Two teenage boys were shot at and wounded in a clash between activists of the Pakistan Peoples Party and Muttahida Qaumi Movement-Pakistan in New Karachi late on Friday night, police said on Saturday.

The police claimed to have arrested around 30 suspects belonging to both sides.

Both the parties held separate press conferences and levelled allegations and counter allegations, holding each other responsible for the breakdown of law and order.

One of the boys suffered a bullet wound in the head and his condition was said to be critical. A third victim of the clash suffered injuries when both sides pelted each other with stones.

PTI General Secretary Omar Ayub claims a party worker in Haripur, identified as Allahyar Khan, has “disappeared” from police custody.

“Allahyar Khan has been shifted to an unknown location and Haripur Police is not informing his family members as to where he is or the charges against him despite the fact that 24 hours have passed since his arrest,” he wrote on X.

PPP Senator Sherry Rehman has expressed displeasure at the violation of the election code of conduct and bullying by PML-N workers.

In a post on X, she condemned the attack on the PPP’s election office a day earlier and demanded immediate action from the ECP. “The election commission should take strict notice of this incident and reject the papers of the representatives involved in the attack,” she demanded.

“Due to the popularity of the People’s Party in Lahore under the leadership of Bilawal Bhutto-Zardari, the opponents have become confused,” Sherry added.

The Ele­ction Commission of Pak­istan (ECP) conducted another mock test of the controversial Election Management System (EMS) to be used for the upcoming general elections and described the trial as successful as the previous one.

The system designed for tabulation and compilation of election results, successfully completed all the required steps and goals, the ECP said.

According to ECP spokesman Syed Nadeem Haider, returning officers of 859 constituencies across the country participated in the experimental exercise of EMS and the system’s eligibility was tested both online and off­line and was found to be satisfactory in all respects.

He explained that the main purpose of EMS was tabulation and compilation of election results and it would be used on the polling day.

A three-judge bench of the Supreme Court has ruled that electoral laws must be interpreted by courts in favour of enfranchisement rather than disenfranchisement so that maximum choice remains with the voters to elect their future leadership.

“The aim of prescribing qualifications and disqualifications (under Articles 62 and 63 of the Constitution) for candidates to contest elections is to maintain the integrity and effectiveness of the political process,” observed Justice Syed Mansoor Ali Shah in a judgement he wrote.

These criteria are designed to ensure that individuals holding public office meet certain standards, Justice Shah observed, adding that in a well-functioning democracy, the criteria for qualifications and disqualifications were clearly defined, publicly known and uniformly applied.

Courts should deal with the matters of acceptance or rejection of the nomination papers with this approach, which is rooted in the constitutional rights and values, Justice Shah wrote.

The rivalry between the PML-N and PPP in NA-127 intensified when the former’s candidate Atta Tarar allegedly barged into the latter’s party office along with his supporters on the claim that votes were being bought there for his opponent candidate PPP chief Bilawal Bhutto-Zardari.

The PPP has termed it an attack on the party election office by the “PML-N goons” led by Atta Tarar in which they abducted some PPP workers as well. The PPP also announced moving the Election Commission of Pakistan (ECP) against the PML-N candidate.

The Election Commission of Pakistan has disqualified PTI leader Shah Mahmood Qureshi for five years after his conviction in the cipher case.

In a notification issued today, a copy of which is available with Dawn.com , the commission barred him from the upcoming February 8 general elections as well as “any subsequent elections for a period of five years”.

It added that he was disqualified under Article 63(1h) of the Constitution, read with Section 232 of the Elections Act, 2017.

PML-N leader Ataullah Tarar has alleged that PPP members were caught by him engaging in “buying and selling of votes” in Lahore’s NA-127 constituency.

Sindh Inspector General Riffat Mukhtar Raja has instructed officials to enhance the election security plan in light of the recent law and order challenges in the provincial capital.

Chairing a meeting today, the police chief emphasised that any information regarding “minor incidents” should not be disregarded. Instead, prompt follow-up actions must be taken to prevent the situation from worsening.

He urged the expansion of the intelligence network at polling stations and their surrounding areas. “Swift responses are essential for addressing code of conduct violations during patrolling.

He said there should be an increased focus on random snap checks, reconnaissance, and heightened monitoring of areas,“ he instructed the officials.

It is pertinent to mention here that a law and order situation escalated on Friday night in the New Karachi area as political workers from two parties clashed, resulting in the death of a teenager.

PPP Chairperson Bilawal Bhutto-Zardari claimed that Nawaz Sharif, aspiring for a fourth term as prime minister, is unwilling to engage in a debate with him.

“He’s afraid of the people and is seeking rigging, similar to what was done for Imran Khan,” he claimed at a party rally.

Taking a swipe at the former premier, Bilawal noted that the PML-N has not organised a single rally in Sindh, emphasising their lack of substantial work in the province during their tenure in power.

PPP Chairman Bilawal Bhutto-Zardari has alleged that PML-N supremo Nawaz Sharif is pressuring officials of the caretaker government to send Form-45s and Form-47s ahead of time to Raiwind to rig the polls for Mirpurkhas.

“He wants that he can decide the results of Mirpurkhas while sitting in Raiwing,” he said while referring to Nawaz. “He is conspiring about how to usurp Mirpurkhas’s vote.”

Bilawal said the PML-N wanted to get the PPP contestants defeated and asked the charged crowd if it would allow that to happen.

PPP Chairman Bilawal Bhutto-Zardari has alleged that other political parties are only busy “taking personal revenge” instead of engaging in politics.

Addressing an election rally in Mirpurkhas, he said the other parties were pursuing politics of “hate and division” instead of serving the nation.

“If we are doing politics then it is because we want to serve you. If we are competing then it is against poverty, unemployment and inflation instead of any other party.”

In light of the upcoming elections, negotiations are underway between the Pakistan Ulema Council and the PML-N, state-run wire service APP reports citing sources.

It said the PUC may extend its support to candidates from the PML-N.

Leaders from both the PUC and PML-N are set to announce decisions in a crucial press conference on Sunday.

The PUC chairman and other leaders have reportedly their support for candidates from the PML-N and Jamiat Ulema-e-Islam-Fazl (JUI-F) in some constituencies, including in Khyber Pakhtunkhwa, according to the wire service.

Former prime minister Imran Khan and his wife Bushra Bibi’s conviction and sentencing to seven years of imprisonment in the Iddat case has generated a strong backlash from lawyers and civil society who have denounced the verdict.

Lawyer Basil Nabi Malik told Dawn.com that when a former prime minister’s marriage resulted in not only a seven-year conviction but also a fine, “one should not only be worried about where we are headed but also about the intellectual bankruptcy of our preoccupations.”

Lawyer Abdul Moiz Jaferii referred to the verdict as a “joke”, saying that they “serve only to expose the circus that is our judicial system. They bring to the world the rot that is the rule of law in our country.”

The Election Commission of Pakistan says it has completed the training of approximately 1.49 million electoral staff members for the successful conduct of Feb 8 general elections.

In a statement, the ECP spokesperson stated that a total of 27,676 training sessions, engaging 3,821 trainers, were conducted over a span of 87 days.

It said the commission trained approximately 5,000 officers and data entry operators (DEOs) through 148 training sessions before integrating them with the returning officers.

PML-N supermo Nawaz Sharif has said that the country’s poverty and unemployment issues will be eliminated if he secures victory in the upcoming Feb 8 general elections.

“If my government had not been dismissed, not one person here would have been unemployed,” said Nawaz.

“Had my government remained, people would have been satisfied; they would have been able to make ends meet, unlike today,” he added.

Addressing the youth of Pakistan, he assured them that he will once again build motorways, universities and hospitals across Pakistan, in addition to tackling unemployment and poverty in the country.

PML-N president Shehbaz Sharif has said that there was a significant decline in corruption in Pakistan when Nawaz Sharif assumed the role of prime minister in 2013.

Addressing a rally in Gujranwala, Shehbaz referenced statistics from the Transparency International Corruption Index, stating, “Nawaz improved Pakistan’s rankings from 141 to 117.”

He continued by questioning the performance of the current government, saying, “Then a government came in and foul-mouthed its rivals. But I ask you all, has he [Imran Khan] built any houses in his four years in power?”

“When Nawaz was in power, infrastructure projects spanned across Pakistan, including roads and dams, and the youth were provided with laptops,” he asserted, adding that if given the opportunity to be in power again, he would reinitiate those schemes.

After his conviction in Iddat case, PTI chief Imran Khan said he has neither accepted nor would accept in future any deals with the powers that be, saying, going as far as saying that he would “choose death over making a deal with anyone”.

In a brief chat with court reporters after the verdict, he said, “I have not made a deal, nor will I ever make one.”

He said that his party’s top leadership was targeted right after the announcement of the election schedule.

“Now, election candidates are not even being allowed to run their campaigns,” he rued.

PPP Chairman Bilawal Bhutto Zardari says he will launch a train project in Tharparkar when his party comes into power.

Addressing a rally in Tharparkar, the former foreign minister said the PPP will arrange trains from Tharparkar to Karachi so the people can travel back and forth easily.

Following his conviction in Iddat case, PTI founder Imran Khan told court reporters that the case against him was created to “humiliate and disgrace” both him and his spouse, Bushra Bibi.

“This marks the first instance in history where a case related to Iddat has been initiated,” he said.

Imran said it was also the first time that someone was sentenced 14 years imprisonment in a Toshakhana case.

A Rawalpindi court has sentenced former premier Imran Khan and Bushra Bibi to seven years each in a case related to their marriage during the latter’s Iddat period.

Senior civil judge Qudratullah announced the verdict on the complaint of Bushra’s former husband Khawar Fareed Maneka in a makeshift court at the Adiala district jail.

The verdict comes in the same week the ex-premier was sentenced to 10 years in the cipher case and 14 years in the Toshakhana case.

MQM-P leader Faisal Subzwari has urged the caretaker government to cancel weapon licenses till the Feb 8 general elections in a bid to control violence.

“The government should place a ban on carrying weapons,” he said while addressing a press conference in Karachi.

“They [PPP leaders] think they can win the elections with the use of weapons,” Subzwari remarked. “You cannot win the hearts of people here by building a few roads.”

The Election Commission of Pakistan (ECP) has postponed polls in four constituencies of the national and provincial assemblies due to the deaths of the candidates, APP reports.

The delayed elections impact one national constituency and four provincial seats in Khyber Pakhtunkhwa and Punjab. These seats are NA-8 Bajaur, PK-22 Bajaur, PK-91 Kohat, and PP-266.

Independent candidate Rehan Zeb Khan, running for the National Assembly constituency NA-8 and provincial assembly constituency PK-22 in Bajaur-IV, was assassinated, leading the ECP to cancel elections.

Additionally, elections for NA-91, Kohat-II, were postponed following the passing of Asmat Ullah Khan.

Following the demise of Israr Hussain, son of Talib Hussain and a candidate for the Punjab Assembly constituency PP-266 (Rahim Yar Khan XII), the ECP has postponed the elections in that particular constituency also.

The remaining contesting candidates will not be required to submit fresh nomination papers or deposit further dues once the revised schedule for these areas is released, as stated by the electoral watchdog.

Balochistan’s Interior Minister Zubair Jamali has said that over 80 per cent of polling stations in the province have been categorised as “sensitive,” with 34pc marked as “highly sensitive.”

