India Tourism Development Corporation (ITDC)

ITDC came into existence in October 1966 and has been the prime mover in the progressive development, promotion and expansion of tourism in the country. Broadly, the main objectives of the Corporation are:

  • To construct, take over and manage existing hotels and market hotels, Beach Resorts, Travellers’ Lodges/Restaurants;
  • To provide transport, entertainment, shopping and conventional services;
  • To produce, distribute, tourist publicity material;
  • To render consultancy-cum-managerial services in India and abroad;
  • To carry on the business as Full-Fledged Money Changers (FFMC), restricted money changers etc;
  • To provide innovating, dependable and value for money solutions to the needs of tourism development and engineering industry including providing consultancy and project implementation.

The authorized capital of the Corporation is Rs 75 Crore and the paid up capital as on 31.3.2005 was Rs 67.52 Crore. 89.9748% of the paid up equity capital of the Corporation is held in the name of President of India.

The Corporation is running hotels, restaurants at various places for tourists, besides providing transport facilities. In addition, the Corporation is engaged in production, distribution and sale of tourist publicity literature and providing entertainment and duty free shopping facilities to the tourists. The Corporation has diversified into new avenues/innovative services like Full-Fledged Money Changer (FFMC) services, engineering related consultancy services etc. The Ashok Institute of Hospitality & Tourism Management of the Corporation imparts training and education in the field of tourism and hospitality.

Presently, ITDC has a network of eight Ashok Group of Hotels, six Joint Venture Hotels, 2 Restaurants (including one Airport Restaurant), 12 Transport Units, one Tourist Service Station, 37 Duty Free Shops at International as well as Domestic Customs Airports, one Tax Free outlet and two Sound & Light Shows.

Besides, ITDC is also managing a hotel at Bharatpur and a restaurant at Kosi on behalf of the Department of Tourism. In addition, it is also managing catering services at Western Court, Vigyan Bhawan, Hyderabad House and National Media Press Centre at Shastri Bhawan, New Delhi.

The India Tourism Development Corporation (ITDC) has played a pivotal role in the creation and advance of tourism infrastructure in India. It has been responsible for synchronising the work undertaken by the governments of different states as well as their tourism departments, and also for the planning and implementation of new tourism-related projects.

START OF THE JOURNEY

In 1946, a government report noted that it would be in India's best interests to develop and enhance tourist traffic from both domestic and international locations. Three corporations-the India Tourism Hotel Corporation, the India Tourism Corporation and the India Tourism and Transport Undertaking- were set up in 1956 (between 1964-65). In 1966, these were merged into a single undertaking by the government of India-ITDC. Today, this organisation remains one of the few consistently profit-making public sector entities.

FINAL DESTINATION

This year, the central government approved the disinvestment of hotels and properties owned by ITDC at three locations-Bhopal, Guwahati and Bharatpur. The properties have already been returned to the states in their entirety. ITDC is also responsible for the management of 11 transport units as well as eleven duty free shops at Seaports. Since then ITDC has diversified into areas of ticketing, transportation, Duty free shops, events, sound & light shows, engineering and consultancy etc.

The India Tourism Development Corporation (ITDC) is a hospitality, retail and education company owned by Government of India, under Ministry of Tourism. Established in 1966, it owns over 17 properties under the Ashok Group of Hotels brand, across India. One of the hotels the government developed was the Akbar Hotel in Chanakyapuri, which was built from 1965-69. It remained a hotel until the mid-1980's when it was converted into office space. There were plans in 2007 to convert it back into a hotel in time for the 2010 Commonwealth Games.

Development of Tourism in India

Travel and Tourism are as old as mankind on earth. Man at beginning of his existence roamed about the surface of the earth in search of food, shelter, security and better habitat. However, in course of time, such movements were transformed into wanderlust.

During Hindu and Chinese civilization a movement of religion, education and culture began. Christian missionaries, Buddhist monks and other traveled far and wide carrying religious messages and returned with fantastic images and opinions about alien people.

In ancient time people travel for the religious purpose in India. There are many proofs that tell that people travel for Char Dham Yatra in ancient time. Development of Indian tourism starts into the 19th century when Sir John Sargent committee was set up in 1945 for promotion and development of tourism in India.

After that, the Indian government took many various incentives for the development of Indian tourism through tourism policies, economic reforms. Various committees were created for tourism development and separately dedicated ministries and tourism organizations established.

Various tourism policies, plans, and committees were created by the Indian government for the development of Indian Tourism. These policies or plans were headed by the Ministry of Tourism. Ministry of Tourism (MOT) is a nodal agency for the formulation of national tourism policies and programmes related to tourism.

