Fact sheet: 2022 national travel and tourism strategy, office of public affairs.

The 2022 National Travel and Tourism Strategy was released on June 6, 2022, by U.S. Secretary of Commerce Gina M. Raimondo on behalf of the Tourism Policy Council (TPC). The new strategy focuses the full efforts of the federal government to promote the United States as a premier destination grounded in the breadth and diversity of our communities, and to foster a sector that drives economic growth, creates good jobs, and bolsters conservation and sustainability. Drawing on engagement and capabilities from across the federal government, the strategy aims to support broad-based economic growth in travel and tourism across the United States, its territories, and the District of Columbia.

Key points of the 2022 National Travel and Tourism Strategy

The federal government will work to implement the strategy under the leadership of the TPC and in partnership with the private sector, aiming toward an ambitious five-year goal of increasing American jobs by attracting and welcoming 90 million international visitors, who we estimate will spend $279 billion, annually by 2027.

The new National Travel and Tourism Strategy supports growth and competitiveness for an industry that, prior to the COVID-19 pandemic, generated $1.9 trillion in economic output and supported 9.5 million American jobs. Also, in 2019, nearly 80 million international travelers visited the United States and contributed nearly $240 billion to the U.S. economy, making the United States the global leader in revenue from international travel and tourism. As the top services export for the United States that year, travel and tourism generated a $53.4 billion trade surplus and supported 1 million jobs in the United States.

The strategy follows a four-point approach:

  • Promoting the United States as a Travel Destination Goal : Leverage existing programs and assets to promote the United States to international visitors and broaden marketing efforts to encourage visitation to underserved communities.
  • Facilitating Travel to and Within the United States Goal : Reduce barriers to trade in travel services and make it safer and more efficient for visitors to enter and travel within the United States.
  • Ensuring Diverse, Inclusive, and Accessible Tourism Experiences Goal : Extend the benefits of travel and tourism by supporting the development of diverse tourism products, focusing on under-served communities and populations. Address the financial and workplace needs of travel and tourism businesses, supporting destination communities as they grow their tourism economies. Deliver world-class experiences and customer service at federal lands and waters that showcase the nation’s assets while protecting them for future generations.
  • Fostering Resilient and Sustainable Travel and Tourism Goal : Reduce travel and tourism’s contributions to climate change and build a travel and tourism sector that is resilient to natural disasters, public health threats, and the impacts of climate change. Build a sustainable sector that integrates protecting natural resources, supporting the tourism economy, and ensuring equitable development.

Travel and Tourism Fast Facts

  • The travel and tourism industry supported 9.5 million American jobs through $1.9 trillion of economic activity in 2019. In fact, 1 in every 20 jobs in the United States was either directly or indirectly supported by travel and tourism. These jobs can be found in industries like lodging, food services, arts, entertainment, recreation, transportation, and education.
  • Travel and tourism was the top services export for the United States in 2019, generating a $53.4 billion trade surplus.
  • The travel and tourism industry was one of the U.S. business sectors hardest hit by the COVID-19 pandemic and subsequent health and travel restrictions, with travel exports decreasing nearly 65% from 2019 to 2020. 
  • The decline in travel and tourism contributed heavily to unemployment; leisure and hospitality lost 8.2 million jobs between February and April 2020 alone, accounting for 37% of the decline in overall nonfarm employment during that time. 
  • By 2021, the rollout of vaccines and lifting of international and domestic restrictions allowed travel and tourism to begin its recovery. International arrivals to the United States grew to 22.1 million in 2021, up from 19.2 million in 2020. Spending by international visitors also grew, reaching $81.0 billion, or 34 percent of 2019’s total.

Created by Congress and chaired by Secretary Raimondo, the Tourism Policy Council (TPC) is the interagency council charged with coordinating national policies and programs relating to travel and tourism. At the direction of Secretary Raimondo, the TPC created a new five-year strategy to focus U.S. government efforts in support of the travel and tourism sector which has been deeply and disproportionately affected by the COVID-19 pandemic.

Travel Policies during the COVID-19 Pandemic

Covid-19 pandemic.

