Barely a day into my visit to Tobago I found myself on horseback in the shallows of Buccoo Bay. I clung on, knowing my horse may wade in even further to swim, and that I would be expected to simply go with the flow. 

That was just another day in Tobago, a free-spirited Caribbean island with an uncanny habit for drawing you out of your comfort zone and into exhilarating escapades of adventure.

Why you should visit Tobago

There's a realness to Tobago that doesn't always feature in the Caribbean resort fantasy. The coves of pearly white sand, slouching palm trees and irresistible water are all there, but it's less manicured. The more built-up areas, like the capital Scarborough, are boisterous pockets of unfiltered life, while many inland villages are little more than clusters of half-finished buildings where untethered animals roam freely around their keepers.

Tobagonians wouldn't have it any other way. They've honed the art of not taking life too seriously, coolly devoting it to family and community, all generously seasoned with a mischievous sense of humour. These are the key ingredients to life here and, just like the local music genre soca, there's an inherently jovial rhythm to it all.

What to do in Tobago

Sink into one of Tobago’s fine beaches and be entirely content. Buccoo Bay, Pigeon Point and Castara Bay are just a few of the most photogenic spots, but there are countless hidden gems waiting to be found, many virtually untouched by any flicker of civilisation. Pirate's Bay, on the northeast tip near Charlotteville, is every bit as secluded as it was in its more nefarious past. 

But it would be a crime to limit any experience of Tobago to beaches alone. When it's not submerged between the tides, No Man's Land is an uninhabited peninsula that attracts hordes of visitors twice a day. There are schools of brilliantly coloured parrotfish in the coral reefs that can be snorkelled just a few minutes out from this ribbon of sandy coastline. Somehow the water is knee-deep out by those reefs, so you can experience the phenomenon of standing in the middle of the Caribbean Sea.

Inland Tobago engulfs you in exotic plant and animal life, an experience that peaks on the island of Little Tobago . It's reserved exclusively for nature, particularly the many seabirds that flock balletically off its verdant coastline, and none more famously than the elegant red-billed tropicbird. It's a steep, sweaty ascent to the island's observation deck, but if David Attenborough deemed the airborne spectacle that awaits you worthy of his "Trials of Life" BBC series, you might too. 

The main island is just as fertile, with a soaring, rainforest-covered interior that feeds a vibrant ecosystem and climate. The Main Ridge Forest Reserve is a portal to the oldest protected rainforest on the planet, and home to a thriving colony of flora and fauna, many of which are endemic. 

A guided tour is an immersive introduction to the island's ecological lifeblood, especially when you discover the enchanting waterfalls hidden deep in the overgrowth. The water is far from cold at Parlatuvier Falls, but it offers welcome and well-earned refreshment after a day spent navigating the dense and unruly vegetation.

Eating and drinking

Tobago's cuisine, with its roots in the Indian subcontinent, is anything but subtle. Flavour, spice, heat – all are cranked up to the max. Take the ubiquitous breakfast street food, doubles. These small flatbreads filled with curried chickpeas may look harmless but deliver a ferociously potent hit of deep, fruity, addictive heat that I'm still reminiscing about. 

Fish is both a staple and delicacy, the warm waters giving the island rich stocks of kingfish, lobster and red snapper. At the rustic Bird Watcher's Restaurant and Bar in Speyside, owner Mr Frank has been serving what many locals consider the island's finest lobster for over 20 years; I would consider it arguably the finest lobster I’ve eaten anywhere. The huge specimens are grilled simply with butter, lemon and garlic and are best eaten by hand in a ritual of shameless, messy silence, lubricated by a cleansing Carib beer. 

Tobago's exotic produce is the foundation of specialties found everywhere, like hearty coconut bake, fragrant crab and dumplings , and comforting breadfruit and stewed dasheen. Fresh coconut water, drank directly from the machete-hacked opening of the fruit, never gets boring. Even the menus of the more refined dining spots, like The Seahorse at Stonehaven Bay or the Brown Cow in Pigeon Point, never stray too far from Tobago's most classic dishes, even if their zingy, rum-spiked cocktails may be a notch more flamboyant.

Where to stay in Tobago

For now, Tobago is one of the few Caribbean islands that isn't overrun by blingy, identikit hotel resorts. Perhaps the nearest things to that aren't hotels at all. 

Ohana Villa is a 12-person rental property of dramatic scale, elevated on the Scarborough coast. The opulent terrace has two infinity pools and the grandest rooms have four-poster beds, with showers inside and out, offering inspiring sea views. 

Sunsets are unrivalled, either from the house or the strip of quasi-private beach it comes with. The building's arrowing silhouette recalls period architecture from the Far East, while the interior has a luxe Polynesian finish. Together it's an extravagant wedding venue, bougie getaway or potential "Love Island" location.

Sunsets at Ohana Villa are 'unrivalled'

Castara Retreats is more like a hotel, just with fewer bad habits. Overlooking the ruggedly beautiful Castara Bay on the Caribbean coast, the complex of eco-lodges unfurls over the abundant hillside rainforest, like ivy over a castle's walls. Some of the self-catering cabins have terraces facing both the sea and the Main Ridge Forest Reserve and, if the weather turns, trust me – it's the kind of rainfall you'll enjoy being woken by.

