Bali reopens to foreign travelers as COVID-19 surge subsides

DENPASAR, Indonesia — The Indonesian resort island of Bali reopened for international travelers to visit its shops and white-sand beaches for the first time in more than a year Thursday — if they're vaccinated, test negative, hail from certain countries, quarantine and heed restrictions in public.
However, foreign visitors may be slow to arrive. No international flights to Bali were scheduled on the first day of the reopening and a tourism official forecast travel would pick up in November.
Bali's airport will welcome new foreign arrivals from 19 countries that meet World Health Organization's criteria such as having their COVID-19 cases under control, Luhut Binsar Pandjaitan, the government minister who leads the COVID-19 response in Java and Bali, said in a statement late Wednesday.
He said all international flight passengers must have proof they've been vaccinated two times, test negative for the coronavirus upon arrival in Bali and undergo a 5-day quarantine at designated hotels at their own expense. They'll also have to follow stringent rules at hotels, in restaurants and on beaches.
"We have to do this with caution because we need to stay alert," Pandjaitan said.
President Joko Widodo credited Bali's high vaccination rate for the decision to reopen. The country's COVID-19 caseload has also declined considerably; Indonesia has had around 1,000 cases a day in the past week after peaking around 56,000 daily in July.
Tourism is the main source of income on the idyllic "island of the gods" that is home to more than 4 million people, who are mainly Hindu in the mostly Muslim archipelago nation. Bali's tourist areas were deserted two decades ago after visitors were scared off by deadly terror attacks that targeted foreigners, but the island has worked to overcome that image.
More than 6 million foreigners arrived in Bali each year prior to the pandemic.
Foreign tourist arrivals dropped six-fold from 6.2 million in 2019 to only 1 million in 2020, while 92,000 people employed in tourism lost their jobs and the average room occupancy rate of classified hotels in Bali was below 20%. Statistics Indonesia data showed the island's economy contracted 9.31% year-on-year last year.
After closing the island to all visitors early in the pandemic, Bali reopened to Indonesians from other parts of the country in the middle of last year. That helped the island's gross domestic product grow a modest 2.83% in the second quarter this year, ending five consecutive quarters of contraction.

The July surge , fueled by the delta variant, again totally emptied the island's normally bustling beaches and streets. Authorities restricted public activities, closed the airport and shuttered all shops, bars, sit-down restaurants, tourist attraction spots and many other places on the island. It reopened to domestic travelers in August.
Sang Putu Wibawa, the general manager at Bali's Tandjung Sari Hotel, said only two of its 40 rooms were occupied on average and he hoped the reopening would help the occupancy rate back to normal.
"We have been waiting for this moment for so long," he said. "This outbreak has hammered the local economy ... we are very excited to welcome foreign guests by observing health protocols."
Widodo said deciding to reopen Bali was based on its high vaccination rate as well as wanting to revive its economy. He said more than 80% of the Bali population has been fully vaccinated.
"Based on this situation, I am optimistic and we have decided to reopen international flights to Bali," Widodo wrote in his official Instagram on Saturday.
Overall, 59.4 million of Indonesia's 270 million people are fully vaccinated and another 43.2 million are partially vaccinated. Indonesia has confirmed more than 4.2 million cases and 142,811 deaths from COVID-19, the most in Southeast Asia.
Tourists from 19 countries are now able to visit the Bali and Riau islands provinces — Saudi Arabia, United Arab Emirates, New Zealand, Kuwait, Bahrain, Qatar, China, India, Japan, South Korea, Liechtenstein, Italy, France, Portugal, Spain, Sweden, Poland, Hungary, and Norway.

Airlines need time to schedule flights to Bali, while tourists need time to arrange travel documents such as tickets, insurance and virus tests as well as their five-day quarantine accommodations.
He predicted new visitors would start coming in early November.