Some major initiatives taken by the Indian government for development and promotion of Indian tourism are following as:

Economic Reforms

The government of India has taken many economic reforms for the development and promotion of Indian tourism. Since, 1952 when India was adopted policy of development through planning, in 1952, when the first five-year plan was created.

There are a number of economic reforms has been taken from time to time for development of Indian tourism and Indian economy like i.e. rising of disposable income, middle-class family, Dual couple model, LTCC (Leave Travel Concession), Paid holidays etc.

Five Year Plans

Indian government allocates funds for the development and promotion of Indian tourism in these plans. India government introduce a total eleven five years plans. Tourism got a status of an industry in the seventh five-year plan, and 68 crore funds were allocated.

The highest fund was allocated for tourism into the eleventh five-year plan, a total sum of 9290 crores for development of Indian tourism at domestic as well as international level.

First Tourism Policy

In November 1982, a tourism policy was formulated and presented to the parliament of India. The objective of the policy was to develop tourism, helps to preserve Indian heritage and culture and projecting the same to the world.

Another objective of this tourism policy was to bring socio-economic benefits in terms of employment, income generation, revenue generation, and foreign exchange.

National Action Plan

In 1992, a national action plan was announced. It was regarded as an emerging action plan to set things right in some key areas. The objectives of this action plan were to improve the tourism infrastructure, restructuring, and strengthening of the institutions for the development of human resources.

National Tourism Policy 2002

For the first time in the history of tourism development in India, the national tourism policy was announced in 2002. It is highlighted that a tourist should feel satisfied and return with unforgettable experiences.

The concept of hospitality included 7s of tourism in this policy. These are following as:

  • Infrastructure Development
  • Information
  • Cleanliness

Incredible India Campaign

Incredible India campaign is a marketing campaign for Indian tourism to promote at the international level. Incredible India title was officially branded and promoted by Amitabh Kant in 2002 . The main motto of this campaign is to promote India as a world-class tourism destination in the world tourism market.

Many campaigns were held under Incredible India campaign into developing country such as USA or UK. Indian tourism Ministry showcases Indian tourism beauty and its potential into the world tourism market to create awareness about Indian tourism destination or to attract international tourist.

Department of Tourism (DOT)

On March 1, 1958, a separate department of tourism was created in place of a tourist traffic branch under the Ministry of  Transport and Communications. It was headed by a director general in the rank of a joint secretary to the Govt. of India.

L.K Jha Committee

This committee was prompted by Indian Government in March 1963 under the chairmanship of Mr. L.K. Jha. This committee made several recommendations to improve tourism inflow into India. This committee gives some important suggestion and recommendation to the Indian government for development and improvement of Indian tourism at domestic as well as international level.

Indian Tourism Development Corporation (ITDC)

The India Tourism Development Corporation (ITDC) was established under the MOT (Ministry of Tourism) in October 1966. ITDC has been responsible for building tourism infrastructure, promotion, and expansion in the country.

With the annual turnover of Rupees 500 crore, ITDC works for developing tourism infrastructure and promoting India as a tourist destination. It is a full government owned and managed the corporation.

Tourism Finance Corporation of India Ltd. (TFCI)

Tourism Finance Corporation of India was set up a specialized all India Financial Institution to meet the financing or funding requirement of tourism and hotel industry. TFCI was incorporated as a public limited company under the company act 1956, on 27th January 1989. The operational activities were started on 1st February 1989.

Travel Agent Association of India (TAAI)

The Travel Agent Association of India is an apex body and it is the oldest association in India. It was established in the year 1951. The prime objective of TAAI is threefold. These are following as:

  • To safeguard the interests of players in the tourism industry.
  • To protect the rights of travelers.
  • To promote orderly growth and development of the tourism industry .

As for as India is concerned, the International tourist traffic has been growing at a rate of 8 percent during the last year. The Inbound visitors 2.28, 2.37, 2.36 and 2.51, 2.8 million in the year of 1996, 1997, 1998,  1999 and 2003 respectively. Tourism has created direct employment of about 9.8 million in 1997-98. It accounted for about 2.4% of the total labor force.

The Ninth Plan Working Group Report of the Planning Commission has forecasted 5.95 million arrivals in 2001 and US$ 8% billion foreign exchange earnings by 2001. Further, the world tourism and travel council estimated that tourism will contribute Rs. 5,00,000 crores to the GDP, create 8 million new jobs, Rs. 1,30,000 crores in capital investments and Rs. 1,60,000 crores in export earning to the Indian economy.

Further, WTTC’s third satellite accounting research (SAR) Forecasts 7.4 percent real growth of Indian tourism. The World Tourism Organization (WTO) estimated that 5.08 million tourists visit in India in 2010 and 8.90 million in 2020.

