Ministry wants all destinations certified for sustainability

he Tourism Ministry has plans in store to have all tourist destinations in Indonesia certified for sustainability to become world-class destinations.

Tourism Minister Arief Yahya said the ministry’s Sustainable Tourism for Development (STDev) program, based on Ministerial Regulation No. 14/2016, adopted the Global Sustainable Tourism Council’s (GSTC) worldwide standards for sustainable travel and tourism.

The Indonesia Sustainable Tourism Awards (ISTA) event, held for the third year running this year, is meant to help achieve the target. Offering a total prize of Rp 1 billion (US$70,522), the award is the ministry’s way to express appreciation for and evaluate the implementation of sustainability in the management of tourist destinations in Indonesia. It involved 176 destinations last year.

ISTA 2019 will open its registration (https://sustainable.indonesia.travel./en/) from March 18 to May 18, and the selection phase will follow. The winners will be announced on Sept. 27, coinciding with World’s Tourism Day.

“ISTA is an early step to certification,” Arief said in a statement. “I’ve formed a sustainable tourism acceleration team, led by Valerina Daniel.”

Meanwhile, Valerina said the program was aligned with sustainable development goals and with the government’s National Medium-Term Development Plan (RPJMN).

“We’re limited to providing guidance for travel destinations for now, but we’ll add rules on the standardization of sustainability for [hospitality] industries, including hotels and travel agents, in the future,” said Valerina.

Additionally, the ministry has formed the Indonesia Sustainable Tourism Council (ISTC), which will certify destinations – beginning with the winners of ISTA 2017 and 2018 – that are deemed to meet the required standards and have been acknowledged by the United Nations World Tourism Organization (UNWTO).

Sustainable tourism takes into consideration three main aspects, namely environmental, social and economic concerns. It is also known as the people, planet, prosperity and management approach. It focuses on several elements, including environmental and cultural conservation. (wir/kes)

Sunshine, sea, and sustainable tourism: Indonesian women entrepreneurs adapt to a changing world

Sustainable tourism is proving to be a viable career option for women in the picturesque North Sulawesi region of Indonesia, where they are making the most of skills training provided by the UN.

As the sun sets over the Celebes sea, and its orange glow turns the horizon gold, a couple of dozen tourists are on the pier at Budo, a village of 2400 perched on the ocean, 25 kilometres northeast of the regional capital Manado.

They snap photos and marvel at the view; a woman visiting from a nearby town exclaims that, even for the locals, the sun setting on the volcanoes is an extraordinary sight.

However, until a few years ago, the pier – about 300 meters long, crossing a mangrove forest to connect the village to the open sea – was dilapidated and used only by fishers heading out to sea.

But those were different times, explains Hani Lorens Singa, President of the Village Enterprise Association (BUMDES): back then there were far more fish, and no tourists.

The fishing pier of Budo village has been converted into an area for tourists.

Budo, like many coastal villages in North Sulawesi, in far northeastern Indonesia, has traditionally been dependent on small scale fishing, but stocks have shrunk due to overfishing, prompting a new focus on tourism as a way of creating livelihoods.

A programme set up by the International Labour Organization ( ILO , a UN agency), is helping the rural community of Budo, and four other villages, to diversify into sustainable tourism, providing skills to local entrepreneurs, mostly women.

The pier has been renovated and painted, with support from the government, and benches and wooden huts have been added for the convenience of tourists, who pay an entrance fee of 10,000 Rupiahs ($0.65), to walk along it and enjoy the view.

Visitors can buy local delicacies and drinks at the ticket counter, and the orders are prepared and delivered to the pier by available members of the village association. “We share the work, we share the income – this is tourism at a human scale” , says Mr. Lorens Singa.

Since the renovation, a fifth of the visitors spend more, ordering local delicacies and drinks at the ticket counter with the occasional visitor also staying the night.

Thanks to support from ILO and its partners, Budo has increased its income from tourism fivefold and now appears on the tourist trail: the village was the winner of the digital marketing category at the Ministry of Tourism and Creative Economy’s Top 50 Village Tourism Award this year.

Despite the improvements, a lot still remains to be done, and Mr. Lorens Singa is not complacent. “We need to offer more reasons for people to stay for a meal or overnight,” he insists.

The Indonesian government supplied wooden buildings on top of or next to villagers’ houses in Marinsow

Homestays, hashtags, and home cooking

About an hour’s drive east of Budo, the inhabitants of Marinsow have taken a crash course in the bed and breakfast business, a steep learning curve for many of them.

“Many of the entrepreneurs we work with have never been tourists themselves, so without training, it is not obvious for them to know what tourists expect,” says Mary Kent, the ILO Chief Technical Adviser for the project.

