Saudi Arabia E-Visa expands to Schengen Visa holders and permanent residents

Effective immediately, the Ministry of Tourism expanded the eligibility for e-visas for tourism to individuals holding a valid business or tourist visa issued by the United Kingdom, United States, or Schengen Area countries; permanent residents of the United Kingdom, United States or European Union; and their first-degree relatives.
Previously, these individuals could only obtain a visa-on-arrival.
Eligible individuals must have a passport valid for at least six months from their intended date of entry into Saudi Arabia and can obtain the e-visa by applying through the Ministry of Foreign Affairs unified visa platform.
If their eligibility is based on holding a valid business or tourist visa, they must have used the visa at least once to enter the issuing country.
Foreign nationals must pay a fee of SAR 300 (USD 81) for the e-visa (the same fee as for a visa-on-arrival) and pay a fee for mandatory health insurance.
The e-visa is valid for one year with a maximum of a 90-day stay (each time) and grants multiple entries into Saudi Arabia.
The e-visa will streamline the entry process for eligible individuals as they will not have to wait in line to obtain a visa-on-arrival upon entry to Saudi Arabia.

UK, US, and Schengen visa holders around the world will soon be able to enter Saudi Arabia without additional pre-approval so that anyone already holding visas for these areas will be allowed to come visit the country hassle-free.
In late September 2019, Saudi Arabia announced that it would be opening its doors to tourists, providing visas to people of 49 different nationalities in an event called ‘Open Hearts, Open Doors.’
The new measure comes as part of Vision 2030, which seeks to diversify Saudi Arabia’s economy and reduce its dependence on oil.
‘Open Hearts, Open Doors’ includes two phases: phase one began in September, and will focus on attracting travelers with culture, heritage, nature, and adventure. The second phase will begin in 2022 and will focus on attracting tourists for the sea and sun.
Sine the initiative took flight on September27th, 91,000 visas have already been issued, according to Fahd Hamidaddin, Chief of Investment, Strategy and Tourism Marketing, Saudi Commission for Tourism and National Heritage.
Most of these visas are issued to citizens of China, the UK, the US, and Canada. The demographics of the travelers are primarily of the age group 40-42, 52% men and 48% women.
Saudi Arabia is moving quickly to establish themselves in the tourism market, and to establish tourism partnerships.
“We’re already looking at joint programmes; we are collaborating with the UAE on our first joint visa. It’s not yet out, but we’re working on it. There will also be commercial collaborations. People who are seeking culture, would probably want to go to the pyramids, Petra and then to Al Ula,” said Hamidaddin.
Hamidaddin went on to say “we’re coming late in the game and we have to leapfrog if we really want to make it to the top five destinations in the world by 2030.”
Although it could still take a few weeks to become official, all of this could be good news for Schengen citizens and Schengen visa holders worldwide who are curious about Saudi Arabia, as it will be easier to enter and explore the country than ever before.
Saudi Arabia is also preparing for increased numbers of travelers by increasing airport capacity by 150 million passengers per year. The country also expects to increase international and domestic visits to 100 million per year by 2030, attract a significant amount of foreign and domestic investment, and create 1 million jobs. The goal is to raise the tourism sector of the Saudi GDP from the current 3% to 10% by 2030.

How to apply for a Schengen visa from Saudi Arabia

5. Assemble your required documents for a Schengen visa from Saudi Arabia
- All Schengen visa applicants must submit multiple basic required documents, including a passport, application form, and travel medical insurance. ( list of required documents ).
- Make sure you have all the materials you need prior to submitting your application. For example, make sure that your Saudi passport is still valid (i.e. not expired) and that it has at least two empty pages inside (space for your Schengen visa).
6. Make a Schengen visa appointment
- You must apply for your Schengen visa via the embassy, consulate, or visa application center of the country you want to visit.
- Apply through that country’s respective embassy or consulate located closest to you.
- If you live in one of the Central and Eastern provinces (Qasim, al-Mintaqah al-Sharqiya (Eastern Province), Hail, al-Hudud al-Shamaliya (Northern Province), Jouf and Riyadh)- apply through the Riyadh embassy.
- If you live in Tabuk, Medina, Mekka, Baha, Asir, Najran and Jazan- apply through the Consulate General, in Jeddah.
- If you have never applied for a Schengen visa before, you will have to schedule an in-person appointment in order to have your fingerprints and other biometric information taken (if your fingerprints were taken for Schengen visa purposes within the last 10 years, you will likely not have to go in person).
- If this is your first time, contact the mission of the country you want to go and make an appointment. Most embassies/consulates allow you to schedule an appointment online.
- If you have previously applied for a Schengen visa to any country, you likely won’t need to make an in-person appointment at a German mission. Instead, you should file your application through one of the visa application centers affiliated with Germany’s Saudi consulate, located in Riyadh, Al-Khobar or Jeddah.
7. Complete your Visa application
- Check with the embassy/consulate of the country you are applying to about how to access your Schengen visa application.
- Some countries, like Germany, the Netherlands, and France, require you to fill out an online application, which you will then have to print out and present at your Schengen visa appointment.

