In addition to the categories of foreign nationals who are permitted to enter  India it has been decided  foreign nationals who are holding Journalist (J-1)  and their depends who are holding J-1X visa are permitted to enter India. If they have J-1 or J-1X visas, which have been suspended, such visas shall stand restored with immediate effect to facilitate their entry into India. However, if the validity of such visas has expired, they may obtain a fresh J-1 or J-1X visa, as the case may be, from the Indian Missions/ Posts concerned.

Revised Guidelines of Ministry of Health and Family Welfare for international arrivals (in supersession of guidelines issued on the subject dated 24th May 2020) to be operational from 00.01 Hrs, 8th August 2020 Dated 02.08.2020

Before Planning for Travel: i. All travelers should submit self-declaration form on the online portal ( www.newdelhiairport.in ) at least 72 hours before the scheduled travel. ii. They should also give an undertaking on the portal that they would undergo mandatory quarantine for 14 days i.e. 7 days paid institutional quarantine at their own cost, followed by 7 days isolation at home with self-monitoring of health. iii. Only for compelling reasons/ cases of human distress such as pregnancy, death in family, serious illness and parent(s) with children of the age of 10 years or below, home quarantine may be permitted for 14 days. iv. If they wish to seek such exemption under para (iii) above, they shall apply to the online portal ( www.newdelhiairport.in ) at least 72 hours before boarding. The decision taken by the government as communicated on the online portal will be final. v. Travelers may also seek exemption from institutional quarantine by submitting a negative RT-PCR test report on arrival. This test should have been conducted within 96 hrs prior to undertaking the journey. The test report should be uploaded on the portal for consideration. Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise. The test report could also be produced upon arrival at the point of entry airport in India. Before Boarding i. Dos and Don'ts shall be provided along with ticket to the travelers by the agencies concerned. ii. All passengers shall be advised to download Arogya Setu app on their mobile devices. iii. At the time of boarding the flight/ ship, only asymptomatic travelers will be allowed to board after thermal screening. iv. Passengers arriving through the land borders will also have to undergo the same protocol as above, and only those who are asymptomatic will be enabled to cross the border into India. v. Suitable precautionary measures such as environmental sanitation and disinfection shall be ensured at the airports. vi. During boarding and at the airports, all possible measures to ensure social distancing to be ensured During Travel i. Travelers who had not filled in self-declaration form on the portal shall fill the same in duplicate in the flight/ship and a copy of the same will be given to Health and Immigration officials present at the airport/ seaport/ Iandport. Alternatively, such travelers may submit self-declaration form on the online portal at arriving airport/ seaport/ Iandport as per the directions of the concerned authorities, if such facility is available.1234 ii. Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports/port and in flights/ships and during transit. iii. While on board the flight/ ship, required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene etc. are to be observed by airline/ ship staff, crew and all passengers. On arrival i. Deboarding should be done ensuring social distancing. ii. Thermal screening would be carried out in respect of all the passengers by the Health officials present at the airport/ seaport/ Iandport. The self-declaration form filled online shall be shown (or a copy of physical self-declaration form to be submitted) to the airport health staff. iii. The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol. iv. Post thermal screening, the passengers who have been exempted from institutional quarantine (decision as indicated on the online portal in advance) will show the same to the respective State Counters on their cell phones/other mode before being allowed home quarantine for 14 days. v. The remaining passengers shall be taken to suitable institutional quarantine facilities, to be arranged by the respective State/ UT Governments. vi. These passengers shall be kept under institutional quarantine for a minimum period of 7 days. They shall be tested as per ICMR protocol available at  https://www.mohfw.gov.in/pdf/Revisedtestingguidelines.pdf

If they test positive, they shall be assessed clinically. a.  If they are assessed as asymptomatic / pre-symptomatic/ very mild cases, they will be allowed home isolation or isolated in the Covid Care Centre (both public & private facilities) as appropriate. b.  Those having mild/ moderate/ severe symptoms will be admitted to dedicated Covid Health facilities and managed accordingly. If found negative, they shall be advised to further isolate themselves at home and self-monitor their health for 7 days. vii. In case, any symptoms develop they shall inform the district surveillance officer or the state/national call center (1075).

Vide MHA Order No. 40-3/2020-DM-I (A) dated 01.07.2020

         In continuation to Ministry of Home Affairs Order No. 40-3/2020-DM-I (A) dated 24.05.2020 and in supersession of MHA O.M of even no. dated 01.06.2020 the undersigned is directed to say that para-B 2 (ii) of Standard operating Protocol (SOP) for movement of persons stranded in India who are desirous to travel abroad is substituted by the following:

          "Only those persons shall be allowed to travel to the destination countries, are citizens of that country; who have green card or Permanent Residency Status or OCI card or any other special status in that country; those who are stranded in close neighbouring countries and permitted to exit through India; Indian nationals who are holding any type of visa of any country (other than visa for tourism purpose) if they hold a visa of that country with a minimum residual validity of one month.