Marinsow is in a mining region, several kilometres away from Indonesia’s pristine beaches, so tourists previously had no reason to stop by. But, since Marinsow was designated as a “priority tours destination” by the Government, the village has received a significant financial boost, aimed at diversifying the economy.

More than 50 villagers received small wooden bungalows on their plots to start bed and breakfast businesses, or homestays, as they are known in Indonesia. ILO, with local partners Klabat University and the Manado State Polytechnic, is helping to teach local people the skills needed to be a successful entrepreneur, such as bookkeeping, cost calculation and marketing, hospitality, and tourism.

“I was very surprised to learn that tourists prefer their sheet white and a diversity of meals,” says Yeni Alelo. Ms. Alelo and the other participants have also learned the importance of using hashtags in social media marketing posts, so that tourists looking for a place to stay in the area find them more easily.

“The women’s small businesses are financed through microfinance credits, and they have been able to make all the payments on time,” says Gabriel Tamasengge, the village’s mayor. “We are very proud of our women, of the business acumen we never knew they had.”

The investment in skills for marketing and quality control in these communities is paying off, with about half of the few hundred tourists spending the night in Marinsow last year coming from outside the province, including an increasing number from abroad.

Back in Budo, there is interest in building more homestays, and increasing overnight stays, perhaps by creating a marketing campaign to convince foreign tourists from nearby world-class diving destinations within the Bunaken Marine Park to hop over for an evening meal and make a visit to a typical village, rather than sticking to the usual mass tourism destinations. The Village Enterprise Association also plans to offer cooking and handicraft classes, as well as fishing trips.

“Our task now is to make sure that when the funding from ILO and the government stops, we will have a fully formed business that allows us to stand completely on our own feet,” says Mr. Lorens Singa. “ We had the vision, and we have the commitment – I am confident we will succeed. ”

Members of the Budo tourism association prepare local delicacies for tourists.

Skills for Prosperity

The village tourism project is part of the Skills for Prosperity Programme, funded by the United Kingdom, supporting sustained and inclusive growth through skills development in three Southeast Asian countries, including Indonesia. Its goal is to increase employability, employment and livelihood opportunities of beneficiaries.

To ensure sustainability of the programme, and to eventually reach more than the initial four supported villages, the ILO has trained local trainers, including staff from higher education institutions Manado State Polytechnic and the University of Klabat.

Tourism specialists at project partner University of Gloucestershire in the UK have also contributed to the capacity building of these delivery institutions, helping to integrate the community focus into their standard curriculum and study programmes.

ILO’s Decent Work programme focuses on social dialogue, job creation and enhancing the protection of vulnerable workers, and contributes to the UN in Indonesia’s National Blue Agenda Actions Partnership with the government in support of the sustainable development of the ocean and coastal communities.

ARBOREK Village Wins the 2017 ISTA (Indonesia Sustainable Tourism Award) by Nikka Amandra Gunadharma

Arborek village wins the 2017 ista (indonesia sustainable tourism award): towards the future of sustainable tourism in raja ampat, by nikka amandra gunadharma with meidiarti kasmidi.

Raja Ampat’s Arborek Village, located in the Meos Mansar District, was recently honored with Green Award in the category of “Economic Utility for Local Community” in the Indonesia Sustainable Tourism Award (ISTA) 2017 –a program from the Indonesia Ministry of Tourism.

All the nominees for the ISTA 2017 have been through strict selection and assessment process based on the criteria as designated under the Ministry of Tourism Decree No. 14 of the Year 2014 on Guidelines of Sustainable Tourism Destination; an adoption from the standards set by the International Global Sustainable Tourism Council (IGSTC), an independent organization acknowledged by the United Nation’s World Tourism Organization (UNWTO).

There were 96 nominees from 23 provinces in Indonesia subsequent to the closing of registration period, and Arborek was one from the eastern part of the Country receiving the honor in this inaugural event. During the Awarding Ceremony titled “Wonderful Indonesia Tourism Awards 2017,” the chief of Arborek Village, Daud Mambrasar, expressed his affection, “I am both happy and thrilled for Arborek to receive this honor; as I am also proud (for Arborek) to be able to represent Raja Ampat (and) West Papua for ISTA 2017.”

“I am thankful for several Institutions and all the people who have helped and assisted us all these years and to all the villagers in Arborek who worked together to protect and preserve our Village. This is our award; we earned this for the collaboration of all the people in the Village. We started by protecting our environment, and now we are reaping economic benefits from what we’ve been protecting all along; tourists visit (our Village) so that we’re be able to generate benefits from homestays, stalls, local guides, souvenirs, etc.,” continued Daud Mambrasar enthusiastically.