The hotel's sustainability practices contribute to Tobago's growing reputation as an ecotourism hotspot. It is constantly fine-tuning its approach to hospitality, including its authentic restaurant, but it is already bringing its A-game to the wellness offering. Led by Judha, who conducts welcoming daily yoga classes and personalised massage therapies, it's a key reason why Castara Retreats can legitimately call itself a retreat.

Tobago : Tourism Insights

Following its core mandate to lead the development of Tobago’s tourism marketing and positioning of the country as a premier island destination founded on the principles of sustainable development, the Tobago Tourism Agency Limited (TTAL) will celebrate its sixth anniversary in July 2023. We speak with TTAL’s Executive Chairman, Alicia Edwards, for some exclusive insight into this Caribbean gem.

Q&A: ALICIA EDWARDS, EXECUTIVE CHAIRMAN, TOBAGO TOURISM AGENCY LIMITED

Why, in your opinion, should someone visit tobago.

Alicia   Edwards, Executive Chairman (AE):  Culturally, historically and geographically, Tobago is diversity in a small package. Situated between its sister isle Trinidad and Grenada, Tobago’s southerly location, outside of the hurricane belt, provides for almost perfect weather year-round. There’s no shortage of things to do here, no matter what type of Caribbean holiday you’re looking for. My top five reasons for visiting our unspoilt island are:

•  Tobago is the land of million-dollar sea and forest views everywhere you turn within a 116 square mile space, including the oldest protected tropical rain forest in the Western Hemisphere: the Main Ridge Forest Reserve.

•  We are home to a dazzling array of above-ground animal life – birds, and frogs, alongside medicinal and ornamental plants that are indigenous to the island.

• Below the water, our reef systems are rich in marine biodiversity: corals, sponges, sea horses, rays, sharks, moray eels and more provide the best diving and snorkelling experiences in this hemisphere.

•  Our warm, hospitable people live in harmony with the environment and each other, despite diverse racial and religious beliefs.

•  Tobago has a rich history stemming from its colonisation by the French, Dutch, Spanish and British in the 17th and 18th centuries, during which time it changed hands 31 times. There are  tangible and intangible remnants of their occupation in our former slave estates and other sites throughout the island, and our culinary offerings reflect that rich diversity.

What kind of travellers does the island most appeal to?

(AE):  The core appeal of Tobago lies in its lack of commercialism. It is truly unspoilt, much less developed, friendly, fun, and authentic.

It is “how the Caribbean used to be”. With a population of just over 50,000, Tobago is also the perfect holiday destination for travellers seeking somewhere with little to no crowding so you can fully enjoy our tiny slice of paradise.

Whether it’s trekking through the many trails of the Main Ridge Forest Reserve or soaking up the sun on one of the multitude of beaches, there are so many opportunities to safely explore the beauty of our island. Tobago is a balm for the soul in a time when we need it most.

How have tourism trends changed on Tobago in recent years? 

(AE):  Post-COVID-19 travel trends indicate a shift towards safe and environmentally conscious destinations. We can confidently say that Tobago is right on the mark with both trends. TTAL has been building on the momentum of our successful environmental programmes: Blue Flag, Green Key and our UNESCO Man and the Biosphere. In fact, Tobago is the only destination in the English-speaking Caribbean with Blue Flag certified boat operators and Green Key hotels. The destination has also been awarded Blue Flag pilot status for three beaches: King’s Bay, Bloody Bay and Mt. Irvine Bay. 

Responsible tourism has been put on the front burner and our partnership with non-governmental organisations (NGOs) and other bodies engaged in sustainable tourism activities is ongoing.  We are currently examining what is happening in our smaller, more eco-conscious tourism hubs, to replicate and adapt these sustainable initiatives in other areas of the island. 

We have also seen an increase in wellness travel due to the stress of the pandemic and this is quickly forming an integral part of today’s tourism industry. Indeed, Forbes predicts that wellness is a USD$4.2 million market. In this regard, TTAL has embarked on the development of a unique brand of wellness that aligns with the destination’s positioning. In 2021, we hosted a virtual conference called “Exploring Wellness Tourism 360” to stimulate local awareness of this niche area and highlight opportunities for industry stakeholders and locals. This will be followed up with workshops for on-island tourism stakeholders, and ultimately the launch of Tobago’s wellness niche offerings as part of the destination’s suite of experiences post-COVID-19. 

We are also expanding our marketing efforts to tap into the diaspora traveller market. The Visiting Friends and Relatives (VFR) market has been leading the travel sector and is a saviour for the airline industry. Trinidad and Tobago have a large diaspora community that has undoubtedly felt cut off from home due to travel restrictions. With the recent establishment of the National Diaspora Policy, there is considerable potential to capitalise on this travel trend and change the way the diaspora market is engaged.

What are the island’s greatest differentiators as a Caribbean destination of choice? 