Land of holy temples, age-old traditions, beaches and jungles — and hordes of influencers in flowing white clothing .
The vacation hotspot is one of 17,000 islands that makes up Indonesia, the largest archipelago in the world. Its verdant rice terraces and Hindu temples define its landscape and make it catnip for the Instagrammers and tourists who flock to the island every year.
In 2019, Indonesia welcomed 16.1 million foreign tourists, according to data from the country's central bureau of statistics. Bali's Ngurah Rai International Airport saw 6.23 million foreign arrivals that year, the most of any airport in the country. While some would argue that tourism has "ruined" Bali, it has become an indispensable part of the island's economy: An estimated 80% of Bali's economy is tied to travel.
The pandemic, of course, ground tourism to a halt globally, and Indonesia was no exception. In April 2020, foreign arrivals in Bali dropped by more than 93%. In the same month, the government announced the pandemic was forecast to wipe out $10 billion from its tourism revenue by the end of the year. By November, Indonesia announced it was in its first recession in 22 years.
Now, the government is trying to kick start tourism with a series of proposed measures that include travel bubbles between several of its islands and nearby Singapore, and a five-year visa targeting business travelers and digital nomads.
It's also planning to spend $275 million on 108 infrastructure projects this year to mint a series of "new Balis," a sweeping initiative that aims to bring tourists to new parts of the vast country.
But all that development comes at a cost. Insider spoke with economists as well as tourism and Southeast Asian development experts to understand what kind of downsides a new surge in tourism could create. Some of those experts expressed doubt that the appeal of Bali can be replicated in the first place — while others are concerned about the impact widespread tourism will have on the country's people and environment.
One of those experts, Jaeyeon Choe O'Regan, who has a Ph.D. in tourism management and focuses on sustainable community development and poverty alleviation in Southeast Asia, told Insider the project raises a series of red flags.
"I'm concerned about replicating the idea of Bali in these provinces because they have characteristics, resources, heritages, and people that are totally different from Bali," Choe O'Regan said.
Indonesia launched its plan to replicate the success of Bali years before the pandemic.
President Joko Widodo described the plan to a group of businessmen during a trip to Hong Kong in May 2017: "You all know Bali, our famous island paradise? With improved infrastructure, we will launch a program called 10 New Balis."
Last year, the government narrowed that list down to five "super priority" locations, which were selected based on their accessibility, their viability as tourism destinations, and the presence of a pre-existing tourism scene to build on.
The list includes:
- Borobudur, the world's largest Buddhist temple, which dates back to the 8th century. It was restored in the 1970s, and is located in South Java.
- Mandalika, a resort area that was designated a Special Economic Zone in 2014. It's located on Lombok, an island that neighbors Bali, and is set to be the host of the Grand Prix Motorcycle race ( MotoGP ) later this year.
- Labuan Bajo, a fishing town that's known as the gateway to the home of the Komodo dragon.
- Lake Toba, a large lake in North Sumatra that sits in the caldera of a volcano.
- Likupang in North Sulawesi, a popular diving and snorkeling site.
Luh Putu Mahyuni, a Balinese associate professor of management accounting at Universitas Pendidikan Nasional (a private university in Bali) and a Ph.D. in sustainable business and economy, told Insider that Indonesia's approach to selling each location as a tourism destination will likely vary.
"The central government will sell Lake Toba for the beauty of its nature — they will sell eco-tourism," she said. "In Borobudur, they will sell the temples, so it's historical and cultural tourism."
She also pointed out that even with the natural and cultural resources across these destinations, not all elements of Bali are replicable — particularly when it comes to religion. While Hinduism is practiced by less than 2% of Indonesia's total population, it's practiced by almost 87% of people in Bali, per data from the country's central bureau of statistics.
Bali is also home to more than 20,000 temples, according to a 2014 paper called "The Readiness of Bali as Spiritual Destination" released by a team of French and Indonesian universities. Between its myriad temples and its many wellness clinics and yoga retreats, the island has become a magnet for tourists who like a little spirituality with their vacation.
"Basically, the 'new Balis' are dependent on natural beauty and some history. But Bali is known for richness of culture — in Bali, you can find a living culture that is closely related to religious practices, which you will hardly find in other areas in Indonesia," Luh Putu said. "This is the one that is missing in the 'new Bali' [scheme]."
In a 2019 report for the Organization for Economic Cooperation and Development (OECD) focusing on Indonesian tourism, economists Patrice Ollivaud and Peter Haxton laid out the government's tourism goals. Those goals focused on getting as many people to visit as possible.
"Initially [the government] was focusing on attracting more and more tourist numbers," Ollivaud told Insider on a phone call. "That gradually changed."
A representative for the Indonesian government told Insider the strategy for 2021 is not tied to the number of visits, but instead prioritizes "tourists who have a high income."
But even as the program's focus shifts away from mass tourism, the locations may still collectively have their work cut out for them, as indicated by the World Economic Forum's (WEF) 2019 Travel and Tourism Competitiveness report.
When it comes to tourism infrastructure and as compared to Asia Pacific nations, Indonesia ranked in the bottom 40% of the WEF report. And while it scored high on the WEF's ranking of price competitiveness (No. 6 of 140 countries total) and prioritization of travel and tourism (No. 10), the county is lagging in tourist service infrastructure (No. 98) and in environmental sustainability (No. 135).
In other words: It's an inexpensive country to visit, and the government is focused on tourism — but the infrastructure to receive those tourists is weak, and the government's environmental regulations to protect natural resources are very weak.
