Despite push by Biden and Blinken, US appears no closer to securing 'humanitarian pause' in Gaza

ANKARA, Turkey (AP) — More than a week after starting to publicly push for “humanitarian pauses” in Gaza, the Biden administration had little to show for its efforts as Secretary of State Antony Blinken ended a grueling Middle East tour on Monday and President Joe Biden made an apparently fruitless personal appeal to his Israeli counterpart.
Nearly a month into the war , the difficulty of securing even limited relief in the spiraling conflict spotlighted the challenges facing Biden and his administration as they seek to manage what is emerging as one of the defining foreign policy crises of his presidency.
The U.S. thus far remains focused on keeping the fighting from exploding into a wider regional war and pushing for limited steps to alleviate civilian suffering, but it has remained steadfastly behind Israel and its goal of ending Hamas control over Gaza, even as the death toll in Gaza reached 10,000, according to the Hamas-run health ministry.
Biden on Monday appeared to be rebuffed by Israeli Prime Minister Benjamin Netanyahu during their first conversation in eight days, when he repeated in private his public calls for lulls in the fighting to allow civilians to flee Israel's campaign to crush Hamas and for humanitarian aid to flow to hundreds of thousands in need.
“We consider ourselves at the beginning of this conversation, not at the end of it,” said National Security Council spokesman John Kirby when describing Biden's conversation with Netanyahu, "so you can expect that we’re going to continue to advocate for temporary, localized pauses in the fighting.”
Biden’s call followed Blinken’s frantic weekend of travel that took him from Israel to Jordan, the occupied West Bank, Cyprus, Iraq and onto Turkey to build support for the Biden administration’s proposal for the humanitarian initiatives.
“All of this is a work in progress,” Blinken said before leaving Turkey. “We don’t obviously agree on everything, but there are common views on some of the imperatives of the moment that we’re working on together.”
CIA Director William Burns also was in the Middle East meeting with intelligence partners and leaders of several countries, a U.S. official said Monday, speaking on condition of anonymity to discuss Burns’ typically off-the-record travel plans. The U.S. intends for his discussions to reinforce American commitment to intelligence cooperation, especially on terror and security, the official said.
The flurry of U.S. diplomacy comes as Israeli troops surrounded Gaza City and cut off the northern part of the besieged Hamas-ruled territory . Troops were preparing to enter the city, where they were likely to face militants fighting street by street using a vast network of tunnels. Casualties will likely rise on both sides.
Asked whether the toll gave the U.S. pause for its staunch support for Israel, Kirby said, “I think we all need to remember who they’re fighting,” and he referenced Hamas’ Oct. 7 incursion into Israel that killed 1,400 people, mostly civilians, and started the war. He insisted no country would tolerate such an attack “without a swift and aggressive response."
Kirby said the U.S. was having “frank” conversations with Israelis about trying to reduce the civilian death toll, but it was not directly involved in Israel's targeting decisions nor was it helping develop the country's operational plans for its invasion of Gaza, home to 2.3 million people.