Upon answering question about the significance of this award for the people in Arborek Village, Daud Mambrasar added, “For us, the community in Arborek, this Award is very meaningful and will encourage us to do much better in the future, so that tourism in Arborek will not only contribute to our community’s prosperity, but also preserve our culture and environment sustainably.”

Arborek is a village with a population of less than 300 people located within the Dampier Strait Marine Protected Area (MPA).  It is one of the villages that has successfully developed collaborative participation through environmental conservation and preservation efforts over the past few years, as solid responses towards Raja Ampat’s blooming tourism.

As a Village located within a conservation area, Arborek consistently puts effort into developing and implementing a concept of tourism-driven, village managed principles of environmentally-friendly sustainability.  This foundation relies on the active participation of all members of its community, and the collaboration with various parties; from the Regency Government through its related agencies, the private sector, and several non-governmental organization such as Conservation International (CI) Indonesia, Raja Ampat SEA Centre, Marine Mega Fauna Foundation, etc.

On a separate occasion the Head of Raja Ampat’s Tourism Agency, Yusdi N. Lamatenggo, S.Pi, M.Si., explained, “This award is not only an acknowledgement from external parties towards the community in the Arborek Village (who consistently) practices local wisdom through generations, but also on how they manage to keep the balance between economic (activities) and environmental preservation.”

When asked about the meaning of the honor received by Arborek in the context of tourism development in Raja Ampat, Yusdi N. Lamatenggo, added, “With this Award, we hope that all the people in Arborek (and Raja Ampat as well) will be encouraged and even more committed in developing tourism based on the principles of sustainability.”

It is a fact that tourism is likely to generate a considerable benefit for the local communities, but when manage inappropriately: it’s also possible to create an equally extensive ‘disaster.’ Just like other destinations in Indonesia –which are primarily ‘dependent’ on the preservation of natural resources as their primary ‘asset,’ the development of tourism creates complex challenges that requires comprehensive solutions.  Even Arborek could not escape from such inevitability.

indonesia sustainable tourism award

Responding to these challenges, the Head of Raja Ampat’s Tourism Agency explained –in general, the strategy developed by the Regency Government, with all the Stakeholders, was based on a study of Sustainable Tourism’s Carrying Capacity. Raja Ampat is intended to be developed as a world-class ecotourism destination; and not a mass tourism-based destination,” as he continued, “We also encourage the local communities to preserve their local wisdoms; with the hope that they will strengthen various regulations legislated by the Government.”

One of the results from the study titled “Carrying Capacity of Sustainable Tourism in Raja Ampat” shows that, the total number of visitors Raja Ampat could tolerate per year is no more than 91,275 tourists, based on 3 tours to various attractions per day. If these numbers are maintained, then tourism is considered tolerable for the environment: this is the definition of “sustainable tourism”. The Study is expected to be one of the key references for the government in legislating tourism-related regulations for Raja Ampat.

One of the researchers involved in the Study, Dr. Victor P.H. Nikijuluw, CI Indonesia’s Marine Program Director, affirmed that Arborek has abundant of potential to develop ecotourism due to its nature and human resources. “There’s no doubt about the natural beauty surrounding Arborek, but all these natural resources would be meaningless if the people are not prepared to properly manage and utilize them. Fortunately, the people in Arborek are keen to learn new things, which leads to their readiness to manage their Village as one of the centers of ecotourism in Raja Ampat. In the future, Arborek’s initiatives will provide a “model” for other coastal villages in Indonesia that wish to develop similar concepts.”

Although Arborek has yet to receive ISTA’s highest honor, the Green Platinum Award, its achievement should be appreciated and noted as valuable step in the learning process toward consistently developing and managing the principles of sustainability; which aims to generate as many benefits possible for all members of the community in the Village.

Sustainable Tourism Destination Standard for Indonesia Achieves GSTC-Recognition

Sustainable Tourism Destination Standard for Indonesia Achieves GSTC Recognition

8 September 2016, Jakarta, Indonesia – The Global Sustainable Tourism Council (GSTC) is pleased to announce that the Sustainable Tourism Destination Standard for Indonesia has achieved ‘GSTC-Recognized’ status. The awarded status affirms Indonesia’s commitment to promote sustainable tourism products and services.

”The Sustainable Tourism Destination Standard for Indonesia was developed to guide the sustainable development of tourism destinations in Indonesia. Recognizing the growing demand for travel to its many appealing destinations, the Ministry of Tourism seeks sustainable development at each of them.

