Interstates reopened after days of closures

All South Dakota interstate reopened Saturday following days of widespread closures due to a winter storm.

Authorities are cautioning against nonessential travel across most of South Dakota Friday as the state deals with a widespread winter storm now entering its fifth day.

The only areas not under a no travel advisory Friday morning are the southern Black Hills and the southeastern part of the state, according to the 511 road conditions map . However, roads in those areas are still listed as slippery and potentially ice-covered.

Interstate 90 remained closed from Mitchell to Wyoming while Interstate 29 is still closed from Watertown to North Dakota.

State officials have put repeated calls out asking people to avoid driving. The Highway Patrol and sheriff offices across the state have responded to numerous rescue calls. Authorities say these divert resources and delay road clearing efforts.

Many state offices are closed for the fourth straight day. Gov. Kristi Noem ordered offices in most counties closed Friday except for those in southeast South Dakota and the southern Black Hills.

The National Weather service expects wind and drifting snow to persist throughout the day Friday.

The winter weather system moved into the area Monday night, bringing snow in western and central South Dakota and freezing rain in the east. Intermittent snow continued statewide throughout the week. Strong winds resulted in days of blizzard-like conditions for hundreds of thousands.

Snowfall totals vary across the state, with some areas receiving eye-popping amounts over the course of the storm. The NWS snowfall report map showed several communities in the northern Black Hills and south central South Dakota receiving more than three feet of snow over the past 72 hours. The highest report is Cheyenne Crossing, near Deadwood, reporting 48 inches of snow since Tuesday. Reports from north central and northeastern parts of the state ranged from 10-20 inches. Eastern and southeastern South Dakota generally saw less six inches or less.

Both state and local plow crews have worked essentially nonstop since the storm hit the region. Snow alerts are in effect in several communities, including Brookings and Huron.

While the wind and snow are expected to dissipate over the weekend, NWS meteorologists said "dangerous" cold will follow the system early next week.

No travel advisory issued; I-90, I-29 closed in Sioux Falls amid blizzard conditions

The South Dakota Department of Public Safety has issued a "no travel advisory" across the state as freezing temperatures, sustained high winds have created blizzard conditions and poor visibility for driving conditions.

It's caused more than 520 miles in interstate closures, as both I-29 and I-90 have been closed, and will remain closed into Friday, according to the South Dakota Department of Transportation.

The winter conditions have resulted in a blizzard warning, which is in effect through 6 p.m. Friday . Wind chills have dropped to lower than -50 in some areas.

And as of 3 p.m. Thursday, AAA South Dakota had responded to 275 emergency roadside service calls, 45% for batteries, 35% for tows, according to a post from the organization on Twitter. Lockouts, flat tires and extrications were among the other top reasons, the post stated.

The extent and severity of the blizzard conditions are dependent on how much snow fell over the past 24 hours, the National Weather Service said in a tweet . In Sioux Falls, the National Weather Service reported that east-southeast Sioux Falls received 2 inches of snow Thursday afternoon. Many areas along and east of I-29 received 1-4 inches of now.

"It is these areas where prolong blizzard conditions can be expected," the NWS stated.

I-90 closure extended to Sioux Falls Thursday

On Wednesday, the DOT issued a closure of I-90 from Rapid City to Chamberlain due to the sustained high winds, that caused low visibility and drifting snows.

At 5 p.m. Thursday, the DOT will extend the current closure of I-90 to Sioux Falls. It's expected that the I-90 closure will remain through Thursday and into Friday. It comes during a busy travel season as Christmas is near. On I-90, there have been reports of stuck and stranded vehicles.

"The state is advising no travel at this time. We’ve had reports of people stranded, especially out west," said Tony Mangan, spokesperson for the South Dakota Highway Patrol.

He added first responders are also put at risk when asked to respond to stranded motorists.

Mangan went on to say there haven't been any reports of fatal crashes or incident reports yet related to the weather. Officials will consistently asses travel conditions to determine when I-90 can be reopened safely. Road conditions can be monitored by visiting sd511.org .

I-29 closure announced, will remain closed into Friday

Both northbound and southbound traffic on I-29 will be closed from Sioux Falls to the North Dakota state line, starting at 6 p.m., on Thursday.