As the authors of the 2019 OECD report put it, "Infrastructure needs are enormous compared to government funding capacity."
Closing the accessibility gap
So, what does it take to turn an area into a "new Bali?"
For one thing, there's the matter of physically getting to each location.
"The government is currently focused on infrastructure, because the connectivity from Bali and Jakarta to these five new Bali destinations is very bad," Luh Putu said. "That's the biggest challenge."
Both the island of Lombok (on which Mandalika is located) and Labuan Bajo have small international airports, but Luh Putu said the roads linking the airports to their destinations need to be improved. Borobudur is a two-hour drive from the closest airport in Jakarta, a city where the traffic has been described as a " nightmare ," while Lake Toba is a four- to five-hour drive from the closest airport.
Likupang, known for its snorkeling and diving, is the area that faces the biggest developmental challenges due to limited infrastructure and tourist attractions, as well as the lack of good internet access, the representative for the Indonesian government said.
Bali, on the other hand, is home to Indonesia's second-biggest airport by airline count: Ngurah Rai International has two terminals and receives direct international flights from hubs including Beijing, Singapore, and Sydney. The airport is a 40-minute drive from tourist hotspot Ubud and a 10-minute drive from the Bali party town of Kuta.
To fill the accessibility gap between Bali and the would-be Balis, the government said in an April press release that it would be allocating part of its spending on connectivity. In the case of Mandalika, for example, part of the area's budget is being used to connect Mandalika to Lombok airport. In Lake Toba, part of the budget is going towards road and bridge upkeep, and in Borobudur, it will be used for flood control infrastructure.
But, as Choe O'Regan, the Ph.D. who focuses on sustainable community development, said, "It's not just the roads and the airports."
Ollivaud echoed the same idea: "Transportation is an important part of the deal. But there's also all this other environmental infrastructure that's very important and often lacking in Indonesia."
At the core of the plan to replicate Bali as a tourism model is a basic and pervasive problem: Succeeding could be harmful to local people and local environments, both Ollivaud and O'Regan said.
"Pollution is becoming a huge problem for Indonesia, not only plastic but also having proper water is an issue," Ollivaud said.
"Replicating Bali is a bit of a dangerous idea," said Choe O' Regan. "Bali has serious issues — water shortage, garbage management, people pushed out of villages and homes because of fancy resort development."
In December 2017, the island declared a "garbage emergency" and three-and-a-half miles of beach were deemed an emergency zone because they were so overrun with plastic waste. (The government representative said Indonesia is targeting a 70% reduction in marine debris by 2025.) It's also experiencing a water crisis that's driven in part by its popularity as a tourist destination.
Development plans in Mandalika — which, as a Special Economic Zone, is attracting foreign investment in addition to government investment — in particular, have raised red flags overseas. In March, UN human rights experts urged the Indonesian government to respect human rights after sources found local people were forced off their land without compensation. The Indonesian government representative told Insider it rejects the UN's concerns, calling them "false and hyperbolic."
Ollivaud and Choe O' Regan also both pointed to the importance of developing vocational training programs in the new tourism areas so that locals can find employment, and not only in low-income positions.
"Local people usually get hired for cleaners, receptionists, drivers. These developments generally make low-income jobs for local people," Choe O' Regan said.
Luh Putu, the Balinese professor, is more optimistic. She said the new locations are being developed with Bali's issues in mind: "The government learned a lot from the case of Bali tourism. They realized mass tourism generates a lot of negative impacts on the environment."
She went on to note that Bali's model of tourism is evolving, too, and pivoting towards a village-tourism model in which income is generated in and kept among the local communities.
"If you come to Bali right now, there's a lot of tourism based around villages that's more sustainable in terms of the environment and the culture," Luh Putu said. "Tourists are invited to experience living like a villager to interact with the local culture."
Emerging from the pandemic
Some indicators show the initiative was succeeding in drawing tourists into the new locations before the pandemic struck.
Borobudur and Lake Toba, for example, emerged as new tourism destinations in Indonesia in recent years, per the OECD report. Construction projects including zoning, road construction, and waste management have been ongoing throughout the pandemic in all five locations, the government representative said.
But while the initiative is riding on Bali's international renown to attract tourists, the question still remains whether the island's innate appeal will rub off on other Indonesian destinations.
"Even though they have marketing plans, I don't know how they will actually attract tourists to these locations," Choe O'Regan said. "I think people will still prefer to go to Bali."
And independent experts and government officials alike acknowledge that the stakes are high with this latest tourism push. Luh Putu said that success across the new destinations would bring some much-needed stability to Indonesia's tourism sector.
"Currently, most of Indonesia's tourism income comes from Bali," Luh Putu said, referencing pre-pandemic information. "If the five destinations are a success, it will improve the resilience of tourism because the country won't only be dependent on Bali for income."
On the flip side, Basuki Hadimuljono, Indonesia's minister of public works and public housing, identified what's at stake should the program fail.
"For tourism, first the infrastructure must be repaired, then amenities and events, then a massive promotion," Hadimuljono said in an April press release. "If that's not ready, tourists come once and won't come back again."