GSTC-Recognized means that a sustainable tourism standard has been reviewed by GSTC technical experts and the GSTC Accreditation Panel in order to be deemed equivalent to the GSTC Criteria. Additionally, an organization that meets GSTC requirements must administer the standard. The purpose of the GSTC programs is to recognize and reward genuine practitioners of sustainable tourism, which in turn builds confidence and credibility with consumers.

“The Sustainable Tourism Destination (STD) Standard will promote Indonesia as a hub and an epicentrum for sustainable tourism certification in ASEAN and Asia Pacific,” says Indonesian Minister of Tourism Arief Yahya. “The Ministry Of Tourism has already endorsed 20 regions to be designated as pilot projects for the STD Standard and has also endorsed STD Standard implementation in 10 priorities destinations.”

“We applaud the vision of Indonesia’s Minister of Tourism Mr. Arief Yahya in seeing that the economic health of tourism destinations requires the long-term planning that is inherent in the concepts of sustainable tourism”, says GSTC CEO Randy Durband. “This step in developing actionable standards for sustainable destination development and management, and doing so in a manner that includes global principles plus national interests, reflects that vision.”

To date, 28 standards have achieved GSTC-Recognized status. The completion of these step-wise programs rewards standard owners for their commitment to sustainability while offering the market benefit of proof that these national standards adhere to international norms. The GSTC will continue to work with organizations around the world to provide GSTC Recognition, Approval & Accreditation of standards for sustainability in travel and tourism. GSTC-Recognized standard owners are encouraged to complete the Approved or Accreditation process in order to showcase excellence in their sustainability frameworks while further distinguishing their standards and processes amongst other certification programs. The Agro-Eco Taman Simalem Resort wins the Indonesia Sustainable Tourism Award for Environment Conservation

  • Indonesia , News and Events

The only resort with Agro-Eco theme, Taman Simalem is thrilled to announce that it has won 2nd place at Indonesia Sustainable Tourism Award (ISTA) 2017 for Environment Conservation category. The award was presented at Wonderful Indonesia Tourism Awards 2017 ceremony held tonight at Hotel Bidakara, Jakarta.

Following a visit to the resort by the ISTA jury early in September, the judges decided that Taman Simalem was outstanding in its efforts to implement sustainable tourism. They praised the resort not only for its youth-focus Agro Program and close ties with local organic farmers, but also for its focus on the conservation and careful development of the 200-hectare property.

Taman Simalem plans to further its growth in sustainable tourism by developing more conservation theme educational programs to visitors and local villagers. Mr Tamin Sukardi, owner of Taman Simalem Resort said: ” Our existence is very much dependent on the preservation of the environment, culture and welfare of the people around us. Taman Simalem owes this award to the support we get wholeheartedly from the local community, the Provincial Government of North Sumatra, the Government of Karo Regency and the Tourism Academy (Akpar) of North Sumatra”. The Indonesia Sustainable Tourism Award was initiated this year by the Ministry of Tourism in a bid to encourage sustainable tourism across Indonesia and promote tourism in Indonesia overall. ISTA also aims to recognise and appreciate the efforts of those encouraging sustainable tourism both on a national and international level. The winners of the Indonesia Sustainable Award (ISTA) will be submitted to a similar award at the ASEAN level, the ASEAN Sustainable Tourism Award (ASTA).

ITO 2024: INVESTMENT OPPORTUNITIES CHALLENGES FOR SUSTAINABLE TOURISM

' src=

WITH the holding of the Indonesia Tourism Outlook (ITO) 2024 entitled “Investment Opportunities and Challenges for Sustainable Tourism” which was held by the Tourism and Creative Economy Journalists Forum (Forwaparekraf) on Tuesday (11/28), 2023 it is hoped that the development of the tourism sector and creative economy will increase. In the future, especially in the investment sector, we must pay attention to environmental sustainability issues in the concept of green investment as the main key to success.

According to Chairman of Forwaparekraf , Pasha Ernowo, said that his party chose the theme “Investment Opportunities and Challenges for Sustainable Tourism” in this outlook activity considering that Indonesia, with its abundant natural wealth and supporting geography, is the time to focus more on developing sustainable tourism or sustainable tourism.

“On the other hand, investments that prioritize sustainability and environmental sustainability in the tourism sector must continue to be intensively carried out. So that we are not left behind by other countries and the most important thing is development that can have a long-term positive impact on the environment,” said Pasha

Minister of Tourism and Creative Economy, Sandiaga Uno, said that when attending as a speaker at ITO 2024, a number of international institutions predicted various challenges at the global level that could affect sectoral growth. These include geopolitical conditions, economic turmoil and environmental crises.