All such travel shall be entirely at the risk of the person seeking to travel, bearing in mind the existing restrictions on International travel"

Vide MHA O.M. No. 25022/24/2020-F.V/F.I(Pt.) dated 29.06.2020.  In respect of foreign nationals, whose Regular Visa or e-Visa or stay stipulation period are expiring post 30.06.2020, such Regular Visa or e-Visa or stay stipulation period shall be deemed to be valid until 30 more days from the date of resumption of normal international flight operations on ‘GRATIS’ basis without levy of overstay  penalty.

Vide MHA order No.25022/24/2020-F.V/F.I dated 01.06.2020.   The following categories of foreign nationals has been permitted to come to India:- (i)    Foreign businessmen coming to India on a Business Visa [other than on B-3 Visa for sports] in non-scheduled commerical/chartered flights. (ii)    Foreign Healthcare professionals, health researchers, engineers and technicians     for technical work at Indian health sector facilities, including laboratories and     factories. This is subject to a letter of invitation from a recognized and registered     healthcare facility, registered pharmaceutical company or accredited University in     India. (iii)    Foreign Engineering, Managerial, Design or other Specialists travelling to India     on behalf of foreign business entities located in India. This includes all     manufacturing units, design units, software and IT units as well as financial     sector companies (banking and non-banking financial sector firms). (iv)    Foreign Technical specialists and engineers travelling for installation, repair and     maintenance of foreign-origin machinery and equipment facilities in India, on the     invitation of a registered Indian business entity. These could be for equipment     installation, or is under warranty, or for after sales servicing or repair on     commercial terms.     Foreign nationals covered in sub-paras (i) to (iv) above shall have to obtain a fresh Business visa or Employment visa, as applicable, from the Indian Missions/ Posts abroad. Foreign nationals holding a valid long term multiple entry Business visa [other than B-3 visa for sports] issued by the Indian Missions/Posts abroad shall have to get the Business visa re-validated from the Indian Mission/Post concerned. Such foreign nationals will not be permitted to travel to India on the strength of any electronic visa obtained earlier.  

Vide MHA Order No. 40-3/2020-DM-I (A) Dated 24th May, 2020  A.    Standard Operating Protocol (SOP) for movement of Indian Nationals stranded outside the country

