Why are we spending money on this work?
The West Yorkshire Plus Transport fund provides financial support for projects to improve connectivity, journey time reliability, travel choice, and local economic growth. We secured funds for projects to upgrade the A629 and Halifax town centre following an application to regional and central government.
The funding was granted to improve the flow of traffic and to make improvements for walking, cycling and buses.
If we hadn’t bid for this money for Calderdale, it would have been a lost opportunity, which may well have benefitted another authority.
Why aren't we spending the money for this project on potholes (or something else)?
The West Yorkshire Combined Authority fund this project through the West Yorkshire Plus Transport Fund. We can only use the money for this project, and it is attached to specific spending criteria set out by the Combined Authority.

What work is being done?
We are creating new public spaces, improving accessibility, creating areas where people can move around free of traffic, improving vehicle circulation around the town and public transport connectivity, and supporting our aspirations for inclusive growth.

When will the work be complete?
The plan is for the project to be completed by summer 2028.
Work will be completed in three parts; western, eastern and central; with work on each section to run consecutively to minimise disruption.
Why are we creating new cycle lanes when the highway code states cyclists should ride in the centre of a lane?
Cycle tracks “ are routes for cyclists that are physically protected or located away from motor traffic ”. The new cycle lanes have been designed to consider LTN 1/20 cycle infrastructure design guidance. This guidance aims to provide space for cyclists away from cars and other vehicles and reduce conflict.
Will utilities or other services be disrupted because of the work?
Underneath the project area there are many cables and pipes that are the responsibility of various utility companies (gas, electric, water, cable, broadband fibre etc). Contractor Galliford Try will drill trial holes to identify utilities before they begin construction. Some of these cables will need to be diverted or protected. It is the responsibility of the utility companies to carry out this work, and to communicate with any customers who it may affect.
Will any bus stops close during the work?
Yes, and we may have to move some bus stops temporarily. We work with local bus operators to make sure bus drivers and passengers are aware of any changes in advance.
West Yorkshire Metro provide information about disruption to bus services in West Yorkshire .
Will buses still be able to get into Halifax town centre once the project is complete?
We have worked with bus operators and the West Yorkshire Combined Authority to make sure it is easy for people to catch their bus in Halifax.
Buses will be able to get into the town centre once we have delivered the A629 phase 2 Halifax town centre project. Buses will use stops on a bus loop at:
- George Street
- Commercial Street
- King Edward Street
- Horton Street
- Broad Street
We will add bus stops on the eastern side of the town centre from Church Street to Winding Road, and a mini bus-rail interchange on Alfred Street East. It will be easier for bus passengers to connect to rail services or get to the Piece Hall and Halifax Central Library and Archives.
Buses will no longer be able to access Market Street which we will be pedestrianising.
The routes for some services and the final location of some bus stops will need to change a little so we can improve the layout of some key junctions.
Will footways and crossings be open during the work?
Yes. There will be times when we need to close them for safety reasons. When we need to close footpaths, we will make sure there is still access to businesses and residential properties and provide suitable pedestrian diversions. Diversions will be signposted, and we’ll make it clear where to cross the road.
I’ve seen bad driving and illegal manoeuvres due to the road works. What is being done to address this?
We have put traffic management measures in place after discussion and agreement with the relevant authorities. This process identifies a traffic management system that is safe and proportionate for the planned construction activities. Regardless of any disruption road users are still expected to abide by the rules of the road. The police are aware of the construction work. Any illegal manoeuvres or bad driving are a matter for the police.
Drivers are using shortcuts to avoid traffic hotspots. What are you doing to address this?
Road users are free to choose which roads and routes they take so long as there are no access restrictions. We have put in place diversions to route traffic along safe and sensible alternative routes. We have no powers to prevent road users finding different routes. If this becomes dangerous or problematic, please report it to the Calderdale Community Protection Team.
How are you managing wildlife on the scheme and ensuring that any effect on biodiversity is minimised?
We’ve conducted in-depth surveys in any areas of wildlife to ensure that we don’t disturb any protected species. We have robust processes in place for disposal of any hazardous materials from site so that we do not harm the environment. We work with environmental specialists to ensure wildlife is protected and we comply with the law. We obtain any permits that we need to work in relation to protected species before work starts.
By the time the project is complete we will have improved biodiversity. We are aiming to:
- plant 85 street trees,
- add more than 100 metres of hedgerow,
- add ornamental planting and grassland.
Have you consulted on these proposals with cyclists?
We’ve designed in signalised crossings for cyclists into the proposals, cycle lanes, and ‘quiet street’ cycle facilities.
The proposals have been designed to consider LTN 1/20 cycle infrastructure design guidance.
When developing the designs we consulted with Calderdale Cycle Forum in 2019 and the Town Centre Cycling and Accessibility group in 2020. The local cycle forum and CTC right to ride were consulted during in the informal traffic regulation order consultation in Feb 2023.

