Is It Safe in Moscow?

When you visit Moscow , Russia, you’re seeing one of the world’s largest, and most expensive, capital cities . While there is a history of violent crime against foreign journalists and aid personnel in Russia, a trip to Moscow is usually safe for mainstream travelers. Most tourists in Moscow only face potential issues with petty crime, though terrorism is also a concern. Visitors should stick to the principal tourist areas and abide by the local security advice.

Travel Advisories

• The U.S. Department of State urges travelers to avoid travel to Russia because of COVID-19 and to "exercise increased caution due to terrorism, harassment, and the arbitrary enforcement of local laws."  
• Anyone exploring more of Russia should avoid "The North Caucasus, including Chechnya and Mount Elbrus, due to terrorism, kidnapping,   and   risk of civil unrest." Also, travelers should stay away from "Crimea due to Russia’s occupation of the Ukrainian territory   and   abuses by its occupying authorities."  
• Canada states travelers should use a high degree of caution in Russia due to the threat of terrorism and crime.  

Is Moscow Dangerous?

The Moscow city center is typically safe. In general, the closer you are to the Kremlin , the better. Travelers mainly need to be aware of their surroundings and look out for petty crime. Be especially careful in tourist areas such as Arbat Street and crowded places like the Moscow Metro transit system. The suburbs are also generally fine, though it is advised to stay away from Maryino and Perovo districts.

Terrorism has occurred in the Moscow area, leading authorities to increase security measures. Be more careful at tourist and transportation hubs, places of worship, government buildings, schools, airports, crowds, open markets, and additional tourist sites.

Pickpockets and purse snatching happen often in Russia, perpetrated by groups of children and teenagers who distract tourists to get their wallets and credit cards. Beware of people asking you for help, who then trick you into their scheme. Don’t expect a backpack to be a safe bag bet; instead, invest in something that you can clutch close to your body or purchase a money belt . Always diversify, storing some money in a separate location so that if you are pickpocketed, you'll have cash elsewhere. Keep an eye out for thieves in public transportation, underground walkways, tourist spots, restaurants, hotel rooms and homes, restaurants, and markets.

Is Moscow Safe for Solo Travelers?

Large cities like Moscow in Russia are overall fairly safe if you are traveling alone, and the Moscow Metro public transit is a secure and easy way to get around. But it is still a good idea to follow basic precautions as in any destination. Avoid exploring alone at night, especially in bad areas. You may want to learn some basic Russian phrases or bring a dictionary, as many locals don't speak English. However, in case you need any help, there are tourist police that speak English. Also, exploring with other trusted travelers and locals or on professional tours is often a good way to feel safe.

Is Moscow Safe for Female Travelers?

Catcalling and street harassment are infrequent in Moscow and the rest of Russia and females traveling alone don't usually have problems. There are plenty of police officers on the streets as well. Still, it serves to stick to Moscow's well-lit, public areas, avoid solo night walks, and use your instincts. Women frequenting bars may take receive some friendly attention. Females can wear whatever they want, but those entering Orthodox churches will be required to cover up. Though women in Russia are independent, domestic violence and other inequality issues take place regularly.

Safety Tips for LGBTQ+ Travelers

Russia is not known as a gay-friendly country. However, Moscow is one of the more welcoming cities with a blooming LGBTQ+ community and many friendly restaurants, bars, clubs, and other venues. Hate crimes in Russia have increased since the 2013 anti-gay propaganda law. Openly LGBTQ+ tourists in this conservative country may experience homophobic remarks, discrimination, or even violence, especially if traveling with a partner. Also, while women hold hands or hug publicly—whether romantically involved or not—men should avoid public displays of affection to prevent being insulted or other issues.

Safety Tips for BIPOC Travelers

Moscow  and other big cities in Russia have sizable populations of various cultures, so discrimination against BIPOC travelers is rarer than in other parts of the country where it can become dangerous. Some people living in Russia who are Black, Asian, Jewish, and from other backgrounds have experienced racial discrimination and violence. Tourists won't usually experience overt racism but may be the recipients of some stares. If anyone should bother you, be polite and resist being taunted into physically defending yourself.