    In order to contain the spread of COVID-19 pandemic, international travel of passengers has been prohibited under MHA's Orders related to lockdown measures. As per information available, many Indian Nationals who had travelled to different countries before the lockdown, on various purposes such as employment, studies/internships, tourism, business, etc., are stranded abroad. Due to their prolonged stay abroad, they are facing distress and are desirous of returning to India urgently. Apart from the above cases, there are other Indian Nationals who need to visit India in medical emergencies or death of a family member. 2.    In order to facilitate the movement of such Indian Nationals,the following SoP is hereby laid down: i.    Such persons will register themselves with the Indian Missions in the country where they are stranded, along with necessary details as prescribed by MEA. ii.    They will travel to India by non scheduled commercial flights as  allowed by Ministry of Civil Aviation (MOCA); and ships as allowed by Department of Military Affairs (DMA)/Ministry of Shipping (MOS). Only those crew and staff, who are tested COVID-19 negative, will be allowed to operate these flights/ships. iii.    Priority will be given to compelling cases in distress, including migrant workers/ labourers who have been laid off, short term visa holders faced with expiry of visas, persons with medical emergency/pregnant women/elderly, those required to return to India due to death of family member, and students. iv.    The cost of travel, as specified by the carrier, will be borne by such travellers. v.    Based on the registrations received, MEA will prepare flight/ship wise database of all such travellers, including details such as name, age, gender, mobile phone number, place of residence, place of final destination; and information on RT-PCR test taken and its result. This data base will be shared by MEA with the respective State/UT in advance. vi.    MEA will designate State/UT wise nodal officers, who will co-ordinate with the nodal officers designated for this purpose by the respective     states/UTs. vii.    MEA will display with at least two days notice, the scheduled (day, place and time of arrival) of the incoming flight/ship, on their online digital platform. viii.    All travellers will also be required to give an undertaking that they are making the journey at their own risk. ix.    Passengers arriving through the land borders will also have to undergo the same protocol as above, and only those who are asymptomatic will be enabled to cross the border into India.  x.    The guidelines for International arrivals, including for quarantine arrangements, dated May 24, 2020, issued by Ministry of Health and Family Welfare (MoHFW) will be followed.  Vide MHA Order No. 40-3/2020-DM-I (A) Dated 24th May, 2020  B. Standard Operating Protocol (SOP) for movement of persons stranded in India who are desirous to travel abroad      In order to contain the spread of COVID-19 pandemic, international travel of passengers has been prohibited under MHA's Orders related to lockdown measures. As per information available, many persons are stranded in India who desirous to travel abroad urgently for various purposes.  2.    In order to facilitate the movement of such persons, the following SoP is hereby laid down:  i.    Such persons will apply to Ministry of Civil Aviation (MoCA) or to any agency designated by MoCA for this purpose, along with necessary details, including the places of departure and arrival, as prescribed by MoCA.  ii.     Only those persons shall be allowed to travel to the destination countries, who are citizens of that country; who hold visa of at least one year duration of that country; and green card or OCI card holder. In cases of medical emergency or death in the family, Indian Nationals holding six month visa can also be allowed.  iii.     The travel from India shall be by on the non-scheduled commercial flights that are allowed by MoCA for bringing back stranded Indian Nationals from abroad.      iv.     Indian seafarers/crew seeking to accept contracts to serve on vessels abroad, can travel on the non-scheduled commercial flights departing from India under the Vande Bharat Mission or other flights arranged by their employers subject to clearance given by the Ministry of Shipping.  v.    Before the tickets of such persons are confirmed, MoCA will ensure that the destination country allows entry of such persons in that country. The conditions, if any, imposed by the destination country, will have to be fulfilled by the person intending to travel.  vi.     The cost of travel, as specified by the carrier, will be borne by such travellers.  vii.     At the time of boarding the flight, MoCA will ensure that all travellers undergo thermal screening as per health protocol. Only asymptomatic travellers would be allowed to board the flight.  viii.     While on board the flight, required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene etc. are to be observed by airline staff, crew and all passengers.  The Guidelines for International arrival issued by the Ministry of Health and Family Welfare (MoHFW).  i.    Before boarding, all travellers shall give an undertaking that they  would undergo mandatory quarantine for 14 days - 7 days paid institutional quarantine at their own cost, followed by 7 days isolation at home with self-monitoring of health.  ii.     Only for exceptional and compelling reasons such as cases of human distress, pregnancy, death in family, serious illness and parent(s) accompanied by children below 10 years, as assessed by the receiving states,home quarantine may be permitted for 14 days. Use of Aarogya Setu app shall be mandatory in such cases.  iii.    Dos and Don'ts shall be provided along with ticket to the travelers by the agencies concerned.  iv.     All passengers shall be advised to down load Arogya Setu app on their mobile devices.  v.    At the time of boarding the flight/ship, only asymptomatic travellers will be allowed to board after thermal screening.  vi.     Passengers arriving through the land borders will also have to undergo the same protocol as above, and only those who are asymptomatic will be enabled to cross the border into India.  vii.     Self-declaration form in duplicate shall be filled by the person in the flight/ship and a copy of the same will be given to Health and Immigration officials present at the airport/ seaport/ land port. The form may also be made available on Aarogya Setu app.  viii.     Suitable precautionary measures such as environmental sanitation and disinfection shall be ensured at the airports as well as within the flights.  ix.     During boarding and at the airports, all possible measures to ensure social distancing to be ensured.  x.    Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports/port and in flights/ships and during transit.  xi.     While on board the flight/ship, required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene etc. are to be observed by airline/ ship staff, crew and all passengers.  xii.     On arrival, thermal screening would be carried out in respect of all the passengers by the Health officials present at the airport/seaport/ landport.  xiii.     The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol.  xiv.     The remaining passengers shall be taken to suitable institutional quarantine facilities, to be arranged by the respective State/ UT Governments.  xv.     These passengers shall be kept under institutional quarantine for a minimum period  of 7 days. They shall be tested as per ICMR protocol available at  https://www.mohfw.gov.in/pdf/Revisedtestingguidelines.pdf . If they test positive, they shall be assessed clinically.     a.    If they are assessed as mild cases, they will be allowed home isolation or isolated in the Covid Care Centre (both public & private facilities) as appropriate.      b.    Those having moderate or severe symptoms will be admitted to dedicated COVID Health facilities and managed accordingly.     If found negative, they shall be advised to further isolate themselves at home and self-monitor their health for 7 days. xvi.     In case, any symptoms develop they shall inform the district surveillance officer or the state/national call centre (1075).

BOI Advisory

  •  All incoming passenger traffic, on all 107 Immigration Check Posts which includes all Airport ICPs, all Seaport ICPs all Land Port ICPs, all Rail Port ICPs and all River Port ICPs, is prohibited, in the view of the spread of COVID-19. Vehicles/Trains carrying goods for the trade or essential goods and supplies are exempted from this prohibition along with their crew, driver, helper, cleaner etc. subject to their thorough screening by the medical staff for COVID-19.
  •  The visa restrictions, as mentioned below, shall remain in force
  •  All existing Visas granted to Foreigners except to those belonging to Diplomatic, Official, UN/International organizations, Employment and Project categories shall remain suspended till prohibition on international  travel of passengers from/to India is lifted by the Government of India.(Vide MHA OM No. 25022/24/2020-FV/FI(i) dated 5th May, 2020). 2.    “Regular Visa, e-visa or stay stipulation of such foreign nationals whose visa have expired or would be expiring during the period from 01.02.2020(Mid night) till the date on which prohibition on international  air travel of passengers from India is lifted by the Government of India, would be extended on ‘GRATIS’’ basis on submission of online application by the foreigners. Such extensions would be granted for a period up to 30 days from the date of lifting of prohibition on international air travel of passengers from India without levy of overstay penalty. Exit to such foreign nationals, if so requested by them, will also be granted on the same lines.” (Vide MHA OM No. 25022/24/2020-FV/FI(ii) dated 5th May, 2020). 3.    The validity of OCI card of foreigners presently in India shall remain.
  •  Visa free travel facility granted to OCI card holders, has been kept in abeyance till prohibition on international travel of passengers from/to India is lifted by the Government of India. Any foreign national (including OCI cardholder) who intends to travel to India for compelling reasons may contact the nearest Indian Mission for fresh visa. (Vide MHA OM No. F.NO.26011/Misc./83/2020-OCI dated 5th May, 2020).

