Good Friday travellers site to finally close
Mrs Justice Lang has backed Hinckley and Bosworth Borough Council’s stance

An illegal traveller caravan park at Bagworth finally faces closure in the wake of a ruling by one of the country’s top judges at London’s High Court.
Mrs Justice Lang has backed Hinckley and Bosworth Borough Council’s stance over a bid by Patrick Reilly, an elderly Irish traveller who lives on the site, to gain planning consent for its continued use as a travellers’ site.
Residents and councillors are hoping the decision brings to an end more than six years of legal wrangling, court appearances and planning bureaucracy.
In January locals had thought the long-running saga was over when a Government inspector turned down the travellers’ appeal following a public inquiry, however, one of the group called for a judicial review.
It means the travellers have reached the end of the line as regards the British legal system but as in line with the decision from the inspector they still have 18 months to find an alternative location and 21 months to restore the site.
Ratby, Bagworth and Thornton Conservative Councillor Ozzy O’Shea said: “I think it is a victory for local people and will comes as a big relief to the residents of Bagworth and Barlestone.
“I am all for treating people equally but planning laws have to be respected, it doesn’t matter who you are, whether you are a member of a settled community or a traveller. People can’t just be allowed to move onto open countryside without any recourse to the law of the land.”
Locals have wanted rid of the travellers ever since they turned up on Good Friday 2009 and dumped hardcore to make 10 caravan pitches. In that time hardcore and white quarry stone has been laid, portable homes set up and a mix of walls, fencing, gates and vegetation used as pitch boundaries.
While the main planning reasons for the borough council’s refusal to rubber-stamp the families’ request has centred on highways issues, the sites isolation from public services and the settlement’s ‘harsh’ and ‘alien’ appearance in rolling countryside, people in the nearby villages of Bagworth and Barlestone have complained of anti-social behaviour from the group including petty crime and vandalism.
In May 2009 Hinckley and Bosworth Borough Council planning committee members voted to evict the gypsies but in March 2010, on appeal, a Government inspector gave them a three-year stay of execution.
In his High Court challenge to the planning inspector’s decision Reilly argued the planning inspector was wrong in the view he took in respect of safety of access to the site which had been the scene of one fatal accident in 2011 and his view that highway safety was of “paramount importance” was perverse.
He claimed the design of the site access had nothing to do with the death crash.
However, dismissing his challenge Mrs Justice Lang said she considered there was “ample evidence” on which the inspector was entitled to reject the appeal.
“In conclusion, the claimant has failed to establish any error of law in the inspector’s decision and therefore the application is dismissed,” she said.

Shoot out in Enderby

I'm not one to stereotype and I actively campaign on several front's regarding rights and racism, however from my perspective, in the case of the Irish travelling community they have more than made a rod for their own back. Three of Leicestershire's largest camps have been convicted for slavery offences. The Enderby camp was recently raided in relation to certain 'purchases' I've only seen in movies and they have persistently used violence, machetes, guns over the last 3 years. They also run multiple businesses from that camp which all breach trading standards and tax law. The waste materials from those businesses are dumped on land at the back of their site that doesn't belong to them and has been for many years. In some instances, they do seem to act with impunity where as if any of us decided to conduct ourselves in a similar way it wouldn't be tolerated. This is highlighted in a report I received just weeks ago, discussing how to approach engaging with and speaking about the Irish travelling community stressing the issues of causing offence, specifically racial offence, but also made mention of the difficulties in carrying out business without judgement owing to the fact that the majority of travelling Irish families are involved in illegal activity, fraud, breach of working and trading law and in multiple cases, serious organised crime within the county boundary (and in a standard scaling model, this is probably quite representative of the same community around the country) does kind of say, in itself, that Irish travellers are in the main here at least, not the misunderstood, misrepresented law abiding citizens lots of people now like to try and convey they are for point scoring. In Enderby, with much of the violence taking place in plain sight of two schools I can understand why many of the residents are up in arms. The current situation in Enderby and by extension in the county is MUCH more serious than I think most people comprehend.

“Anyone who has any information at all, and has not yet spoken to police, is urged to do so, no matter how insignificant it might seem. If you have any CCTV or dashcam footage we also urge you to check this as it could provide us with some vital information.
“Thank you to everyone who has assisted us with our enquiries so far and for your patience and co-operation as our investigation continues.”

Anyone with information should contact police on 101.

Interesting thread(for me) as nothing about this serious incident reported nationally. Some discussion earlier in the thread about travellers, discrimination etc: the Equality Act protects people who have a 'protected characteristic' against discrimination - and this may result in more favorable treatment in some circumstances.. Race (and it is established travellers fall into this category) is such a category.

Anyone else get annoyed that the press reports like the one above fail to mention it’s a feud/issue involving travellers/gypsies. Surely that is a key part of the story and if people are genuinely interested in the story this is one of the first things they would want to know. Might just be me but always find that very strange.

Agree, if it was drugs related it would state this and possibly say between two rival gangs.
I'm not too fussed as violence is just that and they are residents albeit temporary, maybe.
But I'm sure if it was rival football fans like LCFC & Cov even if it was miles from the game it would get mentioned.

I think this is the point though, councils were told they have accommodate travelers because it is their way of life to roam the countryside and work where work is temporarily available. Obviously if you set up permanent residence on a site that's supposed to be for temporary residents, then you are breaking the law as well as not making the site available for your fellow travelers, which is the whole intention behind travelers sites. We then get too many travelers in one area all looking for a piece of the action, and consequently the violence that comes with it.

