Lodging Safety

Hajj is an annual religious pilgrimage to Mecca undertaken each year by millions of people from all over the world. This year Hajj occurs from approximately June 26, 2023, to July 1, 2023. Umrah is a pilgrimage that can be completed at any time of the year.

Saudi Arabia’s Ministry of Hajj and Umrah has announced a new electronic portal for Hajj registration and bookings. The portal also allows for electronic Hajj visa applications and offers additional information including an FAQ page and awareness guides .

Pilgrims who desire to perform Hajj can register directly at:  https://hajj.nusuk.sa/ . For help with registration, please either contact the call center or email Nusuk  at   [email protected] . Additional contact information can be found on the Nusuk  site.

The portal features various package options, support services, and a multi-lingual communication center that is open around the clock. Please note that registration does not necessarily mean full approval to perform Hajj. You must register and then wait for confirmation of approval.

Hajj pilgrims must be fully vaccinated against COVID-19 and provide proof of other immunizations explained on the Nusuk  site https://hajj.nusuk.sa/HealthConditions .

Please note that the process for performing Umrah has changed significantly due to COVID-19, so all travelers should make sure to read through all requirements before booking travel.

The Ministry of Hajj and Umrah require certain mobile applications be downloaded and used to request the issuance of permits for scheduled times to enter holy sites. If you choose to travel to Saudi Arabia to perform Umrah, or require additional information on Hajj and Umrah, please visit the   Saudi Ministry of Hajj and Umrah's webpage .

Please note that once you enter Mecca for Hajj, you cannot depart Saudi Arabia without obtaining permission from the Ministry of Hajj and Umrah until Hajj period is complete.

Those who wish to travel to Saudi Arabia to perform religious pilgrimage should review the  CDC's recommendations for traveling to Saudi Arabia and may find the CDC’s Hajj/Umrah health overview  helpful.

All travelers coming to Saudi Arabia on Umrah, visit, or tourism visas should have have medical insurance to cover serious illnesses or hospitalization. The U.S. Consulate does not cover medical expenses.

Planning ahead for Hajj and Umrah is essential. Please review the following information and links for more details concerning:

  • Pilgrimage Travel Requirements
  • Hiring Reputable Tour Operators
  • Visa Information
  • Women Pilgrims
  • Travelers with Disabilities
  • Transportation at the Airport and Between Ritual Sites
  • Photographs
  • Transport of Agricultural Items and Zamzam Water
  • Safety and Emergency Information
  • Contact Information for Hajj and Umrah Authorities
  • Emergency Contact Information for U.S. Citizens
  • Consular Services for U.S. Citizens

Pilgrimage Travel Requirements

Please see our  traveler’s checklist  for additional information. Prospective pilgrims from any country can find information about the rituals and requirements of Hajj at the  Saudi Ministry of Hajj and Umrah website  (please check multiple browsers to be able to access links).

For pilgrimage, please note the following:

  • Current vaccination requirements are available from the website of the  Saudi Ministry of Health .
  • You will need a valid permit to perform Hajj.  The Saudi government enforces strict penalties (fines, detention, and travel bans) on people who perform Hajj without this permit.
  • Hajj and Umrah travel plans must be made through an online portal. Register directly at:  https://hajj.nusuk.sa/ .  This is how you obtain entry, accommodation, and transportation in Saudi Arabia.  Follow  the Ministry of Hajj and Umrah on social media to receive updates and announcements.

Please ensure that you are guaranteed a Hajj permit. Your registration must be approved in the online portal and confirm that you have secured accommodations and transportation, in addition to an entry visa.

Failure to obtain a permit can result in:

  • Immediate deportation
  • Detention
  • Large fines
  • Ban on future travel to Saudi Arabia

Do not travel to Saudi Arabia without lodging or transportation arrangements made in advance. You may face difficulties with Saudi immigration and have trouble finding available services once you have arrived.

The U.S. Embassy in Riyadh and Consulates General in Jeddah and Dhahran cannot assist in arranging travel permissions within Saudi Arabia or resolving immigration violations.  Once you enter Mecca for Hajj, you cannot depart Saudi Arabia without obtaining permission from the Ministry of Hajj and Umrah until Hajj period is complete.

U.S. citizens resident in Saudi Arabia must also register for Hajj using the Nusuk  online platform

Keep travel documents (your U.S. passport or U.S. “green card” residency permit) secure during your trip.  Make two copies of your passport—including pages stamped with Saudi visas—with one saved digitally and the other in a safe place while you travel.

