KUALA LUMPUR (Aug 23): Etiqa is paying out claims to policy holders of its travel insurance or takaful product who are affected by flight delays arising from a computer glitch at the Kuala Lumpur International Airport (KLIA) and klia2.

Etiqa Insurance & Takaful group CEO Kamaludin Ahmad said they can claim compensation if their flight has been delayed for more than the stipulated number of hours in their policy contract.

The insurer is making an exception to pay out flight delay claims even though delays due to disruptions of the airport systems are traditionally excluded from the benefits it offers to its travelling policy holders.

“We know we are unable to resolve the delays that are occurring, but we are definitely in a position to alleviate some of the pain," he said in a statement today.

"So, for these special group of customers who have been affected by the systems disruption at KLIA and klia2 since yesterday, we are making an exception to pay out these flight delay claims even if it’s not covered," Kamaludin added.

Etiqa's travel products honours claims for flights that have been delayed as a result of situations such as strikes, adverse weather conditions and mechanical breakdown of the carrier.

Flight cancelled or delayed? Here’s how to claim compensation

If your flight to or from the UK or the EU is delayed or cancelled at the last minute you are not only legally entitled to be looked after by your airline, but may be due cash compensation too.

Airlines often do their utmost to avoid paying out, so it pays to know what your rights. Our guide explains everything you need to know, the rules on compensation and how to make sure you get it. Find more advice on the immediate practical steps here.

What am I entitled to if my flight is cancelled?

If your flight to or from a UK or EU airport (or with a UK/EU airline) is cancelled outright, whatever the reason, your airline must offer you either a full refund or a seat on the soonest available alternative flight, even if it is with a rival carrier.

Contact your airline directly if you do wish to claim a refund, but beware that in doing so you will waive your right to being placed on another flight.

If you opt for an alternative flight, it is your choice as to whether you take the next available flight, or travel at a later date. If you decide to travel at a later date, you may be able to claim compensation on reasonable expenses, such as overnight accommodation and the cost of phone calls.

If you are flown to a different airport, the airline must also cover the cost of onward travel, though you should keep expenditure to a minimum (by taking the train from Heathrow to Gatwick, for example, rather than a taxi).

What if my airline cannot provide an alternative flight ticket?

If your airline cancels your flight and is unable to offer an alternative, you must make your own arrangements and seek a refund from it at a later date. Once again, you should keep costs to a minimum, choosing the cheapest available route and, where necessary, staying in budget hotels. Keep your receipts, as well as evidence such as screenshots to prove you bought the cheapest available tickets.

My flight is delayed: what support am I entitled to?

In the event of a long delay (see below), and regardless of the cause, airlines must provide food and drink appropriate to the time of day (often in the form of a voucher) and a means of communicating your delay or a refund for the cost of essential phone calls. For overnight delays, you must be given hotel accommodation and transport to it – or to return home if you are on the outward leg. If there’s a major disruption, you may have to make your own arrangements and claim back the cost. Be reasonable when booking accommodation – don’t expect a full refund for an expensive hotel unless there is no alternative. Receipts are essential.

A long delay means, for short flights (up to 1,500km), two hours or more; for mid-haul journeys (1,500 to 3,500km), three hours; for longer trips, four hours.

Can I get compensation if my flight is delayed?

To claim additional cash compensation, the hold-up must have been the airline’s fault (this does not include severe weather or IT breakdowns, for example) and cause a delay of three hours or more beyond the scheduled arrival time.

Can I get compensation if my flight is cancelled?

Again, this applies only if the airline is to blame for your flight being cancelled. Otherwise (as outlined above) you are only entitled to a refund or a seat on an alternative flight.

If the cancellation is the airline’s fault, similar rules and amounts for compensation apply as for delays and there are particular conditions and variations depending on how far in advance the flight was cancelled (see caa.co.uk/consumers ). See below for how much you could be entitled to.

Which flights qualify for compensation?

