Baltimore bridge collapse: at least six missing as Biden laments ‘terrible accident’

Mayor says rescue efforts continuing after cargo vessel hit Francis Scott Key Bridge, sending vehicles into the water

A frantic search-and-rescue effort continued on Tuesday hours after a major bridge in Baltimore , Maryland, snapped and collapsed when a container ship collided with it in the early morning, sending a number of vehicles into the water.

Baltimore fire department officials said at least six construction workers were still missing, after reports that a 948ft Singapore-flagged container ship leaving port on its way to Sri Lanka had crashed into the Francis Scott Key Bridge.

Jeffrey Pritzker, a senior executive at Brawner Builders, the employer of the construction workers, said Tuesday afternoon that they were presumed dead, given the water’s depth and the length of time since the crash. Pritzker said the crew had been working in the middle of the bridge when it came apart. No bodies have been recovered. “This was so completely unforeseen,” Pritzker said. “We don’t know what else to say. We take such great pride in safety, and we have cones and signs and lights and barriers and flaggers. But we never foresaw that the bridge would collapse.”

A report from the Baltimore Banner earlier said the were construction workers from El Salvador, Guatemala, Honduras and Mexico who are in their 30s and 40s, with spouses and children.

Officials added that up to 20 people and several vehicles had fallen into the river and declared it a “mass casualty event”.

A video posted on X appeared to show the vessel striking one of the bridge’s central supports, causing much of the 2.6km bridge to give way as a number of vehicles fell into the Patapsco River below.

Joe Biden addressed the bridge collapse in a public briefing about midday, saying that all indications were that it was a “terrible accident” rather than an “intentional act”.

The president also said he was thinking of those who remained unaccounted for amid the search and rescue efforts around the bridge, a key traffic artery whose destruction is also expected to cause months of travel disruption in a city with more than 575,000 residents.

“We’re with you. We’re going to stay with you as long as it takes,” said Biden, adding that he intended to travel to Baltimore as soon as possible. “You’re Maryland tough. You’re Baltimore strong.”

Officials said the ship issued a mayday as it went off course and seemed to lose power, which Baltimore officials said allowed them to prevent more vehicles from coming on to the bridge. The ship then appeared to catch fire as part of the bridge collapsed over it, sending plumes of thick, black smoke into the air.

Two people have been rescued, with one of them “severely” injured and in critical condition, officials said in a pre-dawn press conference. There were reports that there were workers on the bridge engaged in basic road maintenance when the collision occurred.

The temperature in the river was about 47F (8C) in the early hours of Tuesday, according to a buoy that collects data for the National Oceanic and Atmospheric Administration.

From a vantage point near the entrance to the bridge, jagged remnants of its steel frame were visible protruding from the water, with the on-ramp ending abruptly where the span once began. “All lanes closed both directions for incident on I-695 Key Bridge. Traffic is being detoured,” the Maryland transportation authority posted on X. “I-695 Key Bridge collapse due to ship strike. Active scene,” it later added.

Calls to 911 had come in at about 1.30am, reporting a vessel travelling outbound from Baltimore that had struck a column on the bridge, causing it to collapse, said Kevin Cartwright, the director of communications for the Baltimore fire department. Several vehicles were on the bridge at the time, including one the size of a tractor-trailer.

“Our focus right now is trying to rescue and recover these people,” Cartwright said. He added that it was too early to know how many people were affected but described the collapse as a “developing mass casualty event”.

Cartwright said it appeared that there were “some cargo or retainers” that appeared to be dangling from the bridge, creating unsafe and unstable conditions that were complicating the rescue operation. “This is a dire emergency,” he said.

Matthew West, a petty officer first class for the coastguard in Baltimore, told the New York Times that the coastguard received a report of an impact at 1.27am ET. West said the Dali, a 948ft (290-metre) Singapore-flagged cargo ship, had hit the bridge, which is part of Interstate 695.

The Maritime and Port Authority of Singapore (MPA) confirmed that the vessel was registered in Singapore and said the agency was coordinating with the US Coast Guard and the ship’s management company to help. It also said it would investigate the incident itself.