Blinken said that pauses in the war would allow for a surge of humanitarian aid to Gaza and the release of the more than 200 hostages captured by Hamas while also preventing the conflict from spreading regionally.
“We’ve engaged the Israelis on steps that they can take to minimize civilian casualties,” Blinken said before leaving Ankara. “We’re working, as I said, very aggressively on getting more humanitarian assistance into Gaza.”
“We are very focused on the hostages held by Hamas, including the Americans, and we are doing everything possible to bring them home,” he added.
As Blinken's meeting with Turkish Foreign Minister Hakan Fidan got underway, dozens of protesters from an Islamist group waved Turkish and Palestinian flags and held up anti-U.S. and anti-Israel placards outside the Foreign Ministry. Police earlier in the day dispersed a group of students marching toward the ministry chanting “murderer Blinken, get out of Turkey!”
Also Monday, about 150 people rallied outside the U.S. Embassy in Ankara, carrying a large banner that read: “No to genocide!”
Blinken did not meet with Turkish President Recep Tayyip Erdogan , who has been highly critical of Netanyahu and an outlier among NATO allies in not expressing full support for Israel’s right to defend itself.
Turkish officials, speaking on condition of anonymity to discuss the talks, said Fidan had urged Blinken to prevent the targeting of civilians in Gaza and their forced displacement, and also press for a “full cease-fire.”
Blinken's mission, his second to the region since the war began, has found only tepid, if any, support for his efforts to contain the fallout from the conflict. Israel has rejected the idea of pauses, while Arab nations are instead demanding an immediate cease-fire as the casualty toll soars among Palestinian civilians.
Arab states are resisting American suggestions that they play a larger role in resolving the crisis, expressing outrage at the civilian toll of the Israeli military operations and believing Gaza to be a problem largely of Israel’s own making.
U.S. officials are seeking to convince Israel of the strategic importance of respecting the laws of war by protecting non-combatants and significantly boosting deliveries of humanitarian aid to Gaza’s beleaguered civilian population.
It remained unclear, however, if Netanyahu would agree to temporary, rolling pauses in the massive operation to eradicate Hamas — or whether outrage among Palestinians and their supporters could be assuaged if he did.
Already Jordan and Turkey have recalled their ambassadors to Israel to protest its tactics, and the tide of international opinion appears to be turning from sympathy toward Israel in the aftermath of Oct. 7 to revulsion as images of death and destruction in Gaza spread around the world.
On Saturday in Amman, Jordan's capital, the Egyptian and Jordanian foreign ministers appeared at a joint news conference with Blinken. The two said Israel’s war had gone beyond self-defense and could no longer be justified as it now amounted to collective punishment of the Palestinian people.
That sentiment was echoed by tens of thousands of demonstrators who marched in the streets of world capitals over the weekend to protest Israel and condemn U.S. support for Israel.
From Turkey, Blinken headed to Asia, where the Gaza conflict will likely share top billing with other international crises at a series of events in Japan, South Korea and India — including Russia’s war on Ukraine and North Korea’s nuclear weapons program.