(AE):   Here is what makes Tobago so different:  

Our local culture, people and heritage  – Tobago’s vibrant and colourful history makes it one of the most distinctive places in the Caribbean. As an island of festivals, it’s likely that any visit to Tobago will coincide with a unique event where visitors can immerse themselves in our culture through exciting celebrations with the locals. Totally unique to Tobago is the Harvest Festival which begins on the first Sunday of each new year. This activity is a weekly occurrence, moving from village to village across the island throughout the year. It began as a Thanksgiving ceremony after slavery and has since evolved into a unique expression of Tobago hospitality. The national Carnival festivities follow on the events calendar in February or March depending on the year, with fêtes and cultural pageantry that culminate in flamboyant costumed street parades. At Easter, you can experience kite flying and the indigenous sports of goat and crab racing. Soon after, the Tobago Jazz Experience brings some of the biggest local and international acts together to perform against the backdrop of stunning ocean vistas. In summer, the Tobago Heritage Festival sees the island reconnect with its customs and historical roots, with folk dancing, dramatic reenactments, and captivating storytelling. In 2022, Tobago’s first October Carnival events was successfully executed, paving the way for it to become an annual fixture on the event calendar. Tobago’s rich culture is also best experienced through our unique culinary offerings. Visitors can infuse their vacation with local flavour and treat their tastebuds to delectable signature dishes like curried crab and dumplings, pacro teas or Asian, European and African cuisine that is more often than not farm to table – rather ocean to table! We are proud of our piece of paradise and will do whatever we can to ensure that you love it as much as we do.

Eco adventures and nature  – Tobago enjoys a warm tropical climate, tempered by north-east trade winds, with an average daytime temperature of 29° C (83° F) and maxima in the mid-30s. The wet season is from June to November, but the rain usually falls in short, intense bursts whilst most days have lots of sunshine. The early months of the year are drier. Fortunately, the islands are outside the usual path of hurricanes. Travellers can awaken their wild side and immerse themselves in the flora and fauna of Tobago’s treasured Main Ridge Forest Reserve, where, surrounded by lush greenery, nature lovers, hikers and bikers can embark on guided or solo treks around the island with the promise of stunning waterfalls, remote beaches and breathtaking vistas as a reward at the end of every journey. We also offer some of the best birdwatching in the Caribbean with 260 species of birds and counting. Tobago’s intimate reef systems teem with abundance in marine biodiversity, and our clear, pristine waters offer a range of over 50 diving sites. Our dive sites provide something for everyone ranging from adrenalin pumping drift dives to being able to hover over the world’s largest known brain coral. These natural treasures make the island a sight to behold both on land and in water. We also have many highly trained instructors and a hyperbaric chamber, making Tobago the perfect dive destination for both experienced and novice divers.

Our beaches  – Imagine going completely off the grid on a secluded stretch of coastline, where your footprints are likely to be the only ones you’ll see. Whether it’s soaking up the sun, revelling in the surf, or seeking gorgeous sunsets, there’s a strip of sand that’s just right for everyone – and we do mean everyone! Tobago has over 40 different types of sand, from the pink hued tones of Lover’s Bay, to the white sand beaches of Pigeon Point, and glittering black sand at Stonehaven Bay. And if visitors want to plunge into the heart of the action with adrenaline pumping water sports or bucket list adventures, Tobago truly takes you beyond the ordinary. Experience the magic of a night-time Bioluminescence Tour in Bon Accord Lagoon, swim with the turtles at Mt Irvine Wall, ride horses through the surf at Buccoo Bay, or dip in the ‘Fountain of Youth’ at the Nylon Pool.

Romance and Weddings  – Finally, in Tobago, endless romance meets near-limitless possibilities. Getting married in Tobago can be done after 24 hours of being on the island, which is why so many couples have chosen to say yes to starting their lives together on this unspoilt paradise isle. Whether the dream is to host a barefoot ceremony on a deserted beach, tie the knot beneath a dramatically beautiful rainforest canopy, or simply find a naturally serene spot to unwind together with that special someone, Tobago delivers the ideal backdrop to celebrate the next chapter of any couple’s love story. While the interests of a wedding party may vary, because there are over 101 things to do in Tobago, one can easily create an itinerary for guests that will suit everyone’s tastes.

Divisional Overview

The Division of Tourism, Culture, Antiquities and Transportation is the primary institution through which the Assembly’s responsibility for tourism is executed. The Division is also the parent organization for the following Companies: the Pigeon Point Heritage Park Limited (PPHPL), Tobago Festivals Commission Limited (TFCL) and the Tobago Tourism Agency Limited (TTAL).

To position Tobago as an ideal tourist destination by providing unrivalled tourism products and services through people oriented sustainable development strategies, partnering with stakeholders and a highly motivated and knowledgeable team of employees. To transform the quality of lives of all Tobagonians by mobilizing and empowering communities, promoting and showing respect to our culture for the benefit of our people.

Departments / Units

Department of tourism.

The Department of Tourism operationalizes the Division’s mandate of establishing, standardizing, marketing, and sustaining the island’s tourism product in a manner consistent with the positioning strategy of “Tobago Beyond Ordinary” for Tobago as a tourist destination.

Project Implementation Unit

This Unit is charged with the responsibly of converting the Divisions’ developmental projects investment funds (inputs) into successfully completed projects (outputs).

Repairs and Maintenance Unit

The mandate of the Repairs and Maintenance Unit is to ensure that all sites, attractions and facilities are maintained in a pristine condition by monitoring and developing preventative maintenance strategies, and the timely deployment and management of the staff of the Division.