Vide MHA Order No. 26011/Misc/83/2020-OCI dated 22.05.2020, the following categories of Overseas Citizen of India (OCI), who are stranded abroad, are permitted to come to India:

(i) Minor children born to Indian nationals abroad and holding OCI cards

(ii) OCI card holders who wish to come to India on account of family emergencies like death in family.

(iii) Couples where one spouse is an OCI card holder and the other is an Indian national and they have a permanent residence in India.

(iv) University students who are OCI card holders (not legally minors) but whose parents are Indian citizens living in India.

  •  International traffic through land borders will be restricted to designated Immigration Check posts that have been notified by MHA vide O.M. No.25022/12/2017-Imm dated March 14, 2020.

Mandatory compliance of Travel Advisory issued by Ministry of Health and Family Welfare, Govt. of India 1.    Travel of passengers from Afghanistan, Philippines, Malaysia to India is prohibited with immediate effect. No Flight shall take-off from these countries to India after 1500 hours Indian Standard Time (IST). The Airlines shall enforce this at the port of initial departure. This instruction is a temporary measure and shall be enforced till 31st March 2020 and will be reviewed subsequently. 2.    Passengers travelling from / having visited Italy or Republic of Korea and desirous of entering India will need certificate of having tested negative from COVID-19 from the designated laboratories authorized by Health Authority of these countries. This is enforcement since 0000 hrs. of March 10, 2020 and is a temporary measure till cases of COVID-19 subside. 3.    All incoming travellers, including Indian nationals, arriving from or having visited China, Italy, Iran, Republic of Korea, France, Spain and Germany after Feb. 15, 2020 shall be quarantined for a minimum period of 14 days. This will come into effect from 1200 GMT on March 13, 2020 at the port of departure. 4.    All passengers coming from UAE, Qatar, Oman and Kuwait will be placed under compulsory quarantine for a minimum period of 14 days which shall come into effect from 1200 hrs GMT on March 18, 2020 at the port of first departure. 5.    Incoming travellers including Indian nationals are advised to avoid non-essential travel and are informed that they can be quarantined for a minimum period of 14 days on their arrival in India. 6.    Indian nationals are further strongly advised to refrain from travel to China, Italy, Iran, Republic of Korea, Japan, France, Spain & Germany. 7.    All incoming international passengers returning to India should self-monitor their health and follow required do’s and don’ts as detailed by the Government. 8.    International traffic through land borders will be restricted to designated check posts with robust screening facilities. These have been notified separately by Ministry of Home Affairs. 9.    All international passengers entering into India are required to furnish duly filled self-declaration form in duplicate (including personal particulars i.e. phone no. and address in India) (as annexed) to Health Officials and Immigration officials and undergo Universal Health Screening at the designated health counters at all Points of Entry. 10.    For any queries related to health, people may contact Ministry of Health & Family Welfare 24*7 helpline number (+91-11-23978046) or email at ( [email protected] ).

Mandatory compliance of Travel and Visa restrictions related to COVID-19 from Director General of Civil Aviation to be followed by all scheduled Indian and Foreign Airlines engaged in International air transportation to/from India.

  •  All scheduled international commercial passenger services shall remain closed till prohibition on international travel of passengers from/to India is lifted by the Government of India. However, this restriction will not apply to international cargo operations and flights especially approved by DGCA. 2.    No scheduled international commercial passenger aircraft shall take from any foreign airport for any airport in India, after 0001 hrs GMT of March 22, 2020 (0530 hrs Indian Standard Time (IST) of March 22, 2020). These instructions shall remain in force till prohibition on international travel of passengers from/to India is lifted by the Government of India. 3.    A maximum travel time of 20 hours is permissible for such commercial aircraft to land in India. 4.    As such, no incoming scheduled international commercial passenger aircraft shall be allowed to disembark its passengers on Indian soil (Foreigner or Indian) after 2001 hrs GMT of March 22, 2020 (0131 hrs IST of March 23, 2020). 5.    All passengers who have visited COVID-19 affected countries duly identified by Government of India in earlier travel advisories, who have visited these countries on or after February 15, 2020; and which are mentioned hereunder again:- China, Iran and EU, EU FTA, Turkey, UK (from where passengers have been prohibited from entering India from Afghanistan, Philippines and Malaysia (in force from March 17), shall remain in force and no scheduled international commercial airline shall carry or disembark such passengers on Indian soil. 6.    These instructions are in addition to the travel restrictions/advisories already issued and under implementation. The above are temporary measures to restrict the spread of COVID-19, and are subject to review by Government.

