified approach of including preservation of these sites, education programs, and immersive cultural experiences to the concept of religious tourism. 

Lakshadweep Gains Indian Tourists as Maldives Visitors Decline

Lakshadweep archipelago in India has been gaining popularity among Indian tourists, while visitors to Maldives have declined after diplomatic tensions flared between the two countries earlier this year . In the April to June quarter this year, the Agatti airport in Lakshadweep handled about 23,000 passengers, more than double from the same period last year. 

The surge in visitors to Lakshadweep came as flight services and seat availability increased due to more frequent operations by Alliance Air, and commencement of services by IndiGo and Fly91. Compared to last year, there was an 88% increase in the number of flights to Agatti, the only airport in Lakshadweep. 

On the other hand, there was a nearly 50% decline in the number of Indian tourists during the quarter from last year, while Chinese tourists surged. Consequently, China became the top source market for Maldives in the first half of 2024, taking over India, which fell to sixth place. 

Foreign Tourist Arrivals Remain Lower Than Pre-Covid Levels

International tourists in India in the first six months of 2024 stood at about 4.78 million, up 9% from last year. However, the figure was 10% less than pre-Covid levels of 5.3 million. The decline has come even as the international footfall at Indian airports has increased close to 10% in the April to June quarter this year, compared to 2019. 

Meanwhile, foreign exchange earnings have increased by 5.5% from 2019. This means that international spending has increased. 

Last month, World Travel and Tourism Council (WTTC) had said that in 2023, international visitor spending in India was over 14% less than pre-Covid levels , while projecting a 17% increase in the figure this year. 

Zimbabwe Aiming to Make India Its Top Source

In 2023, more than 17,000 Indian tourists visited Zimbabwe. The country is confident that this figure will double in 2024, Tongai M Mnangagwa, Deputy Minister of Tourism and Hospitality Industry for Zimbabwe, said during his recent visit to India. 

Earlier this year, Zimbabwe announced visa-on-arrival for Indian nationals, eliminating the need for any prior documentation. Mnangagwa said that the country is focusing on attracting all tourist segments in India, observing that most Indian tourists are young and prefer adventure activities. 

India is currently the eighth largest source market for Zimbabwe. The minister is hopeful that the marketing initiatives would help boost India to become the first or second-largest source market. 

E-Pass for India-Pakistan Border in Jaisalmer Launched

The Border Security Force (BSF) has launched an e-pass facility for Indian tourists visiting the India-Pakistan border in Jaisalmer. Tourists can visit the Shri Tanot Mata temple website and register for the e-pass after furnishing their details and submitting the IDs needed. 

The move is aimed to reduce the queues at the BSF counters at the temple, where tourist registrations currently take place. The facility is only available to Indian tourists, as foreign tourists require prior permission from government officials to visit the border.

Namibia killing elephants, hippos to feed people amid worst drought in a century

Government contracting professional hunters, safari outfitters to cull more than 700 animals.

Namibia's government is planning to cull some 700 wild animals, including elephants and hippos, in an effort to provide meat to people facing hunger, as the country copes with a historic drought. 

Nearly half of Namibia's population of 2.5 million people is facing food insecurity amid the worst drought conditions to hit the arid southern African nation in 100 years. 

Food crop and livestock production have been affected and, according to the United Nations last week, 84 per cent of the country's food reserves have been exhausted.

The Ministry of Environment, Forestry and Tourism will contract professional hunters and safari outfitters to carry out culls in areas where game numbers are sustainable, including national parks. 

"This exercise [is] necessary and is in line with our constitutional mandate where our natural resources are used for the benefit of Namibian citizens," the environment ministry said in a press release Monday.

Among the animals to be killed are 83 elephants, 30 hippos, 60 buffalos, 50 impalas, 100 blue wildebeests, 300 zebras and 100 elands, the second-largest species of antelope.

The Namibian government has already contributed nearly 57,000 kilograms of game meat from 157 animals to the relief program. The government did not specify which species of animals were killed.

"By reducing wildlife numbers in certain parks and communal areas where we believe the population exceeds the available grazing and water resources, we can better manage the current grazing pressure and water availability," the statement read. 

Need to reduce elephant numbers 

The 83 elephants will be from "identified conflict areas" where human-wildlife interactions can include crop destruction, livestock loss and damage to homes and property, as well as causing injuries or death to people.

Human-animal conflicts have worsened as a result of recurring droughts, the ministry said in April 2023. 

At a conference the environment ministry hosted last year, conservation officials deemed it necessary to reduce elephant numbers in order to lower the risk of these interactions.

Southern Africa has one of the world's largest elephant populations.

More than 200,000 elephants are estimated to live in a conservation area spread over Zimbabwe, Zambia, Botswana, Angola and Namibia.

El Niño a factor in drought

Namibia is one of the driest countries in southern Africa and it is prone droughts. 

The country previously declared national drought emergencies three times  over the last decade — in 2013-2014, 2015-2016 and 2018-2019.

The current drought is affecting a swath of southern Africa, from Namibia to Mozambique.

World Weather Attribution , a collection of scientists and researchers who analyze severe weather events found the recent El Niño phenomenon was the key driver of the drought and resulted in much of the region less than 20 per cent of its typical rainfall at the start of this year, when precipitation is usually at its highest . 

Although it did not draw links to climate change in this instance, it pointed to research showing climate change is a factor in increasing aridity in parts of the region. 

Namibia is one of the driest countries in sub-Saharan Africa, according to the World Bank's Climate Knowledge Portal , and is at increased vulnerability to the effects of climate change due, in part, to its reliance on rain-fed agriculture and livestock.