Always carry contact information for:

  • U.S. Consulate General Jeddah
  • Your hotel
  • The group you may be travelling with

Personal Security

Hajj and Umrah are attractive targets for defrauding unsuspecting travelers. Be aware of unscrupulous personal guides or individuals who may pose as tour operators, who abandon pilgrims, leaving them with unpaid bills, and hoteliers who demand the payment of exorbitant “hidden charges” for the return of passports.

There have been reports of pick-pocketing, theft, and other crime in Mecca, particularly in the region of the Grand Mosque, and in Medina with large crowds of people. Do not leave passports or valuables unattended.

Lost U.S. passports or residency permits (“green cards”):

  • Report the loss immediately to your travel agent.
  • Obtain a report from the local police.
  • Contact the U.S. Consulate General in Jeddah for assistance issuing replacement passports to U.S. citizens, and “boarding foils” to U.S. legal permanent residents who lose their residency permits. Please note however, that once you begin performing Hajj in Mecca, you cannot depart Saudi Arabia until Hajj period is complete without obtaining permission from the Ministry of Hajj and Umrah.

Visa Information

The Hijri calendar is used in Saudi Arabia for all official functions.   Please review the dates on your visa carefully, and make sure you know when it expires.

Do not overstay your Hajj or Umrah visa . Penalties for overstays may include fines amounting to thousands of dollars, detention pending deportation proceedings, and bans on returning to Saudi Arabia in the future.

Umrah visas   are typically valid for about 90 days. You must depart before the visa expires.

During Hajj, the government may set new departure requirements that limit when you can depart. Local regulations include provisions that may keep you from leaving early. Travelers must comply with all Saudi government travel regulations.

Permitted areas of travel and duration of stay:   If you are unsure, be sure to ask Saudi airport officials or the Passport Office (jawazat) for clarification upon arrival.

  • Hajj and Umrah (pilgrimage) visas are  not   valid for work or residency . Now U.S. citizen pilgrims can perform Umrah on their electronically issued visa.
  • Non-Muslims are forbidden to travel to Mecca and the portions of Medina which are considered sacred. All pilgrims must leave Saudi Arabia after Hajj no later than the 10th of Muharram of each year (this year approximately July 28, 2023).
  • Pilgrims are forbidden to stay in Saudi Arabia after the completion of Hajj.

Women Pilgrims

As of June 2021, women of all ages can now register for Hajj without a male guardian as long as they go in a group with other women.

Travelers With Disabilities

Be prepared for standards of accessibility and accommodation below the minimum of what is required in the United States. While most of the Holy Sites, such as the Grand Mosque in Mecca, are handicap-accessible, most hotels and transportation options are not. Check with your tour group provider to ensure your needs are well known and can be accommodated.

Please note that special Covid requirements are outlined at the beginning of this information page.

Make sure your routine immunizations are up to date, and ask your tour operator about the vaccinations required for your visa. Hepatitis A and B and polio vaccinations are also recommended. Make sure to check language on medical needs (get your prescriptions, get your flu shot; meningitis and other vaccinations may be recommended by your doctor).

Carry hand sanitizer, as well as treatments for colds, diarrhea, rash, and anything else you might need.

Heat-related illnesses (high risk):  Move to a cool area and seek medical attention if you experience profuse sweating, chills, headache, dizziness, and nausea.  Temperatures at pilgrimage sites consistently exceed 100 degrees Fahrenheit during the summer.  Stay hydrated, rest, and use protection from the sun.

There are facilities providing water, public accommodations, and other amenities. Due to large crowds, however, travelers should expect long wait times for basic amenities, especially in Mina, Muzdalifa, and Arafat.

Transportation

At the Airport: Expect Crowded Airport Terminals

  • Due to the incredible numbers of people being simultaneously processed at the King Abdulaziz International Airport in Jeddah, disembarking, immigration and customs processes may take quite a few hours.
  • Expect a lengthy wait in hot and humid conditions before leaving the airport.  Travelers with only carry-on bags will find their airport experience to be much easier than those with checked baggage.
  • Some Hajj pilgrims now fly directly to Medina and proceed to Mecca by road. There is no option to fly to Mecca.