Under current EU and British law, you must be departing from, or arriving at, a British or EU airport (this includes Iceland, Norway and Switzerland) on any airline to qualify for compensation. The rules also used to apply to anyone travelling anywhere else on an EU or British airline, however a recent EU court ruling means that some long-haul flights to Britain via EU airports are now excluded. How much can I expect for a delayed flight?

For delays of three hours or more which are the fault of the airline, you are entitled to a cash payment of £220 for short flights and £350 for a flight of 1,500–3,500km. For flights over 3,500km you should receive £520 for a delay of three to four hours. You don’t have to take the flight if it’s delayed for five hours or more, and will be entitled to a full refund within seven days.

However, as already stated, these amounts do not apply in all cases. If your delay is caused by bad weather for example, you will not be entitled to compensation.

What is covered?

You should get compensation for delays caused by most things within an airline’s control, including technical problems such as component failure and general wear and tear. The Civil Aviation Authority (CAA) has said that a strike by the airline’s own staff comes under its responsibility and could mean a right to compensation. It might depend on how far in advance the carrier has given you warning of disruption.

What is excluded?

Compensation is not payable in “extraordinary” circumstances, such as war or civil unrest, security issues, natural disasters, extreme weather (including an airport’s failure to de-ice the aircraft on time or wildfires), air traffic control restrictions, strikes by airport staff, a medical emergency on board, and some crew issues. These are unforeseeable emergencies and airlines are not liable for them.

How long do I have to make my claim?

You can claim for qualifying delayed flights over the past six years. Airlines have tried to limit claims to the past two years but this has been rejected by the courts.

Can I claim if a shorter delay means I miss a connecting flight?

Yes, if all the flights are made under the same booking reference and the connection is made at an EU airport. For example, if you are due to fly from London via Madrid to Buenos Aires and you miss your connection in Madrid because the flight from London arrives an hour late, you can claim for long-haul compensation as long as the delay in arriving at your final destination, in this case Buenos Aires, is more than three hours.

What if I miss my connecting flight because of a meltdown with airport border-control e-gates?

Many connecting flights don’t involve going through passport control. But if you are arriving in the UK on an international flight and then connecting to a domestic one, you will have to do so. If you miss it because of technical problems with the e-gates for example – these have been an issue recently – you won’t be entitled to any compensation, but if you are travelling with the same airline on both flights it will normally allow you to rebook for a later flight – though not always, it may depend on the type of ticket you have. If you are changing airlines – arriving on BA from overseas and then have a domestic flight with another airline which you miss for example – you will normally have to make a new booking at your own expense. Your travel insurance may help with this however, subject to a deduction for the excess on the policy.

Can I claim for a delayed flight outside the EU on a non-EU airline if my journey began in the UK?

It depends. If, for example, you were flying London-Dubai-Singapore and your London-Dubai flight arrived more than three hours late you can make a claim. However, if the delay was on the Dubai-Singapore sector you probably would not be eligible for compensation. There is also no compensation for delays on any sector of your return flight to the UK.

The airline has offered me vouchers as compensation, what should I do?

It is your choice whether to accept them or not. The Regulation says that the airline should pay compensation in cash.

I have submitted a compensation claim to the airline but it says the delay was due to ‘extraordinary circumstances’. What do I do next?

Double-check that you have a case by reading through the CAA’s ‘Delays and Cancellations’ information at caa.co.uk/passengers . If you decide to make a claim and the airline does not settle it within eight weeks, then most large airlines are members of an Alternative Dispute Resolution Scheme (which are listed by the CAA ), so you can refer the problem to the appropriate body.

If there is no ADR available, your options are as follows. If your delayed flight departed from a UK airport you can ask the CAA’s Passenger Advice and Complaints team to review your case and it will contact the airline on your behalf if you have a valid claim. Use the online form to send details of your complaint including copies of supporting information.

However, most large airline have signed up to an Alternative Dispute Resolution Scheme, in which case, the CAA will no longer look at the complaint. In these cases, if your case is not resolved after eight weeks, you can refer it to the ADRS - these are listed by the CAA .