Police have revealed a third man was shot in an incident in Enderby on Sunday night,
Officers were investigating what they believed was a double shooting that happened at around 7.45pm in Blaby Road near Brockington College but they have today said another person was fired at.
Leicestershire Police said that man did not originally make himself known to officers.
He suffered minor injuries.

In that case, how can the "Equality Act" be equal?
Just an aside, this is what the Bagworth "travellers" did to my response car a few years ago...
Smeared it with a mixture of dogshit and red fence paint. They even packed dogshit under the door handles. Then they wonder why they're unpopular with the general population.
Ironically, the reg plate seemed relevant.

I think if I was to say what I wanted to say in response to this I’d get a hefty ban and probably upset a few of the weirdos who seem to find this sort of behaviour defendable.
It makes me incredibly angry.
2 hours ago, Parafox said: In that case, how can the "Equality Act" be equal?
The explanatory notes to the Act say The Act has two main purposes – to harmonise discrimination law, and to strengthen the law to support progress on equality.
So I guess answer to your question - it is perceived there is discrimination against travellers, which needs addressing in law.
I am sure everyone has their own opinions o n this...

Somebody puts a note on an ambulance windscreen saying don't park in front of my drive, (Morons btw) and it makes the national papers. This is far worse in my opinion and I've not seen it mentioned.

I know a gym not far from me who would let them in to use the punch bags when no other gym would. The owner went in the bag room one afternoon after they’d been in there and found shit spread all over the walls. There’s a reason why these people get such a bad reputation.

No. You've got it all wrong m they're lovable tinkers who suffer a bad reputation and you shouldn't, in any way, suggest otherwise.
Like I said, living in a park in a tent doesn't make me a bedouin. Living in a static in a layby doesn't make them Romany Gypsys.

Gypsy and Traveller Site Identification
Home » Residents » Planning and building control » Planning policy » New Local Plan » Gypsy and Traveller Site Identification
The Government requires local planning authorities to assess the accommodation needs of Gypsies and Travellers and Travelling Showpeople and to meet those needs through the identification of land for suitable sites. Our current level of need has been identified in the 2017 Gypsy, Traveller and Travelling Showpeople Accommodation Assessment (PDF Document, 2.48 Mb) , which we have undertaken jointly with Leicester City Council and the other Leicestershire authorities (except Hinckley and Bosworth).
It was the Council’s intention to plan to meet the identified need through the production of a specific Gypsy and Traveller Site Allocation Development Plan Document (DPD). However it was agreed at a meeting of the Council's Local Plan Advisory Committee on 7 November 2018 that the needs of Gypsies and Travellers should now be addressed as part of the Local Plan review rather than through a separate Development Plan Document.
Progress so far
You can view details of previous stages in the search for potentially suitable Gypsy and Traveller Sites .
Current work
To underpin the Local Plan Review, we have commissioned an update to the 2017 Gypsy, Traveller and Travelling Showpeople Accommodation Assessment . We are also continuing our own search for potential suitable sites.

Traveller guilty of killing 87-year-old pensioner in 'brutal' burglary

A traveller has been convicted of murder after he skinned an 87-year-old's hand, broke his ribs and punched him in the face during a "brutal" burglary.
Arthur Gumbley was attacked by Jason Wilsher after approaching his killer in a friendly way and asking him why he was inside his home.
Stafford Crown Court heard the 20-year-old was one of two men who attacked the victim at his property in Little Aston, Sutton Coldfield, in November 2017, stealing a watch and gold and silver jewellery.
Jurors unanimously decided Wilsher had ransacked Mr Gumbley's bungalow after they heard DNA found on a cupboard drawer at the property was an 860 million-to-one match.
The pensioner died about three weeks after the break-in as a result of his injuries, which included four rib fractures.

Mr Gumbley, who walked with the aid of a stick, told detectives he had been watching television before hearing the intruders enter his house.
He was punched on the nose and kicked on the shoulder but could not remember anything else about the attack.
The court heard it is believed he was dragged across the carpet, due to burns on his back, and had a watch forcibly pulled from his wrist, tearing his skin.
Jurors were told Mr Gumbley was taken to hospital after his daughter phoned him when he managed to reconnect a telephone wire which had been pulled out.
Telephone analysis linked Wilsher to a mobile handset "central to the case", and to the purchase of a blue Mazda car bought for £1,700 for criminal purposes.
The jury convicted Wilsher, who had denied murdering Mr Gumbley and taking part in a conspiracy to rob between November 18 and 26, 2017 on Wednesday, Staffordshire Police said.
The conspiracy to rob charge was related to another elderly man, Dennis Taylor, who lived in the Creswell area of Derbyshire and suffered injuries at the hands of burglars.
The 82-year-old told police he had his head banged on to the hearth of a fireplace four days after Mr Gumbley was attacked.
Speaking after the verdicts were announced, Detective Chief Inspector Dan Ison of Staffordshire Police said of the attack on Mr Gumbley: "This was a planned and totally unnecessary attack on an 87-year-old man in his own home.
"The injuries sustained by Arthur were brutal and horrific.
"It was months of hard work that identified him (Wilsher) and it is startling that the science of DNA proves effectively Wilsher is the only man in Europe who could've contributed to the sample found at Arthur's home."
Wilsher, of Barlestone Road, Bagworth, Leicestershire, will be sentenced at the same court on Friday.