Safety Tips for Travelers

Travelers should consider the following general tips when visiting:

• It's best not to drink the tap water. If you do, boil it before drinking, though showering is safe and the amount used to brush teeth is generally not harmful. Mineral water is widely drunk, especially at restaurants, and if you prefer not to have it carbonated ask for “ voda byez gaz” (water without gas).
• If you need emergency assistance in case of fire, terrorism, medical issues, or more, dial 112 in Russia for bilingual operators.
• Be judicious about taking photographs, especially of police or officials. This can potentially bring unwanted attention to yourself by members of law enforcement who won’t mind asking to see your passport. Also avoid snapping photos of official-looking buildings, such as embassies and government headquarters.
• Carry your passport in as secure a manner as possible. If you get stopped for any reason by the police, they can fine or arrest you if you don't have the document with you. Also, keep photocopies of your passport, the page on which your travel visa appears, and any other documents that relate to your stay in Russia.
• Use official taxis only and steer clear of illegal taxi companies, especially at night. Ask your hotel to call a reputable taxi company.

Information for U.S. Citizens in Russia – Travel Options Out of Russia

U.S. citizens should leave Russia via commercial options still available. The situation on Russian borders is always changing.  We update this page once a month.

Air travel options for U.S. citizens:

• Be aware the U.S. Federal Aviation Administration (FAA) downgraded the air safety rating for Russia, as a result of Russia’s Federal Agency for Air Transport failing to meet International Civil Aviation Organization (ICAO) safety standards. For more information on this matter, click  here .
• Explore commercial air routing through non-European destinations.
• Ask family and friends outside of Russia to help buy airline tickets. This is especially helpful if credit/debit cards are not working, as described below.
• Consider contacting a global travel company to buy airline tickets.

Travelers may also depart via some of Russia’s land borders. More information is below.

Use of Credit/Debit Cards & Access to Foreign Currency:  International sanctions have been imposed on Russian banks due to Russia’s military actions in Ukraine. As a result, U.S.-issued credit and debit cards will not work in Russia. Travelers may consider using local credit cards, cash, or other forms of payment. Travelers can also ask family and friends outside of Russia to buy their ticket. U.S. citizens should take this into account when making plans.

Be aware the exclusion of Russia from the SWIFT system has made money transfers to/from the United States impossible. The Bank of Russia announced that non-residents from “both friendly and unfriendly countries” may transfer funds abroad in the amount of their wages although there remains a ban on transferring funds abroad for non-residents from “unfriendly countries” that do not work in Russia, as well as legal entities from such states. This ban may be extended beyond its current end date of September 30, 2024. In addition, non-residents may have difficulty withdrawing foreign currency, including USD, from accounts held in Russian banks.

Departing Russia by Air:

If you want to leave Russia by air, be prepared to comply with your destination's entry requirements. Direct flights are now operating from Moscow and other major Russian cities to Turkey, the United Arab Emirates, Qatar, Thailand, India, and other destinations.

Departing Russia by Land:

If you want to leave Russia by land, be prepared to comply with your destination’s entry requirements,  which may differ from the entry requirements for travelers arriving by plane . Travelers should also be aware that not all border crossings may be open. Travelers should check the website of the U.S. Embassy in the country you wish to visit for more information. Departing Russia by Sea:

While ferry availability changes often, some ferries from Russia to other countries may be running, including from Sochi to Trabzon, Turkey.

Visa Requirements for Families with U.S. and Russian Citizen Family Members

The following information may be useful to families with both U.S. and Russian citizen family members that are considering departure options:

No Visa Required for Russian Citizens

Azerbaijan:  Russians do not need a visa to enter Azerbaijan and can stay for up to 90 days.

Bahrain:  Russians can get visas on arrival.

Georgia:  Russian citizens do not need a visa to enter Georgia.

Kazakhstan:  Russian citizens can enter Kazakhstan without a visa by air for up to 90 days but not more than 90 days within a 180-day period.

Mongolia:  Mongolia does not require a visa for temporary (30-day) stays of Russian nationals. It only requires a passport with at least six-months validity.

Qatar:  Russian citizens can enter Qatar visa free for an initial 30-day stay. They have the possibility to extend 30 additional days.

Serbia:  Russians do not need visas to enter Serbia and can stay for up to 30 days.

UAE:  UAE offers visas on arrival for Russian tourists with authorization for a 30-day stay. Russian tourists can extend these visas to 90 days.

Visa Required for Russian Citizens

Estonia:  The Estonian government does not allow Russian citizens with short-term Schengen visas to enter Estonia for tourism, sports, or culture.  The entry restrictions do not apply to Russian citizens who are long-term residents of Estonia or to individuals traveling to Estonia to visit family who are Estonian citizens or long-term residents.  The rules also exempt workers involved in transporting goods and passengers, and also include individuals in certain humanitarian circumstances. The Estonian Police and Border Guard website has more information. 