Since the start of the COVID-19 pandemic, we have been working with Governments to help the sector recover and have been asking for coordination between governments. Collaboration with the G20 On 7 October 2020, history was made as the G20 Tourism Ministers, under Saudi Arabia’s leadership, hosted more than 45 CEOs and WTTC Members, who presented a plan to save the ailing Travel & Tourism sector and 100 million jobs globally. Past crises have demonstrated that the G20 is the best platform for international collaboration. During their G20 Chairmanship, Saudi Arabia requested the collaboration of the Travel & Tourism private sector in developing a path to recovery. In response, WTTC’s Members developed and presented a concrete plan aimed at restarting international travel.

G20 Indonesia 2022 As a result of the Covid-19 pandemic, Travel & Tourism experienced an existential crisis. Today, the industry is recovering and working together to create a brighter future. During the Indonesian Presidency of the G20, ministers and WTTC members met in Bali to discuss how this could be achieved.

Achieving destination stewardship.

Destination Stewardship is essential for futureproofing Travel & Tourism and making destinations better places to live and visit. WTTC believes that Travel & Tourism should and can contribute positively to the communities upon which it depends while protecting cultural and natural heritage. In 2021, alongside several partners, WTTC released a report focusing on “Achieving Destination Stewardship through Scenarios & a Governance Diagnostics Framework”. The report presents four Destination Stewardship scenarios based on different levels of engagement from the public & private sector and provides a framework for assessing the governance model in place to serve to support destination stakeholders in assessing their current context and the pathway towards greater stewardship.

Best practices.

Despite the sector’s ability to be a force for good, best practices across Travel & Tourism are not readily available for both the public and private sector, often compelling governments to unnecessarily re-invent the wheel. In this context, the World Travel & Tourism Council has embarked on a journey to compile quantifiable best practices across Travel & Tourism to equip the sector with a wealth of insights that will in turn enable, both the public and private sector, to learn from the successful experiences of other countries as they develop, review and implement Travel & Tourism related policies. This initiative is an ongoing effort on the basis of desk research and interviews with the government, integrating quantifiable success stories as they become available in our online repository.

  • Facilitating Travel: highlighting examples of governments that have implemented practical policies to aid this; from funding the repatriation of nationals and rolling out vaccinations swiftly, to encouraging leisure travellers to return with visa facilitation, complementary COVID-19 insurance, and less stringent border entry conditions.
  • Worker Protection: examining job retention schemes designed to protect people’s jobs and pay their salaries with help from the government, and the training and re-skilling schemes aimed at equipping individuals with a new skills catalogue to prepare them for future roles.
  • Liquidity: highlighting the more notable and generous measures applied to support these businesses.
  • Fiscal: highlighting some of the more effective tax and fee exemption measures that helped Travel & Tourism businesses in particular.
  • Other Measures: highlighting measures that were not fiscal or liquidity support. Indeed, a number of governments also used the decreased numbers of people in key areas to deliver pre-planned infrastructure upgrades which benefit the recovery of Travel & Tourism.

Working in Moscow

Learn what it’s like to be an expat living and working in Moscow, Russia, from Malcolm Constable of Boston, Massachusetts.

Did you go through a work abroad program or figure it out yourself? Why did you do it that way? How did you decide where you wanted to go?

No program. I knew that I wanted to go to Moscow because I loved the history, culture, and language of Russia, as well as the idea of working in an emerging economy with tons of existing human and natural resources.

I was also attracted by the idea of doing something different than my peers, working extensively abroad, and testing my resiliency to the unknown.

What was your job in Moscow? Did you like it? Plusses and minuses?

I worked as a junior consultant for a Russian firm. I wore many hats, as it was my first real job after college. I did a lot of market research, editing (I was an English major) and writing of white papers. My job turned into more of a public relations role as I was the liaison between our firm and the Communications company we used for our oil / gas and intellectual property rights clients. It was great working for a Russian company because people actually spoke a lot of Russian in the office. My language skills grew a great deal. The only really bad thing about my job is that increasingly each day, I noticed that the way people were doing business was shall we say…ethically gray?

What was your accommodation overseas? How did you find it? How was it?

The son of the CEO of the consulting firm where I had previously interned was head of asset management for a Russian investment bank. He was my contact in Moscow. I lived with him and his family for the first two months while I found a job and my own apartment. He introduced me to many of the ‘right people’.

How about transport? Did you buy a car? Use public transportation? How did you organize your initial flight?

Moscow has a phenomenally beautiful and efficient metro system so I had no need for a car. I bought my flight online, and got my visa through a NYC based private transit company.