Life Guard Unit

The mandate of the Life Guard Unit is to educate the general public about water safety and to provide a safe environment for visitors at beaches where life guards are stationed.

Promotions Unit

The mandate of the Promotions Unit is to disseminate information to visitors on the destination, which includes sites, attractions, events exhibitions and accommodation, as well as to support destination marketing strategies through public awareness initiatives.

Information and Communications Unit

The mandate of the Information and Communications Unit is to develop ICT strategies and provision ICT services, which would deliver long-term benefits, based upon our clients key requirements. The strategies outlined would result in services provided being economical, efficient, effective and flexible while allowing the Division to respond rapidly to both market and customer needs.

Department of Culture

The Department of Culture seeks to empower and sustain creative communities, promote and preserve the cultural heritage of Tobago, and facilitate cultural development in a global environment.

Department of Transportation

The Department of Transportation is charged with the responsibility for cruise ship arrivals, monitoring international flights and domestic connectivity for airlift, and the Trinidad and Tobago Inter-Island Ferry Service.

Tobago Tourism Agency Limited (TTAL)

The TTAL’s core mandate is to spearhead the (re) development of the island’s tourism product and the marketing and (re) positioning of Tobago as a premier island destination, founded on the principles of sustainable development. In 2018, TTAL re-branded Destination Tobago with the unveiling of a modern and attractive logo and tagline, “Tobago Beyond: unspoilt, untouched, and undiscovered”.

Tobago Festivals Commission

The Tobago Festivals Commission Limited (TFCL) is charged with the primary responsibility of planning, coordinating and implementing Tobago’s Tourism and Cultural Festivals and other festivals, as directed by the Secretary of Tourism, Culture and Transportation.

Pigeon Point Heritage Park Limited

The Pigeon Point Heritage Park Limited (PPHPL) has the primary responsibility for total oversight of the management and daily operations of both the Pigeon Point Heritage Park and the Store Bay beach facilities.

TTAL conducts Tourism Product Audit in Tobago

The Tobago Tourism Agency Limited (TTAL) has completed the first phase of a Tourism Product Audit, in an ongoing initiative to identify and analyze tourism product offerings on the island to determine Tobago’s strengths, gaps, and opportunities to make the destination more desirable to visitors.

TTAL conducts Tourism Product Audit in Tobago

This first phase of the Tourism Product Audit focused on the accommodation components of the tourism product offerings in Tobago and included a database review, direct engagement with service providers, and the collection of data through a Tourism Industry Registry.

TTAL was able to garner pertinent information about the accommodation sector arising from the Tourism Product Audit: it was revealed that Tobago has at least 3,700 rooms, offered by 580 properties. These properties include large hotels and villas, small properties offering bed and breakfast services, as well as a number of self-catering establishments.

The Audit also revealed the degree of digital integration of those properties, and the areas for development needed to optimize Tobago’s tourism accommodation sector to meet the demands of the global travel market.

CEO of the Tobago Tourism Agency, Mr. Louis Lewis, stated, “With the completion of the first phase of our Tourism Product Audit, the Agency is now in a better position to work with Tobago’s accommodation associations and tourism property owners to match potential market demand with accommodation offerings.

We intend to take a developmental and collaborative approach with our stakeholders to close the gaps identified in the Audit, and attain greater market alignment with competitive marketing strategies.”

The CEO also noted that a key element in these development efforts will be the attainment of tourism standards certification, which is another initiative being piloted by the Agency in collaboration with the Trinidad and Tobago Bureau of Standards, through the Trinidad and Tobago Tourism Certification (TTTIC) programme.

TTTIC provides assurance to visitors that tourism operators and their businesses meet standards of minimum requirements related to a product or service. This includes standards related to quality, infrastructure, regulations, and health and safety.

The Tobago Tourism Agency will continue the Tourism Product Audit with focus on other key areas of the tourism industry, including sites and attractions, events and festivals, and natural resources.

The research will provide the evidence base for a more detailed strategy and plan for improving the tourism product on the island in alignment with the new ‘Go to Market’ strategy established by the Agency.

A British man is in intensive care after an “unusual” shark attack on the Caribbean island of Tobago.

Peter Smith, 64, received critical care after sustaining serious injuries to his left arm, left leg and stomach on Friday morning, according to a local official.

Tobago House of Assembly’s chief secretary, Farley Augustine, said Smith, from Berkhamsted, Hertfordshire, was attacked by a bull shark.

Smith had been in Tobago with his wife and friends and the group had been due to fly home on Friday, Augustine said in a video on Facebook.

Tobago’s Division of Tourism, Culture, Antiquities and Transportation said the man had been attacked 10 metres offshore at Great Courland bay, also known as Turtle beach, on the island’s north coast.

The emergency services were contacted immediately and once the man had been rescued from the water, he was taken to hospital for surgery.

The division said the attack was “unusual and unfortunate”.

It said Tobago House of Assembly’s emergencies agencies had closed Turtle beach until further notice, and advised that the same should happen with beaches on the island’s west coast. All reef tours in the area had been suspended, the division’s statement said.

Drones were being used to monitor the area, it said.