Only 19pc of polling stations in Balochistan have been identified “normal”, the minister said in an interview with Dawn News programme “ Doosra Rukh ”.

It is pertinent to mention here that the Balochistan government has also barred political parties from holding rallies and corner meetings.

Jamaat-i-Islami Karachi chief Hafiz Naeemur Rehman has accused the MQM and PPP of attempting to regain power through “coercive measures”, claiming that their popularity is dwindling among the public.

During a press conference in Karachi, Rehman asserted that the PPP is losing favour rapidly among Baloch and Sindhi communities. He claimed that the PPP is resorting to leveraging feudal influence as a strategy to remain politically relevant.

PPP leader Saeed Ghani has expressed concerns that the situation in Karachi might deteriorate on Feb 8 unless proper measures are implemented to control sporadic incidents of violence.

During a press conference in Karachi, Ghani insisted that the PPP is committed to a non-violent approach, adding that elements apprehensive of facing defeat are attempting to disrupt the law and order situation.

The local police have yet to register a case over the murder of Rehan Zeb Khan, an election candidate affiliated with PTI, who was killed on Wednesday.

Sources in the police and Rehan Zeb’s family told Dawn on Friday that the police had yet to lodge a case against the assailants involved in the attack, occurred in the Sadiqabad Bazaar.

A police official also confirmed to Dawn that a case of the attack was yet to be registered.

The official, however, said the case of the incident would be registered when the family members of the slain could submit an application for it. The official said efforts were underway to trace those involved in the killing.

PTI leader Zartaj Gul Wazir has given a strong warning to the opposition regarding harassment and arrests of her party workers.

“Remember this, if today the doors of my house and my workers’ houses are being broken down, then tomorrow the same can happen to you,” she said at a meeting in Dera Ghazi Khan.

The PTI in 2018 elections enjoyed almost a clean sweep in district East of Karachi, winning all four National Assembly seats and eight out of nine Sindh Assembly seats.

But with the party facing serious challenges after May 9 violence, would it be able to repeat the history? It remains to be seen.

Baloch activist Dr Mahrang Baloch has lamented that “whichever government comes into power, the human rights violations and extrajudicial killings will persist in Balochistan.”

“It has never been of genuine concern to the leadership,” she said in a post on X.

Caretaker Information Minister Murtaza Solangi has assured that the government has made arrangements to ensure the security and integrity of the process providing security to polling stations.

Speaking at a press conference in Islamabad, Solangi said a three-tier security system would be in place, starting with the police taking main responsibility, followed by civil forces, and then then the army.

“We have more than ample resources available to ensure peaceful free and fair elections on Thursday, February 8,” he said.

The minister acknowledged the speculations of elections being cancelled owing to weather and security concerns, as well as “Iran-Pakistan skirmishes”.

“The caretaker government has been consistent from day one about elections taking place,” Solangi added.

Ayub Khan Ashari, the Awami National Party’s (ANP) Swat president and candidate of NA-2, has addressed a corner meeting in Tehsil Khawaja Khela Bar Lakhar in connection with preparations for the general elections.

“Those who want to abolish Articles 62 [and] 63 will not get a chance to hold the seat [of prime minister],” Jamaat-e-Islami’s chief Sirajul Haq said in a post on X.

PTI has promised to establish an “empowered Truth and Reconciliation Commission” if elected in the February 8 elections.

In a post on X, it said the commission would “identify mistakes and their causes on behalf of the nation in a period of 12 months and also determine the responsible parties”.

Former foreign minister Hina Rabbani Khar has said if voted to power, the PPP would withdraw subsidies from the aristocracy and 300 units of electricity would be provided free of charge to the poor, APP reports.

Addressing an electoral gathering in Qasba Gharmani, organized for the PPP candidate and her brother Raza Rabbani Khar in NA-180, she said that the people of her constituency had made it possible for her to represent the country.

She promised to establish a university, nursing college, vocational school, and the latest hospital in Kot Addu.

She recalled that her father Ghulam Muhammad Noor Rabbani Khar had brought gas, electricity and roads to the constituency.

Her younger brother and PPP candidate Raza Rabbani Khar vowed to build the constituency into an exemplary area after being elected and will weave a network of development works in the constituency.

Balochistan National Party-Mengal (BNP-M) chief Sardar Akhtar Mengal has said that state institutions need to stop their political interference that has “weakened democracy”.

In an interview with VOA Urdu , he said that political parties have made the democratic process a game of “musical chairs”, where they vie for a seat.

He said that while most people live with a false hope that elections might be free and fair elections, that had never been the case.

The PTI has vowed that if elected to power, it would take initiatives to reduce the poverty level by “up to 25 per cent” through the expansion of its Ehsaas programme.

In a post on X, the party said it would provide loans and technical training to people living below the poverty line.

The Election Commission of Pakistan (ECP) has completed all arrangements for the upcoming general elections on February 8, Radio Pakistan reports .

According to the report, over 120 million registered voters will cast their vote for the national and provincial assemblies. The ECP has established 90,675 polling stations in all four provinces.

Of these, 41,403 are combined polling stations while 25,320 are for men and 23,952 are for women voters.

A total of 5,121 — comprising 4,807 men, 312 women and two transgender persons — candidates are in the race for the National Assembly seats. The elections will be held on 266 general NA seats and 593 general seats in the provincial assemblies.

The PTI has shared details of its nominated candidates for the National Assembly for the upcoming polls.

With its candidates contesting as independents with different electoral symbols, the party shared the list of the names, constituency numbers and symbols in a series of posts on social media platform X.

The Biden administration never initiated any of those calls, and the voice was a deepfake — generated through artificial intelligence (AI) and mastered to sound like President Biden.

This example is part of a broader trend where AI-generated content was used to mislead voters during election periods. In Bangladesh, feeds of ‘international’ news channels were created using AI ahead of elections.

While imposing stringent laws or criminalising disinformation are pegged as solutions, such measures could inadvertently criminalise free speech and be used to suppress legitimate discourse. Therefore, the answer to combating disinformation isn’t as straightforward as ‘enacting a law against fake news’, or erecting a ‘national firewall’. It requires a careful balance between regulation and the preservation of free expression.

US congressman Micheal McCaul has said that he will be closely following the upcoming February 8 elections, urging the interim government to respect democratic principles, human rights and the rule of law during the process.

Pildat president, Ahmed Bilal Mehboob, has analysed whether elected independent candidates can join to form a parliamentary group of a party that doesn’t exist in the National Assembly and claim a share in the reserved seats for women and minorities.

He took the case study of the Balochistan Awami Party (BAP) after the Federally Administered Tribal Areas (Fata) merged with Khyber Pakhtunkhwa, stating that after the 2019 KP elections for 16 general seats allocated to erstwhile Fata districts, three independent MPAs decided to join the BAP — a party which didn’t exist in the provincial assembly before.

He continued, “Based on the strength of three out of 16, BAP was allocated one of the four seats reserved for women. This was despite the fact that BAP had not submitted a priority list of its candidates against reserved women seats.”

However, he added that the party had an election symbol and was on the “right side of the power”.

“Sad that PTI has decided to defer its intra-party election and thus the quest for a symbol and reserved seats,” he said.

Balochistan National Party-Mengal (BNP-M) chief Sardar Akhtar Mengal has said that the upcoming February 8 election will be “one of its kind”.

In an interview with VOA Urdu , he said that each election in Pakistan has had “quite different results from the previous one”.

He pointed out that Section 144 had been imposed in various cities, which made it difficult for parties to campaign: “Election and [Section] 144? This itself is a strange thing.”

PML-N supremo Nawaz Sharif will address a power show at Gujranwala’s Jinnah Stadium today, party leader Marriyum Aurangzeb has said.

He will talk about his election manifesto and the current crises facing the country.

PPP Chairman Bilawal Bhutto-Zardari has said his party wants to extend and replicate “Sindh’s health revolution” to the other provinces.

Addressing a press conference in Jacobabad, he said questions would be raised on where the PPP would procure money from for its aims and said the party would do so within the country’s current means and resources.

“Seventeen ministries should have been dissolved after 18th Amendment” but neither PML-N supremo Nawaz Sharif nor PTI founder Imran Khan did that, Bilawal said.

The Election Commission of Pakistan has officially postponed the elections in three constituencies—NA-8 (Bajaur), PK-22 (Bajaur), and PK-91 (Kohat) —scheduled for February 8 due to the death of two candidates contesting in those constituencies.

As per the ECP notification, elections in PK-91 (Kohat III) have been deferred due to the death of candidate Asmatullah Khan . Similarly, polls in two Bajaur constituencies (NA-8 and PK-22) have also been postponed following the death of Rehan Zeb Khan .

“Fresh proceedings will commence after the general elections 2024 and the schedule for said constituencies will be announced,” the ECP added.

Shangla Police have issued an order instructing lady health workers (LHWs) to assume duties at polling stations for the Feb 8 elections, triggering discontent among the LHWs who see the assignments as “in contravention of the laws.”

Shangla District Police Officer Sajjad Ahmad Sahibzada has issued a list comprising the names of 270 lady health workers for election duties.

Shahid Khan, the provincial information secretary of the LHWs programme, told Dawn.com that the order contradicts the rules and laws governing LHWs.

He emphasised that as primarily housewives and not full-time government servants, LHWs should not be compelled to follow such directives.

Khan highlighted the vulnerability of LHWs as a suppressed and economically disadvantaged community, stating that they are often assigned duties without consideration for their job description and pay.

He noted the decision to hold a protest rally against these perceived injustices, asserting their unwillingness to work beyond their designated areas.

Muttahida Qaumi Movement-Pakistan convener Dr Khalid Maqbool Siddiqui has said that today is the day for “the arrow to be buried”.

Istehkam-i-Pakistan Party’s Aleem Khan, who is contesting polls from the NA-117 (Lahore-I) constituency, has garnered the support of former MNA Malik Riaz in the upcoming general elections.

An important meeting convened at Police Lines Qilla Gujjar Singh and chaired by Lahore Capital City Police Officer Bilal Siddique Kamyana finalised planning for the peaceful conduct of the upcoming general elections, APP reports.

A comprehensive review of security measures was undertaken. DIG (Operations) Syed Ali Nasir Rizvi presented a detailed briefing on the election process and security protocols for polling day.

CCPO Kamyana affirmed Lahore Police’s full preparedness for the orderly conduct of the elections as far as security was concerned. Emphasising a zero-tolerance approach, he declared that stringent action would be taken against jubilant firing and display of weapons during the election campaign and polling day.

The meeting mandated the acquisition of surety bonds from individuals with a history of longstanding enmity. The CCPO underscored that law-breaking elements would face firm measures during the election campaign.

He also directed supervisory officers to maintain constant communication with district returning officers, presiding officers, district administration, and all stakeholders.

Further, he stressed the importance of regular visits to polling stations, camp offices, and duty points to assess and ensure the adequacy of arrangements.

The CCPO instructed police officers and officials to remain vigilant until the completion of vote counting, ensuring the secure transfer of relevant polling materials. Any negligence related to duty would be met with departmental action, he warned.

PTI founding member Akbar S. Babar has suggested the formation of three-member committees, one from his side and the other from former premier Imran Khan’s side, to prepare a roadmap for restructuring the party.