There were 22 crew onboard at the time of the incident, Singapore said.

The shipping company Maersk said that it chartered the container ship in Baltimore, with the operator named as Synergy Marine Group. Maersk confirmed that there were 22 crew, and said they were all Indian. None of them were Maersk crew or personnel.

It added that there were 4,679 containers on board, roughly half of its 10,000 capacity.

“We are horrified by what has happened in Baltimore, and our thoughts are with all of those affected,” the company said in a statement.

The Dali had left Baltimore at 1am and was heading for the Sri Lankan capital, Colombo, according to the maritime data platform MarineTraffic. Synergy Marine Group, the manager of the Dali, confirmed that the ship had collided with one of the pillars of the bridge. It said all crew members, including the two pilots, had been accounted for and there were no reports of any injuries.

“Whilst the exact cause of the incident is yet to be determined, the Dali has now mobilised its qualified individual incident response service,” it said.

The same vessel was also involved in a collision in 2016 in Antwerp, Belgium, according to Vessel Finder and the maritime incident archive Shipwrecklog.

Its bow reportedly scraped the side of the quay while it was leaving port, significantly damaging several meters of the hull, and it was reportedly detained by authorities afterward.

According to Vessel Finder , the weather was fine at the time and the incident was blamed on the ship’s master and pilot on board. There were reportedly no injuries.

The Baltimore mayor, Brandon M Scott, called Tuesday’s collision an “unthinkable tragedy” at a press conference held as dawn broke on Baltimore. “Never would you imagine” seeing the bridge collapse, he added. “It looked like something out of an action movie.”

Asked how long it would take to rebuild the bridge, he said: “The discussion right now should be about the people, the lives, the souls … there are people in the water that we have to get out and that’s the only thing we should be talking about.”

He and the county executive, Johnny Olszewski Jr, said emergency personnel were at the scene and rescue efforts were under way.

Officials added that there was “absolutely no indication that there was any terrorism or that this was done on purpose”.

The Maryland governor, Wes Moore, said in a statement that he had declared a state of emergency.

He said the ship had lost power around the time when the cargo ship hit the Key Bridge, and the crew issued a “mayday” request. Moore said that officials were able to slow the flow of traffic, preventing more vehicles from falling into the water.

“These people are heroes. They saved lives last night,” Moore said, adding that Baltimore was working with an interagency government team to quickly deploy federal resources from the Biden administration.

Moore added the bridge was “fully up to code” before Tuesday’s accident and that rebuilding the bridge would be a long-term effort.

In a statement, the White House said it was “closely monitoring” the events. “The US Coast Guard is conducting search and rescue for those who remain unaccounted for as a result of the bridge collapse,” it said. “Senior White House officials are in touch with the governor and mayor to offer any federal assistance they need. There is no indication of any nefarious intent.”

It added that “our hearts go out” to the victims and families of what it called a “horrific incident”.

Built in 1977, the bridge spans the Patapsco River, a vital artery that along with the Port of Baltimore is a hub for shipping on the US’s east coast. It is named for the author of the American national anthem, The Star-Spangled Banner.

Faith leaders from across the city and residents joined Baltimore Mayor Brandon Scott and other city officials at a vigil Tuesday to pray for the victims and families of those missing after  the collapse of the Francis Scott Key Bridge.

Mt. Olive Baptist Church was filled with hymns sung by attendees following Senior Pastor Elder Rashad A. Singletary’s request for prayers for civic leaders, first responders and those affected by the collapse.

“We come as a community to pray — not only to pray but to provide support,” Singletary said. 

Scott told attendees a lot of prayer is needed at this moment. 

“This is a tragedy that is unthinkable, but one thing I know about those of us in Baltimore, whether you're in Baltimore City and Baltimore County, whenever there is a tragedy, we come together,” he said. 

Scott said holding families in prayer is important at this time because "we can only imagine what is going through their minds and through their hearts and through their bodies.”

Baltimore County Executive Johnny Olszewski, who also spoke at the vigil, told attendees he is thankful that state leaders and President Joe Biden have reached out in support during this time.  