Internation tourism trends in India are following as:

India receives 15.68% of inbound tourism from Bangladesh, 14.73% from the United States, 10.70% from the United Kingdom. These three are the top three countries from which India receive most of the Inbound tourists. The details of the top 10 source country for inbound tourism in India are following as:

Tamil Nadu attracts 19.1 %, Maharashtra 18.9 %, Uttar Pradesh 12.8% of the total inbound tourism of India. These are the top 3 states of India in the number of foreign tourist visits. The share of top 10 states/UTs of India in the number of foreign tourist visits are following as:

Foreign exchange earning from inbound tourism of India is increasing year after year. It was 3460 million US$ in 2000 and 13230 million US$ in 2017. Foreign exchange increase at the rate of 22.3% from 2000 to the present date.  Foreign exchange earnings from tourism in India from 2000 to 2017 are following as:

The Indian government is developing a world-class infrastructure to attract foreign tourist as well as domestic tourists. Ministry of tourism operates many marketing campaigns for promotion of Indian tourism among foreign tourists.

UP Tourism: The Tourism Development Policy has been framed in Uttar Pradesh under which Tourist circuits are being developed in the following manner :

Efforts have been made to arrange high standard accommodation in hotels through the private sector and for this; a rational tax structure is in place. The Department is trying to provide accommodation at affordable rates to pilgrims at religious places. To encourage investments, tourism has been declared an industry.

  • To do proper publicity about such places which, because of their historical importance, may attract tourists
  • To maintain the historical, religious and cultural traditions of Uttar Pradesh and to promote them
  • To provide cheap, clean and satisfactory facilities to tourists in matters of transport, accommodation, food and recreation
  • To get factual and informative literature printed which highlight tourist spots and monuments, their cultural importance and other details and make such literature available to tourists, which will serve as a guide and provide necessary information to them in order to help them to explore India
  • To enhance and encourage the participation of the private sector in efforts of the state Government for providing necessary facilities to domestic and international tourists
  • To organise cultural shows on occasion of different fairs festivals and seminars with a view to attracting more and more tourists

Administrative Arrangement: In order to prepare schemes relating to the development of tourism and to execute them, the Directorate of Tourism was established in the year 1972 of which the Director General is an I.A.S. officer. In 1974, the Uttar Pradesh State Tourism Development Corporation was established to look after the commercial activities that are a part of the development of tourism. Its Managing Director is also an I.A.S. office.

In addition, the Food Craft Institute, Aligarh, which was under the control of Government of India and later transferred to the Department of Tourism on 1–7–198, provides training of subjects relating to tourism. Over the past four years, Andhra Pradesh Development Corporation (APTDC) has added an array of functions to its lists of tasks, with a determination to show commendable performance. From just providing information to tourists, it has gone into serious business like accommodation, catering and such other services that have become essential for ensuring tourist infrastructure and service.

The Corporation’s activities Accommodation, Catering, Conducted Tours, Package Tours, Leisure Cruises and Pleasure Boating, Water Sports, Sound and Light Shows, Eco-Tourism, Adventure Tourism, Tourism Infrastructure Development, New Projects Implementation. The Corporation chalked out an action plan covering all these vital functions. The turning point the turnover of the Corporation in 1998 – 99 was Rs.328 lakh and this went on to become a whopping Rs.2004 lakh at the end of the financial year 2001 – 2002–a turnaround that no other tourism corporation in the country would have ever achieved in such a short time. Keeping this performance in view, the Corporation has reset its goals to maintain the tempo and meet the ever-increasing challenges posed by such rapid development and resultant expectations.

The State Tourism Policy and its impact on the tourism Corporation entails Tourism being identified as an engine of economic growth, harnessing the direct and multiplier effects for employment generation and economic development in an environmentally sustainable manner.

Highlighting the opportunities the State has to offer to bring out the vast untapped potential in heritage, pilgrim, beach and convention tourism. Turning into the concept of ‘global village’ against the background of world interrelatedness and advanced communication to accord tourists to Andhra Pradesh the ideal, memorable, pleasurable and economically – friendly travel experience.

Maharashtra Tourism Development Corporation (MTDC) has been established under the Companies Act, 1956, for the systematic development of tourism on commercial lines, with an authorised share capital of Rs.2500.00 lakhs. The paid-up share capital of the Corporation as on 31st March 2001 is Rs. 1462.38 lakhs. The Corporation receives from the State Government financial assistance in the form of share capital contribution. The State Government has entrusted all commercial and promotional tourism activities to this Corporation.