The sustained strong winds have caused near zero visibility and drifting snow, according to the DOT. Motorist should not use secondary roads to avoid closures on the interstate, the DOT said.

Lincoln County pulls plows due to weather, visibility

At about 3:30 p.m., the Lincoln County Sheriff's Office also announced that plows have been pulled off the road, due to extreme cold temperatures and poor visibility. Those conditions have caused equipment to gel, making it unsafe for staff.

The Lincoln County Sheriff's Office will continue to monitor the conditions, along with the county's highway superintendent Terry Fluit. Plows are scheduled to resume operation at 4 a.m. Friday .

Interstate 29 reopened from Sioux Falls to Brookings; Several state highways remain under No Travel Advisory

SIOUX FALLS, S.D. (KELO.com) — The South Dakota Department of Transportation has announced that Interstate 29 has been reopened from Sioux Falls to Brookings.

At this time, Interstate 90 remains closed from Sioux Falls to Mitchell.

SDDOT anticipates reopening additional Interstate sections throughout the day today as conditions safely allow.

Due to the extremely cold temperatures and windy conditions, applying chemical and salt are not effective treatment options.

Travelers should expect to encounter ice-covered roads and snow covered shoulders.

Snow removal equipment will be working to remove ice in the driving lanes and snow remaining on shoulders.

While the sun may be shining, No Travel Advisories continue to impact state highways across the eastern half of the state with many highways physically impassable from blockages of large snow drifts.

I-90 closure extending to Sioux Falls, No Travel Advisory issued across SD

A No Travel Advisory has been issued for the state of South Dakota.

PIERRE, S.D. (Dakota News Now) - The current closure on Interstate 90 will be extended to Sioux Falls at 5 p.m. (CT) on Thursday.

The state of South Dakota has issued a statewide No Travel Advisory.

I-90 (both eastbound and westbound) remains closed from Rapid City to Chamberlain due to sustained high winds causing blizzard-like conditions. As high winds move east, low visibility and drifting snow are worsening.

The National Weather Service (NWS) has issued a blizzard warning in effect through Friday. In addition to blizzard-like conditions, many stuck and stranded vehicles are blocking lanes of traffic.

Due to continued high winds causing near zero visibility and drifting snow, along with ongoing issues with stranded motorists, SDDOT anticipates the I-90 closure to remain in place through Thursday and into Friday.

Officials will continually assess conditions to determine when I-90 can be reopened safely.

Secondary state highways

In addition to the I-90 closure, motorists are reminded that many No Travel Advisories and Road Impassable conditions are in place on state highways throughout the state. Many secondary highways are currently listed as impassable due to high winds, drifting and blowing snow, and low visibility associated with this winter storm system. Motorists should not use secondary roads to avoid Interstate closures.

When listed as Road Impassable, travel on the road segment is physically impossible due to widespread deep snow, drifts, or stranded vehicles. Clearing these secondary roads is expected to be difficult as winds and additional snow are preventing ability to safely and effectively plow or blow the drifted snow, especially with the added issue of stranded vehicles.

Motorists are asked to avoid travel due to the extremely serious weather conditions, and rapidly deteriorating roads. Significantly reduced visibilities and blizzard-like conditions, along with extreme wind chills, make travel very dangerous.

Expect closures and no travel advisories on South Dakota highways

Travelers can expect to see highways closed Tuesday due to the storm across South Dakota.

RAPID CITY, S.D. (KOTA) - Anyone traveling this week should expect highway closures beginning Tuesday.

A release from the South Dakota Department of Transportation stated : Due to a strong winter storm system predicted to bring freezing rain, substantial snow totals, low visibility, drifting snow and high winds, closures on portions of Interstate 90 in western and central South Dakota are expected mid-morning on Tuesday .

The DOT also anticipates parts of Interstate 29 north of Brookings to be affected mid-day Tuesday. Secondary highways will also become impassable as the storm continues.

Winds began picking up Tuesday morning creating blizzard conditions across parts of South Dakota. 

Many government offices across South Dakota are closed Tuesday due to blizzard conditions and continuing heavy snowfall, which is expected to last until early Wednesday morning.

Rapid City Hall, Rapid City Landfill, Rapid Transit System’s RapidRide and Dial-A-Ride operations, Rapid City Public Library, Roosevelt Swim Center, Roosevelt Park Ice Arena and The Monument are closed.