Will the roadworks cause delays?
There will be some delays during the works. We will plan and put in place traffic management to reduce the impact of the works. We will monitor traffic in the area. If the work starts to cause significant delays, this will be looked at.
Work will be completed in three parts; western, eastern, and central; with work on each section to run consecutively to minimise disruption.
Why is the Council removing healthy trees?
We’re removing 41 trees from along the roadside to allow for construction.
We will be planting 117 trees in the town centre as the project progresses, along with further landscaping.
We’re making sure that we have infrastructure in place to support low emission travel choices and active travel. We’re making choosing to walk or cycle an easy and safe option for people who might otherwise drive and those who are less confident cycling in traffic.
How does the removal of trees contribute to the Council’s ambition to achieve net zero by 2038 or sooner?
Travel is the second biggest source of carbon emissions. 41% of these emissions come from cars, lorries, buses, and vans using our roads. Transforming transport and getting around is one of the key themes of our climate action plan. Removal of some trees as part of this project means that we can support more people to get to where they need to go without the need of a car.
Why is the Council removing trees when it has declared a climate emergency?
The removal of some trees is a small part of a much larger project: A629 Halifax town centre. The project has been designed to address the climate emergency. The project also includes the planting of more than 100 trees and landscaping.
The project will help to tackle climate change, improve air quality and opportunities for active travel, and encourage biodiversity.
Why can’t the trees be moved instead of cut down?
There are utilities: cables and pipes buried under the pavement, that make it impossible to dig out and move the trees.
Will the project improve accessibility for people with disabilities?
We have designed this project along with the aim of improving accessibility for people with disabilities. We’re adding crossings and we will create pedestrianised areas where people will be able to move around without the need to cross the road or navigate traffic.
We’ve engaged with Disability Partnership Calderdale (DPC), the Accessible Calderdale Disability Access Forum (ACDAF), the Wheelchair Enabling Society (WES) and the Halifax Society for the Blind at various stages.
We have used some of the feedback we received to make changes to the proposals as they developed. We have, for example:
- removed steps originally proposed for Bull Green,
- made changes to the proposals for the layout of Market Street to build in safety and separation for pedestrians and cyclists.
We will use best practice to make sure routes around the town centre are safe during construction. Any temporary changes to routes will be signposted and communicated well ahead of any change. We will consider accessibility for all users, including those with mobility, visual, and hearing impairments.