MTDC has, since its inception, been involved in the development and maintenance of the various tourist locations of Maharashtra. MTDC owns and maintains resorts at all key tourist centres and having more resorts is on the plan.

The Kerala Tourism Development Corporation (KTDC) is a public sector undertaking that conducts and regulates the tourism activities of Kerala was formed in 1966. The KTDC is headquartered at Thiruvanathapuram and has offices across all the districts of Kerala.   • It has also received Best Tourism Film Award of Govt. of India during the Tourism Year 2006 for the tourism film “Glimpses of Glory”;
  • National Tourism Award of Best Tourism Friendly Monument for Champaner – Pavagadh Archaeological Park in 2007, special National Tourism Award of Excellence in Publication (collateral) in 2007;

Uttarakhand Tourism Development Board (UTDB)

Uttarakhand Tourism Development Board (UTDB) is the highest body to advise Uttarakhand Government on all matters relating to tourism in the State. The board also functions as a regulatory and licensing Authority. The role and functions of the Uttarakhand Tourism Development Board (UTDB) are:

  • To place Uttarakhand on the tourism map of the world as one of the leading tourist destinations, and to make Uttarakhand synonymous with tourism;
  • To develop the manifold tourism related resources of the State in an eco- friendly manner;
  • To seek the active participation of the private sector and the local host communities;
  • To develop tourism as a major source of employment and income/revenue generation.
  • To develop tourism as a pivot of the economic and social development in the State.

Jammu and Kashmir Tourism Development Corporation (JKTDC)

The Department of Tourism in Jammu & Kashmir is a promotional and regulatory organization. In 1988, the State Government specified the duties and functions of the Directorate of J&K Tourism as well as J&K Tourism Development Corporation. All commercial activities such as operation and management of accommodation in all Tourist Centres at Srinagar and Jammu Tourist Complexes, Huts and Tourist Bungalows at various resorts were entrusted to the JKTDC.

The Department carries out the task of overall planning, promotion publicity and marketing, regulation of travel trade in terms of J&K registration of Tourist Trade Act, 1978/82.

Obj ectives of JKTDC: The main objectives of JKTDC are:

  • To promote tourism in the state.
  • Development and up gradation of tourism infrastructure.
  • Identify new areas of tourism potential, develop them and publish them.
  • Establishment of local resorts, hotels, ins etc.
  • Promote pilgrimage tourism.
  • Promote adventure tourism.
  • Control and monitor J&K tourism trade act.
  • Preservation of culture and heritage of the state.
  • Provide incentives for setting up tourist facilities.
  • Involve mechanism for protection of environment.

  • It helps in maintaining roads, railways or any other transport infrastructure.
  • Provide electricity and water in various tourist destinations.
  • Increase the accommodation facilities by providing number of hotels, guest houses etc.
  • Provide medical facilities to every destination.
  • Provision of qualitative and quantitative food for tourists.
  • Special offers in the visiting season.
  • Organizing of cultural functions, advertising, exhibitions etc.
  • To check activities of travel agencies, taxi drivers etc.

ITDC reports increase in revenue and profits for December 2023

Tourism Development Corporation (ITDC), a prominent public sector undertaking operating under the Ministry of Tourism, has recently disclosed a remarkable surge in its financial performance for the period up to December 2023. Following a stellar fiscal year 2022-23, ITDC continues to demonstrate impressive results in 2023-24, showcasing substantial growth in turnover and profits.

The corporation announced a notable 24 percent increase in turnover, amounting to Rs 393 crore up to December 2023, marking a significant upswing of over Rs 75 crore compared to the corresponding period of the previous year. Moreover, the Profit Before Tax (PBT) surged impressively by more than 26 percent, reaching Rs 76 crore during the same period.

Additionally, the Profit After Tax (PAT) stood at Rs 55 crore, reflecting a substantial growth of 21 percent over the same period of the previous year. MR Synrem, managing director of ITDC, expressed his satisfaction with the corporation’s robust growth and outstanding performance in the third quarter of the fiscal year 2023-24.

He emphasized ITDC’s commitment to excellence, sound financial stewardship and delivering tangible value to stakeholders. Synrem highlighted ITDC’s expansion in the dynamic tourism and hospitality sector, affirming the corporation’s dedication to driving tourism growth in India while embracing sustainable practices.

Established in 1966 with a mandate to develop and expand tourism infrastructure in the country, ITDC has been consistently striving towards development, growth and delivering world-class services and amenities to its guests.

Apart from managing hotels, ITDC has diversified into non-hotel sectors including ticketing, tours and travel, event management, duty-free shopping, publicity & printing consultancy, engineering consultancy, mounting sound and light shows and hospitality education and skill development — all under one roof.