SINGAPORE: Indonesia is aiming for quality over quantity of tourists as it opens up after 18 tough months of closed borders and bumpy transitions into post-pandemic life, said Tourism and Creative Economy Minister Sandiaga Uno.
Southeast Asia’s biggest economy is targeting only 2 million visitors in 2022, a sharp drop of nearly 90 per cent from its pre-pandemic figure of close on 17 million foreign tourists a year.
Instead, the sprawling archipelago, known for its famous beaches and lush green landscapes, is focusing on the amount of time visitors stay in Indonesia and their impact on the environment.
“This is the concept of personalise, customise, localise and smaller, much, much smaller in size tourism,” the minister said in an exclusive interview with CNA.
“We want to improve the number of days that they are spending in Indonesia, the length of stay. We want to make sure not only a much better-quality spending but also the impact to environment. The 17 million plus numbers put a heavy tax on our environment. We’re moving into quality and sustainability type of tourism,” he explained.
This radical shift comes as the pandemic calls into question the viability of mass travel and as the climate crisis pushes environmental concerns up the agenda. Tourism is one of the main sources of Indonesia’s foreign currency earnings – contributing close to 6 per cent of the country’s gross domestic product pre-pandemic.
Slow take off after Bali reopening as mandatory quarantine deters international tourists
Two of Indonesia’s most popular tourist spots, Bali and the Riau islands, rolled out the welcome mat to foreign visitors from 19 countries last month as COVID-19 cases subsided in the country. However, the reopening has been plagued by few international flights and a mandatory quarantine still in force.
The Indonesian tourism minister was more cautious about when such curbs will be lifted, emphasising that health concerns must still be the priority, although weekly reviews will be made based on the health data. He said chartered flights in Bali might be a possibility and scheduled flights would likely follow-up on that.
“There’s a lot of demand for the live on boat quarantine, meaning that they arrive in Bali and they go straight to the boat ... They would be allowed to go into the dive sites and enjoy the open seas but within the premise of the boat,” he said.
At the same time, the Indonesian government argues that the country’s painful experience in tackling a surge in COVID-19 cases earlier this year, means its healthcare system is in good shape to handle a potential spike of foreign visitors who might fall sick with COVID-19 while visiting Indonesia.
“(The) second wave in Bali and other parts of Indonesia happening in July and August, really taught us a big lesson that we would need to prepare these health facilities and health supplies,” said the minister.
“We are confident that we would be able to handle if should there be another surge,” he asserted.
The other big question is even with Indonesia opening its doors again, big-spending visitors from China who make up Indonesia’s biggest source of international arrivals pre-pandemic may be conspicuously absent.
Beijing has yet to allow its residents to freely travel out of the country. China has reimposed lockdowns in parts of the country as it remains one of the few places in the world to hold on to a ‘Zero COVID’ policy.
Acknowledging that it will be a slow climb to get tourism back to its buoyant pre-pandemic levels, the minister said: “Gradually up to the end of this administration in 2024, we’re targeting to reach closer to 8 to 10 million tourists – but it will take some time.”
“BABY STEPS”
In recent days, a range of Southeast Asian countries have announced optimistic plans to throw open borders to tourists from neighboring countries and further abroad.
Thailand was a first-mover in July allowing a sandbox scheme where vaccinated tourists could visit the popular island resort of Phuket quarantine-free. However, these hopeful reopenings have stopped far short of amounting to an ASEAN-wide travel bubble, an ambitious idea being pushed by Indonesian President Joko Widodo.
The Association of Southeast Asian Nations (ASEAN) is made up of 10 member states, and short-haul travel between these close neighbours has been growing rapidly – making up a hefty 40 per cent of travel in the region before the pandemic struck.
However, travel experts say the likelihood of an ASEAN tourism bubble becoming reality anytime soon is dim.
One of the major problems is the extreme disparity in vaccination rates in the region. Singapore leads the pack with over 80 per cent of its population fully vaccinated. Myanmar lags far behind with a mere 13.2 per cent of its population fully vaccinated.
About 70 per cent of the population in many ASEAN countries, including Indonesia, remain unvaccinated. Only about 28 per cent of the Indonesian population are fully vaccinated.
The Indonesian tourism minister acknowledged the big gap in vaccination rates among ASEAN member states poses a big hurdle to the goal of a regional travel bubble. But he expressed hope that the countries will be “inspired” to ramp up vaccinations for their population.
The minister said Indonesia will take “baby steps” in an “incremental” reopening as the country assumes the 2022 presidency of the G20 – with Bali slated to host the next G20 summit.
“That’s why we have to be very, very absolutely sure that the opening up of Bali would be done … on a safe and secure basis.”