Blinken wraps up 'gruelling' Middle East diplomatic tour in Turkey with 'limited success'
In the Turkish capital of Ankara, Blinken met with Foreign Minister Hakan Fidan following a frantic weekend of travel that took him from Israel to Jordan, the occupied West Bank, Cyprus and Iraq, to build support for the Biden administration's proposal for “humanitarian pauses”.

In the Turkish capital of Ankara, Blinken met with Foreign Minister Hakan Fidan following a frantic weekend of travel that took him from Israel to Jordan, the occupied West Bank, Cyprus and Iraq, to build support for the Biden administration's proposal for “humanitarian pauses” to Israel's relentless military campaign in Gaza.
“All of this is a work in progress," Blinken said before leaving Turkey. "We don't obviously agree on everything, but there are common views on some of the imperatives of the moment that we're working on together.”
Blinken's shuttle diplomacy came as Israeli troops surrounded Gaza City and cut off the northern part of the besieged Hamas-ruled territory. Troops are expected to enter the city on Monday or Tuesday and are likely to face militants fighting street by street using a vast network of tunnels.
More than 10,000 Palestinians killed
Casualties will likely rise on both sides in the month-old war, which has already killed more than 10,000 Palestinians.
The top US diplomat hopes that pauses in the war would allow for a surge of humanitarian aid to Gaza and the release of hostages captured by Hamas during the militants' deadly October 7 incursion into southern Israel that killed more than 1,400 people, mostly civilians - while also preventing the conflict from spreading regionally.
“We've engaged the Israelis on steps that they can take to minimize civilian casualties,” Blinken said before leaving Ankara. “We're working, as I said, very aggressively on getting more humanitarian assistance into Gaza.” “We are very focused on the hostages held by Hamas, including the Americans, and we are doing everything possible to bring them home,” he added.
Blinken did not meet Erdogan
Blinken did not meet with Turkish President Recep Tayyip Erdogan who has been highly critical of Israeli Prime Minister Benjamin Netanyahu and an outlier among NATO allies in not expressing full support for Israel's right to defend itself.
As the Blinken-Fidan meeting got underway, dozens of protesters from an Islamist group waved Turkish and Palestinian flags and held up anti-US and anti-Israel placards outside the Foreign Ministry.
Police earlier in the day dispersed a group of students marching toward the ministry chanting “murderer Blinken, get out of Turkey!” Also Monday, about 150 people rallied outside the US Embassy in Ankara, carrying a large banner that read: “No to genocide!” It was the second day of protests denouncing Blinken's visit.
On Sunday, pro-Palestinian protesters clashed with Turkish riot police outside the US-Turkish Incirlik military air base in the southern city of Adana. Police fired tear gas and water cannons as the demonstrators tried to cross fields to enter the base.
Blinken's mission, his second to the region since the war began, has found only tepid, if any, support for his efforts to contain the fallout from the conflict.
Israel rejected the call for a pause
Israel has rejected the idea of pauses while Arab and Muslim nations are instead demanding an immediate cease-fire as the casualty toll soars among Palestinian civilians under Israeli bombardments of Gaza.
US officials are seeking to convince Israel of the strategic importance of respecting the laws of war by protecting non-combatants and significantly boosting deliveries of humanitarian aid to Gaza's beleaguered civilian population.
It remained unclear, however, if Netanyahu would agree to temporary, rolling pauses in the massive operation to eradicate Hamas - or whether outrage among Palestinians and their supporters could be assuaged if he did.
Already Jordan and Turkey have recalled their ambassadors to Israel to protest its tactics and the tide of international opinion appears to be turning from sympathy toward Israel in the aftermath of October 7 to revulsion as images of death and destruction in Gaza spread around the world.
On Saturday in the Jordanian capital of Amman, both the Egyptian and Jordanian foreign ministers appeared at a joint news conference with Blinken. The two said Israel's war had gone beyond self-defence and could no longer be justified as it now amounted to the collective punishment of the Palestinian people.
That sentiment was echoed by tens of thousands of demonstrators who marched in the streets of world capitals over the weekend to protest Israel and condemn US support for Israel.
Gaza conflict will likely share top billing with other international crises
From Turkey, Blinken headed to Asia where the Gaza conflict will likely share top billing with other international crises at a series of events in Japan, South Korea and India - including Russia's war on Ukraine and North Korea's nuclear weapons program.
On Sunday, Blinken flew from the occupied West Bank, where he held talks with Palestinian President Mahmoud Abbas, to Baghdad for talks with Iraqi Prime Minister Mohammed Shia al-Sudani.
When word spread of Blinken's arrival in the West Bank city of Ramallah, dozens of Palestinians turned out to protest, holding signs showing dripping blood and with messages that included, “Blinken blood is on your hands.
” The meeting with Abbas ended without any public comment.
The Palestinian Authority administers semiautonomous areas of the Israeli-occupied West Bank. It has not been a factor in the Gaza Strip since 2007, when Hamas seized control after winning elections there a year earlier. Abbas himself is unpopular among Palestinians.
American forces in the region face a surge of attacks by Iranian-allied militias in Iraq and elsewhere US forces shot down another one-way attack drone Sunday that was targeting American and coalition troops near their base in neighbouring Syria, a US official said. From Baghdad, Blinken travelled to Turkey.
The Biden administration, while remaining the strongest backer of Israel's military response to Hamas' attacks on October 7, is increasingly seeking to use its influence with Israel to try to temper the effect of Israel's weeks of complete siege and near round-the-clock air, ground and sea assaults in Gaza, home to 2. 3 million civilians.
Arab states are resisting American suggestions that they play a larger role in resolving the crisis, expressing outrage at the civilian toll of the Israeli military operations and believing Gaza to be a problem largely of Israel's own making.