During a press conference in Islamabad, Babar said, “I would form a similar committee, and the two bodies could draft terms of reference (ToRs) to proceed with the talks.”

“Holding transparent intra-party elections will be at the top of the list, followed by bringing transparency to the party and making efforts to guide the youth in the right direction,” he said.

The PTI has claimed that party-backed candidate Arshad Ali Munda, contesting for the upcoming elections from Sheikhupura, was arrested during an election campaign.

It alleged that the arrest, made without a warrant, came at the behest of PML-N Rana Tanveer.

JUI-F chief Maulana Fazlur Rehman has urged the nation to vote for trustworthy and sincere leaders in the forthcoming general elections.

Addressing a public gathering in Tank, he said the JUI-F had always fought elements that threatened Pakistan’s foundation and promoted vulgarity among the youth.

Fazl said his party did not want enmity with anyone, but vowed that the JUI-F would not support any external agency aimed at weakening the country.

He further stated that his party’s manifesto was in accordance with Islamic principles.

JI chief Sirajul Haq has said that the people of Pakistan need a government that provides unemployment and old age allowance.

“Anyone who doesn’t have a roof over his head should also be provided with a house,” he added while addressing a party rally in Punjab’s Gujranwala. “An ill person should also be given free medical treatment.”

Haq asserted that all this was possible if the country drifted away from an interest-based system to a charity-based one.

The Qaumi Watan Party has unveiled its election manifesto, promising free and improved healthcare across the country.

It promised the establishment of various 24/7 Basic Healthcare Units (BHUs), free testing and medicines through a voucher system and one bed per 500 patients.

The party also promised a burn centre in every divisional hospital, and a burn unit in every district headquarters hospital.

PML-N Senior Vice President Maryam Nawaz has said that her party refrains from engaging in the “politics of accusations” and competes only when it comes to welfare.

Speaking at a public gathering in Faisalabad, Maryam remarked that the warm reception given to Nawaz in the city made it seem as though he had never been absent for the past four years.

PPP Chairman Bilawal Bhutto-Zardari has promised to work for the nation without expecting anything in return.

At a rally in Shikarpur, the former foreign minister said Pakistan was bearing the brunt of infighting among politicians. and vowed to put an end to the politics of hate and division if voted into power.

“I will take care of you and expect nothing in return,” he said.

“It will rain arrows on February 8,” Bilawal added, referring to the party’s electoral symbol.

Former premier Nawaz Sharif has said his political party is committed to restoring a period when inflation was effectively controlled.

Addressing a rally in Faisalabad, the elder Sharif expressed his belief that the country would be faring much better had his government not been ousted from power in 2017.

Addressing PPP supporters in Sindh’s Naushahro Feroze, Aseefa said she was campaigning on behalf of her brother Bilawal, who is eyeing the post of prime minister.

The Sindh government has declared February 8 (Thursday) as a public holiday across the province in view of general elections.

According to a notification issued by the chief secretary, all offices, autonomous bodies, semi-autonomous bodies, corporations, Local Councils and private organizations/ institutions in the province except essential services and the departments and officers/officials engaged in election duties, will be closed on Feb 8.

A day after announcing the schedule for fresh intra-party polls, the PTI said on Friday it had decided to reschedule them for after the upcoming general elections over the “unfortunate security situation created by the administration” and concerns expressed by members.

After a long battle and marathon hearings last month, the PTI was stripped of its symbol when the Supreme Court upheld the Election Commission of Pakistan’s decision to declare the party’s internal polls as “unconstitutional”.

As a result, the party’s members are now contesting the elections as independent candidates with different electoral symbols, which has raised fears of horse-trading and floor crossing. The PTI also no longer has the right to reserved seats for women and minorities.

In another bid to reclaim its symbol, the PTI had decided to hold intra-party polls on Feb 5 during its general body meeting on Wednesday.

The Election Commission of Pakistan (ECP) has fixed the election duties of its officers and employees for the general polls across the country on Feb 8, under which the staffers will perform duties in two shifts around the clock, APP reports.

“The authority has fixed the election duties of officers and employees for the general elections to be held on February 8,” the ECP spokesman told APP .

He said that ECP has issued a notification in which it conveyed the Terms of Reference (TORs) regarding grievance cell, media, social media coordination and monitoring.

The spokesman said that the staffers will perform duties in two shifts for 24 hours in a batch of four teams constituted for each constituency for conducting polls from February 8 to 10.

PPP Chairman Bilawal Bhutto-Zardari has said that he takes “no pleasure” in former prime minister Imran Khan’s recent convictions in the cipher and Toshakhana cases.

“I take no pleasure in Khan’s convictions, I am not celebrating the fact that yet another PM is convicted,” he said in a conversation with WION news.

“This sort of thing has become the way of Pakistani politics and I want to break this tradition to bring political and economic stability in the country,” Bilawal added.

JI emir Sirajul Haq has said the first job his party would do if elected in the upcoming general elections would be to strengthen law and order in the country.

“Nothing, not even a bird, can thrive in an environment of fear,” he said in a podcast. “How will people do business when they are always scared?” Siraj asked.

Sindh Caretaker Information Minister Ahmed Shah has said that 6,531 polling stations in the province were deemed “sensitive” due to security reasons.

Addressing a press conference in Karachi, Shah said 5,979 polling stations did not have security concerns.

He said that 115,030 police personnel, 7,000 Quick Response Force personnel, 998 policemen from the anti-encroachment department, 550 excise police officials, 282 anti-corruption officials, 400 from the forest department, 500 civil defence officials, 22,870 lady health workers, and 9,600 Rangers personnel would be on election duty.

Caretaker Sindh Information Minister Ahmed Shah has said that intelligence agencies including the Intelligence Bureau and Inter-Services Intelligence have made comprehensive plans to tackle any untoward incident at polling stations in the province.

People who try to steal votes will be disappointed, he said at a press conference in Karachi.

“We have clear-cut instructions from top to bottom,” he highlighted. “First line of defence is the police, the second line of defence is Rangers and the army’s Quick Response Force will also be nearby.”

Shah further assured that the army was standing behind the public, the interim government and the Election Commission of Pakistan.

The Commonwealth of Nations’ observation team for the upcoming polls has met Islamabad police chief Dr Akbar Nasir Khan to discuss security arrangements in the capital.

In a post on X, the Islamabad police said senior officials were present in the meeting, which was held in the Command and Control Centre established for the elections.

Meher Bano Qureshi, daughter of PTI vice chairman Shah Mehmood Qureshi, has urged supporters to speak up for her father and party founder Imran Khan, who she said have “given the ultimate sacrifice”.

Both Qureshi and Imran have been sentenced to 10 years in jail in the cipher case. Earlier this week, the former prime minister was also handed another 14-year sentence in the Toshakhana reference.

“It is our responsibility to ensure that we succeed in our mission to establish the rule of law and system of true justice in Pakistan,” Meher Bano said in a post on X.

She sought support for PTI-backed candidates across Pakistan, requesting the people of the NA-151 (Multan IV) constituency to “stand by their kaptaan and naib kaptaan by voting for the chimta on the 8th of February.”

“Inshallah [God willing] we will be victorious in this fight against injustice and cruelty,” she added.

With the Feb 8 general elections fast approaching, major political parties have scrambled to woo electables across Pakistan, trying to out-manoeuvre each other in a bid to boost their prospects post-Feb 8.

Over the past few months, the PML-N and PPP appear to have made decent inroads in Balochistan and south Punjab, which are ground zero for all electable contests ahead of a major election.

Former prime minister Nawaz Sharif, whose PML-N now carries the tag of ‘king’s party’, visited Balochistan in November and managed to add over two dozen electables to his arsenal. The party also managed to secure a foothold in South Punjab by relying on electables.

Following in the footsteps of the Sharifs, the father-son duo Asif Ali Zardari and Bilawal Bhutto-Zardari also kicked off the PPP’s election campaign in Balochistan in a bid to make inroads in the province to some degree of success. The PPP also upped its presence in Punjab, intending to lure electables to improve its position in a province otherwise dominated by PTI and PML-N supporters.

In an interview, former minister of climate change and PTI leader Zartaj Gul said that she wants to challenge her opponents to present their manifestos and their projects publicly.

She added that her party’s mandate is to provide equal opportunities to the people in Dera Khan Ghazi. She said her opponents have failed the people of Dera Ghazi Khan in the past.

Former federal minister and PTI leader Shehryar Afridi was incensed when he was issued the bottle symbol, AFP reports.

“Most of the PTI candidates, including myself, were given symbols that were meant to create a negative bias,” said the 45-year-old candidate for Kohat.

“We were deliberately given symbols that could be used to ridicule us.” Afridi took his case to the Peshawar High Court but won no relief.

“When we entered the field during the election campaign, we received so much backlash regarding the bottle symbol that it sabotaged our campaign automatically,” he said.

But the canny operator has tweaked his symbol. “A bottle doesn’t only represent alcohol, it also represents medicine,” he said. “That’s why we’ve transformed our electoral symbol into a medicine bottle — so that we can address all societal ailments.”

The Election Commission of Pakistan (ECP) has taken notice of the violations of the code of conduct during the ongoing election campaign and imposed penalties on several candidates, APP reports .

“The district monitoring officer in Kohat took action against violation of the election code of conduct and punished various candidates,” the spokesman of ECP told APP.

The spokesperson said an independent candidate Noor Aslam Afridi, contesting from National Assembly constituency NA-35, was fined Rs 5,000 while another independent candidate Fawadullah Khan Afridi from the same constituency was fined Rs 10,000.

He said that Awami National Party (ANP) candidate for provincial assembly Yaqoob Khan fined Rs 5,000. Additionally, independent candidate Janidullah Afridi from the Pakistan People’s Party (PPP) was also fined Rs 10,000.

The spokesman said that the monitoring teams in different districts have removed illegal campaign hoardings, banners and other election promotion material.

Incarcerated premier Imran Khan has said the purpose of the “hasty manner” in which the cases against him are being concluded is to demoralise the voters.

“You must not be disheartened, as Allah is the ultimate planner,” Imran, who is incarcerated at Adiala Jail, said on social media platform X.

“Our most powerful and meaningful weapon is that of our vote, and we must wield it to overthrow crooks who have been imposed upon us,” Imran said.

Former prime minister and PML-N leader, Shehbaz Sharif, in an interview with Javed Chaudhry, said a simple majority elected government is needed for economic and political stability.

He added that PML-N supremo Nawaz Sharif would leave no stone unturned to make Pakistan a welfare state if elected premier for the fourth time.

Former prime minister Yousuf Raza Gilani met an independent candidate affiliated with the PTI, Barrister Taimur Malik in Multan, who is also contesting the upcoming elections from the NA-248 constituency.

The video shared by Gilani’s daughter in a post on X showed the two politicians hugging as they bumped into each other during their election campaign in a market in Multan.

In the footage, Barrister Malik can be heard saying: “May God make Imran Khan successful.”

“This is the kind of politics we need in Pakistan,” Gilani’s daughter said. “Say no to politics of hate,” she added.

Ejaz Gaddan romantically describes his constituency in the eastern Punjab province as his ancestral homeland — his people’s “final resting place”. Perhaps fittingly, he was assigned a symbol of a bed, AFP reports.

“They tried to humiliate us with the symbols they are giving us. Some candidates feel embarrassed telling people what symbol they have gotten,” the 50-year-old Bahawalpur candidate complained.