“Among the many new and handsome structures erected of late years in the town of Halifax, this is one of the most conspicuous, inasmuch as it is almost the first that strikes the eye of the traveller as he enters the town from the railway. It has been built by the aide of the chapel erected during the last century in the old-fashioned style then in vogue ; and the contrast between the two chapels adds one more proof that the prevailing improved taste for ecclesiastical buildings is not confined to the Establishment. The new chapel of the Independents has been erected mainly through the instrumentality of Sir Francis Crossley and his brothers, to whose united liberality the town is in other ways very largely indebted.
It has been the endeavour of the architect so to adapt the forms and details of Gothic architecture as to make.them conform to the requirements of the form of worship used by the Congregationalists.
The form of the building is that of a nave with cloister on each side, north and south transepts, with a tower and spire in the angle, formed by the junction of the latter with the nave, a small spirelet on the opposite side, and a projection for the organ in place of the usual chancel. The nature of the site has, however, greatly cramped the architect.
The eastern end of the nave, shown in our view, abuts upon the square road, the gable rising to the height of 78 feet, surmounted by a metal cross. In the upper part of the gable is a fourlight window, beneath which is a large window of seven lights, 36 feet in height, the mullions terminating at the top with circles, with suitable tracery.
Under this window is the entrance to the seats on the ground-floor of the nave, by a deeply recessed doorway, having a double niche on each side, and surmounted by a small gable. The foliage on the capitals of the pillars, as well as the whole f the carvings, have been well executed by Mr. J. W. Seule, of London. The pillars are of serpentine marble. The door itself is of oak, with richly foliated hinge-irons. The sides of the nave are divided into bays by deep buttresses, within which run the cloisters,””rather low-covered passages into the transepts, entered by doors in the first bay, and lighted by broad fiat-arched windows in the other bays. The ends of the transepts have, on the ground stage, three single-light windows, and in the gables wheel-windows, about 16 feet in diameter, filled in with tracery.
The tower and spire mount up to about 235 feet, including the lofty vane, and have in the second stage a large illuminated clock, by Messrs. Moore, of ClerkenwelL
Within, the architect has been compelled to consider more closely the requirements of Independent worship than the peculiarities of the Gothic style. These requirements are, of course, that the pulpit should be the main object, subsidiary to nothing, and seen by all; and the roof should be so constructed as to convey to every corner of the building the inflections of the voice of the preacher.
This plan enables the former to be easily accomplished. ‘I here is a nave 95 feet long, 45 feet broad, and 45 feet high, with a transept on each side; the eastern end of the nave 28 feet wide. Two passages, 6 feet 6 inches wide, and flagged with stone, run up the nave. All the pews are of oak, of uniform pattern, with low backs, and each furnished with book-boards, cushions, carpet, and drawer for books. The passages are also carpeted. At the end of the chapel is a raised dais, surrounded by alight oak railing, with a kneelingboard outside, and with appropriate communion table and chairs inside. The pulpit, which is of Caen stone, may be ascended from eitber side by a low flight of broad steps, also in Caen stone, but with encaustic tiles inserted, the balustrade being pierced with circular openings enclosing pierced quatrefoils. The pulpit itself springs independently of this ascent, and is octagonal. Upon the eight sides of the base are sunk medallions, charged with the sacred emblems of the Passion, in the following order:””1, the cross; 2, the Bacred monogram, I. H. S.; 3, the crown of thorns, the hammer, and nails; 4, the ladder, the sponge upon a reed, and the spear; 5, an angel; 6, the seamless coat; 7, the scourge and the post; 8, the emblem of the Holy Spirit. The mouldings over are carved with vine-leaves and corn, and each of the sides of the pulpit itself is a double arch, a pinnacle from the front arch being continued upwards and outwards to support the book-board.
In order to secure the required acoustical properties of the building, the architect has adopted a five-sided panelled ceiling, the whole of which has been coloured and emblazoned from his designs. The trusses of the roof spring from the side walls from carved caps, supported by marble shafts resting upon corbels, each carved with angelic busts. These figures have each a flat nimbus, and their wings are folded backwards, and they are represented in the following acts:””1, the angel ringing the sacred bell; 2, angel playing the triangle; 3, angel playing the viol; 4, angel playing the tabret; 5, angel unrolling a scroll; 6, angel playing the harp; 7, angel playing the cymbals; 8, angel in the attitude of adoration.
The whole of the windows are filled with quarried glass, with a sparing use of deep colours, by Messrs. Lavers & Barraud, of London. Accommodation is provided for 1,240 sitters, and there is an ample vestry in the rear of the building, with a separate entrance. The whole of the works have been designed by Mr. Joseph James, of London, and carried out by Messrs. J. & W. Beauland, of Bradford; Mr. J. Dilworth being clerk of the works. The total cost has amounted to about 18,000.” Published in The Builder, June 27 1863.