In Tucson, Deputy Secretary Verma will visit the 162 nd Wing at Morris Air National Guard Base to discuss U.S. Government security assistance to partner nations. Surgeon General Launches Nationwide “We Are Made to Connect” College Tour to Inspire Students to Build, Strengthen, and Prioritize Relationships
After Warning about the Profound Public Health Challenge Loneliness Poses – Especially for Young Adults – Surgeon General Dr. Vivek Murthy to Issue 5-for-5 Connection Challenge to Students to Help Build More Connection in Their Lives
(Washington, DC) -- Recognizing the significant challenges that loneliness, social isolation, and mental health pose to college-aged Americans, the Surgeon General of the United States, Dr. Vivek Murthy, is launching the national “We Are Made to Connect” Tour. The Surgeon General will travel to colleges across the country beginning today and throughout the month of November to inspire people to incorporate moments of connection into their daily lives to help improve their health and well-being.
The stops will be interactive experiences where Dr. Murthy will issue a 5-for-5 Connection Challenge to students, challenging them to take 5 actions for 5 days that express gratitude, offer support, or ask for help from people in their lives. These types of actions are outlined in the Surgeon General’s Advisory on Our Epidemic of Loneliness as ways that people can catalyze social connection. As outlined in the Advisory, social connection can advance physical, mental and cognitive health, and it is even associated with a decreased risk of mortality.
“I am thrilled to embark on the We Are Made to Connect Tour and speak to young people about healthy relationships and their impact on mental health. Loneliness is a widespread national health problem – one that impacts young Americans at surprisingly high rates,” said U.S. Surgeon General, Dr. Vivek Murthy . “Just like exercise and nutrition, our relationships with one another are fundamental components of our overall health and well-being. The tour and connection challenge will help students learn how to better incorporate moments of connection into their daily lives.”
The Surgeon General will kick off the “We Are Made to Connect” Tour at Duke University today, where he will be in conversation with Duke men’s basketball coach Jon Scheyer and associate professor of American religious history Kate Bowler. Tomorrow, he will be at the University of Virginia for the second stop. He will be in conversation with psychology professor Joseph Allen, and university students.

- November 8: University of Texas at Austin (Austin, TX)
- TBC: Arizona State University (Tempe, AZ)

The “We Are Made to Connect” Tour will feature MTV Entertainment Studios and Active Minds’ Acknowledge, Support, and Keep-InTouch (A.S.K.) multi-media campaign . A.S.K. provides a framework for peer support and promotes conversation by encouraging people to ask questions to better support their friends and loved ones. As part of this, tour stops will include interactive connection opportunities around Dr. Murthy’s conversations.
Earlier this year, Dr. Murthy released the Surgeon General’s Advisory on Our Epidemic of Loneliness and Isolation , which warned about the profound mental and physical health risks that social disconnection poses, and the growing loneliness problem among college-aged students. Recent studies show that rates of loneliness among young adults have increased every year between 1976 and 2019, and in 2021 , young adults were almost twice as likely to report feeling lonely as those over the age of 65. Throughout his tenure serving as Surgeon General, Dr. Murthy has consistently worked to address the youth mental health crisis in the country, releasing an Advisory on Protecting Youth Mental Health in December 2021 and an Advisory on Social Media and Youth Mental Health this May.

U.S. Deputy Secretary of Commerce Don Graves will travel to South Africa to participate in the African Growth and Opportunity Act (AGOA) Forum’s two-day Ministerial meeting and co-host the event’s robust one-day Private Sector Forum, in Johannesburg, South Africa from November 2-4, 2023. - Baroness Sayeeda Warsi also said some of her government colleagues "project as patriots, but they are, indeed, arsonists";
- The COVID inquiry continued, with evidence heard that Rishi Sunak, as chancellor, was known as "Dr Death";
- The government announced that it will impose 'minimum service levels' over Christmas in case of strikes in key sectors;
- But unions blasted the plans as "unworkable" and "irrational".