“This is not an election, this is cruelty.”

Referring to his symbol ‘charpoy’, he said, “It is a very useful household item. When we are alive, the charpoy allows us to rest. When we die, it takes us on our final journey,” said Gaddan.

“My symbol is already available in every household. I don’t have to introduce it to my constituents.” Referring to the PML-N’s electoral symbol, he said, “The lion is a bloodthirsty beast. There is no place in our society for a beast.”

After the PTI was stripped of its electoral symbol of ‘bat’, its candidates are contesting the February 8 polls as independents with different symbols, scrabbling to make an impression on the campaign trail.

“The eggplant is now a famous symbol across all Pakistan,” declares the candidate for Islamabad, a follower of jailed ex-prime minister Imran Khan. “Now this has become the king of the vegetables.”

A spokesman for the Election Commission of Pakistan said the symbols are chosen from a list designed for independents and “are purely the prerogative of the returning officers”.

Four persons have been injured in a grenade blast at the election office of a local political party — Mazloom Olsi Tehreek Pakistan — in Quetta, police said.

Quetta SSP Operations Jawad Tariq told Dawn.com that unknown motorcyclists lobbed a hand grenade at the party’s election office in Mulla Khel Abad area near the Southern Bypass and then fled.

“The grenade exploded outside the election office, injuring four pedestrians,” he said. “The office was closed at the time of the attack due to which people present outside the premises sustained injuries,” he said.

SSP Tariq added that police and the bomb disposal squad personnel had collected evidence from the incident and also cordoned off the area. He said a search was underway to nab the culprits.

Meanwhile, Edhi in-charge Zeeshan Idrees said all the injured persons were shifted to Civil Hospital with the help of locals.

He added that three of the injured were discharged after being provided medical treatment. Idrees added that the one remaining person, identified as Abdul Qadir, was taken to the Trauma Centre for further treatment.

PPP Chairman Bilawal Bhutto Zardari has said that during the previous PML-N-led coalition government, ex-premier Shehbaz Sharif’s role was “sabotaged” and his authority was undermined.

In a podcast interview with Talha Ahad, he said: “I sometimes feel sorry for the man — Shehbaz Sharif sahib was sabotaged from within his own party.”

Referring to the super floods of monsoon 2022, the PPP chairman said the country had a “golden opportunity” to manage its economy and realign its development outline.

However, he went on to say, “The finance minister was changed, and then I saw how, unfortunately, the prime minister’s authority did not work in the same way after that in the finance ministry and a unique approach was taken for which I can give no justification.”

PPP Chairman Bilawal Bhutto-Zardari has said that he challenged PML-N supremo Nawaz Sharif for a public debate as he is the candidate for the premiership.

Asked in a podcast interview with Talha Ahad why he did not challenge Nawaz’s daughter Maryam, Bilawal said he simply challenged someone who was his equivalent; Bilawal is the PPP’s candidate for the role of the prime minister while Nawaz is the PML-N’s.

“I have a lot of respect for Mian sahib and everybody but we have no personal issues,” the PPP chairman said.

Sindh has remained under various dynasties ranging from Rai, Brahmin, Arabs, Soomra, and Sama to Arghuns and Tarkhans and from Mughals, Kalhoros to Talpurs etc in the past. Later, the British invaded Sindh, dethroning the Talpurs by ending their 60-year rule and shifting the capital from Hyderabad to Karachi.

The province is home to several political dynasties and the electoral history of every second district indicates that these families, be they the Shirazis, Syeds, Arbabs, Mahars or Makhdooms et al, have all been ruling the roost under civilian and military regimes to maintain a stranglehold on the system.

In a nutshell, it is perhaps inevitable for major political parties to woo them through their tickets to consolidate their positions in order to reach the corridors of power. These politically well-entrenched ‘electables’ opt for the best bargain to stay relevant in the ongoing game of thrones.

Korangi is a relatively new district of Karachi division as it was created in 2013, after the May 2013 general elections, by the then government of the PPP. The district was carved out of Karachi’s East district.

Before the 2018 elections, the areas falling within the jurisdiction of district Korangi were always known as the stronghold of the once-unified MQM since it had won all NA seats during previous general elections, sans the one held in 2002 when it lost one NA and one PA seat to the Mohajir Qaumi Movement-Haqiqi (MQM-H).

After the merger of PSP and MQM-P last year, it is widely believed that the MQM-P may stage a comeback in the Feb 8 general elections in Korangi as its main rival, the embattled PTI, is currently on a weak footing after it lost its electoral symbol ‘bat’ and currently facing difficulties in running an effective election campaign.

Jamiat Ulema-i-Pakistan-Noorani (JUP-N) president Sahibzada Abul Khair Mohammad Zubair has said he agreed on seat adjustment with the PPP for the Feb 8 elections in Sindh — particularly in Hyderabad — and Punjab after he failed to cobble together an alliance of like-minded religious parties.

He was speaking at a press conference along with PPP leader Sharjeel Inam Memon at the farmhouse of Waseem Rajput, a PPP candidate for NA-220, to formally announce the retirement of the JUP-N candidates, including himself, in favour of the PPP’s aspirants. Waseem Rajput, Ajiz Dhamra and Fareed Qureshi were present on the occasion.

Zubair said he, his candidates — including Rehman Rajput, Nazim Arain, Syed Mohammad Hassan and Mahmood Ahmed Qadri and others — would retire in favour of PPP’s candidates on NA-219 (Latifabad) and NA-220 (City) and their allies on provincial seats. He said he had tried to form an alliance of religious parties as a leader of Milli Yakjehati Council (MYC), but he did not get a positive response.

PPP Chairman Bilawal Bhutto Zardari has said, while referring to PML-N supremo Nawaz Sharif, that even “giving an impression” of the result of the upcoming polls being pre-decided is “an insult to the people” of the country.

In a podcast interview with Talha Ahad, he said: “Even if that’s not true, just giving that impression is an insult to the people. […] Sure you have been the prime minister three times [but] tell us what you want to do.”

He criticised the former premier for “not campaigning” enough, saying it that affected the legitimacy of the upcoming general elections.

In view of escalating security threats ahead of the February 8 general elections, top officials of the provincial security and administrative apparatus assembled together on Thursday and reviewed the law and order situation in Sindh.

The inspector general of Sindh police, provincial election commissioner, additional IGP Karachi, special secretary of the home department, secretary of services and general administration, commissioner of Karachi and senior police, Rangers and intelligence agencies officials attended the meeting.

The meeting chaired by Director General of Pakistan Rangers, Sindh, Maj Gen Azhar Waqas was held at a time when several incidents of violence occurred in the province, including the death of a political worker in a clash in Karachi, which heightened fears regarding the upcoming polls.

The participants also took a detailed view of steps taken to ensure security during the polls and approved a strategy to this effect.

JI leader Hafiz Naeemur Rehman has decried the condition of public hospitals in Sindh.

Addressing a ceremony in Karachi, the party’s Karachi emir said the entire province relied on two hospitals — Jinnah and Civil — in Karachi.

“The condition of Abbasi Shaheed Hospital is very bad,” he said. “Many departments do not operate. The gynecology department has been closed for three months,” he said.

Half of the country’s youth believes that Feb 8 general elections will be transparent, however, they also think that the upcoming polls will not affect their daily lives.

These were the findings of a Voice of America (VOA) survey conducted by research company IPSOS.

In the survey titled ‘Political Participation and Landscape of Pakistani Youth’, 2,000 participants from 18 to 34 years of age, hailing from Islamabad and the four provinces, were interviewed.

The youth said that inflation was a major issue and they would cast the vote based on this issue. The majority of them were also in favour of sending the Afghan refugees back to their country.

PTI’s Taimur Saleem Khan Jhagra has said his election campaign posters in Hayatabad’s PK-79 were torn by his political rivals.

He then said that his opponents were putting up posters with derogatory remarks and allegations of corruption, claiming he was not involved in any such activity.

For Rehan Shamsi, 61, hope is a double-edged sword. A seasoned participant in Pakistan’s tumultuous political history, Rehan was but a 25-year-old engineering student in Karachi when the death knell sounded on General Ziaul Haq’s decade-long stint at the country’s helm.

Amid cheers of hope and merriment, Benazir Bhutto assumed the reins of power in the winter of 1988 — an event considered to be a critical inflection point in the country’s long, agonising crusade to democracy. It seemed the sun had finally dawned on a people downtrodden by decades of shattered promises and dead aspirations.

“I don’t think today’s generation understands the optimism that permeated the air in ’88. It was a genuine moment of hope. I know it sounds idealistic now, but you have to understand where we were,” reminisced Rehan. An active member of the National Students Federation and a worker of the Qaumi Mahaz-e-Azadi Party in the 80s, he vehemently believed in and campaigned for Benazir’s Movement for the Restoration of Democracy (MRD).

Police raided night the residence of former federal minister and PTI candidate for NA-109 Sheikh Waqas Akram in Jhang to arrest him in connection with a case related to his alleged involvement in the May 9 riots. However, he was not found at home.

The police also raided the house of former Jhang city PPP President Mehr Qaiser Abbas but he was also not present.

Condemning the police action, Abbas, who recently joined the PTI, questioned the reason behind the raid, stating that his only “sin” is supporting PTI candidates.

Imran Khan now has a ‘hat trick’ of convictions on his record — two cases related to Toshakhana purchases and the much-touted cipher case .

Moreover, his party’s men and women have been deprived of their iconic ‘bat’ symbol, faced the rejection of nomination papers and kept away from political discourse. They continue to face the wrath of the powers that be for the May 9 mayhem, and are confronted with the problem of many stalwarts changing loyalties.

Now, the only hope for the legendary cricket star-turned-prime minister lies in people defying the odds and coming out to vote for his party’s candidates — albeit as independents — on Feb 8.

This time, four females from Muzaffargarh, Kot Addu, and Layyah districts are contesting elections from different parties.

The noteworthy shift is that they are actively engaging with the public and addressing them daily to seek their votes. Earlier, only the family elders would run campaign for them.

The Muzaffargarh district holds the distinction of having elected female representatives in 1990, 2002 and 2008 elections. In 1990, Sumaria Rabbani Khar was elected an MPA in a by-election. In 2002, Hina Rabbani Khar and Khalida Mohsin reached the National Assembly after defeating their rivals and in 2008, Ms Khar retained her constituency. In 2018, the mother of former parliamentarians Basit Bukhari and Haroon Bukhari was elected an MPA.

DO party manifestos show intentions? Going by past record, they do not. Hardly ever have parties adhered to manifestos. But manifestos do show what parties want the people to know or think about their intentions.

Should party manifestos be judged on the basis of what is being promised or should there be some assessment of whether or not the promises are realistic and what plans, however rudimentary, have been shared about how promises will be fulfilled?

If we go with promises alone, a party with no intention of fulfilling them can promise the moon in their manifesto. If realism is the test, the more realistic plans will look too modest compared to those promising the moon.

The best option seems to be to have some idea of what the promises are, while keeping in mind our current position, and examining the ways parties are suggesting for fulfilling their promises. Since worked-out plans are not shared in manifestos, it remains a bit of a guessing game.

PML-N President Shehbaz Sharif has urged minority communities to vote for his party in the Feb 8 polls for the prosperity of the country.