When will Canada lift its travel ban on India?

Last week, Canada extended the travel ban for all direct passenger and business flights from India until July 21, 2021.

Canada first introduced the travel ban on both India and Pakistan on April 22 amid concerns about rising cases of  COVID-19 variants.

Dr. Theresa Tam, Canada’s chief public health officer had said that the variant in India shows increased transmissibility.

The initial travel ban for both of the South Asian countries was due to end on May 22, but it was extended another 30 days. It was lifted for Pakistan on June 21.

“Given the number of COVID-19 cases continue to be very high in India, we have extended our flight restrictions for this country,” Omar Alghabra, Canada’s transport minister said, “We will continue to assess the evolving situation and determine appropriate action going forward.

Canada easing travel rules

Canada recently expanded its travel exemptions to holders of a Confirmation of Permanent Residence (COPR) document. This means that holders of a valid COPR can travel to Canada. Those who hold an expired COPR will have to wait until Canada announces how they can renew their documents.

COPR holders were not among exempted individuals when Canada imposed its travel restrictions in March 2020.

In addition, Canada eased its quarantine requirements on fully vaccinated travellers who are already exempt from travel restrictions beginning on July 5, 2021 at 11:59 p.m. These travellers will still need to take a COVID-19 test pre- and upon arrival. However, they will not need to stay at a government-approved hotel, and will not need to quarantine. In addition, they are not required to take a COVID-19 test on day-8.

Canadians and permanent residents and their family members, valid COPR holders, some temporary foreign workers as well as international students who attend a designated learning institution that has a COVID-19 readiness plan are exempt from the current travel restrictions and are allowed to travel to Canada.

What Canada considers before easing restrictions

Canada takes into account the daily COVID-19 case counts, both in Canada and abroad, as well as the percentage of the population who have received a dose of the vaccine. It also considers the rising cases of COVID-19 variants.

Last week, Bill Blair, Canada’s minister of public safety, said that the Canadian government is working steadily towards a phased reopening of the border, but that to reach the “finish line”, about 75 per cent of Canadians will need to be fully vaccinated.

Canada’s COVID-19 situation has significantly improved. This is why Canada will begin its phased reopening plan by lifting the quarantine requirement for fully vaccinated travellers.

Prime Minister Justin Trudeau has said that Canada will lift more restrictions in the coming weeks .

“We certainly hope... that we will have more good news about reopenings in the coming weeks but, of course, it depends on the vaccination rate, the COVID situation in general, the variants of concern and what’s happening elsewhere,” said Trudeau in French during a press conference on June 22.

Canada also takes the views of stakeholders into consideration. For example, it worked with designated learning institutions (DLIs), such as colleges and universities, and eased restrictions on study permit holders in October 2020.

Similarly, Canada will likely take the views of DLIs into account when it comes to India’s travel ban. Indian students account for some 30 per cent of all of Canada’s international students. September is when the majority of new study permit holders start their programs in Canada. Many students usually arrive in August.

Canada looking to welcome increasing number of immigrants

Canada is also looking to pursue an ambition Immigration Levels Plan , as it seeks to welcome 401,000 new permanent residents this year. Some 20 per cent come from India each year.

Lifting the travel ban and allowing Indian travellers to come to Canada will be vital to achieving the immigration targets in support of Canada’s post-pandemic recovery.

Assuming positive trends continue in Canada and India, it is highly likely that the India travel ban will be lifted in July, and by August at the very latest.

India is the latest Asian country to reopen their borders to Canadians, allowing quarantine-free entry as of February 14, 2022.

India will open their borders to quarantine-free non-essential travel as of February 14, 2022.

As a country that was hit particularly hard by COVID-19 (especially the Delta variant throughout 2021), it’s hopeful to hear that India has managed to recover and has deemed the situation stable enough to welcome foreigners.

We’ve seen many countries in the South & South East Asia region gradually reopen since late 2021, including Singapore’s Vaccinated Travel Lane scheme ,  Thailand restarting their quarantine-free entry , and the Philippines only recently .

India had actually opened their borders to tourists to November 15, 2021, but only for those on charter flights. Then, when the Omicron variant began ravaging the globe, a seven-day quarantine was put in place almost immediately.

Now that cases are once again dropping worldwide, India is dropping all test and quarantine requirements for vaccinated travellers from most major countries.

India Travel Restrictions

India’s travel restrictions are straightforward, with a list of 82 countries whose residents are permitted to enter quarantine-free, including Canada.

India is also continuing to process tourist visas at this time. Those with a tourist visa issued prior to October 2021 will have to reapply, as those are no longer valid.

How Can Canadians Enter India?

