The Municipality of Aurora

Aurora was discovered sometime in 1927 by sixteen Cebuano pioneers, although it wasn’t officially created until August 22, 1942, under Executive Order No. 353. The town got its name from the first lady of the late President Manuel L. Quezon, Doña Aurora Aragon Quezon.

Since the town was established during wartime, there is little information about the first set of officials that ran the municipality after its inception. Whatever information was on hand, however, point to an American mestizo by the name of Col. Luis Morgan as the one who established the first government of Aurora. This government was semi-military in nature and Col. Morgan appointed Anselmo Romanillos as the mayor.

After the war, in 1946, President Manuel L. Quezon appointed Alejandro Ceniza as the municipal mayor until he officially ran for the position and won in January 1948. He was succeeded by Guillerme Ontal, who held office until 1959, when Ceniza ran again and won. His running mate, Jose Lim Tecson, had to take over the position when Ceniza unexpectedly died in 1962. Ceniza’s younger brother, Antolin, decided to pick up where his brother left off and ran for candidacy in 1962, which the young doctor won. Both Tecson and Ceniza would meet numerous times in the political arena until a new face in the person of Enrique Cabahug emerged in 1988. He would later be re-elected multiple times until the present.

The municipality is reputed to be the number one producer of professionals in the province; it is said that it is rare when a family does not have at least one professional in it. With 8,329 households as of the 2000 census, this is a big claim indeed. When it comes to natural attractions, Aurora boasts of the Aurora Mountain Resort, located in Anonang, one of the municipality’s 44 barangays. The resort has two swimming pool amenities that are perfect for family outings and it affords anyone a good view of the place.

The Dao Dao Islands are two small islets within the Illana Bay. Dao Dao Dako (big) is the bigger island which covers 1.10 hectares and is a 7 to 10‑minute ride by motorboat from the seaport. Pulacan Falls

Pulacan Falls has its own brand of beauty – simple yet scenic, ordinary but unique. Going to the actual location of the waterfall, from the national highway, you’ll be passing in a walkway surrounded by tall trees.  It’s not too high, around 30-35 feet, but its picturesque beauty is totally amazing and enough reason to captivate visitors. Mt. Susong Dalaga

Mount Susong Dalaga is located in Lourdes, Pagadian, Zamboanga del Sur. Susong Dalaga literally means Maiden’s Breast because this mountain has a semi-perfect cone with lush forest cover. Manga Falls

Mabait Beach

Mabait Beach is located in Barangay Poloyagan, about 2 kilometer from Pagadian proper, available for fishing and swimming.

Puting Balas Sandbar

Puting Balas or White Sand Island is a sandbar that even locals are still not that familiar with.  It’s just a bare strip of sand in the middle of the sea that appears only during low tide. Except for a few fishermen gathering sea cucumbers and shells near the shore, we had this tiny piece of paradise all to ourselves.

Panikian Island

It’s summer! So here’s my take on this year’s summer- an island trip to Panikian Island in Pitogo Zamboanga del Sur, just an hour away from Pagadian City. This island is almost perfect, white sand, crystal clear water, perfect corals for snorkeling .Let this video show how beautiful this island is. It is truly a paradise in Mindanao.

This is a turtle island, meaning, this place is a sanctuary for giant sea turtles. It’s an island where sea turtles and other essential marine creatures like sea snake, sting ray ,baby fishes, and corals reproduce. This is a protected island. I’m glad that they opened this place for eco-tourism. The turtles are strictly protected and monitored by the government. Staying overnight is not allowed. The local government only allow visitor to stay up to 6pm. Mahayag / Eriberta Cold Spring

Imagine yourself like a kid strolling on the streets on a winter day, with no coats on or whatsoever. Shivering from the breeze but still, with eyes full of wonder. Not caring of the cold, but instead, lying on the ground laughing while making a snow angel. Well that was what I was like when I experienced the cold waters of Eriberta Cold Spring.

Eriberta Cold Spring is located in Mahayag, Zamboanga del Sur. It is quite popular among the locals and usually their go-to to fend off the heat especially during summer days. The place is usually filled up with visitors especially during weekends and holidays when people spend time with their families. Though not far from the main highway, one must still conquer the rough and sometimes muddy roads going to the spring. Anyone can go there by private transportation or by chartering a habal-habal. We were lucky we used our friend’s family car to get there. Tukuran Beach

Tukuran, which came from the Cebuano word “ tukod ” which means “to build” or “to construct ”, is regarded as the Beach Capital of Zamboanga del Sur. 