Speaking at the representatives of the minority communities in Lahore, Mr Sharif said during his tenure as prime minister some unfortunate incidents against Christians (Jaranwala case) took place in which those involved were brought to justice.

He said the PML-N always had preferences for the minority communities representation in the lower and upper houses of the parliament and other assemblies.

The public and private schools and colleges in Islamabad will observe week-long holidays starting this Saturday ahead of the general elections.

According to a notification issued here by the Ministry of Federal Education and Professional Training, the schools and colleges in Islamabad—both public and private—will observe holidays from February 6 to February 9 and will reopen on Saturday, February 10.

Practically, the educational institutions will observe week-long holidays starting tomorrow, Saturday, followed by Sunday’s off.

At least 10 bomb and grenade attacks have rocked different areas of Balochistan in one day, resulting in the death of one man, a provincial government official confirmed.

Several police stations and deputy commissioners’ offices were targeted in the attacks in which six people, including a police officer and a jail warden, were injured.

“At least 10 bomb and grenade attacks happened across Balochistan, including provincial capital Quetta,” the senior official told Dawn .

In the attacks in Quetta, Khuzdar and Turbat, the offices of PML-N and National Party, and a joint office of BNP-M and JUI-F were targeted with grenades. However, no loss of life was reported. The offices of deputy commissioners in Dhadar and Panjgur were also targeted with hand grenades.

After losing its electoral symbol ‘bat’ and possibly the reserved seats in the National Assembly, the PTI has approached four political parties, including religiopolitical outfits, in hope its ‘independent’ members will join these parties after the election, which will allow the former ruling party to retain its reserved seats through proxy measures.

In another bid to reclaim its symbol, the PTI has decided to hold intra-party polls on Feb 5, but the party leaders are not hopeful about the desired outcome.

It also believes the establishment will not allow any political party to gain a simple majority, and a ‘coalition government’ will be installed with strings attached. This was disclosed during a media briefing by PTI information secretary Raoof Hasan, also the federal election commissioner for the intra-party polls, on Thursday.

Chief Election Commissioner Sikandar Sultan Raja has told reporters that the ECP would use the Election Management System (EMS) despite voices of concern from political parties fearing a repeat of the 2018 Result Transmission System (RTS) fiasco.

He said the system would function even if the issue of internet connectivity arose on the polling day.

He said there was no discussion regarding the internet shutdown on the polling day but the EMS would work offline in case of internet service disruption.

Jamiat Ulema-i-Islam (JUI-F) on Thursday announced support for former interior minister Chaudhry Nisar Ali Khan in NA-53 and in return got support from him in the provincial assembly seat of PP-19 in the garrison city.

The decision was announced at a press conference by JUI-F district emir Dr Ziaur Rehman at Jamia Islamia Mosque Kamran Market, Saddar.

Chief Election Commissioner Sikandar Sultan Raja has declared that general elections scheduled for February 8 will proceed as planned despite security challenges, particularly in Khyber Pakhtunkhwa and Balochistan.

Chairing a high-level meeting to review the worsening law and order situation in the two provinces, Raja said the Election Commission of Pakistan (ECP) was fully prepared to hold elections on time and there should be no ambiguity about it.

Raja urged the law enfo­rcement agencies to beware of attempts by various elements to take the law into their own hands on the election day, especially during the counting process and declaration of results.

The meeting was informed that elections are being held in Khyber Pakhtunkhwa for the first time after the merger of erstwhile Fata with the province, but preparations at the administrative level are complete and all resources have been provided to the law enforcement agencies.

The Peshawar High Court adjourned the hearing into a petition against the alleged illegal detention of PTI general secretary in Kohat district Salman Shinwari as he contacted his family and told them he was well and they should wait for a few days for his return.

The chief justice had warned the government on Wednesday (Jan 31) that he would constitute a larger bench for hearing the matter if the detainee was not freed or his location were not traced until Thursday.

The Election Commission of Pakistan (ECP) has imposed fines on two candidates for violating the code of conduct while an explanation has also been sought from three other candidates, APP reports.

Following the directives of Sindh Election Commissioner Sharifullah, district monitoring officers and monitoring teams were taking action against violations of the code of conduct in the province of Sindh.

A district monitoring officer imposed a fine of Rs 50,000 on Khurram Sher Zaman for continuous violations of the code of conduct and not submitting any explanation sought by the authority.

In another case, a fine of Rs 48,000 has been imposed on NA-248 candidate Muhammad Hasan Khan for taking unauthorised steps in Karachi East while he was also instructed to ensure thorough compliance with the election code of conduct.

Meanwhile, notices were issued to the candidate of NA-191 Ali Jan Mazari and the candidate of PS-06 Mehboob Bijarani for displaying weapons in the constituency of Sindh Assembly PS-6 Kashmor.

While in Sukkur, a notice has been issued to the candidate for firing during the election campaign and an explanation has been sought in this regard.

At least 15 political figures in Khyber Pakhtunkhwa have faced death threats from militants over the past two months, AFP reports quoting a senior officer from the Counter Terrorism Department (CTD).

In KP, at least two candidates have been shot dead since the start of January, including Rehan Zeb Khan, a PTI-backed independent who was shot dead on Wednesday after leaving a gathering in Bajaur.

“The killing of Rehan Zeb Khan is a targeted killing aimed at creating chaos during the elections,” district police officer Kashif Zulfiqar told AFP .

Khan, a PTI dissident who was refused the party ticket, was contesting elections against a rival PTI ticket holder.

He was contesting the election from NA-8, the only National Assembly seat in Bajaur, and PK-22 as an independent candidate and his main rivals were former PTI lawmakers Gul Zafar Khan (on NA-8) and Gul Dad Khan on (PK-22).

PPP Chairman Bilawal Bhutto-Zardari has laid the blame for the country’s current woes at the feet of PML-N supremo Nawaz Sharif.

In a podcast with The Pakistan Experience, he said: “If we are standing here today then it is because Mian sahib changed the finance minister in the Pakistan Democratic Movement government at that important time and tried to run the government via remote control.”

Independent candidate Banda Ali Laghari, contesting the upcoming elections from the PS-83 (Dadu IV) constituency, has withdrawn from the poll race in PPP’s favour.

In a social media post, the PPP said Laghari met Faryal Talpur and announced his support for the party.

PPP Chairman Bilawal Bhutto-Zardari has called on PTI chief Imran Khan to reflect on his past actions which landed him in his present predicament.

In an interview with BBC Urdu , Bilawal said: “This politics of hate and division that has spread in our society and our old politicians are continuing, should be buried.”

Educational institutions in Islamabad will remain closed from February 6-9 in view of the upcoming general elections.

According to a notification issued by the education ministry, schools will open on Feb 10 (Saturday).

Deputy Inspector General Information Technology Irfan Tariq says the Khyber Pakhtunkhwa police have developed a mobile application for security in the upcoming general elections.

Talking to a private news channel, he said the app would be used for monitoring on the poll day, Associated Press of Pakistan reports.

Irfan Tariq said that mapping of the entire province has been completed in the mobile app along with various features including emergency alert, go online, notification alert and health facilities.

Apart from this, he said the mobile app also includes the feature of audio and video calls. Police personnel will use body cameras at 137 hotspots in the provincial areas, he added.

In the wake of recent violent incidents that claimed the life of a political worker, Director General Pakistan Rangers (Sindh) Maj. Gen. Azhar Waqas chaired a high-level meeting which reviewed the law and order situation in Karachi, particularly security arrangements for the forthcoming general elections.

The participants took a detailed view of steps taken to ensure security during general elections across the province and approved a strategy to this effect, according to the spokesperson.

It was decided that the both paramilitary force and police would further strengthen flag march and snap-checking while security would be ensured at exit and entry points. The ranger’s quick response force would be deployed.

The participants of the meeting also vowed to implement a code of conduct prepared by the provincial government and the Election Commission of Pakistan. It also affirmed that those involved in violations would be taken to task.

Imran Khan face masks have emerged as a popular election accessory for PTI supporters, leading to a surge in demand. However, the mask is reportedly unavailable at several vendors on the online marketplace, Daraz, due to high demand, according to a report by Urdu News .

The report said similar masks are also being sold at Shah Alam Market in Lahore. It said manufacturers are struggling to produce them in bulk due to the time-consuming process, especially with the elections just a week away.

Caretaker Interior Minister Gohar Ejaz has promised the ECP complete cooperation during the February 8 general elections.

He passed these remarks during a high-level moot called by the electoral watchdog to overview the security situation in Khyber Pakhtunkhwa and Balochistan.

According to an ECP statement, Ejaz said the federal and provincial governments were fully prepared for peaceful and successful polls. “All preparations are complete in this regard,” he added.

The police chiefs of Khyber Pakhtunkhwa and Balochistan have apprised the Election Commission of Pakistan (ECP) of measures taken to deal with security threats in the provinces.

During a high-level moot, the chief secretary and inspector general of Balochistan said law enforcement agencies and provincial administration were on alert, according to an ECP statement.

They also shared details of the operations underway in Balochistan against terrorists. They affirmed that no “political or nonpolitical powers” would be allowed to interfere in the electoral process.

Meanwhile, officials of KP informed the ECP about the measures taken and said all facilities had been provided to LEAs in the province.

All government, semi-government and private educational institutions across Sindh will remain closed from February 6 to 9, the caretaker government has announced.

A day earlier, the Punjab government also declared four-day election holidays in schools, colleges and universities across the province.

Former premier Imran Khan has urged the nation to take the responsibility of sharing details of PTI-backed candidates with their loved ones for the next three days.

“In the next three days, it is your responsibility to tell your family and neighbours about my candidates and their election symbols,” Imran, who is incarcerated at Adiala Jail, said in a message shared on social media by the PTI.

In the message, Imran instructed his followers to check their National and Provincial Assembly constituency numbers by messaging on 8300 and note down the candidate and election symbol.

“Convey this message to all those around you,” he added.

PML-N President Shehbaz Sharif has said that if the party is given the chance at power again, it will sit with religious communities at the first possible instance to hold talks and resolve their concerns.

The Election Commission of Pakistan (ECP) has taken notice of the promotion of development projects by the caretaker governments and sought a report from the chief secretaries of the four provinces, APP reports.

The caretaker governments were running campaigns in the form of advertisements for development projects, which was likely to affect the conduct of fair and transparent elections, the spokesperson of ECP told APP .

Quoting an example, he said that the ‘Green Bus Service’ campaign in Sindh was being carried out, and clarified that caretaker governments were bound to work within the law.

The ECP issued a letter directing the caretaker governments to stop advertising any development projects until the general elections are conducted peacefully.

PML-N President Shehbaz Sharif has said that as per party supremo Nawaz Sharif’s vision, minorities and other religious communities have the “complete right” to live with peace and security in the country.

Addressing leaders from the Christian community, he said: “They have as per the Constitution all those rights that it promises them and Mian Nawaz Sharif has practically, whether he was in power or out, always expressed a relation of great love and respect with other religious communities.”

Higher living costs and political uncertainty have muted Pakistan’s once boisterous election campaigns, with both candidates and those who supply them with materials bemoaning the need to do more with much less, Reuters reports.

“There was a lot of activity in previous elections and our business boomed, but in this election, our business has been reduced to half compared to the last one,” said Jawad Jiwani, who sells party flags in the commercial hub Karachi.