What did you think of your job abroad experience overall? What did you gain from it? What were the best/hardest parts?

I could easily write a novel trying to answer these questions, but I will just say that it was a life altering experience that I would not give up for the world. To a certain extent I had to start my business career over when I returned to the States, because one has to earn one’s stripes in the western world before being accepted as a competent business person. The business and communication skills I learned were dwarfed by the growth I experienced internally.

When I arrived at Sheremetova in the north of Moscow my flight was 4 hours late, my ride had long since left, I didn’t speak the language, and there were a two dark Russians getting cuffed and thrown into the back of a tinted BMW. I knew I wasn’t in Kansas anymore. After 20 months in Moscow I returned home unafraid of taking on new things.

Moscow extends a warm welcome to Indian travellers with enhanced infrastructure and hidden gems

Russia actively promoting Moscow as a tourist destination for Indian travellers, improving infrastructure and visa process.

Russia is making an active bid to attract Indian travellers to visit Moscow -- a huge megalopolis and the historical, political and spiritual heart of the Russian Federation. The Moscow City Tourism Committee is promoting the city not only as a cultural capital but also as a business hub as it plans to onboard trade partners, tourists and vacationers. Moscow has also strengthened cooperation with the tourism sectors of allied nations, hosting familiarization tours for delegates and arranging business trips to showcase the city's tourism potential.

To accommodate visitors, Moscow is improving its infrastructure: signs are now available in English and Chinese, all announcements on public transport are repeated in English, and hotels are also adapting to cater to the needs of guests from various countries and ensure a comfortable stay. "We are still on our way to restore the flow of Indian tourists in Moscow like it used to be before the pandemic," said Bulat Nurmukhanov, Head of International Cooperation Division of Moscow City Tourism Committee.

Bulat further said that before the pandemic, there was a steady growth of 12-15 per cent on a year-on-year basis. In the first half of the year, Moscow received about 20,000 Indians, compared to the same period a year ago, it is about 56 per cent higher. In a bid to make Moscow a must-visit destination, the committee is actively working on improving the infrastructure for international travellers. Moscow is spearheading the development of innovative standards in catering to the needs of foreign travellers.

Tourists arriving in the capital can stay in hotels of various price segments. They can savour traditional Russian cuisine, and can also indulge in a diverse culinary experience, with options ranging from authentic Indian delicacies to continental dishes prepared to the highest standards. In 2022, the number of foreign tourists who visited Moscow increased by 6.3 per cent compared to 2021, reaching a total of 1.7 million.

Travelling to Moscow has now become easier as tourists from India and 54 other countries can apply for an electronic visa to enter Russia from August 1, 2023. The impact of e-visa rollout would be available by October this year after the quarterly data from the Russian border control agencies is analysed, Bulat said.

Moreover, the Russian government is planning to come out with a virtual 'Foreign Tourist Card' that will enable cashless payments for various services. "The idea behind this card is, a person back home in India can remotely apply for this card and then he/she can transfer money from the personal bank account to this bank account," Bulat added.

Meanwhile, sources in the Indian Embassy in Moscow told reporters that the Indian tourism ministry as well as the governments of Goa and Kerala are slated to participate in roundtable discussions this month. There are also plans to engage social media influencers to improve the inward traffic to India. Before the pandemic, around 3 lakh Russian tourists visited India annually. The numbers are down to around 80,000-90,000 of late.

To facilitate easy visitor movement across the city, there is "Discover Moscow" -- a navigation and travel web portal about Moscow and "RUSSPASS travel service" -- a digital platform designed for planning trips across Russia. The Discover Moscow portal features descriptions of over 1,200 architectural landmarks in Moscow. The site provides news, digests with festival and event information and curated lists of exhibition venues.

By availing the RUSSPASS travel service, tourists can access all essential information for a trip to Moscow on the site, including visa and currency matters, accommodation and transportation options in the capital. The site also offers a trip builder feature, allowing tourists to select pre-designed city routes or create their own itinerary from their favourite locations. There are versions of the site in Russian, English, Spanish and Arabic.

On the cultural scene, Moscow boasts 10,000 cultural venues including theaters, museums, libraries, parks, cinemas, concert halls, and more. In the last decade, around 900 parks and green spaces have been renovated.