Search and rescue team continues to grow, fire chief says

Baltimore City Fire Chief James Wallace said the team responding to the Francis Scott Key Bridge collapse continues to grow as an active marine search operation is underway.

The mission started with 50 personnel including eight dive teams and continues to grow, Wallace told CNN’s Wolf Blitzer Tuesday. 

Sonar has been used to mark vehicles that have been found in the water, Wallace said. 

One patient was transported to a local trauma center and is in serious condition, Wallace said, while another person who was on the bridge refused service and wasn’t injured.

Wallace said harbor containment boom has been placed around the vessel to try to contain the oil sheen . He said they smelled diesel fuel early this morning when it was still dark before they could actually see the sheen.

Authorities shared updates on the investigation along with the search-and-rescue operation underway after the collapse of Baltimore's Francis Scott Key Bridge .

Here's all the critical details:

  • What National Transportation Safety Board said: Chair Jennifer Homendy said NTSB, which arrived on site at 6 a.m. ET, is leading the investigation into the bridge collapse. While the US Coast Guard carries out a search-and-rescue operation, NTSB is collecting information from the command post. A team of 24 experts will dig into nautical operations, vessel operations, safety history records, owners, operators, company policy and any sort of safety management systems or programs, Homendy said. A voyage data recorder will be critical to the investigation, she added.
  • What the Maryland governor said: Gov. Wes Moore said he spoke to President Joe Biden and Vice President Kamala Harris, and said he is grateful for their "full-throated" support . He also thanked the members of the philanthropic community and the private sector offering support, especially those who have stepped in to provide meals for first responders.
  • The focus is still on finding people: Six people remain missing , Moore said, adding that air, land and sea resources are all being deployed in what is "still an active search and rescue mission ." No questions were answered on injuries or possible fatalities. Search teams are working to verify the numbers about how many cars and people were on the bridge during the collapse, Homendy said. Local authorities, like Maryland State Police and the Maryland Transportation Authority, along with federal partners will work to verify if there are other victims, she added.
  • Bridge structure will be investigated:  NTSB will look into how the bridge was built and investigate the structure itself. It will "take time to dig through" whether the bridge had ever been flagged for any safety deficiencies , Homendy said.
  • Trade is being facilitated through Port of Virginia: Ocean carriers are being diverted from the Port of Baltimore, where the bridge collapsed, to the Port of Virginia to “keep trade moving." Maryland Sen. Ben Cardin said reopening the Patapsco River channel is critical to the state's economy because it affects many jobs in Maryland as well as the country and the world. The collapse will have a serious impact on supply chains , Transportation Secretary Pete Buttigieg warned Tuesday.
  • A patient was discharged: The patient who was taken to the R Adams Cowley Shock Center following the collapse has been discharged , according to a release from the University of Maryland Medical Center.

First responders are still “actively looking” for six people, the mayor said, noting that the bridge is iconic in Baltimore and that many residents don't recall a time when it wasn't visible in the harbor.

The Key Bridge, built in the 1970s, served as the  outermost crossing of the Baltimore Harbor.

When asked about rebuilding, Scott told CNN's Phil Mattingly:

“This is a full team effort to find these individuals and help Baltimore and this community rebuild. But today, our focus is, and rightly so, on those families on those individuals that we’re actively searching for.”

Worker who survived bridge collapse described watching ship get closer, governor says

Maryland Gov. Wes Moore said he talked to the worker who made it off the collapsed bridge unharmed. The worker described seeing the ship come toward the bridge in the moments before the collision, the governor said Tuesday.

According to officials, there were eight construction workers on the bridge at the time of the incident. Six are still unaccounted for, and two were rescued. Of those, one was taken to the hospital and the other was OK, they said.

"The moments between when the crew called for a mayday and the moments that the bridge actually collapsed, we're talking seconds," Moore said on CNN.

The governor said the fact that the person survived and was able to converse was "pretty miraculous when you consider what happened and the speed and the intensity of which it happened last night."

Moore said the person told him they did see the ship as it was coming toward the bridge, but that wasn't an unusual sight for the workers: They saw ships coming and going every night, the governor said.