Candidates are hosting fewer outdoor gatherings for supporters and the trucks that usually drive up and down the streets, festooned with campaign posters and blaring music and slogans, are also noticeably quieter.

Syed Arsalan Haider, a Karachi printer, said the cost of a square foot of banner was up by 130 per cent since the last election. Lahore printer Abdul Aziz said the cost of printing stickers had risen by almost 70pc and posters by nearly 90pc.

Interim Interior Minister Gohar Ejaz has said general elections will take place in the country on Feb 8 “no matter what happens”.

“Elections are on Feb 8,” he said while speaking to the media after attending a high-level meeting called by the Election Commission of Pakistan (ECP) to overview the law and order situation in Khyber Pakhtunkhwa and Balochistan.

“No one should have any doubt regarding the elections,” Ejaz said, adding that the ECP and the caretaker government would ensure that the elections take place on Feb 8.

Maryam Nawaz has appealed to the people in the Khyber Pakhtunkhwa to choose their representatives and use their votes “wisely” in the Feb 8 elections.

Former foreign minister Bilawal Bhutto-Zardari has called for an end to the “politics of terrorism”, saying that all problems could not be solved “with the force of guns”.

“I appeal to the people of Balochistan that don’t indulge in the politics of torture. Quaid-i-Azam created an entire country but never shot one bullet,” he said.

“Do your politics, but in a peaceful way […] I promise to find a solution to all the problems. The people who believe that missing persons is not an issue, this is their misconception, I promise that I will convince them and we will find a solution to this problem.

“We are living in 2024. The entire world makes fun of us when our sisters raise this issue and we don’t even talk to them,” Bilawal said.

He also expressed displeasure at the way the caretaker government engaged with Baloch protesters, terming it “undemocratic”.

Caretaker Minister for Interior Dr Gohar Ejaz said the caretaker government was determined to hold fair, free and peaceful elections in the country.

“All resources will be provided to the provincial government for holding transparent and peaceful elections,” he said while addressing a consultative meeting to review the overall law and order situation and arrangements by the provincial government for upcoming general elections.

The interior minister expressed his satisfaction with the preparations and the strategy of the provincial government for holding peaceful and successful elections in Balochistan.

Speaking at a rally in Mingora, PML-N supremo Nawaz Sharif promised to change the fate of Khyber Pakhtunkhwa if voted to power.

“Why did you give him permission to disrupt the entire country when Nawaz was serving you?” he questioned, referring to former premier Imran Khan.

He also questioned the execution of Imran’s promises to the nation, including one billion trees being planted in KP and 300 dams being built.

“I pity how you could all get stuck in a person’s plan who promised jobs and houses,” he said.

PPP Chairman Bilawal Bhutto-Zardari has said it would rain arrows in Balochistan on February 8, confident of his party’s victory in the forthcoming general elections.

Referring to the latest attacks on PPP candidates and election offices in the province, the former foreign minister said his party was not scared of terrorists. “We are the party of martyrs, we will never surrender before terrorists,” he asserted.

Bilawal promised that if he was elected prime minister, he would speak for the people of Balochistan, particularly women. “I want to tell the Baloch women that if I become the PM, their son and brother will be sitting in the National Assembly.”

Caretaker Information Minister Murtaza Solangi has said that general elections would be held on February 8 come what may.

Addressing a seminar in Karachi, Solangi said the interim government was fully prepared to organise the polls.

He added that political parties clamouring for a level-playing field must also ensure democracy within their ranks.

PPP Chairman Bilawal Bhutto-Zardari has said there were some quarters that were targeting his party in Balochistan.

“They know that if Bilawal is elected, all the problems in Balochistan will vanish. The way I feel for my Baloch brothers and sisters, no one else in the country does,” he said at a rally in Khuzdar.

“They know that I understand the pain of the martyrs in Balochistan […] they know that I understand the problems of the Baloch people […] they know that I will not just solve the problem of terrorists but also that of missing persons,” Bilawal said.

“They know that we don’t indulge in the politics of hatred and division.”

Born in Charsadda in 1962, Sirajul Haq joined the Jamaat-i-Islami’s student programme in eighth grade and rose through the party ranks to become the chief of its Khyber Pakhtunkhwa (KP) chapter in 2003.

He served as the provincial finance minister after being elected from PK-95 Lower Dir in 2003, but later resigned after a US drone struck a seminary in the Bajaur tribal region in 2006.

He returned to the post in 2013 after securing yet another victory in Lower Dir. A year later, Haq was appointed as the fifth emir of the JI after Jamaat Arakeen (members with voting rights) voted out the sitting emir, Syed Munawwar Hasan, for the first time in the party’s history.

Compared to Hasan, Haq has tried to emulate the populist style of Qazi Hussain Ahmad, the JI chief who kept the party at the centre of the political arena between 1987-2009.

Disqualification of prominent leaders and depriving PTI of its electoral symbol means the 2024 general elections are not as exciting as its predecessors have been.

The campaigning has picked up some pace of late, but even then it is clear that in terms of excitement, the Feb 8 polls will be a shadow of its former self.

At a rally in Sanghar, she urged people to vote for PPP Chairman Bilawal Bhutto Zardari in the upcoming general elections. Aseefa vowed that if elected, Bilawal would improve the living standard of the people.

“He will speak for you. He will work for you. He will fight for you,” she promised.

She said the PPP would end poverty in the country, build three million houses and provide 300 free units of electricity.

A high-level meeting of the Election Commission of Pakistan (ECP) to deliberate on the law and order situation in Khyber Pakhtunkhwa and Balochistan is currently under way.

Chief Election Commissioner Sikander Sultan Raja is presiding over the hearing, which will also be attended by the representatives of intelligence agencies.

Punjab Cabinet has approved funds to purchase 32,000 cameras for election monitoring as per the directions of the Election Commission of Pakistan (ECP), Radio Pakistan reports .

The approval was given during the cabinet meeting held in Lahore today under the chairmanship of interim Punjab Chief Minister Mohsin Naqvi.

Over 5,100 Police personnel will be deputed in the Sukkur district to provide foolproof security to polling stations in sensitive areas and to help and guide the voters, APP reports.

SSP Sukkur, Zubair Nazeer Shaikh said that the Sukkur police will also provide help and guidance to women, old citizens and handicapped individuals during the polling.

He said the police personnel will be present at their fixed positions to perform election duty before time in the district to perform their duties with national enthusiasm.

SSP Sukkur visited a spot where an election control room is being set up and was briefed about officers regarding the security of elections in the district.

PTI lawyer Hamid Khan has said that former prime minister Imran Khan’s message to the people is to vote for independent candidates affiliated with the party while also ensuring their vote is counted properly.

Speaking to the media outside Adiala jail, he deplored efforts under way to disappear polling agents.

“Leave your house to vote on Feb 8,” he quoted Imran as saying.

Additional Inspector General Khadim Hussain Rind has issued orders to put security on high alert across Karachi in view of the recent incidents of terrorism reported in Balochistan.

He directed that the security arrangements outside mosques, madrassahs and other sensitive locations should be tightened.

Earlier in the day, a person was killed in a blast at Quetta’s CPEC road. According to the police, around eight to 10 kilogrammes of explosives were used in the blast.

The incident is the most recent in a string of terror attacks witnessed in recent days, particularly in Khyber Pakhtunkhwa and Balochistan, as the country heads to general elections. The Election Commission of Pakistan has called a high-level meeting today to discuss the law and order situation in the provinces.

The PTI has issued ‘Form 1’ for its party workers to submit for its intra-party polls.

Former premier Shehbaz Sharif has condemned a “grenade attack” near the party’s election office in Dera Allah Yar, adding that the interim government should ensure peace and order.

“Terrorists want to prevent people from exercising their right to vote. We will not be intimidated and, God willing, will bring peace back to Pakistan,” he said.

“I also salute the spirit and courage of the political workers,” Shehbaz said, praying for the recovery of the injured.

Interim Interior Minister Gohar Ejaz has said the government is committed to ensuring that the general elections are held freely, fairly and peacefully.

According to Radio Pakistan , he made the statements while chairing a review meeting in Quetta today to assess the overall security situation ahead of the upcoming elections.

The interior minister said that close collaboration with all stakeholders is being undertaken to ensure that the security environment is conducive to a smooth electoral process.

Caretaker Prime Minister Anwaarul Haq Kakar is currently presiding over a meeting of the federal cabinet in Islamabad, Radio Pakistan reports .

The meeting comes amid heightened security concerns in Khyber Pakhtunkhwa and Balochistan ahead of the general elections on February 8.

The Election Commission of Pakistan (ECP) has said it will complete the printing of ballot papers for the upcoming February 8 polls on Friday, Radio Pakistan reports .

The report quoted an ECP spokesman as saying that the electoral body had started printing ballot papers from January 16.

He said the preparations for holding the general polls are rapidly progressing towards completion and the printing of ballot papers is progressing satisfactorily, Radio Pakistan said.

The Election Commission of Pakistan (ECP) has taken notice of the blasts that took place in Quetta, Turbat and Jafarabad today.

It has also sought an immediate report from the chief secretary and the Balochistan police chief.

The Special Court that sentenced former premier Imran Khan and ex-foreign minister Shah Mahmood Qureshi to 10 years in jail in the cipher case has said that both politicians “applied very malignant practice just to protract these proceedings”.

In its detailed judgment, Judge Abual Hasnat Zulqarnain stated that the court “provided all legal measures” to guarantee both leaders their legal right of defence for cross-examination but by “the act of both accused not to cross-examine the PWs (prosecution witnesses), they took absolutely light [of it]”.

“In my humbly [sic] view, these two accused Imran Ahmad Khan Niazi and Shah Mehmood Qureshi does [sic] not deserve any leniency due to their deliberate and advertent act in order to avoid cross-examination on the PWs,” the judge wrote.

The “revelation and manipulation of secret, sensitive and classified information” to “achieve their personal and political interests, at the altar of national stability and national security, patently constitute grave violations of the laws of Pakistan,” he said.

The odds that Nawaz Sharif will be forming the next government after the Feb 8 elections are rising, although it cannot be known with any certainty at this stage. Even if he is not the prime minister himself, chances are whoever assumes the position will do so with his blessings.

The tide is turning, in slow motion. Nawaz Sharif has returned and will now cement his position in power. The big question is whether he will find the resources to deliver even half of what he is promising.

The Election Commission of Pakistan (ECP) has announced a public holiday on February 8, when general elections will be held in the country, to “enable the voters to exercise their right of franchise freely and conveniently.”

“In exercise of powers conferred under Article 218 of the Constitution […] Election Commission of Pakistan is pleased to declare [a] public holiday on February 8 in the country,” the notification said.

The Election Commission of Pakistan (ECP) has decided to dispatch the ballot papers for general elections in some areas of Balochistan and Khyber Pakhtunkhwa by air to ensure prompt delivery, state-run APP reports.

“The ballot papers will be airlifted to Gwadar, Panjgur, Kach, Kharan, Bajaur and Kurram Agency,” the ECP spokesman told the publication.

The spokesman said the ballot papers of National and Provincial Assemblies of the said areas would be sent by helicopter and C-130.

The Special Court that sentenced former premier Imran Khan and ex-foreign minister Shah Mahmood Qureshi to 10 years in jail in the cipher case has called the PTI’s stance of a foreign conspiracy to topple its government a “deliberate and well-planned manipulative lie”.