8. Pay the Fee for a Schengen visa from Saudi Arabia
- If you are submitting your application online and/or not attending an in-person visa appointment , you may be able to pay online. Alternatively, you may be asked to make the payment during your in-person visa appointment.
- All Schengen visas cost the same: 80 EUR for adults.
- There is no charge for certain applicants, including children under 6 years old. ( Schengen visa fees ).
9. Attend your appointment; submit your application
- Be interviewed
- Submit your Schengen visa application
- Pay your Schengen visa fee
- Have your fingerprints/biometric information collected
- If you have previously submitted fingerprints, you will likely not have to submit to a Schengen visa interview, or even go in person to submit your application.
- Contact your respective consulate/embassy to see if you need to go in person. You may just be able to drop off your application without even scheduling an appointment.
- However, even if you have already applied for a Schengen visa before, you may still be asked to come in for either an interview or to provide additional documents.
10. Wait for a decision
- Once you submit your application, you will likely receive a decision in around 2 weeks.
- Sometimes a decision can take up to 60 days.
- If you’re granted a visa: that’s great! You can finalize your travel plans. Just make sure you notify your respective embassy/consulate of any changes to your trip if they come up prior to your departure. If you don’t, and you are found out, your visa might be canceled.

Saudi Arabia: Any visa holder can now perform Umrah
Pilgrims encouraged to utilise Nusuk app to obtain Umrah permit, adhere to ritual timings
Cairo: Saudi Arabia has announced that individuals holding various types of visas are now permitted to undertake Umrah, the minor pilgrimage, with ease.
“Arrivals from anywhere and with any visa can perform Umrah with ease and comfort,” the Ministry of Hajj and Umrah said in an X post.

The ministry emphasized that Umrah rituals are accessible to holders of all visas, including personal, family, transit, labor, and e-visas.
“Whatever the type of your visa, you can do Umrah,” it added.
Pilgrims are encouraged to utilize the Nusuk app to obtain an Umrah permit and adhere to designated timings for the rituals at the Grand Mosque in Mecca, Islam’s holiest site.

The Nusuk platform facilitates various procedures, including accommodation arrangements, for Muslims planning to perform Umrah and visit Medina, Islam’s second holiest site.
In recent months, the kingdom has introduced a host of facilities for overseas Muslims to come to the country to perform Umrah.
These initiatives aim to accommodate millions of Muslims worldwide who undertake Umrah, especially those who may not be able to participate in the annual Hajj pilgrimage due to physical or financial constraints.
Recent enhancements include extending the Umrah visa duration from 30 to 90 days, allowing entry via all land, air, and sea ports, and eliminating the requirement for women pilgrims to be accompanied by male guardians. Additionally, expatriates in Gulf Cooperation Council countries and holders of Schengen, US, and UK visas can now book Umrah appointments via the Nusuk app before arriving in Saudi Arabia.

There's good news for Indian passport holders who want to visit Europe this year on. The European Union is looking to ease Schengen visa processes for Indian tourists.

The EU has announced five-year Schengen visas for citizens of Saudi Arabia , Oman and Bahrain that allow them to visit the bloc several times during the period.
The announcement was made by EU foreign policy chief, Josep Borrell, during the opening session of the first high-level Forum on Regional Security and Co-operation between the bloc and the GCC in Luxembourg.
“I welcome a decision adopted by the European Commission this morning to harmonise the rules for granting multiple-entry visas for the citizens of the GCC countries,” he said.
The visa regulations have been standardised for all GCC countries whose citizens require permits to visit the Schengen Area.
The changes are a significant step forward in strengthening relations between the EU and Gulf countries.
UAE citizens do not need a visa to travel to the Schengen Area and are allowed to stay for up to three months at a time. However, Qataris are required to apply for the visa.