Covid-19: Indonesia announces lockdown in Java and Bali as cases surge

Indonesia has announced a lockdown on its main island Java, as well as the tourism destination of Bali.
The announcement by President Joko Widodo comes as the country battles multiple outbreaks and an alarming spike in Covid cases.
Indonesia recently recorded two million Covid cases, attributed to increased holiday travel and the Delta variant.
The lockdown will last two weeks and aims to reduce the number of cases to below 10,000 a day.
The country is currently recording more than 20,000 new cases each day.
However, experts warn that the case numbers are potentially much higher, because of severely inadequate testing outside Jakarta.
Under the new rules, all staff working for non-essential businesses will have to work from home, and distance learning will be implemented across schools.
Malls, places of worship and public leisure facilities like parks will also be shut, with dining-in banned.
Businesses including those in the health, security and energy industries have been deemed critical and will be allowed to run at 100% capacity, which means all employees can go to work. Others like financial services, which have been deemed essential, can run at 50% capacity.

Indonesia falls into first recession in 22 years
Indonesia has had the worst Covid outbreak in South East Asia, with about 2.1 million positive cases and 57,000 deaths so far.
The International Federation of Red Cross and Red Crescent Societies said on Tuesday that the country was "teetering on the edge of a Covid-19 catastrophe".
Sudirman Said, secretary-general of the Indonesian Red Cross said "hospitals were full to the brim and oxygen supplies critically low", and that their hospital in Bogor, West Java, was "overflowing".
"We have set up emergency tents at the hospital to accommodate more patients, with many travelling for hours so they can access vital medical care," he said.
Last month, authorities banned domestic travel across the sprawling archipelago at the end of Ramadan, in an attempt to curb what is known as "mudik" - the practice of migrant workers travelling back to their hometowns to celebrate Eid with their families. But many flouted the rules.

Huge crowds seek Covid vaccine as Indonesia cases soar
There have also been rising concerns that the spike in cases is due to the more transmissible Delta variant, which was first detected in late May in the Kudus region of Java.
Local authorities said this month that more than 350 health workers who were already vaccinated had caught Covid.
The Indonesian Medical Association has said so far 949 health workers have died from Covid-19.
Data checks by BBC Indonesian found that of these deaths, at least 20 doctors and 10 nurses had been fully vaccinated with the Sinovac vaccine, CoronaVac.
Indonesia has mainly relied on the Chinese vaccine in its innoculation drive, which is ramping up this week. Only about 13 million people out of its 270 million population have been fully vaccinated so far.
The vaccination drive targeting younger people
Several epidemiologists told BBC Indonesian that they believed a third booster dose may be needed for health workers, given the presence of the Delta variant as well as the efficacy of CoronaVac, which measured 65% in Indonesian trials earlier this year.
A more recent government study however found that it was 98% effective in preventing death and 96% effective in preventing hospitalisation among medical workers.
The outbreaks have concerned many citizens, such as 40-year-old Malika who lives in the capital Jakarta. She told BBC Indonesian she does not permit her child to leave the house.
"I'm very worried, especially now. I heard that there are so many children infected by Covid-19 in Jakarta," she said. "In the past I didn't give it too much thought ... But now I couldn't say such a thing."

Medan, Indonesia – As far as local ranger Ajo is concerned, no one should have been trekking on Mount Marapi, one of Indonesia’s most famous volcanoes, on December 3.
For almost a year, the 25-year-old guide, who led tours on the mountain from 2020 to 2022, had been warning authorities about increased volcanic activity at the peak, and his fears that climbers would die if the active volcano erupted.