The division said: “This is a very unusual occurrence as Tobago is renowned for its safe and beautiful beaches … The division would also like to reassure the public that the safety of our visitors is a priority and all expertise are being engaged to ensure safety and manage this situation as best as possible.”

Orion Jakerov, a water sports manager at the nearby Starfish hotel who witnessed the attack, described how the shark had struck in shallow water and people had tried to fight it off.

Jakerov told the local broadcaster TTT Live : “I don’t think they saw it. They were about waist height in the water so they weren’t out of their depth. I think their backs were turned and they were just kind of lounging around. Nobody saw the shark coming.

“Even while the shark was around and doing the attack, the other people were in the water and physically trying to fight off the shark.”

A TT$10,000 (£1,175) bounty was placed on the bull shark, before being retracted , the chief secretary, Farley Augustine, said.

A Foreign, Commonwealth and Development Office spokesperson said it was supporting the man’s family and was in contact with the local authorities.

Shark attacks on Tobago are rare – most attacks in the region take place farther north, in the central Caribbean and off the eastern and southern coasts of the US, according to the International Shark Attack File database.

In 2023, 69 unprovoked shark bites were recorded worldwide, according to the database. The five-year average is of 63 incidents annually. About half of the 2023 attacks took place in the US, which recorded 36 unprovoked bites.

There were 14 confirmed shark-related deaths last year, 10 of which were considered unprovoked, it said.

Stakeholders: Shark attack can hurt Tobago's tourism

TOBAGO tourism stakeholders are worried that the industry will take a pricey hit after the April 26 shark attack on a British tourist.

This weekend the island was set to host the Tobago jazz experience with many locals and foreigners flocking to enjoy the music and beaches.

However, at least seven beaches along Tobago’s western coast, including Pigeon Point, Mt Irvine and Store Bay, as well as the famous Buccoo Marine Park, remained closed to the public on April 27 as a precautionary measure. The THA says they will reopen on a phased basis. Beaches on the north-eastern and eastern sides of the island remain open.

Chamber of Industry and Commerce president Curtis Williams on April 27 told Newsday the attack will affect the island’s tourism sector in the short term.

“Definitely there will be a bit of fallout there, knowing that this is jazz weekend and people were looking forward to going to the beaches,” he said.

But he was optimistic the beaches will reopen soon.

The Tobago Emergency Management Agency (TEMA) met with lifeguards, divers, reef boat operators and other stakeholders at Fairfield Complex, Bacolet Street, Scarborough, to discuss how they should operate in the event the shark was spotted

Williams applauded the Tobago House of Assembly (THA) and TEMA's handling of the incident.

“I spoke to a couple of the people in the UK and the accident is all over the media. But we handled the narrative nicely. We have taken measures to close the beaches and we have sought assistance from the Coast Guard and other entities to treat with marine safety,” Williams said.

Tobago Hotel and Tourism Association president Alpha Lorde said the situation must be closely monitored.

“There is always a concern because we have to pay attention to the feelings of the person reading the news and how they will interpret it. Would there be an impact (on tourism)? In the short term, possibly, but it is left to be seen,” he said.

On April 26, British national Peter Smith, 64, of Berkhamsted, England, was attacked by a bull shark while bathing at Turtle Beach, near Starfish resort.

Initial reports said his left hand, from the elbow down, was badly damaged in the attack. Smith also sustained serious injuries to his left thigh and stomach. The incident occurred around 9.15 am.

Smith was taken to the Scarborough General Hospital after the attack.

THA Chief Secretary Farley Augustine and Secretary of Health, Wellness and Social Protection Dr Faith B.Yisrael gave updates on Smith's progress.

In a brief statement in the executive council’s media WhatsApp chat group on April 27, B.Yisrael said, “The medical team at the Tobago Regional Health Authority is working closely with his family to determine the best course of action going forward.”She said additional information will be released “when it is appropriate to do so.”

Augustine, at a Zoom news briefing late on April 26, said some reattachments of Smith’s fingers were done. He added there were “significant wounds on one of his legs that cannot be completely closed."

“He will require extensive work. The task at this time for our health professionals is really to stabilise and ensure that we can save life and limb as much as possible and the extensive work that is required will happen subsequently. But we are happy to see that he is stable and doing well and is expected to recover from the incident.”

Augustine said Smith was vacationing with his wife and some friends and were scheduled to return to England on April 26 via a British Airways flight.

He said he has since spoken to Smith’s wife, assuring her that the THA will provide accommodation and meals for the family until such time as her husband is safe to return to the UK.

Augustine also said the THA is working closely with the British High Commission to ensure that the family get all that they need during this difficult time.

The commission, he noted, has also been in contact with British Airways “so that whenever it is suitable for the family to return to the UK, that they will be able to do so without additional charges to return home.”

Beaches remain closed

At Store Bay, visitors said they were disappointed they could not go into the water.

Visitor Anil Ramsaroop, who lives in Fyzabad, told Newsday, “This is my first time in Tobago and I was very disappointed because I cannot even bathe in the beaches and they are so beautiful. But I don’t have a choice.”

He said he will return to Tobago.

Lifeguard Errol Cato said during his 19 years on the job he has never heard of a shark incident in Tobago.