In 2022, EU announced plans to offer visa-free travel to Kuwaitis and Qataris .
However, a new visa “cascade” regime was unveiled for Kuwaiti only last September, allowing eligible applicants, including first-time travellers, to obtain five-year permits.
The Schengen Area, which includes 29 European countries, was expanded last February to include Bulgaria and Romania, eliminating all air and maritime border controls.
Citizens from the UAE, Qatar, Bahrain, Jordan, Kuwait, Oman, Saudi Arabia have been exempted from the UK's pre-entry visa requirements.
In November, Gulf countries announced plans for a unified tourist visa similar to the Schengen permit in a move to ease travel for residents and tourists.

Destinations value Indian travelers, but lengthy visa processing times lasting months act as significant deterrents. The adoption of these new regulations by European authorities reflects a proactive effort to tackle these concerns, aiming to boost tourism flow.

The European Commission has introduced a new visa “cascade” regime for Indian nationals applying for Schengen visas in India. This regime looks to offer longer-term, multi-entry Schengen visas, based on the applicant’s travel history.
Indian travel agents had been complaining of Schengen visa delays as a major challenge to the summer travel rush from India.
- How does one qualify for the longer duration visas?
The European Commission can issue a two-year multiple-entry visa after a traveler “has obtained and lawfully used two visas within the previous three years.” This demonstrates a positive travel history and compliance with previous visa regulations.
Subsequently, after granting the two-year visa, authorities may issue a five-year visa if the passport has has adequate validity remaining.
- What benefits do holders of these extended visas enjoy?
During the validity period of these visas, holders can enjoy travel rights equivalent to visa-free nationals within the Schengen area, allowing for short stays of up to 90 days within a 180-day period.
- Which countries are part of the Schengen area?
The Schengen area comprises 29 European countries, including 25 European Union member states: Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Germany, Estonia, Greece, Spain, France, Italy, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, and Sweden. Additionally, Iceland, Liechtenstein, Norway, and Switzerland are also part of the Schengen area.
- Are there any restrictions or conditions to these visas?
Schengen visas do not grant the right to work within the Schengen area and are for short stays only. Additionally, the visas are not purpose-bound, providing flexibility for travel within the specified period.

Skift also spoke to players in the Indian outbound travel industry to understand what has changed in the new Schengen visa rules.
- How is this different from the earlier visas that Schengen countries offered? Don’t they already offer multi-entry visas with longer duration to Indians?
Mahendra Vakharia, managing director of Pathfinders Holidays, said there was no standard policy of Schengen states for issuing these long-term visas earlier. Switzerland, France, Netherlands, Italy and Spain usually issued long-term visa, but it was all subjective. “With this new policy it should be a standard rule now,” Vakharia said.
- Travelers mainly complain of longer processing times, has that changed?
Here too, there is no standard processing time as it varies from country to country, according to Vakharia. “France and Spain have been processing visas within four days, and then there’s Croatia, which takes 60 days,” he said.
Processing time will not change as of now, it will take time for the visa rules to be enforced, said an industry source, while highlighting that the visa would be especially useful for corporate travelers.
What Promoted The Move?
Speaking on the possible motivations, Vakharia acknowledged various reasons, including administrative capacity constraints at embassies to cater to the huge inflow of applications.
“As there is an overwhelming demand from Indian travelers, the process of securing visa appointments has posed significant challenges , especially for travelers residing in cities lacking VFS Global centers,” he said.
The European Commission said in an statement that the decision reflects the EU-India Common Agenda on Migration and Mobility, aimed at fostering comprehensive cooperation on migration policy. Facilitating people-to-people contacts is a key aspect of this agenda, acknowledging India’s importance as an EU partner.
The decision also reflects a realization of the strong economic benefits derived through the spending power of Indian tourists. As Vakharia aptly puts it, “Why let go of the Golden Indian Goodie Bag?”