Unfortunately, his prediction about the volatility of Mount Marapi proved to be correct.
About 75 hikers were on the mountain when it erupted earlier this month, sending a 2,000-foot-high (600-metre) ash plume into the sky.
At least 24 people were killed, the majority of them succumbing to serious burns.
When Ajo heard about the disaster, he was horrified because he had always considered the safety of his guests to be paramount, he said.
“I also always educated guests about basic emergency mitigation procedures. If my guests wanted to go to the peak of the volcano, I would educate them first and pay attention to the weather. If it was not possible, then I wouldn’t allow them to go close to the peak,” Ajo told Al Jazeera.
Ajo, who is from West Sumatra, said that he was strict about other safety measures, insisting that guests only climb near the crater at dawn and leave by 11am to avoid spending too long close to the “danger zone”.
He also used other local knowledge to keep guests safe, such as only setting up camp in areas of thick vegetation, instead of rocky areas exposed to the elements, and where previous eruptions had already scorched the land.
But despite loving his job escorting hikers to one of Indonesia’s most beautiful peaks, Ajo stopped working on the mountain in December 2022, following a dispute with the West Sumatra branch of Balai Konservasi Sumber Daya Alam (BKSDA), Indonesia’s environmental conservation agency, which took over the management of Mount Marapi, and the national park in which it sits, in July 2022.
In Ajo’s telling, the dispute stemmed from an “ambiguous and deceptive” announcement that BKSDA put out about the safety of the mountain at the end of 2022.
According to the announcement, Mount Marapi was to be closed to the public from December 30, 2022 to January 2, 2023 due to “increased volcanic activity since December 25”.
“It was duping the public, because they opened access to the volcano again on January 3. How did they know when the volcanic activity was going to decrease?” Ajo said.
‘Mountain of fire’
Known as “Mountain of Fire” in Indonesian, Marapi – not to be confused with Mount Merapi in Central Java and the identically named Mount Merapi in East Java – has a long and violent history, with its first recorded eruption dating back to 1830.
In 1979, the mountain erupted again, killing 60 people, and one person died following an eruption in 1996.
In 2011, the alert level for the volcano, which sits at 2,885 metres (9,465.2 feet) above sea level, was raised from level one to level two, as part of a four-tier alert system used to classify volcanic activity in Indonesia.
Disaster agency Pusat Vulkanologi dan Mitigasi Bencana Geologi (PVMBG) also banned people from trekking within three kilometres of the crater amid fears of further eruptions, although the agency itself had no authority to enforce the ban, which was at the discretion of the local authorities in West Sumatra.
Before July 2022, Marapi had been managed by locals who organised treks on the peak, sold tickets and banned climbers from venturing onto the mountain when they deemed it unsafe.
After BKSDA took over, the agency streamlined and updated the previous management system, launching a new online booking system for hikers that limited the number of visitors to a maximum of 150 people per day, and charging $0.32 for admission on weekdays and $0.48 on weekends.
Ajo said that BKDSA’s management of Marapi was “haphazard”.
“There was a lot of speculation circulating at that time [of the change of management] that BKSDA did not have the ability, skill, readiness or human resources staff who were competent in mountain management,” he said.
“Ranger teams, management teams and mobile teams are all needed to ensure safety. They had none of those.”
Following the December eruption, BKSDA is now officially under investigation by West Sumatran authorities to determine whether there was any negligence involved in the disaster.
Ajo is not alone among local sources who believe that loss of life on the mountain was an accident waiting to happen.
“It was not just negligence, there was actually an element of intention here,” Wengki Purwanto, the director of the West Sumatra branch of the Indonesian Forum for Environment non-profit organisation, told Al Jazeera.
“Officially, the government opened the mountain for tourism and there were price lists set. This was clearly a policy that ignored possible disaster aspects. The government has complete data on the status of volcanoes, but it is not used as a reference for tourism management based on disaster mitigation,” he said.
“The government cannot risk lives for economic reasons.”
He said there should have been officers located at Marapi to ensure the safety and security of climbers, and officials stationed at prohibited locations on the mountain, such as the three-kilometre “red zone”.
According to Ajo, when BKSDA took over management of the area, there were a number of standard operating procedures and rules, including a stipulation that only local guides were allowed to take visitors to the mountain.
Instead, local guides who complained about safety issues were no longer allowed to lead tours, Ajo said, and guides from outside the area were brought in instead, despite not being familiar with the local terrain and the volatility of the mountain.
An official investigation into the allegations is continuing. Authorities have not named anyone from BKSDA as a suspect in a potential case of negligence, which carries a maximum penalty of five years in prison under Indonesian law.
In a statement provided to Al Jazeera regarding allegations of negligence and questions about the mountain being opened to the public in January 2023 despite warnings from local guides, a spokesperson for BKSDA denied any wrongdoing.
“The accusations of negligence are the opinion of parties who only witnessed a fragment of the incident on December 3,” it said. “The Marapi management policy referred to regulations and information that were sent to our institution by the government.”
“Those who know how the management of Marapi worked will not judge.”