Travellers are allowed to enter India through all international airports. As of October 2021, when departing Canada by air, travellers are required to present proof of vaccination .

Travellers coming from Canada must fulfill one of the following conditions before entering India:

  • India accepts all WHO-approved vaccines.
  • Your Canadian COVID-19 proof of vaccination will suffice.
  • Children under 12 are exempt.
  • Show a negative COVID-19 RT-PCR test result taken within 72 hours of departure.

Everyone arriving in India also has to submit a self-declaration form online before departure, and around 2% of arrivals will be randomly tested at their own expense.

Testing & Quarantine Upon Return

India used to be a bit of unique case in this scenario – until January 28, 2022, Canada only accepted test results from a single lab in New Delhi. As you can imagine, this created a huge headache, as travellers would have to trek out to a single lab in the seventh-largest country in the world within 72 hours of their direct flight to Canada. 

The good news is that Canada has removed that strict requirement and now accepts tests from any lab recognized by the Indian Council of Medical Research .

Even better, as of April 1, 2022, a negative test is no longer required prior to travelling back to Canada.

If you do need to find a test in India, it’s best to look for a lab from the Indian Council of Medical Research list above, and tests appear to cost in the range of 500–1,200 INR  ($8–20). 

Alternatively, consider purchasing a Switch Health RT-LAMP or antigen test kit for an easy remote testing option via telehealth video link.

Current Health Requirements in India

COVID-19 restrictions in India differ between states and even cities, as each jurisdiction is allowed to set their own rules and limitations.

In Delhi, there is currently a curfew from 11pm to 5am. However, gyms and spas are open, and restaurants are allowed to open for indoor dining with a 50% capacity limit. 

In Mumbai, all national parks, safaris, and tourist restrictions are open. Spas have a 50% capacity limitation, and the night curfew has been lifted completely.

Throughout the country, masks are universally required to be worn in all public spaces, including urban areas, indoors, and on public transportation.

Since each state in India can impose their own restrictions, travelling between states can have its own ramifications. For example, those flying into West Bengal must carry PCR tests conducted a maximum of 72 hours before arrival.

If you are planning to travel around the country, it’s important to stay on top of the rules for domestic travel, as they can change at any time.

How to Get to India

Air Canada operates non-stop flights from Toronto to both Mumbai and New Delhi, as well as from Vancouver and Montreal to New Delhi.

Cash fares in economy class to Mumbai are in the region of $1,500 (CAD), while fares to New Delhi are significantly higher from all Canadian departure points.

For most Canadians, Aeroplan is the first loyalty program that comes to mind for international long-haul premium class bookings.

A direct flight to India will cost 85,000 points one-way per person in business class. Air Canada can be priced higher dynamically, while Air India will always fall under the partner fixed pricing.

Using the “Latitude Attitude” to instantly apply eUpgrades for an upgrade into business class is the ideal way to fly to India at reasonable prices.

If you’d like to fly transpacific or through the Middle East on Etihad Airways, you’ll pay 100,000 Aeroplan points one-way in business class and 130,000 Aeroplan points in First Class.

Meanwhile, using Alaska miles , you can book on Japan Airlines for 60,000 miles in business class or 70,000 miles in First Class. 

Lastly, with American Airlines AAdvantage , you can fly Qatar Airways Qsuites from North America to India via Doha for only 75,000 American miles.  

The same booking can also be achieved with 85,000 Alaska miles if you’ve collected more Alaska miles than American.

On February 14, 2022, India will open their borders to some 82 countries, including Canada. Be sure to apply for a tourist visa prior to flying.

In order to enter India, you only need to present proof of vaccination with a WHO-approved vaccine. Chances are low you’ll be selected for testing upon arrival, although it is always a possibility.

India itself has so much to explore, from seeing the Taj Mahal to wandering off the beaten path with a boat cruise in Goa. Of course, you can also take a longer trip through the South Asia region, as many countries are now reopening their borders with the Omicron variant subsiding.

India's visa processing centre in Canada suspended services Thursday as a rift widened between the countries after Prime Minister Justin Trudeau said India may have been involved in the killing of a pro-Khalistan activist and president of Guru Nanak Sikh Gurdwara in British Columbia, Hardeep Singh Nijjar. 

So what does that mean for Canadians planning trips to India? Here's what we know so far:

Who does this affect? 

Canadian citizens who do not have a visa for India or were in the process of applying for one. 

What type of Indian visa can I apply for?

India's Ministry of External Affairs confirmed the decision to stop all categories of visas, including e-visas, for Canadian Citizens. If you're a Canadian national wondering whether you can apply for an Indian visa from a third country, like the U.S., you will be subjected to the same suspension of services.  

I've already got a plane ticket and I'm heading to the airport. Will my trip be affected?

If you have a valid visa or an Indian passport, you can travel. There is no travel restriction. The announcement is about suspension of visa services in Canada, which means Canadian nationals can't apply for visas or get them processed until the Government of India resumes visa services. 

NOTE: A visa does not guarantee you admission to a country. It permits one to present themselves at a port of entry to seek admission. 