Just like any of us who wants to play in the sand, this beach may be a bit frustrating at first; but what made this special is that the people here are creative. So they put up floating cottages  so that you can enjoy the swimming despite the big waves and the rocks.

These native and playful cottages can be reached with this bamboo raft. You just need to pull the rope so that this raft will move towards the floating cottages. Mabait Beach – located in Barangay Poloyagan, about 2 kilometer from Pagadian proper, available for fishing and swimming. 

Puting Balas – a stretch of white sand beach just five minutes via motorboat south of the seaport. Clear, deep, blue water (even at low tide) are ideal for swimming and diving.

Agro-Tourism and Heritage Complex (AHC) – located a mere 5 minutes away from the center of Pagadian, the AHC is an adventure lover’s delight with its variety of thrills, from the quaint charm of the Cultural Village, the soothing serenity of the Butterfly Park, to the breathtaking excitement of the Canopy Walk and Zipline. It is truly a feast for the senses.

Lakewood – an adventure to Lakewood is best if one reaches the site shortly before the sun sets. When night falls, the serenity is disturbed only by the sound of crickets. At daybreak, one can feel the cool mountain breeze and witness the fog slowly moving down the lake from the nearby mountains. Dugout boats dart in and out of the early morning mist that blanket the impeccably still waters.  It a perfect for lake cruising.

Dive Sites – the dive sites of ZamboSur are among the best in the country. The water quality and coral formations have been proclaimed by diver-tourists as world class.

Mahayag Spring - Mahayag is located in the eastern part of the province. It is richly endowed by nature with rich tourism potentials. The Eriberta Springs and Mt. Malindang Resort will undoubtedly cool each excursionist from the tropical heat with an inviting gush of spring water cascading down the rocks.

Bayog - Bayog is approximately 82 kilometers off Pagadian City . Among the major attractions of Bayog are the hot springs in Segacad, the Loperzan Waterfalls, Buco Waterfalls and the subterranean river in Balumbonan.

Dumingag - Be completely attuned with nature as Dumingag mini-forest and herons' sanctuary offer visitors with serenity that soothes jaded souls.

Tukuran- Tukuran boasts of Fort Military and a 70-hectare marine sanctuary that is a haven for colorful and large corals as well as other forms of marine life.

Paniklan Island - A 30-minute banca ride from Pitogo will bring you to Panikian Island where long stretches of fine white sand and clear blue waters beckon both swimmers and scuba divers.

Lapuyan - Lapuyan takes pride in Lapuyan Falls and its Cultural Village where the rich and unique Subanens can be revisited.

Lakewood - About 49 kilometers from Pagadian City , Lakewood is totally enchanting and serene. Lakewood was named after Lake Wood, a large lake intersecting the town. The most popular species of fish in the province can only be caught in the lake: the carpa and porang.

How to get there

• Plane – Pagadian City has direct flights to and from Manilay. Every Wednesday, Friday and Sunday, a BAE 146 plane of Asian Spirit Airlines offers the flights from Pagadian City to Manila City.

The best value route is to fly Cebu Pacific from Dipolog City and taking the bus route. Cagayan is a good route but requires a long taxi ride from bus terminal.

• Bus – It has direct bus trips from Pagadian City to any key cities and municipalities in Mindanao like Davao, Zamboanga, Dipolog, Dapitan, Cagayan de Oro and many more. • Ferry Boat – It offers vessel trips to Zamboanga City and Cotabato City.

The best route from Manila is Ozamiz City and take the bus to Pagadian. There are a few hotels in Pagadian where you can stay during your visit.

What to See in Zamboanga City

A destination is better enjoyed the second time around, especially if your first visit only lasted for a mere ten hours. It has been more than four years since I’ve last been to Zamboanga City, and on this subsequent outing, the city seemed unchanged, it’s still as vibrant as when I’ve first laid eyes on it. This time, I’m definitely spending more than a day at the city, in fact, we’re here for a total of five days. Perfect for seeing all the tourist spots in Zamboanga!

Dubbed as Asia’s Latin City , Zamboanga City is one of the major bastions of the Spanish conquistadors during the Spanish Colonial Era in the Philippines. Traces of this can still be found on the city’s architecture, the people’s chavacano language—a type of Spanish creole, their cuisine, faith, and way of life. The people of Zamboanga City are as diverse as the colors of their vinta boats, here Christians and Muslims—from the people of Yakan and Samal , to Tausug , and Badjao —coexists without friction.