Dr. Sapta Nirwandar
was born on May 13, 1954, in Tanjung Karang, Lampung. He completed his study and graduated from several universities in Paris (Institute International d’Administration Publique, Paris; University Paris ISorbonne; Ecole Nationale d’Administration; University Paris IXDauphine) that he finished his Doctor in Public Administration. He speaks English and French fluently. Mr. Nirwandar has an extensive background in international and national public service, including state-owned enterprises and academia. After he returned to Indonesia, he continued his career as a bureaucrat and held several key positions in many Government Offices. In the international forum, he has been selected as a Member of the Program Committee of UNWTO (World Tourism Organization) representing Asia and the Pacific region for the period 2007-2013. With broad experiences in developing tourism, he was invited to share his knowledge in various international forums all over the world. Before retiring as a bureaucrat, he was appointed as the Vice Minister of the Ministry of Tourism and Creative Economy in 2011 up to 2014. Now he has been actively encouraging the development of Halal Lifestyle industry in the country as the Chairman of Indonesia Halal Lifestyle Centre. He often invited as a speaker in various international Halal seminars and conferences abroad. Indonesia evacuating thousands after volcano erupts, as tsunami fear looms
Indonesian rescuers have raced to evacuate thousands of people after a volcano erupted five times, forcing authorities to close a nearby airport and issue a warning that the crater collapsing into the sea could cause a tsunami.
Mount Ruang's crater flamed with lava against a backdrop of lightning bolts overnight after eruptions pushed an ash column more than a mile into the sky and forced authorities to raise their alert to the highest level of a four-tiered system.
Taka, a local fisherman who only gave one name, was at sea helping people to safety by boat when the crater unleashed a fiery orange column.
"There was a mix of fire and rocks. Lava flowed in various directions," he told AFP.
The volcano sits on a remote island in Indonesia's outermost region and has a peak 725 metres above sea level. It was still billowing a column of smoke up to 800 metres high on Thursday morning, officials said.
Houses on Tagulandang, another remote island nearby, were riddled with holes from falling volcanic rocks on Thursday, rescuers said, and residents were preparing to leave at least temporarily.
"The road condition … is covered by volcanic material," rescuer Ikram Al Ulah told AFP by phone from the Tagulandang seaport.
"Many people are still wandering around. Maybe to evacuate precious goods from their house."
There were no reports of deaths or injuries but authorities said they were rushing to evacuate more than 11,000 residents from the area around Tagulandang, which is home to about 20,000 people.
Residents and tourists evacuated
Tourists and residents were warned to remain outside a 6 kilometre exclusion zone.
Some residents were already trying to flee in a panic, according to officials.
"People evacuated on their own … due to the volcano's eruption and small rocks that fell," local search and rescue agency official Jandry Paendong said in a statement on Thursday.
"The people scattered to find evacuation routes."
He said 20 staff were helping evacuate residents along the coastline near the volcano on rubber boats.
Authorities also evacuated a prison on Tagulandang, ferrying 17 inmates along with 11 officials and 19 residents by boat to Likupang seaport in northern Sulawesi island, according to rescuer Ikram Al Ulah.
More than 800 people were initially taken from Ruang to Tagulandang after the first eruptions overnight Tuesday, before further eruptions on Wednesday prompted evacuations from that wider zone.
Those displaced gathered at temporary shelters on Tagulandang and were given mats, blankets and masks by authorities.
The navy sent a warship to deliver aid and help the evacuation effort, it said on Thursday, while North Sulawesi police sent dozens of officers.
The warship evacuated 195 people from Tagulandang to Bitung, a coastal city in North Sulawesi, on Thursday evening, a navy spokesperson told AFP.
Tsunami warning
Authorities also warned of a possible tsunami as a result of the eruptions.
"The communities in Tagulandang island [need] to be on alert for … [a] tsunami caused by the collapse of the volcano's body into the sea," volcanology agency head Hendra Gunawan said in a statement on Wednesday.
The authorities' fears were compounded by previous experience.
The crater of Mount Anak Krakatoa between Java and Sumatra islands partly collapsed in 2018 when a major eruption sent huge chunks of the volcano sliding into the ocean, triggering a tsunami that killed more than 400 people and injured thousands.
Indonesia, a vast archipelago nation, experiences frequent seismic and volcanic activity due to its position on the Pacific "Ring of Fire".
Mount Ruang's eruption led to the closure of Sam Ratulangi International Airport in Manado city, located more than 100 kilometres from the volcano, until midnight Thursday.
The airport hosts airlines that fly to Singapore, South Korea and China.
Budget airline AirAsia said it also cancelled flights to and from nine airports in eastern Malaysia and Brunei until Friday morning.
The volcano's last major eruption was in 2002, also requiring the evacuation of residents.

Mount Ruang Erupts in Indonesia, Spewing Lava Thousands of Feet Into the Sky
Hundreds of earthquakes were detected in the weeks preceding the eruption of the volcano in North Sulawesi province. Hundreds of people were evacuated.