Should I be worried for my Canadian family member in India right now? Can they return to Canada? 

If a Canadian national in India needs an extension of visa, they won't be able to receive one. But if they have a visa, they are allowed to stay in India or travel back and forth.

Canada has regional travel advisories for Indian states of Jammu and Kashmir, Punjab, Gujrat, and Rajasthan.

India has a travel advisory for Indian nationals and international students in Canada. 

I'm planning to go back in November or December for a wedding. What does this mean for that trip?

A lot of people travel to India during those months, be it for holidays or for weddings. If you have a visa or an Indian passport you can travel.

The Ministry of External Affairs in India says it will "review the situation on a regular basis." You can find updates on India's visa processing platform, BLS International. CBC is also closely monitoring the situation. You can find updates on our website or CBC News app. 

Does this mean people in India won't be able to book trips to Canada?

Indian nationals with a valid visa to Canada are still allowed to travel to Canada. Canada is making staffing changes to its high commission and consulate in India, citing online threats to diplomats. It is too early to say what the situation will look like in the coming months, weeks or even days. 

Will this affect Indians applying for Canadian visas? What about incoming international students? 

So far, Canada has not suspended its visa services in India. 

The Indian government says it's asked for "parity" in staffing, pointing out that Canada has more diplomatic presence in India than India does in Canada. India has requested Canada's presence be reduced. 

The High Commission of Canada has said it is temporarily adjusting its staff presence at its commission and consulate locations in India, due to "some diplomats having received threats on various social media platforms."

In the coming days and weeks, this could mean delays in visa processing, or suspension of visa services. 

Can people who already possess visas still enter the country? 

Those in Canada who possess valid visas to India, or those who have overseas citizenship of India are free to travel to India.

The personal impact of India's suspension of visa processing

I am an indian citizen. can i travel to india .

Yes. If you are an Indian national (passport holder), you don't require any visa to enter India. 

What if I applied for a visa before this announcement? 

Your visa application will not be processed until further notice from the Indian government. 

Do Canadians need a transit visa? 

If you don't need to leave the airport, you do not need a transit visa in India. However, if your trip requires a stay in India, you require a transit visa. Canadian nationals are unable to obtain a transit visa until the suspension of visa services is lifted. 

How long will this last? 

That's the million-dollar question. This is an evolving situation. The Indian government has said they are reviewing the situation on a regular basis. 

What if I have tickets booked and don't have a visa? 

In a statement to CBC News, Air Canada said, "We continue to operate our normal service to India of 19 flights a week. For customers who may be affected by new visa requirements we have put in place a flexible rebooking policy so they can change their flights with no change fee if they need more time to prepare."

We have a cruise booked for December and have applied for, but not received, our travel visa for India. Will we have to remain on board when we are in port or can we even board the ship if we don't get our visa?

No. Regardless of how you enter any country, by air, land, or water, you require a visa unless you're exempt from visa requirements for that country. In this case, you need a one year tourist visa. At the moment you won't be able to get one due to the visa suspension. 

I understand your trip is in December, I hope things change before that. 

But if I were you, I would have a backup plan. If the suspension isn't lifted, can you rebook, can you get a refund? Can you ask the cruise for a different destination?

India's online visa website  has more information on cruise visas.

I have a valid multiple-entry Indian visa. I went to India in February and need to go again in November. My visa expires on Dec. 20, 2023. Can I still use the visa to go to India in November if I return by Dec. 20th?

Yes. According to the Consulate General of India's website, you can travel with a passport on which visa is applied, it must have at least two blank pages and must have a validity of more than 190 days.  Passengers holding valid visas may be denied entry into India if the validity of their passports is less than 180 days at the time of entry into India.

You have to just make sure you leave before your visa expires, in your case it seems like it is valid till Dec 20th. 

Did the Indian government state when or if they are going to refund e-visa applications that are currently in processing?

Application fees for an Indian visa are non-refundable if you get rejected, or if service is denied. 

I am an Indian student in the process of applying for a Canadian visa for my winter 2024 intake at a Canadian university, should I be concerned about India asking Canada to remove diplomats?

 If Canada removes 41 out of its 62 diplomats in India by Oct. 10, it will affect their functioning and services in India. That could mean delays or suspension of visa services for Indian people applying for a Canadian visa.

I have a student visa and my tickets are booked. Can I still enter? 

Yes, there are no travel restrictions if you have a valid student, work, or tourist visa. Please check the travel advisories before you travel.

The update comes after Prime Minister Justin Trudeau accused India last week of being involved in the killing of a Canadian citizen wanted for several years by authorities in that country.

Sikh activist Hardeep Singh Nijjar was gunned down in June outside a Sikh temple in temple in Surrey, B.C., a Vancouver suburb with a high Sikh population. Nijjar was a prominent member of a political movement to create an independent Sikh homeland known as Khalistan. At the time of his murder, he was working with the group Sikhs for Justice to organize an unofficial referendum among the Sikh diaspora.