There will be no city trash collections on Tuesday. The city plans to reopen on Wednesday and resume route collections where crews left off at the end of Monday. All recycling routes will be suspended until next week. Anyone wanting to receive reminders of adjusted collection schedules can sign up for e-mail reminders by visiting rapidcityrecycles.org .

Box Elder City Hall is closed Tuesday. The City Council meeting has been rescheduled for Thursday, April 6.

If travel conditions become unsafe for Box Elder road crews, winter maintenance activities may be suspended for a time and will resume as soon as it is safe to do so. City snow plowing is prioritized for Snow Emergency Routes as a primary focus.

Ellsworth Air Force Base is open to essential personnel only. The CDC, youth center, commissary and exchange are closed. All personnel will enter and exit Ellsworth via Liberty Gate. The Patriot (School) and Bismarck (Commercial) Gates are closed. Bismarck Gate will reopen for commercial traffic when Interstate 90 reopens.

The Rapid City Regional Airport has closed the main commercial runway and terminal due to the severe weather. Travel to the airport is not advised; travelers should check with their airlines for updates and options.

Pennington County has closed all offices and suspended morning 24/7 testing. The Board of Commissioners meeting has been rescheduled for Thursday. Seventh Circuit Court is also closed.

Mount Rushmore National Memorial is closed. Wind Cave National Park's Visitor's Center is closed; cave tours and the Adventures in Nature program are cancelled. Badlands National Park is closed. Minuteman Missile National Historic Site is closed. The Custer State Park Visitor's Center and Park Office are closed; there's limited winter maintenance on interior park roads. Jewel Cave is closed and planning to reopen at 10:30 Wednesday.

Sturgis City Hall, Public Library, Community Center and City Liquor Store are closed. 

Summerset City Hall is closed. 

All Meade County offices are closed Tuesday.

Deadwood City Hall is closed. The trolleys are not running and the Rec Center will close at 11 a.m.

All Hot Springs city facilities are closed.

Oglala Sioux Tribe President Frank Star Comes Out granted administrative leave on Tuesday. The Rosebud Sioux Tribe also granted administrative leave.

OST Emergency Management put a no travel advisory in place at 9 p.m. Monday evening. Roads across the Pine Ridge Reservation are closed.

There is no work for out-of-town Cheyenne River Sioux Tribe employees; in-town employees will report as normal.

U.S. Forest Service offices in the Black Hills are closed. The office in Newcastle will open at 10 a.m.

South Dakota Governor Kristi Noem closed state offices in the following counties due to the storm: Beadle, Bennett, Brown, Brule, Buffalo, Butte, Campbell, Corson, Custer, Dewey, Edmonds, Fall River, Faulk, Haakon, Hand, Harding, Hughes, Jackson, Jerauld, Jones, Lawrence, Lyman, McPherson, Meade, Mellette, Oglala Lakota, Pennington, Perkins, Potter, Spink, Stanley, Sully, Todd, Tripp, Walworth and Ziebach.

State offices will close at 12 p.m. CT in the following counties: Clark, Day, Grant, Marshall and Roberts.

Interstate 90 (both directions) from the Wyoming state line to Spearfish (exit 14) is now open.

Due to heavy snow accumulations and strong winds, I-90 remains closed from Spearfish (exit 14) to Wall (exit 110).

I-90 within the Rapid City metro area (exit 55 to exit 67) will be open for local travel.

Travel will continue to be significantly impacted. Additional interstate closures are likely as the storm moves north-easterly across the state. Travelers are advised not to use secondary highways to avoid interstate closures.

DoorDash has suspended service in Huron, Watertown, Sisseton, Webster, Milbank, Custer, Belle Fourche, Rapid City, Spearfish, Pine Ridge, Eagle Butte, Winner, Hill City, Aberdeen, Pierre, Redfield and Mission. West River locations should expect disruption until Wednesday and East River locations until Thursday.

According to the National Weather Service in Rapid City, the snowstorm will continue today and begin gradually decreasing overnight into Wednesday. More mixed precipitation and less snow is expected over south-central South Dakota, with Tripp County downgraded to a winter weather advisory. Less blowing snow is expected across northwest South Dakota and the Black Hills; some areas have been downgraded to a winter storm warning.

Blizzard conditions warrant 'no travel' advisory for all south dakota.