Finland:  Russian citizens need a visa to enter Finland. Finland has greatly reduced the acceptance of tourist visas for Russians. Priority is given to those applying for a visa due to family reasons, work, or study. In extreme cases, the Finnish Border Patrol will consider parole entry if the person is transiting Finland or has other extraordinary circumstances.

Latvia:  Visas are required for Russians to enter Latvia. They are currently not being issued except for some specific funerals. For more information, please contact the  Latvian Ministry of Foreign Affairs.

Lithuania:  Russian citizens need a visa to enter Lithuania. Lithuania is no longer issuing visas to Russian citizens. Lithuania does not allow Russian citizens with short-term Schengen visas to enter Lithuania for tourism, sports, or culture. Exceptions apply for family members of EU nationals, seafarers, people transiting to Kaliningrad, and in other humanitarian situations.

• Azerbaijan's land borders with its neighboring countries remain closed, except for freight transportation. Entry into Azerbaijan is possible only by air.
• Azerbaijan’s national air carrier, AZAL (Azerbaijan Airlines), operates regular flights from Moscow's Domodedovo and Vnukovo airports, St. Petersburg, Astrakhan, Kazan, Mineralniye Vody, Makhachkala, Novosibirsk, Samara, Sochi, Ufa, Volgograd, and Yekaterinburg.

Belarus Do not travel to Belarus due to the Belarusian authorities’ continued facilitation of Russia’s war against Ukraine, the buildup of Russian military forces in Belarus, the arbitrary enforcement of local laws, the potential of civil unrest, the risk of detention, and the Embassy’s limited ability to assist U.S. citizens residing in or traveling to Belarus. • Estonia does not allow air traffic from Russia due to EU sanctions. U.S. citizens may cross into Estonia but family members of other nationalities may need Estonian visas to enter.
• Estonia no longer allows vehicles with Russian Federation license plates to enter Estonia. Drivers and passengers of Russian-plated vehicles may cross the border on foot and must leave the vehicle behind in Russia. The ban does not apply to international passenger transport buses.
• Lux Express continues to offer bus service between St. Petersburg and Tallinn. If you travel by bus from Russia to Estonia, expect longer than normal wait times to cross the border.
• Dual U.S.-Russian citizens have reported difficulties entering Estonia. U.S. citizens with other nationalities should be ready to prove their citizenship and show travel details to Estonian border guards.
• There are currently no ferries operating from Russia to Estonia.
• As of February 1, 2024, the Russian Federation closed the Narva-Ivangorod border crossing for construction. It is closed to all motor vehicle traffic in both directions. Russian authorities say the border may be closed for approximately two and a half years. It is still possible to cross the Narva-Ivangorod border on foot but crossing by vehicle is not possible. Buses still travel between Russia and Estonia, as noted above, but passengers will have to cross the border on foot and transfer to a different bus. In addition, as of May 1, 2024, the Narva-Ivangorod border crossing will be closed at night between 11:00 p.m. and 7:00 a.m. and no crossings will be permitted during that time, including for pedestrians.
• Vehicles can still cross the Estonian-Russian border at the Koidula-Kunitsina Gora and Luhamaa-Shumilkina border crossings, with limitations imposed on Russian Federation license plates as noted above.

• All land border crossing points between Finland and Russia are closed. Check the Finnish Border Guards website for updated information regarding Finland’s borders and entry requirements, check the Finnish Border Guards website.
• Finland’s national railway operator has suspended service between
• No air travel between Finland and Russia is possible.
• There are currently no ferries operating from Russia to Finland.
• When the border is open, travelers may not cross the land border on foot.

U.S. citizens with expired passports may transit Finland to the United States, but they must contact the U.S. Embassy in Helsinki at  [email protected]  in advance and provide the traveler’s name, arrival time, vehicle information, and U.S. airline ticket information.

Passengers transiting Finland may not cross the border outside regular opening hours except to make connecting flights/ferries.

• While Air Astana and FlyArystan have suspended flights between Russia and Kazakhstan, other airlines may continue to fly between the two countries. U.S. government personnel are prohibited from using Kazakhstani airlines for official travel without prior approval, except for Air Astana and FlyArystan, due to safety concerns. • U.S. Citizens with expired passports will not be admitted to Kazakhstan, including for transit.