“I would have seen what has taken place in Australia, where there were a lot of incidents,” he said.

He said people were reluctant to come out of the water when the directive was given to shut down the beaches.

THA Minority Leader Kelvon Morris believes Tobago’s beaches are sill safe for bathing despite the “unusual and unfortunate” incident.

“Prior to this incident, I am being told that nothing of this nature would have occurred in the Tobago space for the past 50 years,” he said in a WhatsApp video.

Morris urged people to visit Tobago and enjoy all that the island has to offer.

“Our beaches remain quite safe for bathing and human enjoyment.”

However, he warned against sensationalising the incident.

“I have noted with great concern information being shared, some of which are inaccurate, misleading and do have damaging and irreparable consequences for Tobago’s tourism product. Therefore, I wish to caution persons to be very careful as to what you are sharing in the social media space.”

Morris said the incident also presents the perfect opportunity for the THA and its agencies to review its crisis management and communication strategies to ensure there is a more co-ordinated and comprehensive strategy that outlines very clear and concise standard operating procedures in managing and communicating information.

$10,000 reward revoked

Meanwhile, the Tobago House of Assembly (THA) has revoked the $10,000 reward it offered to registered fishermen to capture the bull shark that attacked Smith.

It was responding to calls and concerns raised by environmentalists.

During his Zoom news briefing on April 26, Augustine said there was “some confusion” about the reward that was offered.

“During the course of the day a bounty went out offering $10,000 for registered fishers who can help us capture the bull shark. In some jurisdictions they refer to it as rescuing the bull shark, meaning being able to remove it from where it can cause harm to individuals to put it in a place where it can’t cause harm to individuals,” he said.

“So because there is some much confusion over the bounty that is out, I have asked for the ad to be retracted effective immediately and I have asked that the fishers work along with the Coast Guard, work along with the divers and other stakeholders to expertly man the area.”

Augustine said the Department of Marine Resources will continue to monitor the space.

“We have had constant monitoring during the day (April 26). We had monitoring from Coast Guard. We had monitoring from marine resources along the affected areas and that will continue across the weekend and into the foreseeable future so as to ensure that we can treat with the matter in the most responsible manner possible.”

Augustine said the beaches and Buccoo Marine Park cannot be closed indefinitely.

The THA has taken some heat for its decision to offer a reward for the shark’s capture.

People's National Movement Tobago Council political leader Ancil Dennis, in a post on his Facebook page, said, “Implementing a $10,000 shark bounty is a misguided and reactionary response from the THA.”

Tobago revives in-person global tourism marketing

The Tobago Tourism Agency Limited (TTAL) has set in motion a multi-platform marketing strategy to reignite interest in destination Tobago, and lay the foundation for increased visitor arrivals from key overseas markets. In a timely evolution from mostly digital and remote marketing engagement strategies employed during the height of the pandemic, the Agency has reengaged the international travel trade by resuming attendance to key tourism industry networking and promotional events across in visitor source markets across the globe.

United Kingdom

Following a successful showing at WTM London from November 7-9, TTAL partnered with BBC Wildlife and affiliate partner magazines to host a bespoke event on November 10 designed to promote awareness of Tobago as a potential holiday destination among readers, and capture leads for future bookings. The highly engaged audience enjoyed an interactive interview panel exploring Tobago’s touristic attributes featuring TTAL Executive Chairman Alicia Edwards and local tour guide William Trim, with contributions by Tobago’s Chief Secretary, the Hon. Farley Augustine. The event also included key aspects of Tobago’s culture through live entertainment and culinary delicacies to entice attendees with a taste of Tobago.

TTAL also hosted a highly engaging travel agent training and networking event in London pre-WTM on November 3, which allowed for focused, one-to-one interactions with over 30 travel agents and UK-based hotel representatives. These activities followed TTAL’s prior niche-market engagement in the UK at the National Wedding Show , held on October 15 and 16 in Excel London. The UK National Wedding show is the largest wedding trade show in the United Kingdom and one of the largest in Europe. As the wedding market has been identified by TTAL as a key area of focus for Tobago’s tourism growth, TTAL’s participation helped to build consumer and travel trade awareness of the islands as a prospective destination for romantic holidays.

Over in the USA, Destination Tobago was represented at this year’s Diving Equipment and Marketing Association (DEMA) Show from November 1 to 4 in Orlando, Florida. TTAL officials attended along with members of the Tobago Dive Association to create business linkages and explore new opportunities for the destination in dive tourism. The 4-day event brought together key members of the international dive industry, including retailers, tour operators and destination promoters. As the main hub for professional divers to garner insights on traveling to the best diving destinations in the world, DEMA Show was a key platform for TTAL to promote Tobago’s globally competitive dive product.