But, is it safe to visit Zamboanga City? From my personal experience, I find the city to be extremely peaceful. It looks and feels like any other developing cities outside of Metro Manila—granted, the presence of military personnel on the roadways. One of my companions, K of Tara Lets Anywhere even compared it to to the chill vibe of Dumaguete . Zamboanga City is one of the safest places you can visit in Mindanao, and you can even tour it DIY! For a hassle-free experience, however, we opted for one of the accredited tour operators in the city, iTravel Tourist Lane .

WALKING TOUR

One of the best ways to see Zamboanga City is by walking. We started from the Shrine of the Nuestra Señora La Virgen del Pilar de Zaragoza on one of the old walls of Fort Pilar , the stronghold of Spain in Mindanao back then, then proceeded to the pigeon-littered street of Valderosa , where stalls selling religious items and street food, like the sweet martillos wafers abound. It’s interesting to note that the Muslims of Zamboanga City also venerate the image of the virgin, and while the faithful lit candles along the shrine, my friends took photos of themselves while running through the flocks of pigeons along the road. Right across it is the Museo de Zamboanga , and like my first visit, it is unfortunately closed again.

We proceeded through the busy roads of the city, checking out the carbon-dated age posted on the massive rain trees lining its sidewalks. Looking for the oldest one, we found one all the way from 1859. This tree was already here when the Spanish walked these lands.

Along the way, we passed a few heritage structures—ancestral houses still home to native Zamboangeños , olden Art Deco-ish buildings converted into commercial space for the likes of, guess what, McDonald’s, until we reached the century-old Zamboanga City Hall, where not unexpectedly, an I❤ZC stands proudly along the sidewalk.

We ended our historic walk at the Plaza Rizal in front of the City Hall where our National Hero stands watch over the heart of the city. We were told that the cannons and the intricate concrete lamp posts along its grounds were legit; the former were remnants from Fort Pilar, while the latter were from when the Americans took over Zamboanga City after Spain sold the Philippines to Uncle Sam.

BIRD WATCHING

A few minutes away from Fort Pilar is the ZSCMST Bird Sanctuary . It’s quite jarring and unexpected to see a wetland right in the heart of Zamboanga City. It is a refreshing sight amidst the concrete goings-on of the city. ZSCMST stands for Zamboanga State College of Marine Sciences and Technology, and this small marsh is actually inside its campus. The area is a stop-over for migratory birds. I mostly saw egrets, similar to those I saw at the Candaba Swamp in Pampanga, chilling out on tree branches, talking about a good place to have satti , perhaps. It is open to the public, you just need to log at the campus gate.

PASONANCA PARK

About seven kilometers north from Fort Pilar, right along the fringes of Zamboanga City, is the Pasonanca Park . Built by the Americans, the park has three public swimming pools with water naturally flowing over it, an aviary, a zoo, a flower garden, a butterfly park, and the iconic Zamboanga Tree House —a place you can actually spend a night in. Within the vicinity is Camp Limbaga , the place where boy scouting in Mindanao first started, and the El Museo de Zamboanga —a good place as any to brush up on your Zamboanga history, complete with artifacts and dioramas.

YAKAN WEAVING VILLAGE

If you’re into weaving and native products, then the Yakan Village at the west side of Zamboanga City is a must visit. As with its name, this place is literally a village populated by the Yakan people—Muslims who migrated here from Basilan during the seventies. Along with their things, they brought their culture of hand-weaving colorful fabrics used for their traditional dresses called semmek . But with the advent of tourism in the city, they have since upped the ante by producing bags, table runners, and even shoes made with from their weavings. What I’m looking for, though, is a camera strap, lol. Their colorful designs, which can take weeks to finish, are patterned after nature—rainbows, animals, and plants.

CANELAR BARTER TRADE CENTER

Right on the same alley, but on a more commercial side, is the Canelar Barter . Bring lots of eco bags when you go as you certainly won’t go back empty handed. The market, is literally a barter or trading place for Malaysian and Indonesian products coming in from the country’s backdoor . Inside what seems like a rundown factory is an explosion of colors and flavors. You can buy anything from sarongs, batik shirts and dresses, bags, hats, and scarves, to mie goreng instant noodles and Malaysian white coffee.

SANTA CRUZ ISLAND

After you’ve set shopping out of your mind, then it’s time to hit the beach! And the most accessible place to head to is Sta. Cruz Island . Famed for its pink beach, due to crushed red corals that mix with the sand, the island is less than half an hour by boat from the city. I haven’ actually been there yet, but I’ve seen a similar pink beach at Subic Beach in Bicol and Komodo Islands in Indonesia, and it’s just surreal!