If your flight departed from another EU country you need to contact the National Enforcement Body (NEB) in the country where the airline has its home base. The NEB will eventually - usually months later - provide a written ruling on your claim. This is not legally binding but most airlines pay out at this point.

Is there another route to pursue my claim?

You can take a UK-based airline to court once you have a written rejection. Use the  Money Claim Online  service, which costs £35 depending on the value of your claim (to a maximum of £1,000). This service only covers England and Wales. For Scotland visit  scotcourts.gov.uk ; for Northern Ireland visit  courtsni.gov.uk .

I’m worried about all the form-filling involved. Is there another way?

Some specialists will handle claims for you on a no-win, no-fee basis, though they take about 30 per cent of the payout. Try Bott & Co (01625 415800; bottonline.co.uk ), for example, which will deal with flights that depart or arrive in England and Wales and any eligible flights on UK-registered airlines. Its website has a free flight checker to find out if you have a valid claim. Dutch-based EU Claim (020 3318 3583; euclaim.com ) runs a similar kind of service.

What about travel insurance for delays?

Your travel insurance policy will probably offer compensation for a delay, though in most cases, it is likely to be a derisory amount – say £20 – and even then it is only available after an extremely long delay – typically of 12 hours or more.

What about other arrangements I have paid for?

If you have booked a hire car, a hotel, a villa or other accommodation independently of your flight, and you are delayed or unable to travel, the airline is not liable for any losses you may incur. You are still responsible for paying the bill.

What happens if my airline goes out of business?

If you have booked a seat-only ticket on a charter flight, or are on a package holiday, the CAA under the Atol protection scheme will arrange a refund or, if you are abroad, will take responsibility for repatriating you.

In such cases they can claim the fare back from the card company. Stranded passengers may still lose out, however, because they will have to buy a new ticket home, which will probably cost more than the original. Most flights with scheduled airlines are not protected by the scheme.

What can I do to protect my scheduled flight tickets?

Apart from paying with a credit card, you could take out insurance. Some policies offer cover for the failure of an airline. This is often referred to as Scheduled Airline Failure Insurance (SAFI). The level of this protection varies, but Travel Plus  – offers cover up to £2,500, not only for loss on air tickets and the extra cost of replacing flights, but also for items such as a villa deposit, which you may lose if you can’t travel because of the airline’s failure. Check with your provider if it offers SAFI cover — it may be an optional extra.

We think this is a great plan for the consumer who is interested in getting as cheap a plan as possible without having to compromise too much on the very features you're looking for in travel insurance anyway. For instance, students and budget travellers who are active will benefit from the low prices, adventurous activity coverage and a solid offering of benefits that cover the most likely travel woes. That said, it is possible to find even cheaper travel insurance plans, like with FWD and Budget Direct, so those looking for rock bottom prices may not find the Entry plan to be the best fit.

If you're looking for an affordable mid-level, single trip plan, then Etiqa will deliver. Week-long and longer trips cost 20%-40% below average to insure and premiums drop by as much as 50% from the market average for family plans, making Etiqa's Tiq Savvy plan one of the most competitively priced mid-tier plans. However, it offers quite below-average coverage for a mid-tier plan, so those hoping to pay extra for considerably more coverage may not find the Savvy plan's upgrades to be worthwhile, as there are budget plans that can offer more coverage for the same price (or lower). Lastly, Frequent travellers should take note that the Savvy's annual plans cost around the average compared to other mid-tier plans on the market. Therefore, cost-conscious travellers may find a better deal with insurers like DirectAsia and FWD.

Etiqa's premium offering, the Luxury Plan, is fairly undistinguished in that it offers below-average to average levels of coverage compared to other top-shelf travel insurance plans while also running near the middle of the pack in terms of pricing. Compensation rules after Manchester Airport power cut chaos

A power cut at Manchester Airport threw many people's holiday plans into turmoil yesterday as multiple flights were unceremoniously called off.