Commenting on TTAL’s resumption of in-person engagement strategies and their importance, Executive Chairman Ms. Alicia Edwards stated:

In looking at arrivals to the destination holistically, TTAL also sought to harness the potential from cruise business across the region by attending this year’s Florida Caribbean Cruise Association (FCCA) Conference in the Dominican Republic from October 11 to 14. WASHINGTON – The Office of the United States Trade Representative (USTR) today released its 2024 Special 301 Report on the adequacy and effectiveness of U.S. trading partners’ protection and enforcement of intellectual property (IP) rights.   “Many of the issues highlighted in the Special 301 Report demand collaborative efforts from our allies and partners,”  said Ambassador Katherine Tai.   “Many of my counterparts share the goal of making sure that trade supports the interests of our people, and one of the most dangerous types of IP violations involves counterfeit goods that pose health and safety risks. In addition, the Biden-Harris Administration has continued its policy of declining to call out countries for exercising TRIPS flexibilities, including with respect to compulsory licenses, in a manner consistent with TRIPS obligations.”   This annual report details USTR’s findings in a review of more than 100 trading partners after significant research and enhanced engagement with stakeholders.  Key elements of the 2024 Special 301 Report include:

  • USTR removed the Dominican Republic from the Watch List this year for significant progress on addressing concerns with IP enforcement and transparency.  Dominican Republic agencies increased enforcement actions and interagency cooperation on combating signal piracy, improved resource allocation for agencies, made publicly available enforcement-related statistics, increased the number of specialized IP prosecutors, increased enforcement actions against counterfeit medicines, and worked with various U.S. agencies to receive training and technical assistance.  The Dominican Republic has committed to continue taking enforcement actions to combat copyright infringement, including signal piracy, and to increase capacity through training and engagement with the United States.  
  • USTR also removed Uzbekistan from the Watch List this year due to sustained progress on long-standing issues pertaining to IP protection and enforcement.  For example, Uzbekistan enacted new Customs Code amendments that introduce  ex officio  authority to suspend and seize counterfeit imports and exports.  Uzbekistan also continues to give high-level political attention to IP, including support for and participation in the Intellectual Property Working Group under the United States-Central Asia Trade and Investment Framework Agreement.  
  • The Special 301 review of Ukraine continues to be suspended due to Russia’s full-scale invasion of Ukraine in February 2022.  
  • For example, there remain many serious concerns regarding IP protection and enforcement in the People's Republic of China (PRC).  In 2023, the pace of reforms in the PRC remained slow.  Stakeholders continue to raise concerns about implementation of the amended  Patent Law ,  Copyright Law , and  Criminal Law , as well as about long-standing issues like technology transfer, trade secrets, bad faith trademarks, counterfeiting, online piracy, and geographical indications.  Also, statements by Chinese officials that tie IP rights to Chinese market dominance still raise strong concerns.  The United States continues to monitor closely the PRC’s progress in implementing its commitments under the United States-China Economic and Trade Agreement (Phase One Agreement).  
  • In addition, while there has been progress under the U.S.-India Trade Policy Forum in addressing certain issues with trademark infringement investigations and pre-grant opposition proceedings, numerous long-standing concerns remain.  These include inadequate IP enforcement, including high rates of online piracy, an extensive trademark opposition backlog, and insufficient legal means to protect trade secrets.  Among other things, India still needs to fully implement the WIPO Internet Treaties and to ensure that copyright statutory licenses do not extend to interactive transmissions.  
  • For example, the report explains concerns regarding IP protection and, in particular, enforcement in Vietnam.  Vietnam has increasingly become a leading source of online piracy and currently hosts some of the most popular piracy sites and services in the world that target a global audience.  Despite having criminal laws for copyright and trademark infringement, Vietnam has almost no criminal investigations or prosecutions.  
  • Also, Mexico needs to fully implement the United States-Mexico-Canada Agreement (USMCA), including the obligations regarding IP with transition periods that end in 2024 and 2025.  The report also details concerns regarding the high prevalence of online piracy and counterfeit goods.  
  • This Administration recognizes that counterfeit products, including counterfeit medicines, can pose harms to the citizens of the trading partners where those counterfeit products are consumed.  In that regard, appropriate enforcement can also serve the interests of foreign governments.  The Report calls for adequate and effective enforcement against trademark counterfeiting, which plays a key role in reducing the potential health and safety risks due to counterfeit products.  
  • On IP and public health, the United States continues to respect its trading partners’ rights to grant compulsory licenses in a manner consistent with the provisions of the WTO Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS Agreement) and the Doha Declaration.  The United States also recognizes that the TRIPS Agreement provides for additional flexibilities in public health emergencies and other circumstances of extreme urgency within a Member’s territory.   
  • The Report continues to highlight ongoing concerns related to online piracy and broadcast piracy.  Examples include concerns related to stream-ripping, illicit streaming devices and related piracy apps, cable providers distributing pirated content, and illicit Internet Protocol television (IPTV) services.  Stakeholders from both unions and companies in the creative sectors have underscored the importance of copyright protection and enforcement to their livelihoods and businesses.  
  • Concerns with the European Union’s aggressive promotion of its exclusionary geographical indications (GI) policies persist.  The United States continues its intensive engagement in promoting and protecting access to foreign markets for U.S. exporters of products that are identified by common names or otherwise marketed under previously registered trademarks.  The United States remains concerned about the proposed expansion of the EU GI system beyond agricultural products and foodstuffs to encompass non-agricultural products, including apparel, ceramics, glass, handicrafts, manufactured goods, minerals, salts, stones, and textiles.   
  • USTR also continues to engage trading partners to address concerns on IP protection and enforcement, including through bilateral engagement under Trade and Investment Frameworks (TIFAs) and through other mechanisms.  Examples include engagements with Armenia, India, Kazakhstan, Kyrgyz Republic, Paraguay, Peru, Tajikistan, Thailand, Turkmenistan, Ukraine, Uzbekistan, and Vietnam.