Between Ritual Sites

  • The Saudi government provides strict timetables to Hajj groups for all travel (bus, light rail, and foot) between the ritual sites. All routes and modes of transport will be extremely congested, and travelers should prepare for long delays.
  • Light rail trains are typically overwhelmed, with pilgrims waiting several hours at the train stations at Arafat and Muzdalifah on crowded platforms before being able to board a train. Train cars will also be very crowded. Timetables and light rail movements are outside the control of travel agencies.
  • Use maps and smartphone applications to navigate the Hajj ritual sites that stretch from the Grand Mosque (Al Masjid al Haram) to Arafat.

Photographs

Saudi authorities forbid the taking of photographs (still or video, including those taken with your phone) at the Holy Mosque at Mecca or at the Prophet's Mosque at Medina. Any violation of official instructions is likely to lead to the confiscation of your device. Please exercise good judgment and respect the rules of each site.

Transportation of Agricultural Items and Zamzam Water

See  U.S. Customs and Border Protection (CBP)  for guidance on bringing religious articles back to the United States.

We recommend that travelers returning to the U.S. not bring any food items, including dates, that are not commercially processed and in their sealed, original container. U.S. CBP officers at the port of entry to the U.S. are responsible for deciding which items to allow.

Zamzam water  (drawn from the sacred Zamzam well inside the Grand Mosque): Please check with your travel agent and airline for guidance on including Zamzam water as checked baggage.

Safety and Emergency Information

  • U.S. citizens traveling to Saudi Arabia for Hajj or Umrah should regularly monitor the  U.S. Department of State's Bureau of Consular Affairs website  where the Department of State’s  Travel Advisory for Saudi Arabia  and the current  Worldwide Caution  can be found.
  • Enroll in the  Smart Traveler Enrollment Program (STEP)  to receive security messages and make it easier to locate you in an emergency.
  • We recommend you get a local SIM card; many plans are offered for the Hajj time period.

What We Can and Cannot Do

We hope that you will have a trouble-free Hajj or Umrah, as thousands of other pilgrims from the United States do each year. If something does go wrong, the U.S. Consulate General in Jeddah can provide you appropriate consular services, such as:

  • Arrange for emergency U.S. passports and “boarding foils” for lost I-551 (“green cards”) for U.S. Lawful Permanent Residents. After Hajj, please bring a report from the police station regarding the theft or loss, and a copy of your U.S. passport or green card if possible.
  • Seek to contact you within 24 hours of being told that you have been arrested.
  • Make special arrangements in case of civil disturbances or disasters.
  • Provide contact information for local lawyers and hospitals.
  • Arrange for a spouse or next of kin to be informed if you are involved in an accident, arrested, or die, and advise them on the appropriate procedures.

We cannot, however:

  • Arrange for travel outside of the designated areas in Mecca and Medina.
  • Resolve immigration violations.
  • Become involved in any disputes, involving travel agency, hotel, airline, or any other service provider.
  • Rearrange airline, hotel, or other travel bookings.
  • Pay for hotel, legal, medical, travel, or other bills.
  • Obtain someone’s release from prison.
  • Provide legal advice or intervene in court cases or criminal investigations.

I paid $1000 deposit a few months ago for the Hajj of my wife (GhadahTammam, invoice #14058). We were supposed to get a refund more than two months ago. When i didn't get it, I inquired more than a month ago, and I was told that I needed to send proof that YOU cashed my check! So I did, but I still have not received my refund! I was told by accounting that the check was sent last week. I asked by email and phone message if it was traceable mail since I didn't get it. There was no response, and I am assuming that it was sent by regular mail, which means it was either stolen or lost!

The only good thing about Dar Alsalam is Sheikh Seif in Almadinah other than that they are not organized. There is always lack of communication. I think they don't favor Arab. If you are an Indian or a Pakistani you will be treated well and get special attention. If you an Arab you will be neglected and you need to figure out everything by yourself until you meet brother Seif in Almadinah, he is the only helpful guy in this travel agency, it was my first umrah and I went with my son and we were really neglected and not treated well at all and we had to figure out everything by ourselves. By they way if you try to send emails to complain, You will not get a response and they will not communicate with you at all. I even got a very disrespectful response on the whats app group from one of the people when I complained on it.

Really unprofessional and irresponsible company. I called the travel agent, Najma, several times to get the hotel phone number and room number where my parents are staying and after all these attempts they were unable to provide me with the information I needed to reach my family. I was especially concerned because my parents did not have cell phone or internet access and I had to ensure that someone could find out how their health was since they are elderly and had symptoms concerning for COVID. I relayed the urgency of COVID testing and they brushed it off. This is very serious and they don't care at all. I would never recommend these money sharks as they do not have anyone's best interests in mind. Everything about this trip was sloppily planned and very disorganized. Stay away from them and please don't entrust your family members in their care.