All flights from Terminals 1 and 2 were cancelled until 3pm yesterday, June 23, following a "major" power cut at around 6.30am. This affected several important systems, including the processing of boarding cards and baggage screening, resulting in significant delays across the whole airport.

The airport later announced that flights would resume during the late afternoon, and would continue for the rest of the day, with Monday's scheduled flights going ahead as usual. Travellers whose flights had been cancelled were told they would hear from airlines in due course.

Experts have now shared what passengers may be entitled to if their flight was cancelled or delayed due to the power failure on Sunday. In England, travellers may be able to claim compensation if their flight is cancelled - regardless of the airline - if the journey was leaving from the UK, the EU , Iceland, Norway or Switzerland.

They may also be able to claim if their cancelled flight was arriving in the UK with a UK or EU airline, or arriving in the EU with a UK airline. A spokesperson for compensation experts Claims.co.uk , in partnership with the National Accident Helpline, said: "Whilst booking a package holiday can slash the cost of going away, if your flight is cancelled you can risk having your whole holiday cancelled or rearranged.

"If you have booked a package holiday and your flights are cancelled, you have the rights to either claim a full refund, a reroute of the trip destination and potentially compensation from the airline.

“However, in these specific circumstances, delays and cancellations caused by air traffic control restrictions are considered an ‘extraordinary circumstance’ and therefore do not qualify for compensation.

“In cases of flight delays and flight cancellations due to an ‘extraordinary circumstance,’ the airline must provide you with additional services, depending on the length of your delay and waiting time.

“These additional services include free meals and refreshments, which you are entitled to when your flight is delayed by at least 2 hours. Passengers should also receive a free overnight accommodation and a transfer to and from the airport if the flight is shifted to the next day.

“If a travel operator needs to cancel a package holiday for any reason, they are required to notify you as soon as possible and without undue delay. This is to ensure that you have enough time to help you make alternative arrangements or seek refunds.

"However, in many people's case due to the disruption, if you are at the airport when the flight is cancelled, it is advised that you contact your travel company straight away to talk through your options. If the delay lasts more than five hours, but is not actually cancelled, you should also be able to choose not to travel and get a full refund on your ticket.

“If your flight cannot be rearranged, meaning your whole holiday must be cancelled, then the travel company must offer an alternative holiday if possible, or a refund of the full package price, not just the flight part.”

According to the compensation experts, if a customer receives less than 14 days’ notice of the cancellation, they may claim compensation, which can be awarded in pounds or euros. These are £220 or €250 for all flights of 1,500km or less, £350 or €400 for all flights between 1,500km and 3,500km, and £520 or €600 for all other flights.

What is the best option?

  • Refund amount - if the travel operator is offering a full refund, this could be financially more appealing, especially if you are uncertain about your future travel plans.
  • Availability - consider if the dates the travel operator offers you are a suitable alternative date for your original trip. If the new dates do not align with your schedule, rescheduling might not be a viable option.
  • Change fee - check if the travel operator is waiving any change fees for rescheduling. Some operators might impose fees for changing travel dates, which could impact your decision.
  • Travel Insurance - if you have travel insurance, review your policy to see if it covers cancellations or changes due to unforeseen circumstances. This might influence your decision to reschedule or opt for a refund.

Whether it's a trip across the world or a trip across the state, having travel insurance provides major relief if things go awry. Flight delays, lost baggage, illness, injuries, and other unforeseen events can disrupt even the best-laid plans. With a major disruption comes the potential for unanticipated expenses.

Travel insurance and the coverage it offers can help keep you protected and save you money in the long run.

Travel insurance policies protect travelers from financial losses should something go wrong during their trip. You can customize which coverages you want to include, and there are several to choose from.

"Common types of coverage include trip cancellation, trip interruption, baggage protection, coverage for medical care if you get sick or hurt during your trip, and emergency medical evacuation," says Angela Borden, a travel insurance expert and product strategist for travel insurance company Seven Corners.