In a detailed judgment issued, Special Court Judge Abual Hasnat Zulqarnain wrote that Imran’s March 2022 speech “resulted in having grave adverse consequences for the safety, integrity and credibility of Pakistan’s cipher system and had a chilling effect on its relations with foreign governments”.

“There is no doubt that the accused persons, with ulterior motives, undermined the cipher system of Pakistan, which, in turn, benefits unfriendly foreign powers, directly and/or indirectly,” it said.

“It is amply clear that this was a deliberate and well-planned manipulative lie aimed at rousing populist sentiment in the masses with no regard of its consequences for Pakistan’s external relations as well as national security interests,” it added.

The PTI has appointed members of the party’s Federal Election Commission as it prepares to hold its intra-party polls.

In a post on X, the PTI shared a notification, which listed Senator Waleed Iqbal, Advocate Qazi Muhammad Anwar, Muhammad Dawood Khan, Shah Nasir and Justice (rtd) Noorul Haq Qureshi as its members.

While electioneering is in full swing for the Feb 8 elections, the business related to publicity material for the candidates has yet to pick up momentum due to confusion, a fast-changing political situation, price hikes and other reasons.

In Lahore’s Royal Park and Urdu Bazaar, markets known as hubs of printing, publicity, paper, and stationery, the business pace is not as it was during the 2018 or 2013 general elections.

“This election has surprisingly appeared to be unique in terms of having a very small number of customers for publicity material (flexes, handbills, posters, flags, badges, stickers, banners, etc),” said Kashif, a printer, speaking to Dawn .

As the general elections are approaching fast, political and social experts are predicting intense contests in Lodhran district, where Istehkam-i-Pakistan Party (IPP) chief is also contesting for a National Assembly seat — NA-155.

The district, with a population of 1.9 million, is divided into three tehsils: Kahror Pakka, Dunyapur, and Lodhran. It has two National Assembly seats (NA-154 and NA-155) and four provincial assembly seats (PP-225, 226, 227, and PP-228).

For NA-155, IPP’s Jahangir Khan Tareen is contesting against PML-N’s Siddique Khan Baloch, PTI-backed Advocate Iffat Tahira, and PPP’s Rana Azhar Uthera. This constituency includes the Lodhran district headquarters and rural areas.

At least five former federal ministers are vying for different NA constituencies of Gujranwala from the platforms of the PML-N, the PPP and the IPP (Istehkam-i-Pakistan Party).

However, the main contest is expected between the nominees of the PML-N and the PTI on all the five NA and 12 Punjab Assembly (PA) seats of the district.

Though Imran Khan’s PTI could so far not gain any breakthrough in the electoral battles in Gujranwala, the party has emerged as the main contender against the PML-N over the last decade.

The former federal ministers, Engineer Khurram Dastgir Khan, Mehmood Basheer Virk and Usman Ibrahim of the PML-N, Imtiaz Safdar Warraich of the PPP and Rana Nazeer Ahmed Khan of the IPP, are in the race from different seats in the district.

The PTI will hold intra-party polls on February 5, three days before the general elections. According to a notification issued by the PTI election commission office, the polls will be held to elect the chairman of the PTI central and provincial organisations.

“Duly registered members can cast their votes in favour of their desired panels or chairman candidates at different venues across Pakistan, or remotely, through [the] secure Raabta app IPE Module,” the notification said.

“All members registered till January 31 will be allowed to vote. Contesting panels will be advertised on Insaf.pk and Raabta app,” it added.

PPP Chairman Bilawal Bhutto-Zardari will address a jalsa in Khuzdar, Balochistan today, according to the party.

Meanwhile, his sister Aseefa will lead an election campaign rally in Sanghar.

The Lahore High Court has dismissed a petition by jailed PTI President Parvez Elahi and upheld a decision of the Election Commission of Pakistan (ECP) of allotting him ‘donkey cart’ as an electoral symbol.

Justice Shahid Bilal Hassan announced the verdict that was reserved the other day on the petition of the former chief minister.

Elahi’s counsel had pleaded that the ECP allotted ‘donkey cart’ symbol to the petitioner, whereas he had requested for ‘peacock’.

MALIR is one of the seven districts in the Karachi division that has always been considered as a stronghold of the PPP. In fact, the district was carved out of Karachi’s East and West districts in 1996 by the then government of the PPP.

The rural areas of the two districts, where the majority of residents are Sindhis and Baloch, were amalgamated to create the Malir district in what PPP’s detractors believed to be an attempt to break the electoral dominance of the then Mohajir Qaumi Movement, now known as Muttahida Qaumi Movement-Pakistan (MQM-P).

However, divisions were abolished during Musharraf’s era and Karachi was declared one district and the 2002 and 2008 general elections were held on that basis. The PPP government had restored Malir and other city districts in 2011.

It may be noted that Malir Town, one of the 25 towns in Karachi, is not part of district Malir as it falls in the territorial jurisdiction of district Korangi.

Despite facing ‘threats and resistance’ from the provincial administration and recent killings of its workers, the Muttahida Qaumi Movement-Pakistan (MQM-P) has ruled out the possibility of boycotting the Feb 8 elections and warned that any attempt to ‘snatch’ the mandate of Karachi through “vandalism and power” would attract a serious reaction.

The top leadership of the party was furious over the recent “attack” on its workers but was clear that the boycott of the electoral process was not an option that it had chosen for the local government polls last year.

“How could we go into the flawed [local government] polls when some 100 union committees were removed from the Karachi electoral mandate,” MQM-P convener Dr Khalid Maqbool Siddiqui replied to a question about the option of boycotting the Feb 8 polls.

A crackdown on PTI leaders and activists intensified as police picked up over three dozen more workers of the beleaguered party for their alleged involvement in violence during a rally at Teen Talwar over the weekend.

“Thirty-nine more persons have been apprehended on charges of rioting, attacking policeman and ransacking official vehicles,” said a police spokesperson.

According to the spokesperson, the number of activists held during three days stands at 72. They were being identified with the help of digital evidence against them, the spokesperson added.

With just one week left in the day of polling, the law enforcement agency has been carrying out raids across the city to arrest PTI workers.

The UN Human Rights Monitoring Mission in Ukraine (HRMMU) released its 38th report on the human rights situation in Ukraine on March 26, confirming several of ISW’s longstanding assessments about Russia’s systematic violations of international human rights and humanitarian law in occupied territories and towards Ukrainian prisoners of war (POWs). [1] The HRMMU report details activities between December 1, 2023 and February 29 2024, and includes new findings about Russia’s abuse of Ukrainian POWs during this timeframe, based on interviews with 60 recently released male POWs. [2] Nearly all of the POWs that HRMMU interviewed detailed how they were tortured by Russian forces with beatings and electric shocks and threatened with execution, and over half of the interviewees experienced sexual violence. HRMMU also reported that it has evidence of Russian forces executing at least 32 POWs in 12 different incidents during the reporting period and independently verified three of the executions. ISW observed open-source evidence of several POW executions during this reporting period: the execution of three Ukrainian POWs near Robotyne, Zaporizhia Oblast on December 27, 2023; the execution of one Ukrainian POW near Klishchiivka, Donetsk Oblast on February 9, 2024; the executions of three Ukrainian POWs near Robotyne, the execution of six Ukrainian POWs near Avdiivka, Donetsk Oblast, and the executions of two Ukrainian POWs near Vesele, Donetsk Oblast on or around February 18, 2024; and the execution of nine Ukrainian POWs near Ivanivske, Donetsk Oblast, on February 25. [3] The summary execution and mistreatment of POWs is a violation of Article 3 of the Geneva Convention relative to the Treatment of Prisoners of War. [4] The HRMMU report also details the forced Russification of Ukrainian populations in occupied areas, including the imposition of Russian political, legal, and administrative systems onto occupied Ukraine in violation of Russia’s international legal obligations as an occupying power. [5] ISW has reported at length on the specifics of Russia’s illegal occupation of Ukraine, consistent with the findings of the UN HRMMU report. [6]

Russian officials are tying the US and the West to a broader set of “terrorist” attacks against Russia following the Crocus City Hall attack, likely to intensify rhetoric about alleged Western and Ukrainian threats to generate greater domestic support for the war in Ukraine. The Russian Investigative Committee and Prosecutor General’s Office stated on March 27 that they will consider an appeal from the Russian State Duma to investigate American and Western financing and organization of terrorist attacks against Russia. [7] The Russian Investigative Committee, Prosecutor General’s Office, and the Duma Deputies that made the appeal did not explicitly reference the Crocus City Hall attack. [8] Kremlin officials have previously tied Ukraine and the West to the Crocus City Hall attack but have yet to make a formal accusation, and the Kremlin may refrain from issuing an official accusation as all available evidence continues to show that the Islamic State (IS) is very likely responsible for the attack. [9] Russian officials routinely describe Ukrainian military strikes against legitimate military targets in occupied Ukraine and Russia as terrorism and consistently claim that Western actors help organize these strikes. [10] The Kremlin likely aims to seize on wider Russian social fears and anger following the Crocus City Hall attack by portraying Ukraine, the US, and the West as immediate terrorist threats. The Kremlin likely hopes that perceptions of Ukrainian and Western involvement in the Crocus City Hall attack will increase domestic support for the war in Ukraine, and Russian officials will likely invoke a broader view of what they consider terrorism to further cast Ukrainians as terrorists and the West as a sponsor of terrorism. [11] The Kremlin may still formally accuse Ukraine of conducting the Crocus City Hall attack if it believes that these other informational efforts are insufficient to generate the domestic response it likely desires. [12]

Russian authorities are increasing legal pressure against migrants in Russia following recent Russian officials’ proposals for harsher, measures against migrant communities in response to the March 22 Crocus City Hall attack. BBC News Russian Service stated that there has been a significant increase in the number of cases related to violations of the rules of entry for foreign citizens into Russia following the Crocus City Hall attack. [13] BBC News Russian Service reported on March 27 that 784 such cases have been registered since the morning of March 25, as compared with 1,106 during the entire previous week. A Russian lawyer who often works with Tajik citizens reportedly told BBC News Russian Service that over 100 people waited for a Moscow district court to hear their cases on March 25 alone and that Russian authorities are especially targeting migrants from Tajikistan during searches. BBC News Russian Service reported that representatives of the Tajik diaspora in Russia are expecting Russian authorities to conduct a large wave of deportations following the Crocus City Hall attack. A Russian insider source claimed on March 27 that unspecified actors gave the Moscow Ministry of Internal Affairs (MVD) an “unspoken” order to “not spare” migrants and for MVD employees to use their own judgement in the field. [14] The insider source claimed that a source suggested that Russian authorities are not preparing to conduct raids on migrant communities but will apply the “strictest measures” to migrants in “controversial situations.” Kremlin newswire TASS stated on March 27 that Russian police and Rosgvardia conducted a raid at the Wildberries warehouse in Elektrostal, Moscow Oblast to check the documents of migrant workers, and Russian opposition outlet Baza reported that Russian authorities detained 21 people during the raid. [15] Several Russian ultranationalist milbloggers complained that the way Russian-language schools in Tajikistan are teaching about Russia’s historical imperial occupation of Tajikistan is discouraging Tajik migrants from integrating into Russian society, essentially blaming migrants for the alienation that Russian society subjects them to. [16] Select Russian officials recently called for the introduction of several anti-migrant policies, which Russian authorities are unlikely to enact given Russia’s reliance on migrants for its force generation and labor needs. [17] Russian authorities may continue the practice of raiding migrant workplaces and increase crackdowns at border crossings to temporarily placate emotional cries for retribution following the March 22 attack as the Kremlin continues to develop a cogent and practical response.