Mount Ruang, a volcano in Indonesia, erupted on Tuesday, spewing fiery lava and ash thousands of feet into the night sky and forcing the evacuation of hundreds of people in the North Sulawesi province, according to the authorities and local news reports.
The volcano erupted at about 7:19 p.m. local time, Antara, the national news agency, reported. The country’s National Disaster Mitigation Agency said on Wednesday that more than 800 people in nearby villages were displaced by the eruption, many using ferries and taking shelter in churches and community centers.
The authorities said supplies such as mats, blankets, cleaning materials, and tents were needed, and that more shelters might be opening for people fleeing the volcano.
Indonesia is the world’s largest archipelago nation. It is spread across what is known as the Ring of Fire, where tectonic plates clash under the surface of the Pacific Ocean and spawn earthquakes and eruptions from volcanoes.
Mount Ruang is a stratovolcano , or a steep, conical volcano that has built up over years in layers from explosive eruptions of lava, rock fragments, ash and other properties.
“It is in a part of the world where there are a lot of active volcanoes,” said Dr. Tracy K.P. Gregg , who chairs the geology department at the University at Buffalo.
Its last major eruption was in 2002, when the column of lava and ash that it spewed reached up to 17 miles, Dr. Gregg said.
She said the volcano in 2002 measured 4, a “large” volcano on the Volcanic Explosivity Index, a scale used to measure the strength of an eruption by looking at several factors, such as duration, ash volume and plume height. Mount Pinatubo in the Philippines in 1991 measured 6 on the index. Mount St. Helens in the United States in 1980 measured 5.
“So it is a little bit smaller than that,” she said of Mount Ruang. Right now, it is not as violent as the previous eruption, she added, but the volcano cannot be fully assessed while it is in progress.
More than 300 volcanic earthquakes were detected over a period of at least two weeks preceding the eruption of Mount Ruang.
It is not immediately clear why the volcano erupted when it did. “Every volcano has its own personality,” she said.
In the past few years, several volcanoes in Indonesia have erupted. In December, 2023, the bodies of 11 hikers were found on the slopes of Mount Marapi on the island of Sumatra, after an eruption that spewed an ash column of nearly 3,000 meters — about 10,000 feet high.
In December 2022, more than 1,900 people were evacuated from the area surrounding Mount Semeru as it erupted. In an eruption there the previous December , more than 50 people were killed and hundreds more were injured.

Indonesia volcano eruption sparks tsunami fears
Mount Ruang has repeatedly erupted, and officials fear it could collapse and create a tsunami, with thousands being evacuated from the area
Authorities in Indonesia have issued a tsunami alert after a volcano erupted five times in the province of North Sulawesi, spewing a column of smoke more than a mile into the sky and forcing the evacuation of thousands of people from their homes.
Mount Ruang, a stratovolcano, first erupted at 9.45pm local time on Tuesday and then four times on Wednesday, Indonesia’s volcanology agency said.
Officials worry that part of the volcano could collapse into the sea and cause a tsunami, as happened in 1871. Tagulandang island to the volcano’s north-east is again at risk.
The alert level for the volcano, which has a peak of 725 metres above sea level, was raised on Wednesday evening from three to four, the highest level in the four-tiered system.
“Based on the result of visual and instrumental observation that showed an increase in volcanic activity, Mount Ruang’s level was raised from level three to level four,” Hendra Gunawan, the head of Indonesia’s volcanology agency, said in a statement.
Authorities said they were rushing to evacuate 11,000 residents from nearby areas, including the remote island of Tagulandang, home to around 20,000 people.
Some residents were already trying to flee in a panic, according to officials.
“Last night people evacuated on their own but without direction due to the volcano’s eruption and materials in the form of small rocks that fell, so the people scattered to find evacuation routes,” Jandry Paendong, an official from the local search and rescue agency, said in a statement.
He said 20 staff were helping evacuate residents along the coastline near the volcano on rubber boats but called for more boats and equipment so his team could continue .
Authorities widened a 4km exclusion zone around the crater to 6km on Wednesday evening, warning tourists and residents to remain outside of it.
The volcano was still billowing a column of smoke on Thursday morning, prompting authorities to shut the nearest international airport in Manado city on Sulawesi island for 24 hours.
Runways were shut “due to the spread of volcanic ash which could endanger flight safety”, Ambar Suryoko, head of the Manado region airport authority office, said in a statement.
The airport hosts airlines that fly to Singapore and cities in South Korea and China.
There have been no reports of deaths or injuries so far, but more than 800 people were evacuated from two Ruang Island villages to nearby Tagulandang Island, located more than 60 miles north of the provincial capital, Manado, the state agency Antara reported.
Indonesia’s national disaster mitigation agency said residents would be relocated to Manado, the nearest city, on Sulawesi island, a journey of six hours by boat.
In 2018 the eruption of Indonesia’s Anak Krakatau volcano caused a tsunami along the coasts of Sumatra and Java after parts of the mountain fell into the ocean, killing 430 people.
In a statement, Gunawan told people to “be on alert for the potential ejection of rocks, hot cloud discharges and tsunami caused by the collapse of the volcano’s body into the sea”.
Ruang’s initial eruption on Tuesday evening pushed a column of ash 1.2 miles into the sky, with the second eruption pushing it to 1.5 miles, Muhammad Wafid, the head of the geological agency, said in a statement.
The volcanology agency said on Tuesday that volcanic activity had increased at Ruang after two earthquakes in recent weeks.
Indonesia, a vast country of archipelagos, sees frequent seismic and volcanic activity due to its position on the Pacific’s Ring of Fire, an arc where tectonic plates collide, which stretches from Japan through south-east Asia and across the Pacific basin.