The good, the BAD, and the UGLY! I did contemplate about writing this review. I prefer to write a POSITIVE REVIEW. But I feel people should be aware of this travel agency. we traveled my wife and I back in March 2022. From the 12th to the 19th To Jerusalem. We live in the west coast and we requested from the beginning from this agency that our flight leave from Los Angles or Phoenx AZ. Well after we uploaded all the necessary documents for our travel and paid the deposit we were totally ignored by their agents/ their representative. So we were forced to buy a separate ticket to New York, and book a hotel to be able to catch the flight to instanbul next day. So we can continue travel to Jerusalem. since they ignored our emails and phone calls we had to upgrade our seats to instanbul. All they care about is THE MONEY!! About their performance they could care less about customer service. This just the start of the trip. we requested Business Class NOT COACH! No response either. The negative experience didn't stop here. It started when we arrived to our hotel paying for our own taxi or we will have to wait 4 hours @ the airport to get to our hotel. They issued FAKE room # that dose not exist. Which complicated the situation with the hotel staff. the ugly part of our trip was the fact that this agency somehow has some shady deals with certain restaurants and gift shops. They obviously get a big cut if the group traveling with this agency (about 120 of us) in three buses to tour the cities and historic areas. We Would eat at places of the agency choice, and shop at gift shops of the travel agency choice as well. The worst part is the fact that the food price at the restaurants we were forced to eat @ have very bad food and HIGH prices! Moreover the gift shops we were forced to shop @ have @least 3 times mark up from other shops we the travelers shopped at in the city. Because when we were left alone we did explore other shops! So if you choose to travel with this agency be aware of their hidden agendas. The ONLY GOOD PART of the trip is going to Jerusalem for the first Time. Please don't get fooled by their religious videos that makes it sound too good!! I do not recommend this travel agency under no circumstances.

They have some non-professional, disrespectful, and insincere people working there supervising group travel and they don't seem to care. I do not recommend anyone to use this travel agency.

This is the worst travel agency. Due to COVID my haijj trip was canceled after I put a deposit. I still have not gotten my money back and if he been 9 months. I am constantly calling to ask for my deposited check and no one responds back to me.

We just completed Hajj through Dar el Salam. We could not have been more pleased. Everything was outstanding, from the booking process through departure day. The program was very well organized and coordinated. The group leaders and scholars were all very supportive throughout the journey. From stop to stop, the leaders checked to make sure everyone was where they should be and completing each step of Hajj. While the price is at a premium, it becomes readily apparent when you get there that it is well worth the money. I won't go into every detail, but you are not just paying for the excellent hotels and flight, but for many other factors, including but not limited to the quality and location of the camps, facility cleanliness, the unending supply of refreshments, and the frequent outstanding lectures by multiple scholars. I felt like they held our hand throughout journey which was very reassuring for someone who was going to Makkah/Madinah for the first time. Communication within groups was made via WhatsApp; this kept us well informed and updated throughout the journey. I highly recommend this agency if you are considering going to Hajj.

My 2 daughters are going for umrah with Qalam institute via Dar Esslam travel, we did follow the instructions and immediately send the passports 2 months before their travel date, until today they did not get the passports ( 3 days before departure) lied to us multiple time's and finally we realized they submitted the passports for the group only 2 weeks before departure and Saudi embassy is not giving visa's for ladies with no mahram, all excuses and blaming the Saudi consulate for not responding, today they said we will know by Friday after noon , guess what my daughters are flying Friday morning same day to stay at a hotel before leaving on Saturday because there are no flight's that will get them to new York to catch their 1 pm Saudi flight. I heard good things about dar-esslam in the past, but I think they grow financially strong enough not to care about people, very poor management and poor decisions. Please replace your staff with dependable people and teach them not to lie, we are going for umrah and to Hawaii I will never book through Dar esslam again, and the better refund all the expenses including 2 non refundable tickets from Dallas to new York. I will keep you all update it on the social media.

Moscow, russia - city travel guide and advice.