• The Russia-Latvia border remains open, but border crossing points may be limited. Travelers to Latvia should check with  Latvian Border Police  before starting travel. U.S. citizens may cross into Latvia with U.S. passports that have a validity of at least six months.
• Latvia no longer allows entry for Russian-registered and plated private vehicles. This includes those owned or driven by U.S. citizens. We recommend traveling via plane or bus.
• There is direct bus service from Moscow and St. Petersburg to Riga via the Ecolines buses, which depart daily.
• There is no train or ferry service which travels directly from Russia or Belarus to Latvia.
• Latvia is not issuing visas to Russian citizens to enter the country at this time, including for accompanying Russian family members of U.S. citizen minors. 
• Latvia currently allows U.S. citizens to cross into Latvia from Belarus through only one land border crossing. Please check hours and locations as they may change without notice.
• There are extended waits to cross the land border from Russia to Latvia. The wait time can be as long as 72-96 hours, with limited or no access to food, water, or sanitary facilities.

• Russian citizens need a visa to enter Lithuania. Lithuania is no longer issuing visas to Russian citizens. Lithuania does not allow Russian citizens with short-term Schengen visas to enter Lithuania for tourism, sports, or culture. Exceptions apply for family members of EU nationals, seafarers, people transiting Kaliningrad, and in other humanitarian situations.

• There are no reports of any border/Point of Entry closures.
• The Mongolian government requires those entering to be in possession of a passport with at least six month validity.
• U.S. and Russian nationals can travel and enter Mongolia visa-free, but may be required to register after arrival depending on the length of stay.
• There are flights each month operating on Aero Mongolia from Ulan Ude to Ulaanbaatar and from Irkutsk to Ulaanbaatar. These tickets can only be purchased inside Russia.

• U.S. citizens are restricted from entering Poland from Belarus and Russia unless they meet one of the exceptions currently in place.  You may find the list of exceptions on the  Polish Border Guard website .
• U.S. citizens who do not meet one of the listed exceptions, but who want to return/evacuate from Belarus to the United States in transit through Poland, or who need to enter Poland for humanitarian reasons, may apply for a special permit to enter Poland only at the border crossing point in Brest-Terespol.

Russia holds two more Americans − including Army Staff Sgt. Gordon Black

WASHINGTON − Russian authorities said Tuesday they had detained two U.S. nationals − including Staff Sgt. Gordon Black, an active duty U.S. soldier − in separate criminal cases on either side of the country.

Black, was arrested Monday on theft charges and ordered held by a court in Vladivostok in Russia's Far East, U.S. and Russian officials said.

The servicemember made an unauthorized personal trip from South Korea, where he had been stationed, to Vladivostok, the U.S. Army said. Russian officials said he'd gone to meet a woman he'd met in South Korea.

Black's mother, Melody Jones, told ABC News she warned her son about going to Russia. "I knew something was going to happen," she told the network. "I felt like he was being set up by her."

Radio Free Europe identified Black's girlfriend as Vladivostok native Aleksandra Vashchuk , and grabbed clips from her Tik Tok account showing her and Black in South Korea together before the account was taken private on Tuesday.

in one video, Black appears to share Kremlin talking points, telling Vashchuk's followers that NATO's behavior was "pretty aggressive," RFE reported. Another video shows Black in uniform, wearing a patch of the Eighth Army's Wightman NCO Academy , as a woman identified as Vaschuk narrates in Russian.

The staff sergeant's arrest had echoes of the case of troubled Army Pvt. Travis King , who caused an international incident in July 2023 by bolting across the border from South Korea into North Korea, where he was held prisoner for two and a half months.

But U.S. officials said they didn't consider Black a deserter. The Russian Foreign Ministry said Black's case had no political element and that there were no allegations of espionage.

"As far as we understand, this is a purely everyday crime," the TASS state news agency cited the ministry's Vladivostok branch as saying.

Criminal cases against Americans in Russia have assumed diplomatic significance in recent years, including a drugs case against WNBA star Brittney Griner , freed last year in a prisoner swap, and espionage charges against Evan Gershkovich, a Wall Street Journal reporter , which he, his employer, and the U.S. government deny. Washington has officially designated Gershkovich and Paul Whelan , a former Marine convicted of spying, as "wrongfully detained.

The Vladivostok court said Black would be detained at least until July 2, according to the RIA news agency. The U.S. Army said Black was an Iraq and Afghanistan veteran who joined the military in 2008.