Travel insurance plans offer nonrefundable payments and other trip-related expenses. While monetary compensation is a primary benefit, there is another valuable perk of travel insurance. It can provide peace of mind.

Your specific travel insurance plan (and its terms and conditions) will determine the minutia and specifics of what is covered. As with most other forms of insurance, a general rule of thumb is the more you spend, the better your coverage.

"Travel insurance can be confusing, so it's best to research a reputable company that specializes in travel insurance and has a long history of successfully helping travelers all over the world," says Borden.

Trip cancellations and interruptions

A travel insurance policy can reimburse you for a prepaid, nonrefundable trip if it is canceled for a covered event, such as a natural disaster or a global pandemic.

Trip interruption insurance covers you if you're already on your trip and you get sick, there's a natural disaster, or something else happens. Make sure to check with your travel insurance providers to discuss any inclusions, coverage, and more.

Travel delays and missed connections

Travel delay insurance coverage provides reimbursement for any expenses you incur when you experience a delay in transit over a minimum time. Reimbursements can include hotels, airfare, food, and other related expenses.

Medical emergencies and evacuations

Typically, US healthcare plans are not accepted in other countries. So travel insurance with medical coverage can be particularly beneficial when you are abroad. Medical coverage can also help with locating doctors and healthcare facilities.

Medical transportation coverage will also pay for emergency evacuation expenses such as airlifts and medically-equipped flights back to the US. Out of pocket, these expenses can easily amount to tens of thousands of dollars. Certain plans may even transport you to a hospital of choice for care.

Travel insurance generally does not include coverage for pre-existing conditions. That said, you can obtain a pre-existing condition waiver, which we will talk about later.  

Baggage and personal belongings

Most airlines will reimburse travelers for lost or destroyed baggage, but be prepared for limitations. Travel insurance plans will typically cover stolen items, such as those stolen out of a hotel room. This may not include expensive jewelry, antiques, or heirloom items. Typically, airlines have a few days to recover your bag.

In the meantime, you can make a claim to pay for items like certain toiletries and other items you need to pick up. If your bag is truly lost or you don't get it for an extended period, you can file a true lost baggage claim.

A major perk on several travel credit cards is embedded credit card travel insurance . Typically, you will need to use the specific card for the transaction (at least with partial payment) for travel coverage to kick in.

Each card has specific rules on what exactly is covered. But one of the industry leaders is the $550-per-year Chase Sapphire Reserve credit card. Here's a snapshot of what is covered with this specific card:

  • Baggage delay: up to $100 reimbursed per day for up to five days if a passenger carrier delays your baggage by more than six hours.
  • Lost and damaged baggage: up to $3,000 per passenger per trip, but only up to $500 per passenger for jewelry and watches and up to $500 per passenger for cameras and other electronic equipment.
  • Trip delay reimbursement: up to $500 per ticket if you're delayed more than six hours or require an overnight stay.
  • Trip cancellation and interruption protection: up to $10,000 per person and $20,000 per trip for prepaid, nonrefundable travel expenses.
  • Medical evacuation benefit: up to $100,000 for necessary emergency evacuation and transportation when on a trip of five to 60 days and traveling more than 100 miles from home.
  • Travel accident insurance: accidental death or dismemberment coverage of up to $100,000 (up to $1,000,000 for common carrier travel).
  • Emergency medical and dental benefits: up to $2,500 for medical expenses (subject to a $50 deductible) when on a trip arranged by a travel agency and traveling more than 100 miles from home.
  • Rental car coverage: primary coverage for damages caused by theft or collision up to $75,000 on rentals of 31 days or fewer

More protections are included with cards with an annual fee, but there are exceptions. The no-annual-fee Chase Freedom Flex, for instance, includes up to $1,500 per person (and up to $6,000 per trip) in trip cancellation and trip interruption coverage.

However, there are some differences between credit card travel coverage and obtaining coverage from a third party.