Russian Main Effort – Eastern Ukraine

Russian Subordinate Main Effort #1 – Luhansk Oblast (Russian objective: Capture the remainder of Luhansk Oblast and push westward into eastern Kharkiv Oblast and northern Donetsk Oblast)

Positional engagements continued along the Kupyansk-Svatove-Kreminna line on March 27, but there were no confirmed changes to the frontline in this area. Ukrainian and Russian sources stated that positional engagements continued northeast of Kupyansk near Synkivka and Lake Lyman; southeast of Kupyansk near Ivanivka; west of Kreminna near Terny and Yampolivka; and south of Kreminna near Bilohorivka. [18] Russian milbloggers claimed that Russian forces advanced near Terny, but ISW has not observed visual confirmation of this claim. [19] Chechen Republic Head Ramzan Kadyrov stated that elements of the Chechen Akhmat Spetsnaz “Aida” detachment are operating near Bilohorivka. [20]

Ukrainian officials reported that Russian forces struck Kharkiv City with a D-30 universal joint glide munition (UMPB), a guided glide bomb, on March 27. [21] Ukrainian officials noted that the strike was the first Russian glide bomb strike against Kharkiv City since the beginning of the full-scale invasion in 2022. [22] Ukrainian Kharkiv Oblast Military Administration Head Oleh Synehubov stated that the UMPB D-30 has a range of up to 90 kilometers and that Russian forces can launch the bomb from aircraft or ground-based Smerch multiple rocket launch systems (MLRS). [23] Russian forces struck Myrnohrad, Donetsk Oblast with three UMPB D-30SN guided glide bombs on March 10. [24]

Russian Subordinate Main Effort #2 – Donetsk Oblast (Russian objective: Capture the entirety of Donetsk Oblast, the claimed territory of Russia’s proxies in Donbas)

Russian forces reportedly advanced west of Bakhmut, although there were no confirmed changes to the frontline in the area on March 27. Russian milbloggers claimed that Russian forces advanced west of Bakhmut along a railway line and a section of the O0506 (Khromove-Chasiv Yar) highway by 1.15 kilometers in depth and 1.85 kilometers in width. [25] A Russian milblogger claimed that elements of the 98th Airborne (VDV) Division are advancing near Ivanivske and are within 500 meters of the city limits of Chasiv Yar (west of Bakhmut). [26] Russian Defense Minister Sergei Shoigu credited elements of the Russian 102nd Motorized Rifle Regiment (150th Motorized Rifle Division, 8th Combined Arms Army [CAA], Southern Military District [SMD]) with seizing Ivanivske on March 24, although ISW has yet to observe visual evidence confirming that Russian forces have seized Ivanivske. [27] Positional fighting continued northeast of Bakhmut near Vesele; northwest of Bakhmut near Bohdanivka; west of Bakhmut near Ivanivske; southwest of Bakhmut near Klishchiivka and Andriivka; and south of Bakhmut near Shumy and Pivdenne. [28] A Ukrainian military observer reported that Russian forces have intensified transfers of equipment and personnel along ground lines of communication (GLOCs) through Kadiivka, Pervomaisk, and Popasna (all east of Bakhmut), but did not specify the destination of these transfers. [29] Kadiivka, Pervomaisk, and Popasna all lie along the T0504 Luhansk City-Bakhmut highway that runs directly from the Russian rear in occupied Luhansk Oblast into Bakhmut, however.

Russian forces recently advanced west of Avdiivka amid continued positional fighting in the area on March 27. Geolocated footage published on March 27 indicates that Russian forces recently advanced within Berdychi (northwest of Avdiivka) and in Orlivka (west of Avdiivka). [30] Russian milbloggers claimed that Russian forces entered Semenivka (northwest of Avdiivka) and are attacking Ukrainian positions within the settlement but that Ukrainian forces are actively counterattacking in the area. [31] A Russian milblogger claimed that Russian forces advanced 200 meters west of Orlivka on the western bank of the Durna River, 200 meters west of Tonenke (west of Avdiivka), 200 meters in the direction of Umanske (west of Avdiivka), 300 meters south of Tonenke towards Pervomaiske (southwest of Avdiivka), and 100 meters south of Nevelske (southwest of Avdiivka). [32] ISW has not observed visual confirmation of these claims. Positional fighting continued northwest of Avdiivka near Berdychi and Semenivka; west of Avdiivka near Orlivka, Tonenke, and Umanske; and southwest of Avdiivka near Vodyane, Nevelske, and Pervomaiske. [33]

Russian forces recently advanced southwest of Donetsk City amid continued positional fighting west and southwest of Donetsk City on March 27. Geolocated footage published on March 27 indicates that Russian forces recently advanced within central Novomykhailivka (southwest of Donetsk City). [34] Positional fighting continued west of Donetsk City near Heorhiivka and Krasnohorivka and southwest of Donetsk City near Novomykhailivka and Pobieda. [35] Elements of the Russian 5th Motorized Rifle Brigade (1st Donetsk People’s Republic [DNR] Army Corps [AC]) are reportedly operating near Krasnohorivka. [36]

Positional engagements continued south of Velyka Novosilka near Staromayorske and Urozhaine in the Donetsk-Zaporizhia Oblast border area on March 27. [37]

Russian Supporting Effort – Southern Axis (Russian objective: Maintain frontline positions and secure rear areas against Ukrainian strikes)

Positional engagements continued in western Zaporizhia Oblast on March 27, but there were no confirmed changes to the frontline. Positional engagements continued near Robotyne, near Mala Tokmachka (northeast of Robotyne), northeast of Novoprokopivka (south of Robotyne), and northwest of Verbove (east of Robotyne). [38] Elements of the Russian 71st Motorized Rifle Regiment (42nd Motorized Rifle Division, 58th Combined Arms Army [CAA], Southern Military District [SMD]) reportedly continue operating within Robotyne. [39]

Russian Air, Missile, and Drone Campaign (Russian Objective: Target Ukrainian military and civilian infrastructure in the rear and on the frontline)

Russian forces conducted a series of drone and missile strikes against Ukraine on the night of March 26 to 27 and on March 27. The Ukrainian Air Force reported that Russian forces launched 13 Shahed-136/131 drones from Kursk Oblast and that Ukrainian forces shot down 10 drones over Kharkiv, Sumy, and Kyiv oblasts on the night of March 26 to 27. [41] Ukrainian officials reported that Russian drones struck civilian infrastructure in Izyum, Kharkiv Oblast. [42] Ukrainian Kharkiv Oblast Head Oleh Synehubov stated that a Russian Kh-35U subsonic anti-ship cruise missile struck Kharkiv City on the morning of March 27. [43] Ukraine’s Eastern Air Command reported that Ukrainian forces shot down an unspecified Russian cruise missile over Dnipropetrovsk Oblast on March 27. [44] Ukrainian officials stated that Russian forces struck an industrial enterprise in Mykolaiv City with an Iskander-M ballistic missile on the afternoon of March 27. [45]

Ukraine’s Southern Operational Command Spokesperson Colonel Nataliya Humenyuk stated that Russian forces have stored “several dozen” Zircon missiles in military facilities in occupied Crimea. [46] Ukrainian Air Force Spokesperson Major Ilya Yevlash stated that Ukrainian air defense systems, such as Patriot and SAMP/T systems, can intercept Zircon missiles when they slow down to about 3,700 kilometers per hour on approach to a target. [47]

Russian Mobilization and Force Generation Efforts (Russian objective: Expand combat power without conducting general mobilization)

Russian Storm-Z personnel continue to complain about their poor treatment by the Russian Ministry of Defense (MoD) as the MoD tries to present the efficacy of its force generation and social benefit allocation system. Russian opposition outlet Mobilization News posted a video appeal from Storm-Z fighters from Kaluga Oblast on March 27 wherein one fighter claimed that after signing contracts with the Russian MoD, Russian command sent a Storm-Z unit of 230 people to the frontline, of whom only 38 survived combat. [48] The Storm-Z fighter complained that he has been unable to receive combat veteran status or promised payments from the Russian authorities for his service. [49] Mobilization News released another video on March 27 wherein relatives of killed and wounded Storm-Z fighters complain to Russian President Vladimir Putin that Russian authorities have not issued the Storm-Z fighters combat status or granted payments in the event of their death or injury in Ukraine. [50] The relatives of the Storm-Z fighters blamed the Russian MoD and Defense Minister Sergei Shoigu for the poor treatment and lack of benefits for Storm-Z fighters. The Russian MoD relies heavily on Storm-Z recruits from penal colonies to carry out costly infantry-led frontal assaults against Ukrainian positions and is very unlikely to address complaints concerning their poor treatment. The Russian MoD claimed on March 27 that it is issuing electronic combat veteran certificates and streamlining and digitizing the process for veterans to obtain payments and social benefits — but these privileges evidently do not apply evenly to all personnel who have signed contracts with the Russian MoD. [51]

Russian news outlet Vedemosti reported that US-sanctioned Russian company Baikal Electronics is struggling to domestically package semiconductor chips to produce processors and that over half of its domestically produced processors are defective. [52] Vedemosti reported that Baikal Electronics began to experiment with domestically packaging chips in Russia at the end of 2021 and that outdated equipment and a lack of experienced employees caused the large amount of processor defects.

Russian Technological Adaptations (Russian objective: Introduce technological innovations to optimize systems for use in Ukraine)

Russian drone developer Albatross LLC told Kremlin newswire TASS that Russian forces used the Albatross M5 long-range reconnaissance drones to guide aviation and artillery strikes while repelling recent pro-Ukrainian Russian raids into Belgorod Oblast. [53] Albatross LLC noted that the modernized Albatross M5 drone has a maximum range of 60-80 kilometers.

Russian state news outlet RIA Novosti reported that Russian T-72B3, T-72B3M, T-80BVM, and T-90M tanks operating in Ukraine use Reflex-M guided weapon systems with the Invar-M/M1 anti-tank guided missiles to strike Ukrainian and Western-made vehicles. [54]

Ukrainian Defense Industrial Efforts (Ukrainian objective: Develop its defense industrial base to become more self-sufficient in cooperation with US, European, and international partners)

Russian officials are weaponizing international responses to the Crocus City Hall attack to accuse the West of espousing Russophobic policies and to baselessly blame Ukraine of involvement in the attack. Russian Ambassador to Austria Dmitry Lyubinsky claimed on March 27 that while the Austrian government reacted to the Crocus City Hall attack, it did not use the words “terrorist attack” or condemn the attack. [55] Lyubinsky accused Austria of having “taken a very special position in its hypocrisy” and a “daze of permissiveness” towards Ukraine and reiterated the Kremlin narrative baselessly connecting Ukraine to the attack. Russian Foreign Ministry Spokesperson Maria Zakharova reported that Russia has received 24-hour non-stop words of support from around the globe following the attack, but immediately pivoted to accuse Ukraine of involvement in the attack and blame NATO members of monopolizing the global fight against terror. [56]