And if you’re hankering for more beach action, then there’s Once Islas for you. Located an hour away from the city center, four of the eleven islets along Barangay Panubigan and Dita has recently opened to the public. I’m not shy to use to term pristine to these islands, as they are indeed, pristine—and local officials are making sure it stays that way. Read more about it here: Once Islas Zamboanga

One of the things that surprised me about Zamboanga City is its food. The variety of cuisine and dishes in the city is just overwhelming! Everything from the delectable semi-lobster semi-crab curacha lathered with alavar sauce and crispy pork lechons , to their mundane street food! Heck, I even saw local eateries hawking Malaysian dishes like mee goring and roti canai , which I dearly love. Everything is just so good! I can actually go back to Zamboanga just to eat and fatten up.

ZAMBOANGA HERMOSA FESTIVAL

If ever your visit falls on the month of October, then you’ll be lucky to catch the Zamboanga Hermosa Festival , a fiesta about the city’s faith and traditions. Watch colorful vinta boats race across the sea, Zamboangeñas strut out colorful mascota dresses, and kids dance to the beat of the drums across the city streets. It is a delightful menagerie of colors interspersed with local customs, and of course, lots of eating!

ZAMBOANGA DEL SUR: PAGADIAN TOURIST SPOTS

Pagadian City, the capital of Zamboanga del Sur province connects Zamboanga Peninsula with the rest of the region. This bustling metropolis was converted into a chartered city on June 21, 1969.

Pagadian was once marketed as the “Little Hong Kong of the South” because of its steep hilly terrain plummeting into the sun-spangled coast, akin to the former British colony, but it sure deserves to have its own title without being linked to another country.

Pagadian Places to See

Despite its breath of urban air in the city center, just off the highway, are natural attractions sprinkled on vast agricultural lands fringed by jungle-clad mountains that make all the commercialism seem irrelevant. The best way for tourists to see the sights here is to charter Pagadian’s iconic vehicle – the inclined tricycle, for about Php 700-1,000 per day depending on the destination.

For first time travelers in Pagadian, it is customary to start the tour at Rotonda Park, nestled on the summit of Bulatoc Hill .  Here, you have the option to go horseback riding for as cheap as Php 20 per 3 rounds.  A viewing deck nearby offers a scenic view of Pajares Avenue.

If you are wondering why Pagadian is dubbed as “Little Hong Kong of the South” when there are no skyscrapers or cramped high-rise apartment buildings, and it’s definitely not as clean as the latter, then head to the highest point of Pajares Avenue in front of Rotonda Park.  Pajares Avenue plunges into Illana Bay, showcasing the steep terrain of Pagadian City like Hong Kong .

DAO-DAO ISLANDS

At Illana Bay , the jade-colored Dao-Dao islets float over the glassy, azure sea. It is only approximately 10 minutes away from mainland Pagadian that is why it is a popular beach escape to locals. Interestingly, it is said that artificial reefs have been submerged here to enhance the habitat for reef organisms. The bigger island aptly named as Dako (big) is ideal for swimming. When the tide recedes, a smaller islet (more like a sandbar) called Gamay (small) emerges.

Aptly named Puting Balas which means “white island’, this sandbar situated off the coast of Pagadian City is the perfect escape from the hustle and bustle of the city.  As your boat approaches the island, flocks of birds will most likely fly in unison and perform spectacular swirls in mid-air. Putting Balas Sandbar is lapped by clear, azure water and from a distance you can see the awe-inspiring,soaring massifs of Zamboanga del Sur.

If you’re visiting Pagadian in December, do drop by at the Agro-Tourism and Heritage Complex where every town in Zamboange del Sur showcase their products.

KENDIS CAVE

For spelunking enthusiasts, don’t fret as Pagadian has a handful of caves ready for exploration such as Kendis Cave in Brgy.Dagatan about 15 kilometers away from Pagadian.  Used to be accessible only by grueling horseback, motorists can now visit Kendis Cave.  The limestone tunnel here is carved by a shallow subterranean river.

GUIPOS CAVE

For adventure-seekers, Guipos Cave is perfect for you; there is an extreme and easy spelunking here, just like Sumaguing Cave in Sagada.  Prepare to get wet as you crawl pretty low, narrow limestone tunnels half-filled with water.  It may be more of an adventure than you baragained for, but the stalactites here are pretty impressive!