As the monarch does every year or two, King Charles will deliver the King's Speech in parliament tomorrow.
The King has previously delivered the speech in his role as Prince of Wales, but this will be his first as sovereign.
He will read a speech, written by the government, setting out the legislative agenda for the parliamentary term ahead.
It will likely be the last King's Speech ahead of a general election next year.
From 10.30am tomorrow, our lead politics presenter Sophy Ridge will host live coverage of the full state opening of parliament and speech, accompanied by our team of political and royal experts here at Sky News.

When MPs are back in Westminster for the new session of parliament, the chatter in the Tea Room will be about the two current political soap operas: Nadine Dorries' book and the COVID inquiry.
In both, the central character is Boris Johnson: a hero in the Dorries lament but portrayed as a villain at the inquiry. Both also lay bare the tension between the former prime minister and the current one, Rishi Sunak, the former chancellor.
The latest claim at the inquiry was that Mr Johnson called the Treasury "the pro-death squad". The claim was made in the diaries of former chief scientific adviser Sir Patrick Vallance, the inquiry was told.
Quite a diarist, the wily Sir Patrick, we're learning as the inquiry moves towards the climax of its star witnesses, Mr Johnson and Mr Sunak, early next month.
Yet a former No 10 functionary, Stuart Glassborow, in an evidence session that was pure Yes Minister in giving nothing away, claimed he didn't recall the remark being made.
Of course he didn't.
Similarly, a former Treasury economist, Clare Lombardelli, claimed she couldn't recall Mr Sunak being called "Dr Death" by another scientific adviser, Dame Angela McLean, because of his Eat Out to Help Out scheme.
Of course not.
The inquiry also heard that the pointy heads at the Institute for Government (IfG) had claimed decision-making under Mr Johnson was "a bit of a Punch and Judy" and a "chaotic tug of war" between the Treasury and the scientists.
That's quite racy for the normally sedate and cerebral ladies and gents at the IfG.
Later, the evidence of a geeky youth, Dr Ben Warner, a data guru who was one of Dominic Cummings' little helpers, came to life when his WhatsApp exchanges with former No 10 director of communications Lee Cain were revealed.
A despairing Mr Cain - who gave evidence last week - had written at one point: "I can't take this insanity." And Dr Warner, not surprisingly, looked embarrassed when it was disclosed that he wrote: "NHS f***** in any scenario."
Ms Dorries, on the other hand, has gushed about her hero in her book, The Plot: The Political Assassination of Boris Johnson.
"It is fair to say that Boris got the big calls right, such as COVID and Ukraine," she writes.
That's something the inquiry will decide, when it stops being a soap opera to rival Ms Dorries' colourful prose.
Earlier this evening, the Met Police released a statement about the pro-Palestine marches planned for Armistice Day on Saturday.
The planned protest has become the subject of a political row, with Conservative ministers saying it should not take place on remembrance weekend, and Rishi Sunak labelling it "provocative and disrespectful".
In a statement, the Met Police said the "risk of violence and disorder linked to breakaway groups is growing" and appealed to the organisers to "urgently reconsider" the planned demonstration.
In a post on X (formerly Twitter) this evening, the home secretary welcomed the statement and added: "The hate marchers need to understand that decent British people have had enough of these displays of thuggish intimidation and extremism."
Nadine Dorries may no longer be a minister or an MP, but she is still making waves.
Over the weekend, the Mail newspaper splashed on accusations that a former figure in No 10 once had a "pet rabbit butchered" in a "mafia-style warning to his ex-girlfriend."
She said that person was nicknamed 'Dr No', triggering a fair amount of intrigue (and amusement) in Westminster.