"Credit card coverage does not typically provide travel medical benefits," Borden says. "For protection if you get sick or hurt while traveling, you'll want a travel insurance plan with medical coverage."

Whether you get your travel insurance in a standalone policy or through a credit card, it's important to review your plan details carefully. In either case, there may be exclusions and other requirements such as deadlines when filing a claim, Borden notes.

Knowing what travel insurance doesn't cover is as important as knowing what it does cover.

"Travelers should understand that travel insurance benefits come into play only if a covered reason occurs," Borden says. Most standard travel insurance plans won't reimburse you for the following:

Cancel for any reason (CFAR)

Cancel-for-any-reason travel insurance covers a trip cancellation for any reason, not just a covered event. your standard benefits won't kick in unless it's a covered event. For instance, you'll be reimbursed simply for changing your mind about taking a trip.

That said, CFAR travel insurance is not without its downsides. For one, it's more expensive than traditional insurance, and most CFAR policies will only reimburse you for a percentage of your travel expenses. Additionally, CFAR policies aren't available for annual travel insurance .

Foreseen weather events

Sudden storms or unforeseen weather events are typically covered by standard travel insurance plans. There are exceptions to be aware of. For example, an anticipated and named hurricane will not be covered.

Medical tourism

If you're going to travel internationally for a medical procedure or doctor's visit, your travel insurance plan will not cover the procedure itself. Most medical travel plans also won't cover you if something goes wrong with your procedure.

Pre-existing conditions and pregnancy

Those with specific pre-existing conditions, such as someone with diabetes and needing more insulin, will not be covered by most plans. In addition, pregnancy-related expenses will likely not be covered under most plans.

That said, you can obtain a pre-existing condition waiver for stable conditions. In order to obtain a wavier, you will need to purchase travel insurance within a certain time frame from when you booked your trip, usually two to three weeks, depending on your policy.

Extreme sports and activities

Accidents occurring while participating in extreme sports like skydiving and paragliding will typically not be covered under most plans. However, many plans offer the ability to upgrade to a higher-priced version with extended coverage.

Navigating claims and assistance

When a trip goes awry, the first thing you should do is document everything and be as specific as possible with documentation. This will make the claims process easier, as you can substantiate and quantify your financial losses due to the delay.

For example, your flight home has been delayed long enough to be covered under your policy, you'll want to keep any receipts from purchases made while waiting. For instances where your luggage is lost, you will need to file a report with local authorities and document all the items you packed.

Cancellation protection also requires meticulous attention to detail. If you're too sick to fly, you may need to see a doctor to prove your eligibility. If an airline cancels a flight, you'll also need to document any refunds you received as travel insurance isn't going to reimburse you for money you've already gotten back. 

Part of the benefit of CFAR insurance is the reduced paperwork necessary to file a claim. You'll still need to document your nonrefundable losses, but you won't have to substantiate why you're canceling a trip.

Each plan should be personalized to meet the insured party's needs. Some travelers prefer to stick to the bare minimum (flight cancellation benefits through the airline). Others want a comprehensive plan with every coverage possible. Before you buy anything, set your destination. Are there any travel restrictions or changes pending? Does your destination country require emergency or other medical coverage?

If the destination airport is known for lost or delayed luggage, travelers should keep important items in carry-ons. Lost or delayed luggage coverage protects insured parties in the event of a significant delay or total loss.

Second, check current credit card travel benefits to avoid redundancies. Savvy travelers don't need to pay for the same coverage twice.

Finally, consider your individual needs. Do you have a chronic medical condition, or do you feel safe with emergency-only medical coverage? Keep in mind, this does not include coverage for cosmetic surgery or other medical tourism. Do you have a budget limit for travel insurance? Asking and answering these important questions will help every traveler find the right product.

  • The Insured, also known as the Applicant / Proposer, must be a Singapore citizen, Permanent Resident of Singapore or foreigner with a valid Work Pass, Student Pass, Dependant’s Pass or Long-Term Visit Pass.