MANGA FALLS

It was El Nino during my visit so Manga Falls was empty.  But judging from the nice-looking rock formation here, it is undoubtedly worth a visit.  Manga Falls is also pretty easy to reach from the town center.  You can hire a tricycle from downtown to take you there.  The place surrounding Manga Falls is clad by verdant forest where white monkeys reside! Yes, I spotted some of these charming creatures hiding on soaring trees.

  PULACAN FALLS

While you are in Pagadian, make time to visit the neighboring town of Labangan, about 30 minutes away.  Don’t miss the impressive Pulacan Falls in Brgy.Upper, which is actually the source of water for the Labangan irrigation system.  You’ll be glad to know that the waterfalls is pretty accessible from the highway inside the confines of Tabak Base in Camp Major Cesar Sang-an( do bring a valid ID when visiting for the military check point).  It literally  took us a few steps from the main road to get to Pulacan Waterfalls.

When we visited Pulacan Falls in Labangan, we had to go through some military check points and leave one valid ID.  This is because the waterfall is inside the confines of Camp Major Cesar Sang-an situated on top of a hill.  Not much to do here, but there is a good view overlooking the vast agricultural land below.

Barangay's power and authority : A must read for all barangay officials

This is the " Barangay Code of the Philippines " .

The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials. The barangay chairman, the barangay council and the local businessmen forge the prosperity of the barangay. Not the president of the Philippines, senate, nor congress. Not the governor of the province, not the mayor nor council of the municipality or city. Poor barangays stay poor because of weak and/or ignorant(uninformed) barangay leaders.

When roads or any infrastructure need to be built, improved or repaired, all the barangay officials have to do is make a resolution and present it to the city or municipality council. The resolution will force the city/municipal council or responsible government office to hear the legitimate demands. "The squeaky wheel gets the grease."

Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. The elected barangay officials are afraid of the mayor and city/municipality's "Sangguniang Panlungsod". They are in fear of being ousted or removed from office. The truth is, the "Sangguniang Panlungsod" does not have the power to remove or suspend any elected barangay officials from office. Only the COURT OF LAW can do this (judicial branch of the government). Elected public officials can't be suspended by the DILG or the office of the president unless an official complaint has been filed, there must be proof and there must be due process. Republic Act 7160 chapter 4, Section 60 . Information is power. Be informed. Do not be intimidated by the president, senator, congressman, governor, mayor, vice-mayor, or councilors. Do your job.

The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.

The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.

Cleaning the shorelines, drainage systems, streets, rivers, and parks within your barangay is YOUR responsibility. You are accountable for this. It is not the responsibility of the City/Municipality officials. The citizens and officials of the barangay are responsible. Stop blaming others.

  • BUDGET : As far as the preparation for the budget expenditures, it starts at the barangay level, then moves on to cities, municipalities, provinces and regions. The barangays need to exercise their authority. They need to put their yearly budget together for their administration and future projects. The majority of the barangays leave this job to the municipality and city. This is so wrong. Then when the budget doesn't come or is lacking, they complain.
  • The budget for the barangays does go to the City or Municipality, but simply for holding and later distribution. The city or municipality DOES NOT approve the budget. It was already approved by congress. The city or municipality simply "distributes" the approved budget.
  • The bureau of internal revenue is in cahoots to subdue the barangays, municipalities and provinces. They call the rightful shares to the taxes collected as "Internal Revenue Allotment Dependency". It is not a dependency. It is the lawful and rightful share of the LGU as specified in "TITLE III, SHARES OF LOCAL GOVERNMENT UNITS IN THE PROCEEDS OF NATIONAL TAXES, CHAPTER I, Allotment of Internal Revenue Taxes, Section 284."
  • "IMPERIAL MANILA IS A MYTH!" , it does not exist anymore. The Philippine budget formulation system is not centralized . "Budgetary planning has been DECENTRALIZED since 1991" . It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.
  • DURING ELECTIONS : Where do City and Municipality politicians go to campaign? They seek the support of the Barangay officials. They plead to the barangay folks for the votes. Even the candidate for president. But after the election they ignore you. Do not ever forget the power of the barangay.

Ignorance keeps the pinoys thinking that Manila rules. Be informed, be educated and make your barangay prosper.

  • Absolutely NO need for FEDERALISM . It is a ploy to give the Bangsamoro an Islamic State where the religion of Islam is financed by the Philippine government . Bangsamoro will be a HOMELAND not for all Filipinos but for only the Muslim Filipinos. It violates the constitution's " separation of church and state " . Religion is always good for the people but it should never be embraced or financed by government. Tax exemption is not tantamount to financing. Every non-profit organization is tax-exempt.