“From these various challenges, investors’ attention to macroeconomic volatility tends to decrease. However, this is different from the issue of climate change, which is increasingly becoming a concern for investors. This year, the level of concern has increased by 10% compared to 2022. With increasing attention to the issue of climate change, it is time for the commitment to quality and sustainable tourism development to be strengthened,” he said.

He explained that there are concerns about climate change, so tourism facilities such as hotels and other tourism should be able to refer to the green economy. Indonesia, with its various potential natural resources and cultural diversity, has high potential in developing green tourism.

“It has been proven that the renewable energy sector has attracted the highest total capital investment globally in the last 4 years. Green Tourism is an opportunity and attraction for us, and there must be a commitment to developing quality and sustainable tourism,” Sandiaga stated.

Sandiaga continued, in the various programs carried out always refers to quality and sustainable tourism as the main ideal of Indonesian tourism. One of them is through tourist villages, to ensure even distribution of tourism and revive the local economy.

“At the World Travel Mart (WTM) London event, the tourism village program received a lot of appreciation. Starting from the Indonesian Tourism Village Award, certification of sustainable tourism villages, as well as the tourism awareness campaign 5.0. Ultimately, UNWTO named Penglipuran Tourism Village as Best Tourism Villages 2023,” Sandiaga remarked.

Apart from the tourism village program, the Ministry of Tourism and Creative Economy is collaborating with Jakarta to present the Carbon Footprint Calculator as a program to monitor carbon footprint production for tourism activities in Indonesia.

In addition, under the coordination of the Coordinating Ministry for Maritime Affairs and Fisheries, the government is trying to implement the Blue Green Circular Economy program.

Meanwhile, Director of Check-In Asia, Gary Bowerman, said Indonesia must start paying more attention to the Chinese and Indian markets. These two countries are predicted to be the markets with the highest growth next year.

“How to find the right marketing strategy to attract Chinese tourists from traveling only within the country, to markets in Southeast Asia, especially Indonesia,” Gary noted.

Likewise, the Director of Marketing and Consumer Experience at PT Aviasi Wisata Indonesia, Maya Watono, said that the five Super Priority Destinations (DPSPs) are a new attraction for tourism to attract foreign tourists. The government will aggressively promote ‘Bali beyond’ in an effort to encourage the spread of tourist visits from Bali to the 5 DPSPs.

Maya Watono sees that apart from the distribution of foreign tourists, the challenge that must be overcome immediately to achieve the target of 14 million foreign tourists by 2024 is flight connectivity. To achieve the target of 14 million foreign tourist visits by 2024, flight connectivity is a major concern.

“We are trying to provide sufficient aircraft seats to support the target of 14 million foreign tourists. Stating that with an average load factor that has reached 70%, around 20 million seats are needed, while currently available are around 11 million aircraft seats. I hope that by 2024 the shortage of 9 million airplane seats will gradually be filled.

According to General Chair of the Indonesian Hotel and Restaurant Association (PHRI) who is also the Chair of GIPI, Hariyadi Sukamdani, said that people’s purchasing power is still an obstacle in increasing domestic tourism. “Our challenge is to improve people’s purchasing power next year.

“For this we need joint efforts so that it doesn’t stagnate,” said Hariyadi Sukamdani.

Hariyadi Sukamdani hopes that the government together with domestic airline business players can reduce the price of domestic airline tickets, which until now are considered by the public to be expensive and unaffordable for tourists.

“We positively welcome the government’s efforts to encourage foreign tourists to travel by land. For example, from Palembang (Sumatra)-Java-Bali, which is currently connected by a toll road,” Hariyadi pointed out.

Hariyadi explained that the important thing is to synchronize joint promotional programs between the central government, regional governments and tourism industry business players in order to increase tourist visits.

Hariyadi gave the example of the Kharisma Event Nusantara program (KEN), including the Kasodo event on Mount Bromo, East Java, which has great potential to bring in tourists, because it is not promoted enough, so it does not attract many tourists to the Malang Raya tourist destination and its surroundings. Even though the Kasodo event is packaged and promoted well, it will bring in many tourists and increase hotel occupancy there.

The 2024 ITO activity held by Forwaparekraf in collaboration with the Ministry of Tourism and Creative Economy also featured several other speakers such as the Head of the Communications Bureau of the Ministry of Tourism and Creative Economy, I Gusti Ayu Dewi Hendriyani, Andry Satrio Nugroho, Head of the Indef Industry, Trade and Investment Center, Vitria Ariani, Tourism Observer/CEO & Founder of Berbangsa, Eko Binarso, Founder Tanakita and AB Sadewa, Corporate Secretary of Panorama Group.