"But when you see the size, the enormity of that kind of vessel, coming at the speed that it was at and even the slightest adjustments that you saw here means the difference between a successful passage and catastrophe," Moore said.

Port of Baltimore closure could cause traffic tie-ups and higher shipping prices

The  bridge collapse  that has indefinitely halted the flow of ships in and out of the Port of Baltimore could hurt the local economy, strain supply chains and scramble deliveries along the US East Coast.

The  Key Bridge collapsed  after a container vessel called Dali collided with one of its supports. Dali is operated by Singapore-based Synergy Group but had been chartered to carry cargo by Danish shipping giant Maersk.

Baltimore ranks as the ninth biggest US port for international cargo . It handled a record 52.3 million tons, valued at $80.8 billion, in 2023. According to the Maryland state government, the port supports 15,330 direct jobs and 139,180 jobs in related services.

Baltimore is also the leading US port for farming and construction machinery, as well as imports of sugar and gypsum, and the second in the country for exporting coal.

In the long run : Despite the potential for some increased cost of shipping and some traffic tie-ups and congestion, Mark Zandi, chief economist for Moody’s Analytics, said the disruptions aren’t likely to cause problems for the   US economy as a whole since the goods are likely to find other ports.

Part of the issue in determining the potential added costs to shipping is the unknown of how long the port stays closed. And it’s too early to say when ships will begin calling on the port once again, Maryland Gov. Wes Moore said Monday.

"Too early" to tell how long it will take to rebuild Baltimore bridge, senior White House adviser says

Senior White House adviser Tom Perez told reporters Tuesday that “it’s too early” to tell how long it will take to rebuild the Baltimore's Francis Scott Key Bridge. 

“We want to get done as soon as possible,” said Perez, the director of the White House Office of Intergovernmental Affairs. “There's going to be a lot of work. And it's not going to happen overnight.”

President Joe Biden has called in “every federal agency with any sort of expertise or equity” to work on the bridge, he added.

Separately, Perez also did not rule out the possibility of “litigation or other efforts” that would seek compensation for the costs of rebuilding the bridge.

Transportation secretary says bridge collapse will have a major impact on supply chains

The Baltimore bridge collapse will have a serious impact on supply chains, Transportation Secretary Pete Buttigieg said Tuesday.

"There is no question that this will be a major and protracted impact to supply chains. It's too soon to offer estimates on what it will take to clear the channel and reopen the port," Buttigieg said during a news conference.

Some background:  Baltimore is the ninth biggest US port for international cargo. According to the Maryland state government, the port supports 15,330 direct jobs and 139,180 jobs in related services.

Until the channel is reopened, ships will likely already be changing course for other East Coast ports.

The DALI, the ship that hit the bridge and caused the collapse, was the only container vessel in the port at the time of the collision – but seven container vessels had been scheduled to arrive Through Saturday, said Judah Levine, a researcher at logistics firm Freightos.

US Coast Guard detected an oil sheen on the water near bridge wreckage, but fuel source not yet determined

Members of the US Coast Guard have detected an oil sheen on the water near the wreckage of the Francis Scott Key Bridge, but they have not yet determined the source of the fuel discharge, according to USCG Petty Officer Kimberly Reaves.

USCG Command Center officials haven’t yet determined whether the sheen is the result of a fuel spill from the ship that collided with the Key bridge, or if it’s from the vehicles on the bridge that fell into the water after the collision, Reaves told CNN. Officials also do not yet know how much fuel has spilled into the water, Reaves added. 

A spokesperson from the Environmental Protection Agency told CNN they haven’t received any information from USCG confirming a fuel leak happened. EPA does have an on-scene coordinator ready to assist, according to EPA Region 3 spokesperson Shaun Eagan. 

Maryland Department of the Environment officials are conducting water sampling both upriver and downriver of the site of the bridge collapse, according to department spokesperson Jay Apperson. 

“We are ready to do whatever we need to do to minimize any effects to the Patapsco River as we work in close coordination with our partner agencies,” Serena McIlwain, Maryland secretary of the environment, said in a statement provided to CNN. 