Staff sergeant flew to Russia without U.S. Army permission

Black was being "out-processed" from U.S. Forces Korea to Fort Cavazos, Texas, when, instead boarding a flight to the U.S., he traveled "through China to Vladivostok, Russia, for personal reasons," Army spokesperson Cynthia Smith said in a statement.

"Black did not request official clearance and DoD did not authorize his travel to China and Russia," Smith said, referring to the Defense Department. She said there was "no evidence Black intended to remain in Russia" when his time off ended.

The U.S. Embassy in Moscow and the Eighth Army notified Black’s family of his arrest shortly after Russian officials contacted the embassy, Smith said.

The Russian interior ministry in Vladivostok said a 32-year-old woman had filed a complaint against the 34-year-old suspect.

Black had come to Vladivostok to visit her, the two had an argument, and she later filed a police report accusing him of stealing money, the court said. He was arrested in a local hotel, having bought a plane ticket to return home.

Public nudity in Moscow

Separately, Moscow's court service said on Tuesday that a court had remanded a U.S. citizen whom it named as William Russell Nycum in custody for 10 days for "petty hooliganism."

It said he had been found naked outside after drinking alcohol in an incident it said "expressed obvious disrespect to society, citizens and public order."

On Tuesday, a spokesperson for the U.S. Embassy in Moscow said: "We are aware of reports of U.S. citizens being arrested inside of Russia. ... Consular officers from the embassy always seek to aid citizens with appropriate assistance but due to privacy concerns we aren't able to comment further."

U.S. Soldier Is Detained in Russia and Accused of Theft, Officials Say

The American soldier was detained last week. He was traveling home after being stationed in South Korea, according to the U.S. authorities.

A man who has been identified by American officials as an Army sergeant was detained in Russia last week after a local woman reported him on allegations of theft, the Russian authorities said on Tuesday. He will remain in jail until at least July, they said.

The detention of the soldier, Staff Sgt. Gordon Black, 34, came to light on Monday , when the U.S. State and Defense Departments said that he was being held. He was detained in the far eastern Russian city of Vladivostok while he was in the process of returning home to Texas, after being stationed in South Korea.

Instead of returning directly to the United States, Sergeant Black traveled through China to Vladivostok “for personal reasons,” according to Cynthia O. Smith, a U.S. Army spokeswoman. She said that he “did not request official clearance” and that the Defense Department “did not authorize his travel to China and Russia.”

An official with the Russian Ministry of Interior informed the U.S. Embassy in Moscow last week that he had been arrested “for theft of personal property,” and the embassy and army notified his family soon after, according to a statement from Ms. Smith.

Officials in Moscow have not commented on the arrest. The press office for Vladivostok’s courts said in a statement that Sergeant Black had been detained last Thursday, but it did not respond to requests for further comment.

A Vladivostok police spokeswoman, Irina Sirova, said a 32-year-old woman reported Sergeant Black to the police when she discovered that she was missing money after a falling out with the American. Sergeant Black met the woman in South Korea and came to visit her in Russia on April 10, Ms. Sirova said in a video posted on social media.

Vladivostok is a major port near the headquarters of Russia’s Pacific Fleet. The city was closed to outsiders for decades under the Soviet Union, and it retains a strong military presence to this day.

Sergeant Black will remain in pretrial detention there while he is investigated, Ms. Sirova added.

Sergeant Black’s detention came to light as Vladimir V. Putin was preparing to be sworn in for his fifth term as Russia’s president on Tuesday, amid a bellicose standoff with the West.

Sergeant Black is the latest American to be detained in Russia in recent years on what U.S. officials say are often trumped-up charges. The higher-profile detentions have gnawed at the already frayed relationship between Russia and the United States, which have clashed most notably over Russia’s full-scale invasion of Ukraine and also over a host of other matters, including what Washington says is Moscow’s push to put a nuclear weapon in space .

Another American citizen has also separately been detained in Moscow. A Moscow court said on Tuesday that a man it identified as William Russell Nikum had been fined and given a 10-day jail sentence for being drunk and disorderly.

He has not been charged with more serious crimes, but in the past Russian officials have often extended minor prison sentences to keep government critics in custody. American officials have not commented on Mr. Nikum’s arrest.

A State Department official on Monday reiterated the United States government’s warning for Americans not to travel to Russia.

NBC News reported on Monday that Sergeant Black had traveled to Vladivostok to visit a romantic interest without informing his superiors about the trip.