PIERRE, S.D. -  Gov. Mike Rounds urged South Dakotans to avoid travel anywhere in the state except in extreme emergencies as blizzard conditions, expected to continue into Saturday morning, have forced the closing of additional sections of the interstate highway system in his state.

At 4:30 p.m. today, South Dakota officials closed Interstate 29 from Sioux Falls to Brookings and Interstate 90 from Sioux Falls to Exit 90, near Ellworth Air Force Base. Interstate 29 had been closed earlier from Brookings to the North Dakota border and as far as Grand Forks in North Dakota.

Even Department of Transportation crews suspended winter maintenance because conditions made it unsafe to be on the highways.

"This is a very dangerous storm,'' Rounds said in a conference call with reporters. "We're asking folks to, please, don't travel anywhere in the state through tonight and tomorrow morning. It's simply too dangerous to be out.''

 Heavy, drifting snow and strong winds are creating blizzard conditions, with extremely limited visibility. Winds are forecast to increase through the evening and night-time hours. There is no timeline at this point for reopening the closed sections of interstate.

Rounds said the combination of cold temperatures and strong winds would create life-threatening conditions for anyone stranded in the open. Citizens who need medical assistance were being asked to call 911 for emergency help.

Interstate Closures Announced for Friday, March 17, 2023

PIERRE, S.D. – The combination of recent snow and strong winds is causing snow and ice covered roads along with blizzard-like conditions. Several accidents have been reported on Interstate 90 and Interstate 29 due to near zero visibility.

As of 6 p.m., the following Interstate closures have been put into place for Friday, March 17, 2023:

  • Interstate 29 (northbound and southbound) closed from the North Dakota state line to Sioux Falls (exit 84)
  • Interstate 90 (eastbound and westbound) closed from Sioux Falls (exit 395) to Chamberlain (exit 265)

Secondary Highways: No Travel Advisories are also in place on secondary highways throughout South Dakota due to high winds, blowing snow, and low visibilities associated with this winter storm system. Motorists should not use secondary highways to avoid Interstate closures. Significantly reduced visibilities and blizzard-like conditions, along with extreme wind chills and icy roads, will make travel very dangerous through the overnight. Noem banned from 10% of South Dakota

SIOUX FALLS, S.D. (KELO) — Comments from the Governor’s Office have been added to the bottom of this story.

The Pine Ridge and Cheyenne River Sioux Indian Reservations together make up an area of around 7,700 square miles. Governor Kristi Noem is now banned from both.

This area, which the Governor is no longer able to travel, comprises 10.03% of South Dakota’s total land area of 77,116 mi².

Noem also appears to be the only sitting Governor to be banned from such a large swath of the state she governs.

The ban from the Cheyenne River Sioux Reservation is technically the 3rd time Noem has been banned from Tribal lands, as she has been banned twice from the Pine Ridge Reservation .

The most recent ban from the Pine Ridge Reservation came in February of 2024 following remarks Noem made regarding the reservation and the U.S./Mexico border.

This most recent ban comes as a result of recent comments Noem has made regarding what tribal council members say are false allegations and lies about tribal leadership.

The only recent examples of such restrictions on governors may be Illinois Governors Rod Blagojevich and George Ryan, both unable to visit 100% of Illinois after being convicted on federal charges and sentenced to federal prisons in Colorado and Indiana, respectively. However neither Blagojevich or Ryan were still in office by the time of their imprisonment.

Former South Dakota Governor Bill Janklow also served time in a South Dakota county jail in 2004 on a manslaughter charge, though that was also after he had left the Office of the Governor.

KELOLAND News has reached out to the Governor’s Office for comment on the bans. Ian Fury provided the following response:

South Dakota Gov. Kristi Noem Banned From Another Tribe's Reservation

South Dakota Gov. Kristi Noem (R) on Tuesday was banned from setting foot on the lands of the Standing Rock Sioux Tribe, after its council took issue with some of her recent remarks suggesting that tribal leaders are benefiting from the presence of Mexican drug cartels.

Noem has also drawn the ire of tribal leaders by deeming Native American parents responsible for the poor academic performance of children in local areas.

The Standing Rock Sioux Tribal Council called banishment a “rare but serious form of punishment.”

But Ian Fury, a spokesperson for Noem, took issue with its decision.