Apperson said the state is coordinating “closely” with the US Coast Guard and other agencies.

BREAKING: Six people are believed dead and one has survived after Baltimore bridge collapse, construction company says

Six presumed dead after cargo ship crash levels Baltimore bridge, company says

BALTIMORE — A major Baltimore bridge collapsed like a house of cards early Tuesday morning after it was struck by a container ship, sending six people to their deaths in the dark waters below and shutting down one of the nation’s busiest ports.

Jeffrey Pritzker, executive vice president of Brawner Builders, confirmed that six were presumed dead and one survived during a telephone interview with NBC News. Their names were not released.

Pritzker's announcement came just hours after Maryland Gov. Wes Moore insisted there was still hope that the crew, who vanished after the Francis Scott Key Bridge disintegrated from the impact, might still be found alive despite having been in the freezing water for hours.

It was a crushing blow to the loved ones of the missing men, who had waited for hours at at a Royal Farms convenience store near the entrance of the bridge for word of their fate.

The tragic chain events began early on Tuesday morning when the cargo ship Dali notified authorities that it had lost power and issued a mayday moments before the 984-foot vessel slammed into a bridge support at a speed of eight knots, which is about nine miles per hour.

Moore declared a state of emergency while rescue crews using sonar detected at least five vehicles in the frigid 50-foot-deep water, including three passengers cars, a cement truck and another vehicle of some kind, Moore said. Authorities do not believe anyone was inside the vehicles.

Investigators quickly concluded that this was an accident and not an act of terrorism.

Ship was involved in another collision

Earlier, two people were rescued from the water, Baltimore Fire Chief James Wallace said.

One was in good condition and refused treatment, Wallace said. The other was seriously injured and was being treated in a trauma center.

Moore said there might have been drivers in the water were it not for the “folks” who, upon hearing the mayday, blocked off the bridge and kept other cars from crossing.

“These people are heroes,” Moore said. “They saved lives. They saved lives.”

Nearly eight years ago, the Dali was involved in another collision. In July 2016, the ship collided with a quay at the Port of Antwerp-Bruges in Belgium, damaging the quay.

The nautical commission investigated the accident, but the details of the probe were not immediately clear Tuesday.

The Dali is operated and managed by a company called Synergy Group. In a statement, the company said two port pilots were at the helm of the Dali at the time of Tuesday's crash and that all 22 crew members onboard were accounted for.

The bridge, which is about a mile-and-a-half long and carries Interstate 695 over the Patapsco River southeast of Baltimore, was "fully up to code," Moore said.

A 24-person team of National Transportation Safety Board investigators was already at the crash site.

NTSB Chairwoman Jennifer Homendy said that her agency will lead the investigation into the cause of the bridge collapse. She said a data recorder on board the ship could provide more information about what happened.

"But right now we're focusing on the people, on the families," she said. "The rest can wait."

President Joe Biden vowed to rebuild the bridge and send federal funds.

"This is going to take some time," Biden warned. "The people of Baltimore can count on us though to stick with them, at every step of the way, till the port is reopened and the bridge is rebuilt."

Speaking in Baltimore, Buttigieg echoed the president's promise.

"This is no ordinary bridge," he said. "This is one of the cathedrals of American infrastructure."

But Buttigieg warned replacing the bridge and reopening the port will take time, cost money, and could affect supply chains.

The Port of Baltimore is the 11th largest in the U.S. and the busiest port for car imports and exports, handling more than 750,000 vehicles in 2023 alone, according to data from the Maryland Port Administration.

The Dali was chartered by Danish shipping giant Maersk, which said it will have no choice but to send its ships to other nearby ports with the Port of Baltimore closed.

Writer David Simon, a champion of Baltimore who set his TV crime drama "The Wire" on the streets of the city he once covered as a reporter, warned online that the people who will suffer the most are those whose livelihoods depend on the port.

"Thinking first of the people on the bridge," Simon posted on X . "But the mind wanders to a port city strangling. All the people who rely on ships in and out."