Moscow, the capital city of Russia, is a beautiful and unconventional city in the center of 'European Russia'. Modern Moscow is fast becoming a popular destination for both business and travel; partly due to its people and the pride they have in their city. Russians are an incredibly warm and hospitable people who enjoy life to the full. If you are lucky enough to be invited to a Muscovite's home then you are likely to be treated to a memorable evening of shchi (vegetable soup), bliny, salted fish, vodka, pickled cucumbers and possible even more vodka, just don't expect an early night.

The damaged facade of an office building in Moscow after the Russian capital came under a drone attack, just days after a previous strike.

Drone hits Moscow tower housing ministries for second time, says mayor

Russian defence ministry blames Kyiv for attack as Ukrainian presidential adviser says Kremlin should expect ‘more war’

  • Russia-Ukraine war – latest news updates

A high-rise building in Moscow housing Russian government ministries has been hit by a drone for the second time in three days, the city’s mayor has said, as a Ukrainian presidential adviser said the Kremlin should expect more drone attacks and “more war”.

The Russian defence ministry said two drones were destroyed by air defence systems in the Odintsovo and Naro-Fominsk districts near Moscow in a fresh wave of attacks on Tuesday, while it claimed a third was jammed and went “out of control” before it crashed in the Moscow City business district, a cluster of glass skyscrapers that was built to show Russia’s growing integration into world financial markets. The ministry blamed Ukraine for what it called an “attempted terrorist attack”.

Photos and video showed that a drone had ripped off part of the facade of a modern skyscraper, IQ-Quarter, 3.4 miles (5.5km) from the Kremlin, which houses staff from several ministries, including Russia’s ministry of digital development, communications and mass media.

“The facade of the 21st floor was damaged. The glazing of 150 sq metres was broken,” the Moscow mayor, Sergei Sobyanin, said in a Telegram post, adding that no injuries had been reported.

Ukraine has not formally admitted it was behind the strikes on Sunday and early on Tuesday, though they appear to be part of a growing strategy to bring home the consequences of Vladimir Putin’s war to Russia’s civilian population.

The Ukrainian presidential adviser Mykhailo Podolyak suggested in a tweet on Tuesday that the Russian capital, whose residents have largely been able to ignore the devastation being meted out on a daily basis in Ukraine, was experiencing payback.

“Moscow is rapidly getting used to full-fledged war, which, in turn, will soon finally move to the territory of the ‘authors of the war’ to collect all their debts. Everything that will happen in Russia is an objective historical process.

“More unidentified drones, more collapse, more civil conflicts, more war …” he wrote .

Russia’s economy ministry said its employees were working remotely after the latest attack. Moscow’s Vnukovo airport was also temporarily shut and flights redirected.

The Moscow City district towers, often unoccupied at night, are located further from the Kremlin than other highly defended government targets such as the ministry of defence, where Russia had stationed a Pantsir S-1 air defence system on the roof last year, and present a large, tall target.

In a video address on Sunday, the Ukrainian president, Volodymr Zelenskiy, made the same point as Podolyak as he said the war was coming home to Russia after three drones were shot down over Moscow.

“Gradually, the war is returning to the territory of Russia – to its symbolic centres and military bases. This is an inevitable, natural and absolutely fair process,” Zelenskiy said.

The attacks on Tuesday marked at least the fifth time that unmanned aerial vehicles have reached the Russian capital since May, when two drones came down over the Kremlin. Moscow and its surrounding area are more than 500km from the Ukrainian border and the conflict there.

While the damage so far has been relatively minor, the attacks appear designed to show up Moscow’s vulnerability to drone warfare. Ukrainian bloggers on Tuesday ironically repeated claims made in April by the commander of Russia’s air defences, Lieut Gen Andrey Demin.

“There is hardly a better sky shield anywhere in the world than Moscow,” Demin assured a Russian newspaper.

The Russian defence ministry said on Tuesday that it had also foiled a Ukrainian drone attack targeting patrol boats in the Black Sea.

The attack on Moscow came as Russia launched its own drone strike, on Kharkiv, Ukraine’s second-largest city, injuring one person. Five Iranian-made Shahed drones were deployed, Ukrainian officials said.

Two floors of a college dormitory were destroyed and set on fire as Russia targeted “densely populated” areas of the north-eastern city, the mayor, Ihor Terekhov, said on Telegram on Tuesday, adding that three explosions had been heard in the city.

The chief of police in Kharkiv, Volodymyr Tymoshko, said there were two night-time strikes – one on the college and one on the city centre. One person was injured in the city centre.

It was unclear whether anyone was in the college building when it was struck, with local media initially saying it was empty and later reporting one person had been inside.