Former Station Works and warehouse, Blackledge/Church Street, Halifax. Built originally as a four storey warehouse, coffee house and restaurant, the building featured fine ashlar stonework. Adjacent to the (Imperial) Crown Hotel and to Square Road, it featured carved arched window heads, two of which incorporated representations of the original owners, Mr William Aspinall and his wife, Nancy, in their keystones. Halifax itinerary
Halifax is the capital city of the province of Nova Scotia on the eastern coast of Canada. It is a modern, urban city, a major business centre for eastern Canada, is home to several universities and is known for its maritime history.
It is a good base for exploring Nova Scotia - including the picturesque and historic small towns along the Atlantic coast.
We visited Halifax as part of our road trip to the Maritime Provinces which included Prince Edward Island and Cape Breton Island in Nova Scotia.

Waterfront Warehouse . This casual restaurant along the harbour is a good spot for lunch. They have a large outdoor eating area.
Le Bistro By Liz. This is a nice, quiet and casual French bistro.
Bistro Le Coq . Located on Argyle street, which is a pedestrian street, closed off to traffic. This is a nice quiet restaurant serving modern French food.
Salvatore's Pizzaiolo Trattoria . Located in the Hydrostone Market, they serve delicious pizzas and pastas.
A Mano Italian Restaurant. They serve typical Italian food in a lively (and noisy) atmosphere.
The Salt Shaker Deli . Located on Montague Street in Lunenburg (just one street up from the harbour), they have a gorgeous veranda facing the water. The food is fresh and delicious. It is worth the wait if there's a line.

We arrived in Halifax and checked into the Prince George Hotel which is centrally located in downtown Halifax.
After checking in we headed out for a walk and to have some lunch. We walked down to the harbour, where there is an extensive boardwalk along the water front filled with stores, restaurants, cafes and small artisan shops.
We went into the farmers market on the pier and had a look around and enjoyed some tastings. From there we went over to Garrison Brewery to purchase some of their craft beers. They're a small micro-brewery with unique beers.
We then headed to the Waterfront Warehouse - a casual restaurant to have a bite to eat for lunch.
Following lunch we decided to walk up-hill (Halifax is very hilly) along Spring Garden Road toward the Public Gardens. On the way we stopped at the new Spring Garden Road Memorial Library. This new and contemporary public library is an architectural gem. The glass and modern building was built with a great deal of care to honour the original library that was built as a memorial to Halifax's WWl and WWll casualties.
Arriving at the Public Gardens Park we noticed music playing. Turns out it was the last day of the Halifax Jazz Festival and there was a live band performing in the pergola at the park. It was a lovely park to walk around - beautifully landscaped and filled with colourful flowers and lush trees and shrubs.
After a rest in our hotel, we headed to Le Bistro By Liz . This is a nice, casual French bistro. They had a jazz singer which was part of the Jazz Festival. This was a nice accompaniment to our tasty dinner.
Guides and Tours
Lunenburg Walking Tour. We booked this one-hour tour through the Visitors Information Centre. The tour was led by a young, seventh-generation Lunenburgian who was very informative, entertaining and gave us an appreciation for the history of this old town.
Robert's Rambles Tall Tale . Robert leads 2-3 hour historical walking tours of Halifax. He is very knowledgeable.