Salma Shah, former Conservative special adviser, explains that there is not a lot of parliamentary time remaining before a general election needs to be called.
So this King's Speech is "going to have to be a tie-up rather than a nice throw" to what the government wants to achieve this year and the message it wants to send ahead of an election.
"I think in political terms, the manifesto's going to have to do a lot of the heavy lifting."
James O'Brien, author and broadcaster , argues that any problems the government says it wants to fix "comes with the obvious caveat that they must be a consequence of 13 years of government by the same party".
He says that's why the government is re-announcing policies or "promising to abolish things that didn't exist at all".
He points to Sophy's interview with Energy Secretary Claire Coutinho during the Tory party conference last month in which they discussed a meat tax (watch that exchange below).
Mr O'Brien quips: "I fully expect Rishi Sunak tomorrow to announce that we're no longer going to need 403 recycling bins in our home and the tax on chicken is going down the rubbish chute."

James O'Brien, author and broadcaster , completely agrees with Baroness Warsi's assertion that Suella Braverman is "dangerous" and "divisive" (see previous post).
He says there are a "small number of people behaving despicably" at the pro-Palestine protests, but "the police act fairly quickly if they can to arrest them".
"Whether deliberately or not, Suella Braverman's comments are highly likely to increase the likelihood of attacks upon the protesters.
"Then, of course, if the protesters respond or retaliate, her narrative is served by any unpleasantness that follows.
"It's deeply, deeply dangerous."
Salma Shah, former Conservative special adviser , says the home secretary has "made the Met's job harder by coming out with this sort of rhetoric".
She notes that there are "terrible, inciteful things" said by some on these protests that she acknowledges causes fear to Jewish communities.
But she calls on the home secretary to "consider very carefully how she is supporting the Met Police in guarding our freedom of expression, but also ensuring that our communities feel safe and are not exposed to inciteful language".
Next, Sophy Ridge asks Baroness Sayeeda Warsi, former foreign office minister, faith minister and Conservative Party chair if the police should be taking a heavier approach to tackling the pro-Palestine protests.
She starts by stating that "Israel is not Netanyahu, the Palestinian people are not Hamas, and the protesters on the streets of London are neither protesting for Hamas nor are they hate marches".
She says the way Suella Braverman has lumped everyone together under the 'hate marches' banner is "something the government's got to stop doing".
Citing her family's history of military service, Baroness Warsi says: "There is nobody like my family understands the value of the sacrifices that were made and the value of our armed forces and the value of the Cenotaph.
"That's why what disgusts me is that these protests had been planned for weeks... and yet last week the home secretary decided to make this a political issue and embolden the far-right."
Asked why she thinks the home secretary did that, Baroness Warsi replies: "Because that's the way she operates. She doesn't fix things, she breaks things."
"I think she's dangerous and I think she's divisive," she adds.
"We have now, sadly, some of my colleagues in government who project as patriots, but they are, indeed, arsonists."
Returning to the protests, however, she says her advice would be to postpone in a way that the police can effectively manage fringe protests.
The next guest this evening on Politics Hub With Sophy Ridge this evening is Baroness Sayeeda Warsi, former foreign office minister, faith minister and Conservative Party chair.
Starting on the situation in Israel and Gaza, Baroness Warsi says: "More Palestinian children have been killed by Israel in 21 days than Ukrainian children were killed by Russia in 21 months.
"That gives you a sense of the magnitude of the lives that have been lost, both in Israel and in Palestine."
She says there is "no way we can sit here and justify" what is happening.
She says that until there is a two-state solution, "Israel will never be secure and Palestine will never be viable".
The key question, she says, it what should happen after the conflict. She says no one has an answer.
"I think the UK government's response has been lacking," she says. "I also think that it's emboldened Prime Minister Netanyahu."
Baroness Warsi does concede that there is "no doubt that Israel had to react" to the brutal attack on 7 October.
But she argues that the first concern should have the return of the hostages, saying: "Indiscriminate bombing of northern Gaza is not the best way to guarantee the hostages are going to survive."