“Banishing Governor Noem does nothing to solve the problem,” Fury said in a statement. “She calls on all our tribal leaders to banish the cartels from tribal lands.”

At a forum in March, Noem had suggested that some tribal leaders stand to gain from the presence of drug cartels on local reservations.

“We’ve got some tribal leaders that I believe are personally benefiting from the cartels being there and that’s why they attack me every day,” she said .

Shortly after that event, the chair of the Standing Rock Sioux Tribal Council called out Noem, urging her to work with the tribal leaders instead of using inflammatory language against them.

“Noem’s wild and irresponsible attempt to connect tribal leaders and parents with Mexican drug cartels is a sad reflection of her fear-based politics that do nothing to bring people together to solve problems,” Janet Alkire said in a statement at the time. “Rather than make uninformed and unsubstantiated claims, Noem should work with tribal leaders to increase funding and resources for tribal law enforcement and education.”

In February, Noem was also banished from the lands of the Oglala Sioux Tribe in South Dakota, partly due to her use of the word “invasion” to justify sending the state’s National Guard troops to the U.S. southern border in Texas.

The Cheyenne River Sioux Tribe last week similarly banned Noem from its reservation.

Altogether, the decisions by local tribes mean that Noem is now legally barred from entering 10% of the lands in her state, according to Lakota People’s Law Project Director Chase Iron Eyes .

Noem has been floated as one of the names that Donald Trump, the presumptive GOP presidential nominee, is considering for his running mate. Some have speculated that her stance toward tribal leaders is an attempt to please the former president.

At a Cheyenne River Sioux meeting, members voted 12-0 to keep the Republican out over her claims of tribe-drug cartel nexus

Kristi Noem, the Republican governor of South Dakota recently sued for promoting a cosmetic dentistry company on social media, suffered another kick in the teeth when she was banned from a second reservation home to Indigenous people.

“This person has made a lot of accusations about the tribes, about the cartel, council representatives being in bed with the cartel, stuff like that,” Robert Walters, a Cheyenne River Sioux representative, told a tribal council meeting this week, presenting a motion to ban Noem from tribal lands over allegations about crime linked to Mexican drugs gangs.

“It’s all false information. I make a motion at this time to banish her from the Cheyenne River Reservation … I believe there has to be some kind of policy set up for her to show up at these tribal meetings. She can’t just go in there and do her thing.”

Walters’ remarks were reported by ICT , an outlet covering Indigenous peoples, and the Rapid City Journal .

Noem has achieved national prominence as a supporter of Donald Trump and is widely seen as a possible vice-presidential pick . Her claims about crime and corruption on tribal lands are widely seen as a ploy to curry favour with Trump.

Her first reservation ban, from the Pine Ridge Reservation, was imposed by the Oglala Sioux earlier this year.

But Noem has continued to voice such accusations, saying at one community forum in March: “We’ve got some tribal leaders that I believe are personally benefiting from the cartels being there and that’s why they attack me every day. But I’m going to fight for the people who actually live in those situations, who call me and text me every day and say, ‘Please, dear governor, please come help us in Pine Ridge. We are scared.’”

On 29 March, Noem arrived, unannounced and with cameras in tow, at a major tribal meeting in Rapid City. The governor said on social media she had “felt it was important as your governor to show up at the Pe[’] Sla meeting between various South Dakota tribes and the Biden administration”.

Posting pictures with attendees, Noem said she had “greeted” tribal leaders “in the spirit of partnership and reiterated my offer to meet and work together”.

But on Tuesday, the day of the Cheyenne River Sioux meeting, Noem went back to the well, saying in a statement : “I call on all our tribal leaders to banish the cartels from tribal lands.

“The cartels instigate drug addiction, murder, rape, human trafficking, and so much more in tribal communities across the nation, including in South Dakota .”

At the Cheyenne River Sioux meeting, the council chair, Ryman LeBeau, said he was concerned Noem was just seeking publicity. Leaders of the nine South Dakota tribes had discussed what action to take, he said.

The motion to ban Noem from the Cheyenne River Reservation passed unanimously, 12-0.

Noem’s communications director, Ian Fury, told ICT and the Rapid City Journal : “Banishing Governor Noem does nothing to solve the problem. She calls on all our tribal leaders to banish the cartels from tribal lands.”