  BACKGROUND   The “Special 301” Report is an annual review of the global state of IP protection and enforcement.  USTR conducts this review pursuant to Section 182 of the Trade Act of 1974, as amended by the Omnibus Trade and Competitiveness Act of 1988 and the Uruguay Round Agreements Act.   USTR reviewed more than 100 trading partners for this year’s Special 301 Report, and placed 27 of them on the Priority Watch List or Watch List.  The Special 301 review of Ukraine has been suspended due to Russia’s full-scale invasion of Ukraine in February 2022.   In this year’s Report, trading partners on the Priority Watch List present the most significant concerns this year regarding insufficient IP protection or enforcement or actions that otherwise limited market access for persons relying on intellectual property protection.  Seven countries are on the Priority Watch List: Argentina, Chile, China, India, Indonesia, Russia, and Venezuela.  These countries will be the subject of particularly intense bilateral engagement during the coming year.   Twenty trading partners are on the Watch List, and merit bilateral attention to address underlying IP problems: Algeria, Barbados, Belarus, Bolivia, Brazil, Bulgaria, Canada, Colombia, Ecuador, Egypt, Guatemala, Mexico, Pakistan, Paraguay, Peru, Thailand, Trinidad and Tobago, Türkiye, Turkmenistan, and Vietnam.   PUBLIC ENGAGEMENT   USTR continued its enhanced approach to public engagement activities in this year’s Special 301 process.  USTR requested written submissions from the public through a notice published in the Federal Register on December 6, 2023 (Federal Register notice).  In addition, on February 21, 2024, USTR conducted a public hearing that provided the opportunity for interested persons to testify before the interagency Special 301 Subcommittee of the Trade Policy Staff Committee (TPSC) about issues relevant to the review.  The hearing featured testimony from witnesses, including representatives of foreign governments, industry, and non-governmental organizations.   The Federal Register notice drew submissions from 45 non-government stakeholders and 16 foreign governments.  The submissions filed in response to the  Federal Register  notice are available to the public online at www.regulations.gov, docket number USTR-2023-0014.

Mass raid in Turkey jails 3 Kurdish reporters, others put under judicial control

Istanbul, April 29, 2024—Turkish authorities should release reporters Esra Solin Dal, Mehmet Aslan, and Erdoğan Alayumat and end the systematic harassment of Kurdish journalists, the Committee to Protect Journalists said Monday.

On April 23, Turkish authorities took nine people, who local media reported were all Kurdish journalists and media workers, into police custody after conducting house raids in Turkey’s largest city Istanbul, the capital Ankara, and the southeastern city of Şanlıurfa, according to news reports . Police questioned the journalists about their reporting and their news sources, according to news reports .

The detainees were denied access to their lawyers until the following day, according to a report by the Media and Law Studies Association (MLSA), a local press freedom group. Their lawyers were also not informed of the accusations against their clients due to a court order of secrecy on the investigation, according to the report. 

Istanbul prosecutors transferred Dal and Aslan, who work for the Mezopotamya News Agency (MA), as well as Alayumat, a former MA report, to a court, asking for their arrests .

In the early hours of April 27, an Istanbul court arrested Dal, Aslan, and Alayumat, pending trial on suspicion of terrorist activity.

Dal was strip searched as she was processed at the Bakırköy Women’s Prison in Istanbul and will file a criminal complaint via her lawyers, reports said .

The other six detainees were released under judicial control, including Doğan Kaynak, another former reporter for MA, and Enes Sezgin Özgür and Şirin Ermiş, who are both media workers for the daily Yeni Yaşam newspaper in Istanbul.

CPJ could not confirm the identities of Saliha Aras, Yeşim Alıcı, and Beste Argat Balcı, who were mentioned only as “journalist,” “a worker of the Free Press,” and “media worker,” respectively, in the reports.

Judicial control involves the obligation to report regularly to a police station and a ban on foreign travel.

“Turkish authorities continue to harass members of the media with mass raids and consistently fail to provide credible evidence to back up their accusations of terrorism against them. The only secret that the courts are hiding with their orders of secrecy surrounding their investigations is their lack of proof of any wrongdoing. Once more, Kurdish journalists are being forced to spend days in jail being questioned about their professional activities,” said Özgür Öğret, CPJ’s Turkey representative. “Turkish authorities should immediately release Esra Solin Dal, Mehmet Aslan, and Erdoğan Alayumat, overturn the judicial control measures issued against other journalists and media workers who were swept up in the raid, and stop this harassment, which only tarnishes Turkey’s global reputation in terms of press freedom.”

Turkish police raided the houses of at least eight journalists in Izmir and Van in February and took them into custody. The practice is common in Turkey, according to CPJ research .

Alayumat used to be a reporter for the shuttered pro-Kurdish outlet Dihaber and was imprisoned for his journalism in 2017, as CPJ documented .

CPJ emailed the chief prosecutor’s office in Istanbul for comment about the arrests of Dal, Aslan, and Alayumat but did not receive a reply.