This morning we got an early start following breakfast. This was our day to visit Lunenburg and the small fishing towns along the coast, south-west of Halifax.
We chose to drive the scenic route along Route 3.
We stopped in the town of Chester, a picturesque seaside village, which has the feel of a New England town. It is a "resort" town, where well-to-do folks, many from the US, come to spend their summers. This town has a beautiful residential area with shady, tree-lined streets and a cute Main street. There is also a yacht club in the harbour, and sailboats out in the waters.
After walking around Chester we continued on our route and stopped in Mahone Bay for a quick photo-op. Mahone Bay is known as "the town with the three churches." The three churches, located along the foot of the bay, stand tall and make a dramatic back-drop to the waterfront. The main street of Mahone Bay is lined with cute and colourful shops and restaurants.
From there we continued along the small roads on our way to Lunenburg. We made one more stop at the small fishing village of Blue Rocks. This tiny picturesque harbour is less-known and much quieter than Peggy's Cove, but with views that are just as nice.
A tiny, winding road leads you to the tip of the point, where you'll see colourful fishing shacks, bright boats and rocks that appear blue in certain light. The views are beautiful and there are small islands off-shore.
We continued our drive to Lunenburg. This small town is one of Nova Scotia's most historic villages and was designated a UNESCO World Heritage Site in 1995.
This town was settled in 1753 by German, Swiss and French colonists. It was built in the same style as some U.S. cities that were built at around the same time, such as Savannah, Georgia. Lunenburg is built on a harbour and the streets leading from the harbour into town are located on a steep hill. The original homes and shops have been preserved and have been beautifully renovated to maintain the original style.
Lunenberg is a tourist town, and often there are busloads coming in to view the picturesque harbour and colourful town.
We had lunch at The Salt Shaker Deli . Located on Montague Street (just one street up from the harbour), they have a gorgeous veranda facing the water. The food is fresh and delicious. It is worth the wait if there's a line.
After lunch we joined a one-hour Lunenburg Walking Tour booked through the Visitors Information Centre. This informative tour was led by a young, seventh-generation Lunenburgian who was very entertaining and gave us an appreciation for the history of this old town.
Following our afternoon in Lunenberg we began our drive back to Halifax but decided to make one last stop: at the Ovens Natural Park. This park has a hiking trail along the shore that descends into the sea ovens or caves.
Back in Halifax, this evening we went to Bistro Le Coq for dinner. It is located on Argyle street, which is a pedestrian street, closed off to traffic. This is a nice quiet restaurant serving modern French food.

This morning we booked a historic walking tour of Halifax with Robert's Rambles Tall Tale Tours. Robert shared stories of the history of the city from its early beginnings to the present. We started at the top of the hill and made our way down to the waterfront.
After our tour, we went to the Hydrostone Market. I would recommend taking a taxi as it's a long walk from the centre of town and not a very scenic route. This area is currently gentrifying and there's an area with nice shops and restaurants. We had lunch at Salvatore's Pizzaiolo Trattoria .
We returned to the centre of town and went to the Historic Properties on the waterfront. Our tour guide had taken us there but we wanted to explore this area a little more. These old buildings have been renovated and include nice shops and cafes.
We then went to the Art Gallery of Nova Scotia . Located in downtown Halifax it houses a large collection of Canadian art, as well as works by renowned Nova Scotia artist, Maud Lewis. The collection includes Maud Lewis's colourful tiny house that she lived in with her husband.
For dinner tonight we went down to the waterfront and had dinner at A Mano Italian Restaurant which serves typical Italian in a lively (and noisy) atmosphere.

This morning we checked out of our hotel and started our road trip back home.
On our way we stopped in New Brunswick, at the Hopewell Rocks in the Bay of Fundy. These are rock formations caused by the tidal waves in the Bay. The Bay of Fundy is known for the extraordinary power of the ocean tides. These are the highest tides in the world and they happen twice daily.
We visited during low tide which meant we could walk along the ocean floor and see the gorgeous rocks. At high tide, just a few hours later, these rocks, which stand as high as 15 metres, are almost covered by water.
This was a beautiful way to end our trip and head home.