Timeline of crash

Dramatic video captured the moment at 1:28 a.m. Tuesday when the Dali struck a support and sent the bridge tumbling into the water. A livestream showed cars and trucks on the bridge just before the collision. The ship did not sink and its lights remained on.

Investigators, in a timeline, said the Dali's lights suddenly shut off four minutes earlier before coming back on and then, at 1:25 a.m. dark black smoke began billowing from the ship's chimney.

A minute later, at 1:26 a.m., the ship appeared to turn. And in the minutes before it slammed into the support, the lights flicked off and on again.

Maryland Department of Transportation Secretary Paul Wiedefeld said the workers on the bridge were repairing concrete ducts when the ship crashed into the structure.

At least seven workers were pouring concrete to fix potholes on the roadway on the bridge directly above where the ship hit, a foreman named James Krutzfeldt said.

Krutzfeldt, who was not working on that job, said one is another foreman whom he considers his mentor and “work dad.”

"I'm still kind of in shock," he said.

Earlier, the U.S. Coast Guard said it had received a report that a “motor vessel made impact with the bridge” and confirmed it was the Dali, a container ship sailing under a Singaporean flag that was heading for Sri Lanka.

Bobby Haines, who lives in Dundalk in Baltimore County, said he felt the impact of the bridge collapse from his house nearby.

"I woke up at 1:30 this morning and my house shook and I was freaking out," he said. "I thought it was an earthquake and to find out it was a bridge is really, really scary."

Families of bridge workers wait for updates

Earlier in the day, relatives of the construction crew waited for updates on their missing loved ones.

Marian Del Carmen Castellon told Telemundo her 49-year-old husband, Miguel Luna, was among those working on the bridge.

“They only tell us that we have to wait and that they can’t give us information,” she said.

Asked how she was holding up, Castellon said, "Devastated, devastated because our heart is broken, because we don’t know how they have been rescued yet. We are just waiting for the news."

Luna's co-worker Jesús Campos said he felt crushed, too.

“It hurts my heart to see what is happening. We are human beings and they are my folks,” he said.

Campos told The Baltimore Banner that the missing men are from El Salvador, Guatemala, Honduras and Mexico.

Some of the construction workers who still haven't been found recently had babies, Earl Schneider, a structural foreman with the company, said. 

“I know everybody on that crew personally," Schneider told NBC News. "They’re all great people. It’s tough. It’s been a rough morning.”

Earlier, Baltimore Mayor Brandon Scott urged his constituents to pray for the workers — and the first responders struggling to locate them.

"This is an unthinkable tragedy," Scott said.

'A long road in front of us'

Built in 1977 and referred to locally as the Key Bridge, the structure was later named after the author of the American national anthem.

The bridge is more than 8,500 feet long, or 1.2 miles. Its main section spans 1,200 feet and was one of the longest continuous truss bridges in the world upon its completion, according to the National Steel Bridge Alliance .

About 31,000 vehicles a day use the bridge, which equals 11.3 million vehicles per year, according to the Maryland Transportation Authority.

The river and the Port of Baltimore are both key to the shipping industry on the East Coast, generating more than $3.3 billion a year and directly employing more than 15,000 people.

Asked what people in Baltimore can expect going forward, the state's transportation secretary said it is too early to tell.

"Obviously we reached out to a number of engineering companies, so obviously we have a long road in front of us," Wiedefeld said.

Photos, video show collapse of Baltimore's Francis Scott Key Bridge after cargo ship collision

The Francis Scott Key Bridge in Baltimore, Maryland collapsed Tuesday into the Patapsco River after it was struck by a large cargo ship.

The bridge's collapse has prompted huge emergency response, with the Baltimore City Fire Department describing the collapse as a mass-casualty incident, and rescue crews searching for seven people in the river. Maryland Gov. Wes Moore has declared a state of emergency.

Baltimore  Mayor Brendon Scott  said on X that he was aware of the incident and was en route to the bridge. "Emergency personnel are on scene, and efforts are underway," he said.

The 1.6 mile, 4-lane bridge named for the author of the "Star-Spangled Banner," was the second-longest continuous-truss bridge span in the United States and third in the world.