Trudeau called for India's help to investigate before revealing there were "credible allegations" implicating India's government in the killing. Then, last Tuesday, Canada expelled an Indian diplomat.

India called the allegations absurd and fired back by expelling a Canadian representative.

The Indian government also halted all visa services for Canadian citizens and, five days before Canada updated its travel advisory, urged Indian citizens in Canada to exercise caution over "growing anti-India activities and politically-condoned hate crimes and criminal violence" here.

“Given the deteriorating security environment in Canada, Indian students in particular are advised to exercise extreme caution and remain vigilant,” reads the travel advisory.

Meanwhile, Sikh activists are urging the diaspora in Canada to gather outside Indian embassies in protest of the killing.

Over the weekend, Sikhs for Justice director Jatinder Singh Grewal told Reuters his organization will lead demonstrations outside the Indian embassies and consulates in Toronto, Ottawa and Vancouver to increase public awareness about Nijjar’s killing.

DFATD – Department of Foreign Affairs, Trade and Development Canada

GAA – General Agency Agreement

MFN – Most Favoured Nation

NDR – No Declaration Required

Customs Broker

An individual responsible for acting on behalf of importers and exporters to ensure compliance with the Canada Border Services Agency (CBSA) and customs regulations. Their main responsibilities include:

  • Shipment clearance (preparing and sending customs releases documents and data)
  • Shipment accounting (calculation and payment of duties and taxes)
  • Shipment management (transportation, customs clearance, and local delivery)

An individual or company receiving goods that are being exported from another country. They are responsible for paying taxes and duties, which is a reflection of the accuracy of information and documentation from the exporter to the CBSA. Importers must retain records of shipment documentation for six years.

Canada Border Services Agency (CBSA)

A federal government department responsible for ensuring compliance with tax, trade, and border regulations for all goods. Improper documentation or failure to adhere to these rules and regulations can affect the timeliness and speed of delivery of your goods into Canada. If you are non-compliant, you may face financial penalties via the Administrative Monetary Penalty System (AMPS).

Here are the necessary documents you’ll need to clear customs.

1.    Canadian Customs Invoice (CCI) or Customs Invoice

This specific invoice is required on:

  • All commercial shipments with a value of $2,500 CDN or more.
  • Goods that do not fall under the HTUSA Chapter 9810 – Importations of Religious, Educational, Scientific and Other Institutions classification
  • Shipments subject to duties and taxes

This form must be complete and accurate in order for your goods to clear customs. It can be filled in by the exporter, importer, or related parties. All of the information in the document must be provided by the exporter.

Some of the fields included in the Canadian Customs Invoice (CCI) are:

  • Vendor name and address
  • Date of direct shipment to Canada
  • Country of origin of goods
  • Transportation: Mode and place of direct shipment to Canada
  • Total Price (paid or payable in currency of settlement for quantity of goods)

L. Mendicino, and the President of the Queen’s Privy Council for Canada and Minister of Intergovernmental Affairs, the Honourable Dominic LeBlanc, announced new rules for some international travel.

The Public Health Agency of Canada has been monitoring case data, and through mandatory testing upon entry into Canada, has detected a disproportionally higher number of cases among individuals travelling on flights originating from India and Pakistan. Given the high number of cases, the Government of Canada has taken additional measures:

  • Transport Canada has issued a Notice to Airmen (NOTAM) to suspend all commercial and private passenger flights from India and Pakistan for 30 days, effective 23:30 EDT April 22, 2021.
  • The Minister of Transport will amend the Interim Order Respecting Certain Requirements for Civil Aviation Due to COVID-19, which means for passengers who depart India or Pakistan to Canada after 23:30 EDT April 22, 2021, via an indirect route, they will need to obtain a COVID-19 pre-departure test from a third country before continuing their journey to Canada.
  • These measures will help manage the elevated risk of imported cases of COVID-19 and variants of concern into Canada during a time of increasing pressure on our health care system.

Canada’s response to the COVID-19 pandemic is guided by the latest science. Over the past few months, the Government of Canada introduced enhanced testing requirements for travellers arriving in Canada. These requirements include mandatory submission of contact, travel and quarantine information via ArriveCAN, pre-departure (air) or pre-arrival (land) testing, on-arrival testing and again later during 14-day mandatory quarantine period.

The Government of Canada also put in place more stringent criteria for suitable quarantine plans and a mandatory hotel stopover for travellers arriving by air while they await the results of their on-arrival test before completing the rest of their mandatory 14-day quarantine period.

Quick facts

To ensure aviation safety and reduce operational interruptions, flights from India or Pakistan that are already in transit (in the air) at the time of the publication of the NOTAM will be allowed to proceed to Canada.

All passenger flights and business aviation flights will be captured by the NOTAM. Cargo only operations, medical transfers or military flights will not be included.

From February 22 to April 19, 2021, the Public Health Agency of Canada received Day 1 test results for 274,822 travellers (air and land travel) of which 1.4% or 3,732 tested positive for COVID 19.
